Those aspiring to take over the presidency must do so in a civilised manner-Chikwanda

FINANCE minister Alexander Chikwanda has hit back at the clique behind the smear campaign against him and said those aspiring to take over the presidency must do so in a civilised manner.

Mr Chikwanda challenged those aspiring to take over the presidency do so within the confines of morality.

He said those aspiring for the presidency must emulate President Michael Sata by going to the grassroot to seek the people’s mandate by enlisting their trust and confidence.

“So anyone of us in the party who wants to get to the position of Mr Sata, let them follow his track record of going to the grassroot and enlisting confidence, their trust, their affection. That’s all I can say about this matter,” he said.

The finance minister has come under sharp criticism by some section of society following the leaked classified document discussing the Value Added Tax (VAT) General Administration Rule 18 which was leaked to the media.

The letter relates to the VAT refunds for both local and foreign firms and is not only restricted to the mining sector.

Mr Chikwanda cautioned the media against promoting selfish ambitions of their friends and allies while injuring other defenceless people.

“Those of you in the media who want to promote the ambitions of certain friends or allies please do it in a way which is premised on morality. That’s not good, because at the end of day the thing which can build or destroy individuals begins and ends with people’s integrity,” he said.

Mr Chikwanda said the media has the privilege of the ability to run stories everyday but that journalists must not abuse the privilege by running unverified stories.

“You may have the privilege of running stories about other people everyday but if you can use that privilege with a semblance of morality, it’s advisable,” he said.

The Finance Minister was speaking in an interview with Zambia National Broadcasting Corporation (ZNBC) monitored last evening.

“In life it doesn’t matter how clever you are in crafting lies or fraudulence. You must always bear in mind that lies, deceit, gimmicks have one common propensity and attribute. There is no immorality or lie that can be sustained,” he added.

Last week Mr Chikwanda said in a statement that the last spate of attacks had been over the VAT general administration rule 18, premised on distortion arising from a classified letter which talked about the uncertainty on the VAT rule, a measure which had inadvertently undermined confidence in the economy.

Mr Chikwanda said he desisted from pouring scorn on individuals used by media operatives to indulge in obscenities and falsehoods against him.

The Finance minister said material trappings had never and would not be a thrust in his life.

Mr Chikwanda said this was aimed at not giving legitimacy to insinuations and credibility to the unconstrained enthusiasm to slander other citizens.

“Some media practitioners have unassailable advantages of perpetuating crusades against individuals who are perceived as inconveniences to them, shamefully, at the behest of political allies whose mission may have crash-landed,” Mr Chikwanda said.

“The media is a very potent channel of communication. Those who have the power to manage it need to act in an objective manner but with moral constraint.”

  1. The old man Chikwanda must be very naive. Where was he when Wynter the Mbwembeshi Reject, was on ZNBC and told the world there was no morality in politics? This is the way the PF cookie crumbled, first it was GBM, now Chikwanda and next will be Kambwili…the Cartel has it all well planned out!

      This statement spells it out in full. Sata is nearly 100 percent incapacitated. The uncle would not be confirming it indirectly through his speech the people are seeking to take over presidency. They are slowly letting the cat out of the box. The man is gone. Shame on Scott and them for clearly cheating Zambians through and through that SATA is running 100 meters. I hope these foolish voters can see though this lies. Shame on PF

    • Obatala – it’s too early to continue dreaming. The reality is Hon Chikwanda is HEMCS’s own uncle, will leave the rest for you to conclude.

      Non of them, not Given nor GBM has fallen or crumbled. There within the ranks and file of the PF. Very soon you will see GBM, Given Lubinda taking back there leadership roles.

      Give Kudos to the founding members, when others where still in Zadeco, RPN Herritage Party among others. The fact that some people have been torelated is nothing but for the sake of national unity. That doesn’t erode the core spirit on which the party. Heads will roll

    • But Chikwanda you are not addressing the real issue here. Are you free of corruption or not? That is the question which deserves answers. Otherwise addressing how much hate leaves with Mumembe is a worst of time, since we all know him.

      Remove Kabimba,Guy Scott,Nchito and Mmembe and PF may have many good days ahead of it.

      Why cant he address the allegations levelled against, then make reference to the so-called scramble for presidency. The allegation is that he is a supplier to the mines. Honestly at his age, Chikwanda still has the desire to steal or cut deals, what more with his children.

      Its interesting to note that the leadership wrangles in PF are intensifying each day that passes. This is a clear sign that Sata is still attached to a life support machine in Israel and the hope that he will recover from the coma is slowly dwindling.

      According to the constitution the cabinet has to elect a cabinet member to take over as acting president until the elections are held within 90days. Therefore, Chikwanda is the most likely person to take over as acting president considering the fact that 99% of the cabinet consists of Bembas and close relatives of the president.

      Kabimba should play it cool and avoid raffling the feathers of the Bemba majority in PF. Otherwise they will eject him from the party and render him politically useless.

      All PF prominent members from ward councillors up to the top are common thieves. There are very few PF members who are not corrupt. Even the president himself is the biggest thief in PF. It is laughable for Kabimba to start labelling others with help of Mmembe forgetting that Chikwanda knows all Kabimba ‘s deals involving the oil procurement company which buys oil on behalf of the government. If there is a biggest thief in PF its Kabimba in collusion with Sata.

      Kabimba is stealing millions of dollars each month from oil procurement deals by over charging the government and the people for oil.

    • Incase you haven’t seen the Zambian Intelligence Memo’s that have been circulating for a while now.Your president Sata is very ill and may be living his last days.An evil cartel has been lying to the Zambian and international community that President Sata is working very hard thus his absence from public for the last 2-3 months. This cartel played its cards right by placing it’s henchmen in all strategic positions-namely Police force,the army,Intelligence,judiciary ..they even have a band of militia men ready to pounce on any opposing forces…..However not everyone supports this powerful but wicked group….The battle is only just beginning.

      Given Lubinda will take over from HEMCS, we just need to first sort out the Cartel, without exposing him. Won’t reveal much now.

  8. “A house divided against itself cannot stand”. So says the bible. Ba PF you need to sought out this infighting. I am wondering if these guys even ever have cabinet meetings. That would have been the right forum to pour out all these issues. Am sure in the absence of cabinet meetings only option for Chikwanda and Kambwili is to go on to speak about it to the public. The big problem is that our fit president is just working too hard to even bother about his disintegrating party. After all he is still president and nothing else matters to him but “working hard”. Not sure though he has interest in what happens in 2016. Again is he really working hard or something is still keeping him down? At least during the Kabimba-GBM wrangle we heard him speak a few times. Hope this house stands.

  9. I thought the issue was where the president was right now and not who is fighting who to ascend to the presidency. Let the president meet his ministers and bring sanity to governance. How can ministers be busy shooting each other down in riddles on daily basis and the president is watching? With this kind of behaviour, is it possible for Cabinet meetings to take place? Never!!! I can smell a very big rat behind the scenes and I can safely say when the cat is away the mice are busy stealing and looting the ‘mealie-meal’ . . . .resources. We are in sh***!!! i rest my case.

  10. Ba Chikwanda. Just address the mines refund “double dealing” or indeed refute allegations that u are a supplier to the mines. Simple! A lot of prominent Zambians have questioned your motives as finance minister viz viz the mine. Are Nawakwi, Mathias Mpande , Milupi, Father Lounde all positioning themselves for Presidency in the PF?

    • Whenever we have the next Presidential elections this year next year or even 2016 one thing is for sure the man/woman will not be PF. The first thing to be addressed will be put to sleep tribalism, a constitutional referendum, restoring investor confidence, reduction of poverty, job creation along non-partisan lines…oh and incase you have forgotten, 1. Mmembe Nchito debt foreclosure, 2. Wynter Kambimba oil deal pay back…and those who without cause lost their places as a result of vindictiveness restored, a professional foreign service not full or relatives always on holiday…..the task is huge but not insurmountable

In his warped thinking, this is how you exercise control over your party. Remember the third term debate which he and Chiluba sponsored? Even as this proved disastrous ultimately, the incorrigible Sata never learned any lessons. Today his party is in paralysis, torn apart by a vicious, and chaotic scramble to succeed him and Sata watches not a word not even a whisper. But then perhaps this time it may not be by design.   15. Can someone inform me here? If you are a minister, are you not allowed to own a business in Zambia? Are you not allowed to have a limited company that can supply? Which law in Zambia says so? I guess all of us if we got into Govt, we would go to prison. The only valid question to ask is? Was Chilwandas involvement illigtmet? Mmembe has businesses with the mines with his Trucks, Kabimba & Sata in Roads etc. Kanshi Kakeni ichalo chose.

    • There is something called ‘declaring interest’ and also if your ‘business’ is only sustainable due to your ties with GRZ then that surely is undue advantage and cannot be a business in the eyes of the law its corruption i.e. abuse of office read the law on that. KK addressed this by including the ‘leadership code’, When Kafupi came to power he abolished that code on advise of his Uncle BY who was Minister of Defence and his companies began to ‘supply’ the army as you can guess payments where on time and his ‘business’ flourished. When he was fired? Well lets just the business went through a bad patch.

I thought mines were owned and operated not by the Zambian Govt but by foreign companies. These tenders & contracts are given by mines & not Govt. tender kisenda kili ba buyer or purchasing & supply department bane. If it was in Zambia, Tony Blairs services to JP Morgan (Chase Bank) would have taken him to jail, or Ramson Mumbas consultancy would hv taken him to jail or Dick Chenneys Haly button would hv made him face life in jail, or David Milibands Consultancy. Some of these pipo you see now hv been in contracts a long time ago. Obviously I am not supporting PF or corruption but bane, lets b honest with each other. That’s HH o most got lawsuit for being wealthy coz…

We know that Apollo enterprise renovated Sata’s house at government expense and you pocketed, how much did you pocket on Vat rule 18?. Old Bemba men have insatiable appetite for money. Instead of promoting moral conduct to young generation, you equip them with theft tactics which explains why you are raising a generation of thieves.

  21. If Sata resigned or refused to stand in 2016, Lubinda or Kabimba would be the only credible candidates who are PF vision carriers. It is time the clown gravitated from Bembaland for a change. Otherwise PF will hand state house to HH. Kabimba, though should be open to competition and should not use his position to purge his competitors.

    • Kabimba can never be a vision carrier in PF, far from it. Kabimba was in ZADECO, then went to Ben Mwila’s party and Godfrey Miyanda’s when we toiled for PF.

      It’s only HEMCS that tolerates everyone including squint eyes. With change of guide coming soon (Given, GBM and Hon Chikwanda), taking over leadership, you will see how fast himself and the so called cartel will be crashed.

  26. There was VAT over charge that is indisputable. Sounds like guilt and worry of losing their jobs is creating this outpouring. Their conduct in taking this matter to press is misconduct. Allegations of a power struggle is dubious to say the least. This is fear of losing their positions. I hope President Sata will come out of the woodwork sooner rather than later; the political mess created by the stance taken not to inform the public on his illness is now untenable. Internal fractions have now been created within PF, and conduct of MPs is unprofessional, causing genuine fear and loss of confidence in the gov’t.

  32. Who is aspiring to take over from Sata within PF? I think it’s too early, unrealistic, premature and irrational for any individual or clique to contemplate occupying Sata’s seat and riding on the PF ticket while the incumbent is in office. While it’s everyone’s right to aspire for the highest office, it is unethical to slander an innocent person like Chikwanda. Who leaked the said confidential document? Which media house has sustained the smear camnpaign against Chikwanda? What difference does it make from the impatience displayed by some opposition members to take over from Sata? Whoever has leaked the document must be exposed because he is a traitor and operative of the f00ls paradise.

Mr ZedpoorPeople,your question is very valid.The near riot by mine suppliers at KCM offices in Chingola highlighted the corruption taking place.Ther are suppliers who have been on the so called waiting list to payed but have even been forgotten.This is causing suffering.On the other hand the likes of Ba Chikwanda & Kambwili(who are also mine suppliers)are paid pronto.Surely this is curruption.

  34. Chikwandas stolen money is being washed by ex ZAWA member Mitha younis of Kavlamungu transport ……..monies are shifted via Dubai through an ex Zambian and Akubat famous forex dealer of kamwala.
    Arrest Mitha and see the whole matrix falling into place ….Fertiliser deal from Saudi went through this route as well .
    Let ZRA establish how MITHA got money ,even buying CASH purschaes of property owned by Chikwanda ..no taxes were paid ….I have full evidence of those payment .
    Also Mitha winning tenders at MIN of Finance as well
