Gratuity donations upset some Members of Parliament

The decision by some Members of Parliament to donate their gratuities to their constituencies for developmental purposes has apparently upset some of their colleagues.

In interviews in Lusaka, some MPs who opted to remain anonymous stated that the gesture by Matero MP Miles Sampa and his Kasama Central counterpart Geoffrey Mwamba is egoistic and does not serve the interests of the people.

The MPs added that it is unwise for Mr Sampa to do with business with the people that voted him into office saying his taxi initiative is a business venture.

“As for GBM, we know we followed suit as a way of getting at Miles. You know the rivalry between the two. People should also not forget that GBM also announced a similar donation just before the 2011 election that he was giving away his gratuity and he actually never did, these pronouncements are not new,” one MP from the opposition UPND stated.

Another MP warned that the gesture by the two Parliamentarians might backfire once people get to know the details of the initiatives.

“Just look at Miles, he uses poor boys from Matero to work for him and they cash in every week about K 500 over a two-three year period. That is not empowerment but slavery and soon these boys will realize that they are being used by a clever MP,” he added.

Another one revealed that most MPs who supported the motion by MMD Mafinga MP Catherine Namugala feel insulted by the move by the two Parliamentarians.

“Most MPs are upset that these two have embarrassed them. If Miles and GBM really wanted to give back to the people, they should have also given up their allowances so that the level of contribution through gratuity would have been big,” another MP from a rural constituency stated.

    • We know that Shakafuswa,Garry Nkombo,Kaingu and Masumba will just use their gratuity on booze and women.Come on guys come up with another good lie.

    • MEANWHILE THE PhD CONTINUES IN ZAMBIA. I DON’T UNDERSTAND PEOPLE WHO ARE SAYING IT’S BUSINESS AND i QUOTE, “.. it is unwise for Mr Sampa to do with business…”. WHAT DO YOU THINK THIS IS? IT’S BUSINESS. YOU WANT HIM TO DO A CHARITY? NO! THOSE BOYS AND GIRLS MUST LEARN TO DO BUSINESS THE HARD WAY JUST LIKE IT IS DONE LORD SUGAR’S TV PROGRAM. THEY DON’T GET MONEY OR JOBS FOR FREE IN THE DEN OF LIONS OR LORD SUGAR’S. THEY WORK HARD FOR MONEY OR JOBS. IF IT WERE A FOREIGNER WHO CAME TO DO THE SAME ZAMBIANS WOULD HAVE BEEN PRAISING THEM. BECAUSE IT’S SAMPA, THEY WANT HIM TO BE GIVING HANDOUTS- SHAME. THIS IS NO TIME FOR COUPONS. MR MILES SAMPA WE LOVE FOR EMPOWERING THE YOUTH. GO ON YOUNG SIR. MAKE THE SWEAT FOR SWEETS IN ORDER TO APPRECIATE THE SWEETS.

  1. Now we have come to know that you guys MPs are there for your stomachs. You do not have a heart for the poor people who always vote for you. You are so greedy and selfish people. Shame on you MPs.

Leave GBM and Sampa alone coz what they have done is what people have been asking for…MPs should serve the people and not their pockets . we congratulate Sampa and Mwamba for their very good gesture to their constituency people. These are the types of MPs we need in Zambia…not you MPs who are there just to lord it on the poor Zambians. Shame on you……shaaaaaaa.

    • We’ll said my brother. These selfish ones complaining are the ones who are in Parliament for their own benefit. What is there to complain about? It’s all selfishness stupid MPS. How on earth can one complain about such good initiatives? Leave GBM and Sampa out of your selfishness. After all even if they fight by throwing money into their constituencies, who who is benefiting? The youths of course .

  2. What is ECZ ‘s position about this?is this not a pre election campaign to hoondwink the electorate? What’s the roll of CDF funds for constituents?Wake up ECZ don’t just show t.v adverts were Saulos distribute brown envelops to voters this guys have come up with another method of doing it.

    • Shut up man. You are an MP going by your cries. Man, this time 2016 will be great for we will not vote you greedy selfish MPs. We want people who are ready to serve the people and not you who want to steal from poor Zambians. You want to increase your already fat salaries and allowances, greedy selfish MPs….shame on you. Try to increase your already fat salaries and allowances and you will see the wrath of Zambians. We shall mobilize all Zambians to camp at parliament so that we beat the hell out of you.

Be warned this time Zambians are not joking… shaaaa.

    • Dipak Patel used to donate his allowance to his constituency how was this a campaign issue. You want to go to parliament to mint? Sampa took out a loan which he will have to repay and you want who to do so? Let those ‘youths’ go to a bank and see if they get a loan. Lets me serious all of you who cried for more money 2016 out! Namugala from grabbing a filing station to a millionare, Lungu from a simple teacher to Minister, you will shall remove…

  3. Just find the President! We need him dead or alive. The man has got a job to do. How I wished we had men with balls like the late Kapwepwe; they would have taken the chair and the President was going to be forced to come out of his hiding. Ask KK what men of yester year were capable of doing. We now have a cabinet full of castrated bulls! The country needs to move on you Ministers!

    • Is the subject the President or MPs donating Gratuity to their constituencies . Sometimes I wonder why such balls are give platforms by Lusaka times. Are there editors here? You publish such nonsense and people are judging based on the substance in the materials you publish. Your barking will never push state house an inch. Keep dreaming about Kapwepwe until 2016 and you will have a shock of your lifetime.

    • @ Muhabi Hichilema indeed the subject is about MPs donating Gratuity to their constituencies so why are you talking about 2016? Talk about contradicting oneself!

  4. These chaps are just jealousy and selfish. I know where MP`s like Nkombo and Kaingu will take their money to, and trust me it won`t be to their constituencies.

  5. On this one I support honourable miles sampa and GBM. When nurses were on strike they got fired and no MP came to their rescue. MPs are over paid compared to ordinary Zambians. These two gentlemen are examplary and their gesture to their constituencies should be followed. No one has forced these MPs to donate their gratuities and some of us would prefer to have MPs like these two as our MPs. Unfortunately there are in the wrong party.

  6. The hour has come for the MPs to give to the people who voted for them. . the greedy are ashamed of hearing colleagues giving out monies instead of lipservice .. kee kee kee

  7. For once I agree with the MPs unfortunately for most Zambians they do not know what the true role of an MP….this is the selfsame reason why we vote in power deadwoods and empty tins who enter office based on empty lies.

    • @jay jay,

Man how come you are jealousy? You UPND you brag that you are there to serve people and not money. How come now you are against what GBM and Sampa have done?

Is it coz now HH has run out of cash and he wants his MPs to contribute more? Man be warned that this time if MPs are going to increase their already fat salaries and allowances, All Zambians shall camp at parliament so that we beat the hell out of them. These selfish greedy MPs are taking Zambians for granted.

    • Learn to be sincere why is that you only have to agree with the MP’s merely because Jack Mwiimbu of UPND publicly and very strongly supported the increase in emoluments?

    • Today I have confirmed that Jay Jay is Up and Down MP. no wonder his contributions are anti a certain party and people.

    • Man I agree with you when you say that Zambians do not understand the role of an MP but I disagree on the need to increase their allowances and salaries. They just get too much for nothing.

  8. Your fellow MP decides to donate HIS money and you feel insulted and you are upset?? I guess a certain message has landed….

  9. This just shows MPs are overpaid!

If they don’t need the money, thier salaries are TOO BIG!!!!

Give it back to the Treasury so it can be wisely used for development.

  10. Now I believe that there are still a few good MPs out there who know the meaning of the office they hold. Congrats to GBM and Sampa.

I also realise that there are a lot of lost MPs who can’t judge between good and bad. Whatever happens they have something to say.

Ala it is wisdom to shut a big mouth just once. You are not elected to talk nonsense on our behalf but do the real work

  12. The UPNDowns are all very stingy. Infact word has it that most ladies are reluctant to marry their type. You are very stingy you can never donate to your Constituencies. Let those who have hearts to do so. Leave them alone. You short handed people

  13. Am a policeman working in Chibolwa, am equally donating my two months half salary to street kids….. are going to complain? UPND tonga MP’s are just Humanizer and they will squander their gratuity.

  14. One understands that so many budgets that were worked out the moment the presiding officer announced the winners, have been upset. Sorry guys in this business sometimes you have to serve. We understand for you it’s a business for you guys bebee upset. Sorry guys

  15. Regardless the motive, when you have excess you may give to the poor, its shocking how this can even be questioned,if you have extra activities that drain your money, shut up and continue with your activities soon you will reach your destination.

  16. Excuse me for nit picking! BUT, did the MP lady who proposed higher MP pay, (she’s so memorable, forgot her name); SAY that one of the reasons MPs needed a raise, was:-( 1. They gave their money to constituents during the course of their duties? (2. Forgot. 3. Forgot) etc. I only remembered the first reason because it was the only justifiable and acceptable reason for our support in their campaign. WELL, now I learn they have an aversion to charitable acts benefitting their constituents! What’s that Zambian expression popular right now…..yes that one …..DONCHI KUBEBA. I actually don’t know what that means… But these complainants seem to be prime candidates of that expression!

  17. When GBM bought Sata Toyota hilux and other vehicles straight fro Toyota Zambia, these MPs never said a thing, now just because these donations have exposed how greedy they are, they are now jealous. Since they criticize these donations, why can’t they show us the meaning full donations as opposed to Sampa and GBM?
I have never heard Namugala donate anything ever since she has served in leadership.

  18. Lusakatimes please name and shame the MP’s uttering such statements. How can civil servants stomach a wage freeze while parliamentarians cry for a hefty rise. If this story is true may the MP’s kiss their seats goodbye because Zambians are watching
