The ruling Patriotic Front (PF) has scoped the Mangango seat after its candidate Rodgers Lingweshi polled 3,109 votes.

The PF candidate was followed by his closest rival Godwin Putu of the opposition United Party for National Development (UPND) who managed to get 2,375 votes

ADD’s Naluwa Mwene was in third position with 623 votes, UNIP’s candidate Janet Chingumbe was fourth with 375 votes; MMD’s Charles Mwenzala was firth with 136 and Fourth Revolution Party’s candidate Mukumbuta Kabuyana was in sixth position with 31 votes.

Mangango constituency has seven wards with 33 polling stations and 17,157 registered voters.

Out of the registered 17,157 voters, a total of 6, 471 votes were cast with about 60 votes rejected and about 10, 686 did not cast their votes.

Mr. Lingweshi served as a former civil leader in the previous UNIP and MMD government as a Councillor for Mangango Central Ward.

The Mangango seat fell vacant following the nullification of Robert Chiseke who also former Commerce Deputy Minister.

Meanwhile the UPND has managed to get Namando Ward in Luampa District while the PF gets Luampa Ward.

PF’s David Kahulu in the Luampa Local Government by Election has scooped the seat with 726 votes with UPND’s David Njamba as a run up with 575 votes.

And UNIP’s Nyumbu Chipango trailed with 30 votes respectively.

Meanwhile, UPND’s Mwiya Mundenge has scooped Namando Ward with 275 votes with his closest rival Katupisha Yambwana polling 262 votes while ADD’s Christopher Muchima only managed to get 17 votes.

Announcing the results at Luampa Primary School this morning around 01:00 hours, Returning Officer Peter Mulenga declared Mr Kahulu (PF) as a winner for Luampa Ward while Mr Mundenge (UPND) for Namando.

Mr. Mulenga said 11 for Luampa Ward and seven for Namando were rejected while there was no disputed ballot paper in the voting exercise.

At the time of announcements of results there was no candidate or party supporter as they were threatened by heavy presence of police officers at the totalling centre.

The campaign period was characterised by violence from UPND and PF carders chiefly in Luampa Ward.

Luampa Ward fell vacant after the death of MMD Councillor Mr. Makawyanga Chinyemba while Namando became vacant after the death of PF councillor Shishau Muthala.

  2. Congrats to PF, but if its true that UPND supporters were intimidated through kidnappings, arrest of the leaders, firing gunshots to scare them from voting and Pf using DCs to campaign then UPND MUST petition the results in the courts of law.

    • 10, 686 registered voters did not cast their votes. From 17, 157 people who registered to vote, only 6,471 did so. There is no way PF cadres would abscond voting, with PF police as well as Judge Ngoma unleashed at the helm of violence, its no wonder PF won on flimsy and violent grounds.
      If 6,471 voted and 60 were rejected, then there is are 118 missing voters and not counted towards all those registered. Where are the 118 votes?
      Stupendous indeed, 10, 686 people of Barotseland didn’t and shunned the PF et al, this in itself is a contingent upon an imperative form of message, that don’t mess with the people of Barotseland.
      Just imagine if ? the absconded 10,686 voted and the “missing” 118 votes, that would be a landmark victory!

      As an analyst, 3,109 votes for a party in power, from 17,157 casted votes should be I’m afraid, a worry. Numbers, remember, it’s about numbers if any political party world over.

The 10,800 people who did not vote out of a total of 17,157 registered voters tell the story of the extent of violence and intimidation in our elections. With the PF in power I can assure you the victims of voter violence will exceed that of the Ebola outbreak!

    • Chissano described Zambia as one of the fastest growing economies in the world as it had reduced its dependence on copper exports using a diversified agriculture sector.

  5. Same difference, as far as parliament numbers are concerned; the seat was in any case, effectively, a PF one. So much apathy, yet so much split votes for the opposition!People do not see any meaning in voting during these byes, so those motivated by money, etc, from the ruling party tend to turn out in full, while the rest of the opposition, other than die-hards stay away, hence such figures. Opposition needs to know their die-hards and nurture them in such byes. On the other hand, MMD should now disband, as they will lose all their precious seats to PF or UPND. Or they should find their rightful place in the mix of other smaller parties.

    • BUT building infrastructure is the basic reason you pay tax just like a police officer gets paid to uphold the law. If people like you with access to technology are unable to know that then what of the poor villagers in Mangango.

    • Jay Jay, I assume you are too young to know the history of Zambian infrastructure development.. When the Arabs increased the price of oil tenfold and the price of copper went down in 1974 funds for infrastructure development dried up despite the fact that people continued paying taxes. Zambia borrowed big to sustain the huge government and party payroll and to keep the price of commodities low. The only infrastructure under construction was the UNIP party Headquarters and some money was deducted from civil servants salaries towards its construction. Under the MMD there was little infrastructure development mostly financed by donors such as JiCA. RB funded the the building of infrastructure a month before the elections but by then the die was cast .

    • @Jay you are right, its the duty of the government to develop infrastructure. It therefore no brainer that if the government are performing their duties they should be retained. Therefore the PF are doing what is expected of them which is fine.

For UPND, your spin doctors need to do more on your communication front. Too much one way propaganda chokes-that is what made RB to lose the general elections. Ensure there is always a human touch to criticism (brotherliness, humour etc.), acknowledge your political opponent (not enemy) and never, never under rate them.

Internal wrangles, no plans, dirt cities and villages, high cost of living, the lies, no constitution, pangas flying all over and the list is endless. All those who followed the happenings in Mangango will come to the inescapable conclusion that PF desperately needed to win that seat and had to use all the tricks up their collective sleeves backed by the intimidating police. This particular election is a mirror image of the Livingstone one albeit on a smaller scale where violence reigned supreme and opposition leaders were arrested on trumped up charges.   34. PF will easily win in 2016 , even without Sata , or even when you pair HH and Kabimba . Those who just sit behind a Computer keyboard and complain of high cost of living , should one day travel to their villages (if they have any) and appreciate what Sata is doing in rebuilding the roads KK constructed. For food to cost less, it has to be easily be transported from rural places to urban because in Lusaka , we don’t grow food and its only wise to start working on roads then afterwards, the economic development HH and his educated colleagues are talking about will follow. You cant grow the economy in Lusaka, or copperbelt because the market is saturated , you need to open up the countryside.

  35. Congratulations to the PF for winning this one as it was very hard for them in the absence of His Excellency physically going to Mangango to beef up the campaign. As for UPND and the rest time to even work harder and work on any weaknesses that lost you the votes. In 2001 Anderson Mazoka amassed 79,000 votes in Lusaka but recently in 2011 HH only got 45,000 in the same province. Was Anderson Mazoka bemba? HH should just concede that he is simply not popular as he does not appeal to the masses.

  42. With this outcome in the just ended Mangango bye election, Just wondering if UPND will ever exist after 2016. am seeing a lot of squabbles within UPND to who takes over affairs of the Party after so many embarrassment from HH.

    • Go to UPND site(ZWD) and read the hallucinations going on. The loss in Mangango by UPND have made them to conclude that HH is popular but is not being supported by his MP’s and that Winston Chibwe has past his best and therefore must be replaced. In other words UPND has conceded defeat ahead of the 2016 polls.

  43. Most of the usual UPND-ZWD paid up bloggers are conspicuously missing from this site today. Only a few have feebly made some comments on the victory of PF. JayJay and dudelove have made some rational comments though. The diaspora bloggers in support of HH and UPND should learn a lesson from the results of Mangango bye-election that while they depend on their cronies to give them information about state of affairs in Zambia, much of that information could be greatly misleading.

    There are a number of lessons to be learnt from the Managango election results but for time saving I will point out a few.

    1. It has been learnt that time is gone when Lusaka would decide who becomes the peoples representative in rural areas. The old man Lingweshi was the people’s choice and being a listening party, PF adopted him. This is the man that has lived almost all his life in Mangango. This is the man the people of Mangongo trust and not any other young man.

    2. We have also learnt that facebook politics and popularity is deceiving. We had a series of opinion polls circulating on the Social Media with predetermined results indicating that the ruling party has lost ground. Others even did the unthinkable by conducting an opinion poll on Mangango when…

    3. It has also been learnt that we cannot under estimate the effect of infrastructure development on voters. People in rural areas do appreciate development. These are people that have grown thinking that for one to see tarred roads and experience electricity they have to travel to town. They are now seeing all these things brought to their door step. With the current massive development, Michael Sata can even win an election without stepping a foot out of State House.

    4. We have also learnt that opposition must learn to measure their popularity accurately. Not everyone that attends those rallies is a voter. Most of the time serious voters don’t even have time for rallies as they make their minds on who to…

    5.We have been taught that political violence attracts no voters. Political tactics of terror is long gone and will never work. It died with UNIP days. Zambians are peace loving people hence they are sending a message that violence is a primitive way of doing politics. Why should people send carders from Lusaka to go and cause chaos in rural areas? Embarrassingly some of these are members of parliament.

  49. This has been thrilling! Democracy in Zambia has returned a well deserved winner! Congratulations PF. A RESOUNDING win At approximately 734 more votes than the UPND chap in 2nd place. MMD 5th out of 6, clearly need to rethink policies and discuss Leadership fitness. To be unseated to 5th place, that is to come 2nd last from 1st is a clear message of non performance and fading loyalties. Concur 38. Far too many party’s, fragments votes, but that’s multiparty Politics. The only issue was the violence, but congratulations to Police/IG for monitoring and being firm on violence. As for UPND, Leadership change would do you a world of change. You need something to remove the negative charisma of HH. The quiet, diplomatic but strong in delivery Nalumango winning ticket.

  51. Disagree with critics on age of candidates. I believe this reflects our cultural ways. We respect our elders. In this case PF chose their candidate well. He has a long record of service in the area and influence. Being young and overly educated is not necessarily a winning condition. Appealing to voters is. What is very disappointing, is the low numbers who turned out to vote out of the total voting numbers. Maybe the violence kept them away.

    • The difference in numbers is 34,000 less votes in Lusaka Province for UPND. In 2001 Anderson Mazoka amassed 79,000 votes in Lusaka while HH only got 45,000 votes in 2011 giving a difference of 34,000 lesser votes in Lusaka for UPND.

  56. In a Savonga Ward bye-election the results are as follows:
    UPND 129
    UNIP 46
    PF 34
    MMD 5
    The margin between UPND and PF is so big. It shows that Southern Province is still under the spell of HH. The province needs prayers to be delivered from demons. This confirms my assertion that Southern Province is Zambia for HH and his minions. For them the provinces of their Zambia are as follows:
    Mazabuka- Northern Province
    Chikankata – Muchinga Province
    Monze – Luapula Province
    Choma – Central Province
    Namwala – Northwestern province
    Kazungula- Western Province
    Kalomo- Copperbelt Province
    Gwembe – Eastern Province
    Zimba -Lusaka Province

  57. Congratulations to PF for scoping the Mangango parliamentary seat. In 2011 PF candidate got 770 votes only out of the 7,584 votes cast. In yesterday’s by-elections, their candidate pulled 3,109 votes meaning PF’s popularity has increased by 2,339 votes. MMD is finished in Mangango. Remember their man (Maseko) got 3136 in 2011 but in this by-election MMDs candidate received 136 votes only. They have lost 3,000 votes in total, 2,339 has gone to PF and the rest to the other parties. UPND’s popularity in Mangango is almost static. In 2011 their candidate got 2,389 and in yesterday’s by-election, their man got 2,375 votes, 15 less than in 2011.

  58. Dear bloggers, these results tell a story. For a researcher, if you take a step backward, you will see that mathematically, if all parties put their weight on one part say UPND or MMD whichever you wish to decide, all those votes (UPND +MMD+UNIP+ADP )=3,509 against FF 3109. This tells you that a combined opposition could have scooped the seat. But Selfishness on all opposition.

    Let me tell you that, PF will never release the peoples driven constitution because it has seen the weakness and will aim at riding on this to hold on to power. so opposition should swallow the pride and unite like the way we did to remove UNIP

UPND must seriously decide whether another candidate with more national appeal and reasonable degree of humility such as Gary Nkombo could be an alternative to HH ahead of the 2016 polls.

HH needs to invest in building bridges with Sakwiba and also Milupi to get the West vote. He needs to court GBM who will fall out with Kabimba in a post Sata era. He needs Kavindele for Northwest .     • Why can’t UPND simply adopt a more popular candidate than them engaging the horde of names you are suggesting? How did Micheal Sata of PF manage to single handedly win the 2011 polls even when MMD chief rigger (V.J) was 100% awake?

    • @ End Game: HH has been and continues to be his own worst enemy. His voracious appetite for power has been at the center of his misfortunes. The bridges you are suggesting he builds, he may, under extreme desperation, end-up building them, but only as a means to an end. But most of the people you have mentioned are too smart to want to be used so exploitatively.

  66. This was shadow boxing for UPND. PF fought for survival in Mangango while slanting on their knees. That they survived the scare does not speak too well of the main opposition party. As for MMD, I think Dora Siliya was right. The former ruling party is as good as dead.

  67. UPND is fearing Mwaliteta and hope he will not be made in charge of any more by elections by PF. He did a single in the Livingstone bye-election and has now done a double with the Mangango one. Mwaliteta comes from a humble background and knows how to beg for votes from the electorate. He may do a treble against UPND if he is made campaign manager in 1 of the 5 bye-elections slated for September 2014.

    • You seem to have nailed it down. Many a time, politics is more about leading an effective campaign strategy. There is no question that PF had an edge in that respect in Mangango. Further, the election out-come is a testimony that, though seemingly mortally wounded from friendly fire, PF are still a force to be reckoned with. How amazing!

Lessons are that Sat is mature and seasoned politician wait for 2016 and see his true colours.   69. For one reason and one reason only, namely PF’s naked adherence to tribalism, I have never been and can never be a PF fan. However, UPND’s wobbly exit from the Mangango election, makes me wonder if the opposition is reading PF’s score card correctly. Yes, the president may be sick. And that is an eyesore. Nonetheless, PF’s score card with the general public may not be terribly bad after all. UPND has to hatch a better winning formula to really pull it off against PF in 2016.

    • You too are not reading the writing on the wall! Or you still convince yourself that UPND is not the most tribal party in Zambian politics. Once UPND shakes off the tribal tag they have on them and actually start addressing issues affecting our people maybe then they will have a better chance in 2016. Simply put UPND needs a new strategy ASAP. And whilst you are at it get new leaders HH, Siakalima et al are not doing UPND any favours.

    • @Chekov: I do concur with your sentiments. However, please note that what UPND is suffering from is the stigma of tribalism. In PF we are seeing tribalism live. In this respect, PF is akin to a live volcano while in UPND tribalism is dormant. UPND’s struggle is against a negative image that was created at some point in time.

      During Mazoka’s time, UPND did not have that tag of tribalism. It came afterwards. Along with it, came the misfortunes, from which the party is yet to recover. Unfortunately, the UPND leadership lack the skill of how to deal with a negative image. PF, on the other hand, has always been and still remains tribal.

      Now, do I condone the tribalism in UPND? Certainly not. Unlike PF, however, UPND as a party, has not adopted tribalism as a policy.

  72. FORMER Mozambican president Joaquim Chissano was yesterday shocked at Zambia’s infrustructure development recorded since the last time he visited the country.
    Speaking shortly after he arrived at Kenneth Kaunda International Airport, Chissano said Zambia had now surpassed his country in terms of infrastructure development.
    “Last time I came to Zambia, this place was a bush. We couldn’t even see the roads clearly and we used to get lost as we tried to visit Dr (Kenneth) Kaunda’s house,” Chissano said, prompting affirmative nods from his country’s High Commissioner Jeronimo Chivavi and foreign affairs permanent secretary, George Zulu who welcomed him.

    Chissano said Zambia had a lot to show for as the country celebrates its golden jubilee in October.
