Following Police IG’s motorcade lands UPND MP in trouble

Opposition United Party for National Development (UPND) Senanga Member of Parliament Likando Mufalali has accused a Police officer in Inspector General of Police Stella Libongani’s motorcade of assaulting him.

Mr. Mufali has told Qfm News in a telephone interview that the incident happened this afternoon around 15:00 hours on his way back from the Copperbelt near Mulungushi University in Kabwe.

He narrates that while he was driving a the Police Inspector General’s motorcade signaled from behind and that he pulled off the road to give way for the motorcade to pass, and later started following the motorcade behind when one of the Police officers stopped him and asked why he was following the Inspector General’s motorcade.

Mr. Mufali explains that it was at this point that the Police officer twisted his arm and before breaking his car keys.

The Parliamentarian has complained of pain in the arm which was twisted by the Police officer who left him stranded after his keys were broken.

But when contacted for comment Police Spokesperson Charity Munganga Chanda says the Inspector General’s official vehicle ZP 1 is a VIP vehicle and that Police have the duty to protect the Inspector General of Police at all times.

Mrs. Chanda says no one has the right to follow the vehicle behind without permission as doing so raises suspicious as to what the motive of a person following behind might be.

She has however stated that police will investigate the matter.

Secondly if you strongly believe HH is in FreeMasonry why don’t you pray for him and preach the gospel to him. The same fears were instilled in Zambians concerning Mazoka , he could have steered our country and economy to greater heights. God is bigger than Freemasonry if the allegations are true and God can use anyone who is willing to serve out of a genuine heart. God does not look at the outward appearance but the heart.

    • Based upon your allegations since HH is at the top everyone under him is demon possessed. Are you aware that there are Born Again Christians in UPND probably also among his workers. Please do not make general statements that cannot be verified. There is still room at the cross and the blood of Jesus can wash any type of sin.   2. What surprises me in Zambia is that even security guards have the audacity to inconvenience motorists. You see all kinds of vehicles on Zambian roads nowadays some even driven by nonentities commanding other motorists to pave way.

Imagine someone insults your parents, how will you feel? Mr Sata is a parent, family man, more less like your father.   8. The lessons to learn from the UPND style of doing things is one thing. Because PF managed to get into power using this same style of violence and generally engaging in controversial tactics to attract media attention, they have also adopted the same style.

    I beg my fellow Zambians never to fall into the trap of thinking that is the party that should be voted into power because we have been painfully shown by PF what that kind of politics breeds – a rough lawless government such as we are suffering with PF. Zambians please do not be cheated again. UPND may be even more vicious than PF. Their anger has a long history. Just listen to those sponsored voices of Proud, Mulando etc on radio talk shows. Even the explanation from the so-called police spokesperson is preposterous to say the least. The MP gave way – then continued behind as he was going in the same direction. Did he threaten anyone? Why should the IG even have a motorcade? Tin-pot mentality all around. I suspect if it had been a PF MP, nothing would have happened. Some bloggers are always defending the indefensible.

    Aren’t we simply wasting resources on security details for government personnel who deserves less? What threats does the IG faces which require an entire “police brigade” to provide security against? If that’s the case then something has gone terribly wrong in the relationship between the Police and the general public.

    As someone has already asked, what are the rules on following a VIP motorcade? Is it 1, 5, 10, 15 minutes behind? If this MP erred by following too closely, the police should have just stopped him, cautioned or advised him to stay back a bit more than harassing the poor guy by breaking his car keys.

I am certain no one instructed him to arm twist an elderly man, who is also a legislator and leave him stranded by breaking his keys. I hope the MP got the vehicle/motorbike Reg. I remember back in the day when the IG only had a self driven Pajero…I used to bump into him at Long arches Barclays Bank car park on Saturdays. Now we know! This sikuba is lucky that only his key was broken. He should have been charged with dangerous and reckless driving, over-speeding and endangering lives.   16. It’s at own risk that one follows/pursues a VIP motrocade anywhere in the world. Such an act would get one bumped off the road, shot at or even killed in KK’s days. We take so much for granted in this country.

  17. 1. Who is more senior, an MP or the IG? 2. GBM had a motorcade when he was Defence Minister and it was removed from him. Hence, why should a junior be entitled to a motorcade when a Minister cannot have one? 3. Was it correct to break his key and leave him stranded? 4. Couldn’t the police officer have resolved the issue through dialogue especially after learning that he is a Parliamentarian and therefore was not a threat? 5. Was it necessary to twist his arm therefore assaulting him? 5. The IG may be entitled to security and an entourage when moving but I don’t think she is entitled to a motorcade where motorists move out of the road as if it is the Vice President or H.E. passing. This act was wrong and the police officer should be disciplined. The Speaker needs to intervene and

    • Sometimes before commenting try and get the credible facts. Police persons do not rough anybody up for no reason at all. Beyond the biased journalism there is the truth of the matter. For the Police to be suspicious of the hons car he must have something which alarmed them. For your information you cannot compare an MP , the Police ingepol and a minister. They all have different conditions of service. Did you know that all the service chiefs are entitled to motorcades. Just go to Cabinet office the is a public book there that outlines their conditions of service. Once you do that come and yap rascal!

  18. No baane, the Minister was wrong! These motorcades are usually driven at 160Km/hr. fearing their shadows. Honestly, how can a sane person follow the motorcade at that speed. Dishonorable Likando was just been childish to even think of following at that speed when he’s not even trained to drive at that speed. in case of an emergency breaks he was a risk to the motorcade and its entourage. In police training for VIP escorts you get rid of obstacles by doing everything possible within reasonable means to get of risks such as our poor MP.

  19. I commend the police officer for showing patience and tolerance. He was kind enough to just break Likando’s car key. This Likando Mufalali is the same twit who condemned Aka Lewanika for advising HH not to use Barotse Agreement as a campaign issue. Likando should in fact be jailed for endangering the life of the IG. Palibonse abashakwata amaano, Likando chinangwa. So apa he did it deliberately just to get attention.       – Exactly, nobody is allowed to follow a VIP motorcade too closely.

      2) Where in the laws of Zambia is it written that you must not follow the motorcade especially when coming from the same direction.

      – If you follow a VIP motorcade too closely, it’s against the law.

      3) Does the Police have the right to take law into their own hand by breaking someone’s key?
      – Breaking his key is the only way to stop him from driving too close. Atleast that delayed him a bit.

  21. The Mp could have been in the casket or intensive care unit had he tried to follow the Army Generals motorcade. The police were on him.
    The conduct amounted to bleach of security to the service commanders in general.
    We know that all the service chiefs have bodyguards and move with motorcades. reasons are based on the nature of their jobs. Any person including lawmakers (MP) should lead by example to the society by doing the right thing.
    My president HH should not comment on this incident because it has no substance at all.
    But let it be investigated properly. All i know is that the MP may have acted irresponsibly and engendering his own life as well as that of the motorcade.

Perhaps what is even more disheartening is not so much the barbaric behaviour of the cops and the unnecessary motorcade of their Inspector General, but rather reading the comments on this blog both supporting the IG and her overzealous cops and condemning the victim MP. Regardless of your party allegiance, if this is the calibre of what Zambia can produce, then we should forget about development (and I mean development of the mind). It begs belief that the supposedly enlightened and schooled Zambians can’t even see anything wrong in not only the behaviour of the cops, but also in the fact that a cop has a motorcade. Shocking is not enough a word to describe it.

  23. Clearly people on this thread dont value the supremacy of the constitution. What ever contrived rules you are bringing up of forbidding the following of a VIP vehicle or IG protection are invalid as long as the MP has the right to freedom of movement and expression.

    Seriously guys, the job of the IG is to protect citizens not to be protected.

  24. Someone must orient the UPND wat freedom of speech or movement means, coz one day we shall see honorable HH urinating or doing boggo under a tree in Cairo road, in the name of freedom. The MP is very stupid, even to complain by calling the press and seeking public sympathy. If anything, his vehicle was supposed to be shot at , or tyres punctured . Is this the way they shall run this country if given a chance to rule?. Infact, the UPND still needs alot of tym to learn , otherwise they shall make a big mess if given an opportunity to run this country. When their own Henry Mtonga ( Former IG & MP for Kanyama ) was IG, did anyone mess up with him? People needs to grow.
