President Edgar Lungu has appointed and sworn in former MMD Solwezi Central Member of Parliament Lucky Mulusa as State House Special Assistant for Project Monitoring and Implementation.

President Lungu also appointed and swore in Daniel Siwo and Flatela Msiska as his Private Secretaries.

And speaking to Journalists shortly after he was sworn in at State House, Mr. Mulusa said he was humbled by the appointment.He observed that there are perennial challenges in the national budget implementation which he said needs addressing.

‘This appointment is all about serving the Zambian people and harnessing the skills and making sure that the challenges we face in the implementation of the budget are dealt with,’ Mr Mulusa said.

He added, ‘You know that every year there are challenging in Ministries finishing their projects and yet they are claiming that they are being underfunded and at the same time there are budget over runs and projects are not been completed.We need to probe reasons why projects are not completed and why project funds are not released on time and why we still record budget over runs,’Mr. Mulusa said.

‘We need to realise that failure to complete projects efficiently is a huge cost to the public especially that infrastructural development projects run into the responsibility of responsibility of future generations. This is a huge responsibility and I feel honoured that the President found it suitable that the President found it suitable to give me this job,’Mr.Mulusa said

    • Hahahaha, nice one- actually, Hapunda has a position in the party and he appears satisfied with that. Actually, Brian Hapunda is the only Tonga who does not vote for HH, or at least so he portrays in public!

    • This appointment is another victory for Zambia. It is above board considering that Lucky Mulusa has the intellectual and professional acumen critical to transforming Zambia. He was part of the Zambian brain-drain statistics we have long lost to the international market. South Africa had significantly benefited from his prowess. Its time to tap from a pool of our well qualified Zambians skilled in all domains. Injection of such brains at a high level will help give momentum to national development. In the absence of such intellectual and professional acumen in the technocrats, politics becomes circus of repetitive wastage and doom. Very strategic appointment. I pray the same drive and competency shown in SA will show up in his new role. I wish my brother good health and success.

    • Nope, that is not a job for Brian Hapunda, read the job description before you make useless comments. Edgar is building a team on merit.
      In any case why a tonga and not a kaonde, you tongas are so selfish, even nshima you will ask why it was not cooked by a tonga. Thank God the one percent made a huge difference!

    • Dear sir, how does this work, why pick an MP for this typical civil servant job. This is a new way of doing things, however, do take note that you have mixed civil service and politics, which can be costly. Wishing you all the best as you discharge your duty as head of state. By the way are you putting a MP on a civil servant pay roll?

  1. This is sharp young person who was wasting his time in politics. He needed to be of use within government and not in opposition. He was a senior fella at the Gauteng Treasury with 2 Masters degrees in Finance and will do well if he focuses on his job and not politicking.

    • Excellent appointment. Rounded with all it takes to drive success, Lucky is a perfect fit. He has the mojo to contribute significantly to national development. Intelligent transformative Zambian long denied to add value to the country. I applaud this choice. Congrats!

    • What job can fit Brian Hapunda? This chap Hapunda was expelled from UNZA for leakage. We don’t want to bring copy and paste officers in government. He is a failure who has cling on politics for his survival.

  2. How many ministers are working at state house ? What will all be doing there ? Wasting money . That’s why why PF are all bandits . Only development last fifty years in zambia is only 25 km . Airport turn off to Kabwe roundabout . So all those ministers will be dealing in the arms deal .

    • This is not strange to Zambia where a politician loses an election and is given a Civil Service job. If you recall or read one top politician(forgotten his name John Major”s Govt lost an election but was appointed the last Viceroy to Hongkong and spearheaded the handover to the Chinese.

  5. I think Mulusa is a rising star in Zambian politics. His stance on issues has been consistent. He would have continued in MMD if he had not crossed swords with Nevers. Nevers’ MMD has lost a useful asset. It is a pity that Nevers wants to surround himself with empty tins and not with real minds that can bring value to the table.
    PF have got a high value individual, probably at the advice of RB, who did say that he will help Lungu get the ‘right people.’
    This is a PF coup.

  6. So what if he has double masters in finance, what are his personal achievements? Nothing!! He is nothing but a cheap job seeker. This country is not going to be developed by the likes of Mulusa but by leaders with a track record of personal achievement which they can use to change the working attitude of Zambians in general.

  7. We see RB is fund-raising,most of these appointments Lungu need to be careful. He will end up shooting himself on the foot. Ma appeasement yapaka….Mulusa was a staunch critic of PF, just like Kaingu who even tore the presidents speech in Parliament. Be careful Lungu.

    Here in South Africa he had a top Job at Treasury head office Pretoria. He was also once a regional Director – Nedbank Group. He left all this , infact he resigned and decided to go back to Zambia. He can get a top job anytime anywhere . He has done so before

He also had a number of Sexual Harassment cases, so please just accept this man is a job seeker who was not there when we suffered for PF with Late Sata.     There are PS’s, Directors whose job is monitor and evaluate projects.

Let EL do his job, if he has decided to include MMD in his plans, we are happy.
