Opposition MPs continue disrupting business in the house despite Speaker’s warning

Speaker of the National Assembly Patrick Matibini’s warning today of disciplinary action against opposition Members of Parliament who abscond from the house and allow questions on the order paper to lapse did not move the opposition lawmakers as they continued with their protest on the constitution.

Dr. Matibini had warned the members of parliament that anyone who absconded from the house including from asking questions would not be entitled to receive a sitting allowance for that particular day and shall further be subject to disciplinary proceedings in terms of Section 19 Paragraph E of the National Assembly Powers and Privileges Acts Chapter 12 of the law of Zambia.

He said it is an act of unjust and illicit enrichment for members of parliament to draw a sitting allowance when a member intentionally absconds from the sitting of the house.

Dr Matibini further stated that the conduct of the opposition Members of Parliament to deliberately stay away from the business of the house amounts to contempt of the assembly.

But shortly after delivering his statement to house, opposition members of parliament defied the Speaker’s directive as they once again allowed their questions on the order paper to lapse.

This once again led to Parliament adjourning prematurely at about 15:27 hours after convening at 14:30 hours.

    • Parliament should always prioritise matters of National interest, and right now its the new Republican Constitution that the whole country wants adopted. Therefore the opposition MPs are right by staying out of any other discussion/ debate – particularly the useless ones that only serve as justification for sitting allowances

    • He would have camped at Parliament building.As for speaker Matibini, he should realize that whether he cancels the allowances or not the war for the constitution continues because the opposition MPs for now are not after cash but the Constitution.As a speaker, Mr Speaker kindly compel the rulling party to act expeditiously instead of heaping the blame on the opposition MPs.

  7. This business of the opposition “letting questions lapse” makes me smile. What difference does it make? They only get flippant answers from the PF anyhow.

      PF is incapable of telling the truth and only knows delaying tactics. So you useless PF MPs, two can play that game!

    • Yes the answers in the Zambian parliament are just jokes. I listened to parliament radio at one time and the style of answering questions put me off. The ministers answer as if they are programmed robots. The questions are also mostly shallow and you cannot believe that the source is a grown up elected representative. The Zambian parliament is a far-cry from say the South African parliament where MPs debate issues and ask questions like normal sensible adults. And the speaker does not wear a robe and a wig like some ….

  8. Surely mr kabimba you hold a press briefing and you call it press conference. Shame that you didn’t allow questions. Why because you know you want to run away from the truth. Its your party that said 90 days, constituted the technical committee, claimed you received the draft and later you deny it. Now you say ignore and animal driven. Surely our combined IQ is much better. Chief nzamane has told you point blank that you cannot continue cheating to us.

      Your sycophancy and ignorance are shocking! The PF does not have required numbers in parliament to pass laws or proceed with business without the opposition MPs. In short it falls far short of the mandatory two-thirds hence the induced by-elections. Ask yourself why the Speaker keeps on adjourning parliament sittings each time the opposition MPs decide not to participate in the proceedings. What business therefore can proceed without the majority opposition MPs? As things stand now the Zambian parliament is on its knees.

  9. So, what is the difference between the gimmicks by Sata and the rest of government and the people who tore the first draft of the constitution in Southern Province? Why were they arrested and sent to prison, while Sata and government feel justified to treat the draft document this way?

  11. Dr Matibini ruled that opposition MPs were gettting allowances without ‘working’ and thus liable for ‘unjust enrichment and contempt of the august house’.

    Will the opposition MPs rush back into the chamber for the allowance? If they will, then shame on them. There is price for everything. Mandela spent 27 years in prison to see South Africa liberated. Many recently lost lives in Ukraine for hope of a better tomorrow.

    I awaitted with bated breath to see if the opposition MPs will sell their birthright for a bowl of soup.

The opposition MPs are part of the pipo of zambia demanding the release of the constitution, so u a not releasing it to The MPs but to the zambian pipo. MPs are not delaying anything it’s pf poor leadership Otherwise there’s a crisis here the Speaker has failed pf leadership has failed. Call for early election.

Someone used to say all sort of things when he was in opposition and let him feel the heat and know that people won’t be taken for granted. The opposition PMs are really performing their duties and government should hid to calls for a new constitution.

I am not sure that trying to keep the constitution in a bag hidden away is such a bright idea anymore? if it has clauses that are concerning to the present govt, then it will have clauses that will affect all subsequently formed govt’s even if it is PF again! my point is take the punch now and get over it and try to work within the framework of it to make yourselves popular again! it seems that even the MMD was feeble with this topic? Remember that it is people driven and at the end, it is always the people that have their choice! take lead from Tunisia, Egypt and most recently Ukraine. I am not implying this could happen but listen to what the people want sometimes and you might get a vote of thanks in the end!!

  19. Chinyama. Let it be know that the reality is tht the speaker CAN’T expel the opposition members of parliament. No wayz dear. On my general observation. Supposing our parliament takes a break from holding these tea consuming sessions how wil Zambia be affected. In my view the country will make huge servings. If I’m not mistaken an MP per Sitting he/shez paid 500 kwacha. How shall we be affected if they all go on break?? In my I think thy off less use to the country

    • Ya I hope something is done,the way people were glued to their two band radios here on the streets of Livingstone parliament radio made headlines,it’s sad they think something can come out of the nonsense by opposition MPs.Africans look around and appreciate development brought,you want some document you don’t even know, UNDP wants to use it as the back door to plot 1,we are watching.
