President Michael Sata has with immediate effect relieved Hon. Sylvia T. Masebo, of her duties as Minister of Tourism and Arts.

In a brief statement released to the media by the president’s Special Assistant for Press and Public Relations George Chellah, the Head of State has thanked Ms Masebo for the services rendered to the country during her tenure of office.

Reports in the media have been that President Michael Sata may not have ordered the dissolution of the Zambia Wildlife Life Authority (ZAWA) board and the dismissal of its director Edwin Matokwani along with his subordinate directors as claimed by Tourism and Arts Minister Sylvia Masebo.

The President was reported to have distanced himself from claims by Masebo that he (Sata) had directed her to dissolve ZAWA board and dismiss its directors.

It has been revealed that President Sata was not amused that Masebo had dragged his name into her misconduct and that the Head of State has since demanded that the Tourism Minister should prove to him that he ordered the dissolution of the ZAWA board and the dismissal of its directors.

Masebo, while testifying in the Judge Rhoyda Kaoma chaired Tribunal investigating her over alleged corruption and breach of the State Security Act claimed that President Sata had directed her to dissolve ZAWA board and fire its directors.But it has been revealed that President Sata did not direct Masebo to take such an action and that the Head of State was not happy that his minister had implicated him in the ZAWA scandal that led to the establishment of a Tribunal by Acting Chief Justice Lombe Chibesakunda.

It has been learnt that Masebo together with Vice-President Guy Scott and Justice Minister Wynter Kabimba went to President Sata and informed him that there was a lot of corruption at ZAWA and that there was need to do something about the situation.

In the meeting, President Sata is said to have advised Masebo as the Minister in-charge to do what she thought was in the best interest of the institution.
It is believed that Masebo misconstrued President Sata’s advice and went on to dissolve the ZAWA board and fired Matokwani along with Melody Zeko, Taulino Banda, Rose Chivumba and Andrew Sampa and appointed an interim management headed by Xen Vlahakis.

Former transport and communications minister William Harrington has asked the Judge Kaoma Tribunal to recommend to President Sata to fire Masebo from her ministerial position for having breached the Parliamentary and Ministerial Code of Conduct.

Harrington has also submitted that the Tribunal should recommended further investigations into Masebo’s misconduct and prosecution.

Harrington said it had been proved that there was no corruption in the tendering of the 19 ZAWA Safari hunting concessions as the ACC had exonerated the former ZAWA directors and therefore Masebo had no lawful justification for cancelling or direct the cancellation of the tender process that was above board.

    • Its obvious that Sata was not impressed with his name being implicated in the firing of the ZAWA board.We all know Sata does not mince words neither is he diplomatic.He obviously instructed Masebo is no unclear terms to fire the MMD ZAWA board. I

    • Heads will roll when you try to implicate your authorities in irregularities that no one but yourself are answerable for.
      However, it is not enough for heads to roll. Now reforms have to take place to ensure that ZAWA is run professionally by the next Minister of Tourism/Arts. It would be great to see some competent brains get to work on behalf of Zambians to develop the tourism and art industry and preserve our national heritage.

    • PF cadres are a funny lot. Today they are happy with what Sata has done. Yesterday they were insulting William Harrington as a political failure who is broke! Do these PF cadres have any principles let alone morals? This issue should not end with the dismissal of Masebo. Sata should be made to explain his role in the ZAWA debacle. We should not encourage law breaking by anyone.

    • Masebo committed one cardinal mistakes leading to this enquiry. Comments relating to the mining operations in the Lower Zambezi National Park which were attributed to her opposing the decision by Harry Kalaba (who should have been acting on Sata’s instructions) to give a go ahead to the Australian mining company. This highlighted the disarray within the govt over policy issues. Pity that she did the dirty work of Guy Scott and Wynter Kabimba and has paid the price. Not that the nation will shed a tear, guess this time she has used all her nine lives and if ever she thinks she will cross over to UPND, sorry she is now a spent force whose value is past its sell-by-date. Take time to visit Dora Siliya and above all concentrate on your health. All ministers including Kalaba should be worried.

    • Long overdue, but credit where credit is due. On this occasion I say way to go Michael Sata. It’s about time you developed some real balls and showed the cartel who is boss. I know this one wasn’t easy… this will have a far reaching effects. Hopefully you have just sent Maseb0 to jail on this one or at least even ended her p0litical career of conveniently jumping from one party to the other. I give you ‘Credit’ on this task… it could have been a ‘Distinction’ had you fired her way early just when the tribunal was being convened or even much earlier.     • God has His Own way of equalizing situations.Immediately after the 2011 General Elections,the first by-election was forced on Chongwe where Mr Mwakalombe who won on MMD TICKET was bought out by PF with the connivance of Her Royal Highness Chieftainess Mukamambo II and was sent into diplomatic service.Silvia Masewo won that by-election after massive intimidation of voters by the Chieftainess.     • Masebo had grounds to cancel the 19 hunting block tenders as they were decided on by a technical committee without the chiefs or CRBs being consulted – they sat at Andrews Motel for all of December 2012 waiting for the call. But it is her failure to find replacement safari operators that has caused immense damage to the wildlife estate, customary residents and the tourism industry. Clearly the PF ‘A Team’ were behind the decision, the ZAWA Board being established a few weeks later by Masebo, Scott and Kabimba, with Sata’s blessing. But it was her objections in camera to the parliamentary committee that sunk her. After all, to the PF, the Lower Zambezi National Park is expendable. How is is the road going Michael?

    • Next it will be Libongeni to go because women tell the truth when quizzed . If and when libongeni will be quizzed about the express orders she gets to intimidate the opposition , she will point a finger at Sata and that will mark the end of her job.

      Sata is a man of action against poor women because of their meekness and truthfulness.

      I know Sata in and out, he likes verbal instructions to cover his ass.Should things go sour he is normally the first one to demand for written evidence. Thats why he fired Dr Lungu from foreign affairs for copying letters meant for him because that mean’t Lungu was creating evidence to cover himself against Sata’s wrath should anything go wrong.

      Much as we know that he is allergic to writing and reading, those working around him should insulate them selves from his slander by demanding written memos. Once he refuses to issue a written memo, then he is trying to hide an illegal…

    • There are three points to note from this event of Silvia Masebo sacking:
      1. that by firing Masebo at this particular point of the Tribunal process, Mr. Sata has to large extent prejudiced the findings of the Tribunal.
      2. that if Silvia Masebo was a person of principle, she should have resigned at the time of her disagreement with government decision over mining in the Lower Zambezi National Park. If she had done so she would have strengthened her standing and saved her reputation.
      3. that by stating as she has done in Post Newspaper that she will continue to support “EVERY” decision of the President, she has simply confirmed that she is just a job seeker. You don’t go into politics to support every decision of any body.

      If I am not wrong, Scott testified that it was a “Cabinet decision” to cancel the tenders and terminate various employments. The “Cabinet” is chaired by the president. Now, how you justify “actions” by the head of State in relation to Masebo?

  1. Well, the rule of thumb is don’t implicate your boss in a tribunal hearing. It will be nice and interesting to see what the lady will say. I wonder why Statehouse did not provide the reason. I think as tax payers , we have the right to know why she has been fired than left at the mercy of speculators.

    • Fired even before the conclusion of the Tribunal she was dragged to screaming and kicking. Speaks volumes. Found guilty even before the judgment has been passed. Now the Judge has her hands untied, I shudder to imagine what the findings will be.

    • @ MMD Chief Bootlicker, the ‘reason’ is there for everyone to see. They are trying to save her face and not publicly embarrass her… or better still the reason will probably come as early as next week when the tribunal returns with ‘guilty’ verdict.

      Let’s commend Sata… the only thing here we should be demanding is for him to be consistent. Kabimba deserved to be as dismissed as Masebo has been. But I will celebrate this one, and demand for more tomorrow, it’s baby step!

      Let’s just pray this is a watershed moment and Sata is beginning to prevail over the cartel holding him hostage. Or may be Masebo is just a sacrificial pawn to please some donor and bring confidence to the Kwacha.

    • I would like to doubt Sata gave Masebo such instructions… From reading the situation from my couch, my best guess is that Kabimba, Guy Scott and Fred M’membe ill advised Masebo to just go and say “…the president instructed me…”, promising her that “we will go and talk to the boss later…”. You can tell this was the case judging by Scott’s testimony of “…government position…”.

      Is Sata had truly instructed her, AG would have known about it and testified likewise.

The real reason why Sata has fired Masebo is because she dissagreed with the Australian Mining activities in the lower Zambezi. Masebo’s political carear is now over. Her health is also failing and I give her 3 yrs if that and that will be the end of her. The lesson to be learned hear is that civilized people should not enter into partnerships with Kabova’s like mike Sata.

      Please be clear that it is not a result of the Tribunal that has forced your retart CNP to fire Masebo but the fact that she implicated him (whether she was telling the truth or not). Infact the fact that she has been fired, proves that this was a waste of tax payers money because Masebo should have resigned just when the tribunal was set up. Now we had the Mumba Malila playing all sorts of unprecedented legal tactics, by appealing against the setting up of a tribunal judgement just to try and avoid the Masebo’s illegality. They do the good yards and report, at times, at great risk but time and time again most of their stories have proved to be authentic… it shows their sources are really credible.     • Politicians are strange people. Everyone blogging here seems to be sure that Ms Masebos political life has come to an end. Some have gone to the extent of predicting her death. If you really understand the nature of Zambian politics you should not completely write her off. For better clarification ask peolpe like VJ and Munkombwe. As for me I believe that a persons prospects end only when a Doctor declares them dead and they are later interred in the soil. It would not shock me to see Hon Masebo back in action in the future. Not that I want it to happen but I am just being cautious.

She not have mentioned the ‘king’ in her defence as the power behind the dismissals. For all the king cared Silvia should even have said chieftainess Nkomesha directed her or GBM not any member of the A- Team (Guy Scott, Kabimba and Chilufya)

  47. I wanted to ignore this but I can’t just help commenting on Masebos sacking. I want to think that her sacking is of no consequence. She is a bad manager and she has always made a bad Minister. She has survived in life because of bottom power. Make no bones about this. But her greatest undoing is her mouth. She does not control it. Everywhere she has gone she has attracted sanctions from presidents. Chiluba, Mwanawasa, Banda and now Sata have all penalized her because of her mouth and her false sense of importance. There’s certainly something very seriously wrong with her. Indeed is she the only one with a bottom? Is her bottom special or what? Wait for her to write that she has been fired because of her Bottom. Remember that nonsense the post newspaper wrote about her why she quit RB’s…

  48. Masebo has been sacrificed to the Lions. Simple as that, regardless of her persona in Zambian politics she is among the few politicians I actually think were doing something. Her positions, however contrary, were steadfast!! This is rather sad because she is one person I thought had sincerity in the PF… But the lesson here is “cover your ass”.. get written papers that way you don’t get sacrificed. The government should implement an email system in which all members can interact so when things like this come out we can investigate clearly.

  49. It is safe to watch these strange events than celebrate over Masebo’s political fate. There are deeper hidden issues that prompted this President to fire Masebo. Masebo’s stand over the Lower Zambezi “mining saga'” could have contributed to Sata’s unusual but pseud-civilised reaction to appease the outside world. This President has never respected the indigenous Zambians in his governance style as he always tries to please his masters abroad.

    Masebo’s dismissal needs critical analysis. There is a statistical 50% chance that Sata could have indeed directed Masebo to dissolve the ZAWA Board and fire its Directors. Otherwise had the President felt that a Minister had erred, he should have corrected Masebo’s action a long time ago. Hold-on to your PRAISES to Sata and THINK HARD.

  57. I don’t see a man of action here. When the tribunal begun, Sata did not ask Masebo to step down while she is probed. As soon as his name is mentioned, he fires her. The tribunal hasn’t concluded yet. Why did he not wait for the hearing to run its course? This is a knee jerk reaction that has no consideration for a judicial process. Regardless of any argument to the contrary, the tribunal will be influenced by this thoughtless intervention. Whether she is actually guilty or not.

  61. Sometimes I wonder whether we live in the same country. Sata hasn’t fired Sylvia because of the tribunal but because the cartel found the tribunal evidence damning. She has been redeployed as per Head of the Clique Fred. To avoid sylvia facing possible prosecution, they opted to have her fired before the tribunal report is out so that by the time this damning report is out, we will all be saying she can’t suffer twice- losing her job and facing prosecution for abuse of authority.   63. I just love Sata. Atleast he acts when the situation demands it. I remember RB never acting on Dora even in the face of overwhelming evidence. Sata has set a stage for Zambia`s real infrustructure development. The salaries for Civil Servants are no longer embarrasing. HE will not do everything right but he certainly has tried. I am sure HE will fire those that should be he is a man of action. Unless he dies but the diginity he has given civil servants and thecountrywide development will certainly see him in office come 2016. Hate the man if you like. The kwacha will stabilise at some point. Let us all work hard. For some of us even if HH came to power we know that real progress lies in all Zambians working very hard.
