Guy Scott speaks at signing ceremony for Investing in Health in Africa

VICE-PRESIDENT Guy Scott says Zambia is committed to ensuring that science and research are maintained as the bedrock of all health programming and policy formulations.

Speaking during the signing ceremony for Investing in Health in Africa at the US-Africa Leaders Summit, Dr Scott said science and research was the basis upon which quality health could be achieved.

Dr Scott said the Government had adopted the vision to provide equity of access to quality health services as close to the family as possible.

He said the realisation of this vision would be difficult without the country promoting research and using research findings to improve targeting and selection of appropriate interventions for the betterment of people’s lives.

The Vice-President said the Government had set up the Tropical Diseases Research Centre to be the main centre of health-related research.

He also said the country was in the process of setting up a National Health Research Authority to regulate and coordinate all health-related research.

Dr Scott said Zambia had conducted research in malaria treatment which had led to national policy changes in treatment from Chloroquine to Artemisinin Combination-based Therapy (ACT).

The Vice-President also said a cluster-randomised trial in Zambia showed that the provision of ART in maternal child healthcare facilities nearly doubled the uptake of ART by pregnant women.

Health Minister Joseph Kasonde, during an interview with journalists in Washington DC, said the world was looking forward to seeing Africa as a big participant in the area of science and research.

Dr Kasonde also said although the health signature talked about HIV and maternal health, among other issues, much emphasis was placed on the Ebola virus and lessons learnt from it.

He said the message coming out of the signature event was the need for countries to be prepared in the event of an outbreak of the Ebola disease.

The Health minister gave assurance that Zambia was prepared to handle any possible outbreak of the disease.

He said personnel at entry points of the country were told to look out for symptoms of the virus and immediately quarantine any individual suspected of having it.

Dr Kasonde also said America was impressed with the Anti-Retroviral Therapy (ART) in Zambia.

He said there were so many limits by the World Health Organisation on when one should be put on ART.

Dr Kasonde said Zambia initially started ART when one’s CD4 count was about 350 but moved to 500.

He said the country later started putting anyone found to be HIV-positive on treatment immediately regardless of their CD4 count.

Dr Kasonde said this resulted in having less infections, thereby making it possible to have an AIDS-free generation.

In this day and age they still think and say black people are lazy, intellectually and racially inferior. They have utterly no respect for black people and Africa even when they are born and live on the African continent they still look down on black people. Open your eyes and see them for what they are. They only smile and pretend to like you when they are getting something from you. The original Africa was dark and riddled with disease. The great chiefs could not adequately handle malaria, cholera, TB, neonatal and maternal deaths, and the like. The escapades in Africa by Livingstone & Co reduced mortality from such. Even today in SA blacks are trying to recover both psychologically and economically from decades of deprivation at the hands of whites. That “intelligence” of his almost created a serious problem with South Africa, some of you would’ve had to start getting visas even for short visits to SA because of what he said last year. So in fact he cannot pass any law without approval of the so called Tea Party (fascist ok ‘conservatives’). It was demonstrated with His pet project, the Medical Bill, which he nearly resigned over. This is about the only thing he was able to gift poor Black&White Americans. That and bringing the troops back, but do they ever insult him for that!!     • Very wrong and misleading view. Maybe its your personal experience. My experience is quit different, Mostly white people are reserved and tend to be friendly if you are already personally known to them. People are mean in every form of color and if you play inferior anyone can dominate you. When a white person is being mean you are quick to call that racism and yet black people are known to be more cruel and untrust worthy with each other. Black culture and white culture are different, and I would rather have white friends because they are predictable, reliable, they keep their word and when I come across the mean, I quickly put them in their place and I earn my respect.

The fact of the matter is that the vast majority of white people will never accept blacks as equal. This is how it has been and continues to be. There must be some white people who probably don’t have an issue of equality with blacks but that number of whites who think so is so minuscule you can count them on the fingers of only one hand. I interact with whites on a daily basis because of the nature of my business, I have yet to meet one who truly appreciated me as a friend.     • @Patriot Abroad, that is not true. America is not trailing behind any leading industrial nation. America recovered quicker than any member of the OECD. Most European nations have been anaemic in their recovery. The UK had the largest growth in the 2Q growing at 3.1% but this was surpassed by the US which grew at a hefty 4% . China is still a developing country and it can still grow at rates of up to 10% per annum. The UK and US cannot even grow at Zambia’s rate because these countries are already developed.

I personally had great hopes when he was appointed, expecting him to constrain Sata,s habitual excesses, coming from West European culture. He has not uttered a word against the POA to allow freedom of Assembly. He has been untruthful about Sata’s illness. He has been reckless with words such as those on Tongas and South Africans.   23. Zambia under president Sata is the most free country in Africa. All the citizens are treated equally without prejudices. I’m proud of Sata and Guy Scott. Their humility is unequaled. I recall how Sata and Scott mingled with the downtrodden in 1991 as they waged vicious campaign to dislodge one party political system. You should have been there. The two politicians interacted with people in the manner that made more and more of them ditch UNIP and join MMD original. People who talk ill of Sata and Scott are probably novices who are carried away by cheap political instincts of the modern day clowns. They do not know how far these two have come.

    Guy & Charlotte Scott, irrespective of Party affiliation, or if You agree/ disagree with them are ZAMBIANS & equally entitled to represent Zambia as Scott is democratically elected, & didnt come to this position via a Coup, like some so called “Real” African leaders, on the continent- Full Stop!

There’s no restriction here where a black man can live. we interact with whites and vice versa. pay wise, there’s no difference what a black man and white man gets if you’re doing same job with same qualifications.   27. Understand where people are coming or debating from when it is about race. I grew up on the Copperbelt in the days that our neighbours, schoolmates and teachers where white, coloured, asian or boer. Life was good. We never experienced any sort of racial profiling/discrimination for anything. Then I went to live in England, US and most recently Nertherlands. i was disilusioned about my life when it comes to race…especially in the US and England.

    A white friend was asked in my presence why he was hunging out with a monkey. It surely takes wits not to become a racist under such circumstances.

    Most of black racists are so because of having been racially abused.

  29. Delegating to Guy Scott is best move by MCS than assigning arrogant, overzealous and over ambitious characters like Kabimba. It may not appear politically correct or disrespectful for our fallen heroes who fought for the Independence of Northern Rhodesia, but still Guy Scott is very much Zambian, (born and bred) and times have changed.

    Guy Scott is an all weather friend of Michael Sata and it is in such trying times that you need a friend you can totally rely on close to you. Featuring perhaps the only white vice President of a Sub-Saharan African Country at such high profile gathering also sends positive signals about our Country to the International Communities.

  30. @ Zambian Namayo, is saying is very important for us know well the world we live in. I agree with most of her views about perceptions whites (+ other races ) have about blacks and we need to really open our eyes and ears to fully understand the conspiracies against black people and their resources. When you read about the undermining or bad mouthing of Obama by Americans you really get disgusted that a person who has worked hard to change the image of USA abroad and pull them out of wars and saved their key automobile industry and general economic downturn within a short period of time can be treated like that. However,I don’t agree that praising Scott for his work to get PF in power is white ‘ass licking”. He worked for it ,got elected,got appointed,works so shud be respected

For the deniers; go on any American website such as Yahoo, MSN or Fox News and read what they are saying about Obama, black people and this very conference you’re praising.

You have made the point and educated those who might not have bothered to know more about what goes on in the “White man’s world”. The Zambian populace is so consumed with watching the European soccer league such that they spend little time reading and dissecting information concerning Africa and the black race from diverse sources. Even in soccer,one can see the hatred against black players who are proving the point of equality of races and equal endowment of talent- they are often victims of racism even from the very countries they work hard for!! Happy to know our country has people like you who are well informed and knowledgeable about this issue! Keep on awakening the masses!!

  34. @Goncalves. The comment was based on another comment which stated Obamas presidency, has aced the economy. However you know, the situation is not about growth rates or comparators with Zambia. UNDISPUTABLE:- Obama’s approval rating of his performance has dropped. Here is how the American people see things right now:-
