Zambians asked to carry valid IDs at all times to avoid being mistaken for illegal immigrants

The Ministry of Home Affairs has advised Zambians to ensure that they carry their valid personal documents all the time to avoid being mistaken for illegal immigrants.

This is contained in a press statement released to the media by Head-Public Relations Moses Suwali.

PRESS ADVISORY: CLEAN UP OPERATIONS ON ILLEGAL IMMIGRANTS

Owing to the country wide Clean-Up Operations the Ministry of Home Affairs has embarked on, we wish to advise members of the public to ensure that they carry their valid personal documents all the time to avoid being mistaken for illegal immigrants.

The operations are being undertaken by the Ministry of Home Affairs through its departments which include Police, Immigration and Drug Enforcement Commission (DEC), hence members of the public should expect more of such.

Recently, our officers raided two churches in Chibolya and Kabwata compounds and apprehended foreign nationals mainly from Rwanda, Burundi and the Democratic Republic of Congo (DRC) and will appear in court soon.

And on Tuesday 12th August, 2014, a combined team of officers from Immigration, DEC and Police swung into action in Emmasdale, Matero and Chaisa compounds and apprehended suspected illegal immigrants mainly Somalians.

After the screening process, about 136 illegal immigrants were found with no documents and have since been detained in police custody spread in various police stations in Lusaka and the screening process will continue because some of them claimed that they had left the documents at their homes.

Some of them were found with drugs, large sums of money and IT equipment suspected to be used for pornographic materials.

It must be noted that under the Immigration Laws, staying in the country without documents is in itself a criminal offence which gives Immigration powers to Remove such illegal immigrants from Zambia to their countries of origin even without the due court process.

In this regard, our Immigration Department will consider removing the illegal immigrants from Zambia to their country of origin to cut on time and money as well as avoid congesting police cells and prisons which are already under pressure.

Meanwhile, the Ministry of Home Affairs wishes to commend members of the public for availing us intelligence information regarding illegal immigrants and we implore them to continue doing so if we are to win this fight.

It is through tip-offs from members of the public that operations of any kind can yield positive results.

Once again, we urge members of the public to ensure that they carry their personal documents whenever they leave their homes to avoid being mistaken for illegal immigrants.

Further, this exercise will continue until we rid the country of illegal immigrants and that, we will not be announcing dates and times to avoid alerting the criminal elements.

Illegal immigrants may expose themselves and citizens of the countries they enter to dangers while entering into another country such as spreading of diseases like Ebola, being trafficked for exploitation including sexual exploitation and labour as well as being involved in criminal activities, hence the need to get rid of them.

    • Is this even legal to require citizens to carry their IDs all the time. Is this even legal to conduct random searches on citizens asking them to prove if they are Zambians. What does the human rights groups have to say on this?

      Every zambian knows that carrying your reg or passport with you all the time can result in its loss and getting a replacement is a major hasle that even breeds grounds for corruption.

      I think this xenophobic exercise should be rejectd by all Zambians. There are other better ways to track illegals and not using this old NAZI tactics. We experienced them under KK and we don’t want to go back to that. MMD worked hard to get rid of these NAZI tactics. Every Citizen is innocent and shouldn’t be pressumed guilty and asked to prove otherwise.

    • I have personal experience on this. I have relatives who suffered at the hands of UNIP viligilantes and had to spend days in a filthy cells while we searched everywhere for their misplaced NRCs becuase they were suspected to be from Zaire, even when their accents clearly indicated that they were zambians.

      Whoever thought of this myopic solution needs to be fired. I maintain, there are other ways and better ways, and dignified ways of tracking illegals.

    • What is this xenophobia the government is promoting.Let the foreigners come.They are welcome.Stop being narrow minded not everyone is a crook.Countries like the USA have benefited by allowing foreigners in.Foreigners everywhere in the world are more hard working than locals and they will develope the country. Zambians are helping develope other countries ao let the foreigners come and help develop Zambia.These borders were drawn by the colonialists.They were not there before.

    • Mutale I have lived there for 13 years I visit though and I cant speak any of the Zambian languages an besides because of my accent people don’t even understand my Scottish accent. Is it my fault?

    • @chiefMMDbootlicker, please under MMD “stop and search” was almost as bad as in the UNIP govt, how many times did you have people being rounded up in Lusaka on suspicion of being illegal immigrants? So many times, its only under PF that we see things being done in a more orderly manner.

    • There’s no requirement for anybody to carry a reg or ichitupa! This is ridiculous! We burnt the passbooks because we wanted freedom to move without being checked and hassled by police. This is unacceptable after 50 years that you want us to not be free. Immigration should become smarter. Every time we see foreigners entering Zambia and providing fake address. Some even just put Intercontinental Hotel without proof of a reservation. Jack up the systems instead of inconveniencing locals.

    • I think it’s normal to carry your ID everywhere, in case of anything. But they should work on making that ID able to fit in my wallet. Our NRC’s are ridiculously big

  3. Well done Zambia……. in fact this is happening in Scandinavia. Permanent residence cards are being issued now instead of etiquette in the passport and holders are advised to carry them with them….. flushing out illegal immigrants all over the world……… lol.

    • But they aint robbing peoples furniture and chucking them behind bars or in stadiums like in your case just,I believe that even animals dont behave like that. I used to think stadiums were meant for soccer players.   4. I, like most of the bloggers before me seem to be against this practise. It will just tend to breed xenophobic tendencies and stigmatise foreigners as being illegal immigrants and criminals, which is not the case. The majority of foreigners in Zambia, legally or illegally in the country are just hard-working individuals who are trying to earn a living. As others before me have mentioned there are more humane, dignified ways of identifying illegal immigrants than through random stop and search, sweeping raid and extra-judicial deportations. Zambia is better than this.

  6. i know West Africans who bought Zambian NRC and PASSPORTS for 100 US dollars a piece.. Zambian ID’s are very cheap and easy to get for any foreigner with a little bit of change

  7. Nigerians, Congolose, Senegalese, Malians and racist imperialist Boers and Rhodies must all be sent back to their places of origin. Rwandese, Burundise, Angolans, Zimbabweans, Tanzanians, Somalians must be allowed to remain as their presence has been proven to be to the benefit of Zambians, they create straight businesses that employ many Zambians and mostly are not involved in shady businesses.

So you telling me those ritual killings that were taking place in the 90s in Southern Province were being committed by Rwandans???   9. This sounds like ‘shutting the gate after the horse has bolted’.
    The question is, how do the unwanted foreigners make their entry into the country?
    Are their documents screened to establish exactly who they are and the reasons for coming. Could it be that they are illegally sneaked in with the help of some corrupt immigration officers?
    I think all these things must be looked into seriously before embarking on futile exercises that will inconvenience citizens. This is a waste of time and will die a natural death and be forgotten.

  10. Let us support the GRZ for this move, it is important for every citizen to carry the ID not only for the reason of being mistaken for illegal immigrants but for personal identification in case of accident or sadden death like heart attack.

People against this move have probably not been to places like urungu, in ndola ndeke total filling station or farah s garage.zambians are outnumbered there during lunch time and most of these foreigners are doing jobs that could be done by locals,don’t we have drivers that can transport fuel from ndola to different parts the country?

    • What shady business is there in urungu and farah?mayb u should go to farah and ask how many zambians are employed caz u will be suprised.they provide free cleen water and and sponser a lot of zambian children to the best universitys in africa.as far as urungu those poor somali women came here as refugees to zambia so u can help them.infact all they get from there is barely enough to cover their needs.mayb u should put urself in their shoes.

  15. Those opposing this have not travelled anywhere. The NRC system was a brilliant idea, thanks to the previous governments. What need now is the way forward. We need NRC revised so it is made smaller to fit in the wallet, then we need a clean up system to re-issue the revised ones based on birth certs and passports to people who are rightfully Zambians by birth or by naturalization. Then also introduce cards for foreigners that tell who they are, their nationality and validity of their visa. Let there be finger prints on all these IDs. The idea of people moving around with passports is SO ANCIENT and not great in this age of identity theft. Now all these documents should cost people receiving them affordable amounts to fund the project so you don’t need foreign AID to do this. Thanks.

    These aren’t even real crimes to begin with. In fact, they aren’t crimes against a person or property.

    And for this, people are supposed to give up their right to privacy, walk in a public street without having to explain your presence in a public space to a police officer?

    This is a blatant attack on civil and human rights.

The same thing happens in many countries I know it happens in South Africa to Japan… There is nothing wrong with having the correct documents people staying illegally don’t pay for taxes or contribute to the countries coffers but if we do this we must also check the Nigerians, Chinese and Indians…. Not just the compunds or somailis or Congolese

  21. Good effort , it’s not xenophobia, we must all cooperate with requirement to carry IDs with us at all times to help govt kick out not all immigrants, but illegal ones . It’s a safety measure for both Zambians and legal immigrant in the country . Please immigration , police , DEC and the public let’s work together , illegal immigrants can be very dangerous to both the economy by carrying out money laundering of all forms as they do in South Africa for example, and to innocent people’s safety and security because they are desperate for quick money.

    • Backward measure, dont forget that we have zambians living in other countries, and by the way if somebody loses his documents, what happens is the system fast enough to issue new ones,mind you even those who dont have will simply report their documents lost.

  22. Because of your weakness at entering points (borders/airports), you want to inconvinence us. Clean your imigration department first. Give us a break!
