PF LOSING candidate in the Zambezi West Parliamentary election Christabel Ngimbu has asked the Lusaka High Court to stop United Party for National Development’s Charles Kakoma from filing nominations scheduled for August 12 due to alleged electoral malpractices that characterised his election in 2011.
But High Court Judge Judy Mulongoti has set August 11 as the date to rule on whether Mr Kakoma can file nominations.
In her application, Ms Ngimbu is requesting the High Court to reinforce the Supreme Court judgment which advised petitioners to ask the High Court to write a report outlining the malpractices to the Electoral Commission of Zambia (ECZ) to bar Mr Kakoma from contesting elections for five years and eventual prosecution by the Director of Public Prosecutions.
Despite being party to the proceedings, the ECZ has refused to argue the matter because it is an impartial body.
In 2011, Ms Ngimbu lost the election to Mr Kakoma and petitioned the outcome but the High Court upheld the election of Mr Kakoma, prompting Ms Ngimbu to appeal to the Supreme Court, which nullified the election on grounds that Mr Kakoma donated a pay phone to a school, an act that amounted to corruption.
Meanwhile, the Patriotic Front (PF) in Mangango has assured that it will give President Sata a golden jubilee present by winning the Mangango seat.
Kaoma district chairperson George Papama said the people in Mangango are impressed with the government because it is working to deliver on its promises.
“We will not let the people down and we will ensure that President Sata gets a golden jubilee present, no wonder our campaign is issue-based and not finger-pointing. The party in Kaoma wants a member of parliament from our party so that development can flourish,” he said.
Mr Papama was speaking at a campaign rally at Mangango Primary School grounds yesterday.
In attendance at the rally was Vice President Guy Scott who is in the area to drum up support for PF candidate Lyambai Lingweshi in the August 19 by-election.
The Mangango seat fell vacant after the Supreme Court nullified the election of MMD’s Robert Chiseke.
And Dr Scott said his Government will remain committed to taking development close to the people.
And PF Mangango campaign manager Obvious Mwaliteta urged the electorate in Mangango not to be deceived by some opposition political parties who have nothing to offer.
PF chairperson for elections Sylvia Masebo urged the people of Mangango to vote for the PF because it is the only party that has answers to the problems the electorate in Mangango are facing such as water, poor road infrastructure, empowerment funds to start up projects and to have the area electrified.
And Mr Lingweshi said he is determined to deliver Mangango from poverty once voted as MP.

How the High Court will handle this case is critical. How is high court reinforce a judgement they didn’t pass. At their level the guy was legally elected. Christabell fought her own Husband physically ( Mr. Mukuyu) in public place and insulted as though he was not the husband just over who should stand on the PF ticket in 2011, and the husband surrendered to her. She failed to pull through the elections but landed onto separation for more than one year. She abandoned her husband and children for two years. But today wants to fight Kakoma and I doubt if she will be accepted. Better to vote for MMD than Christabel. She will never pull through because she failed even to run a small institution in Zambezi which was under her ( ZDT ). How can she run the whole constituency? I doubt her credibility.
