Sata has a London Political Science Degree – Kenny Siachisumo

Kalulushi Patriotic Front Aspiring Member of Parliament Kenny Siachisumo has condemned the National Constitution Conference(NCC) delegates for voting in favour of the clause which says only degree holder should be allowed to stand as presidential candidates.

Mr. Hachisumo told the Zambia News and Information Service in an interview in Lusaka today.

He said leadership is God given and that it does not take one to be a degree holder to rule the country well.

He said as far as he is concerned, Patriotic Front President Mr Michael Sata has got a degree in Political Science he obtained in London and that it is not a crime if he has not availed his degree to any one as he is going to do so at an appropriate time and to the relevant authority not anyhow because professional documents are secretive.

“You see, when you have some papers, you don’t go in the street announcing to every one that you have such papers”, said Mr Hachisumo.

He said the Patriotic Front leader Michael Chilufya Sata is going to stand as a presidential candidate in the forth coming tripartite elections scheduled for 2011.

The NCC recently adopted a clause for a degree for aspiring presidential candidate, a move that has disheartened sections of society.

    By the way, when are the NCC recommendations going to be made into law? It seems people are already acting as though the NNC recoms. have been made into law. As things stand, the 2011 elections are likely to be based on the current old consitution.

  7. He has a degree yet he still can not analyse issues? If he indeed does have a degree will PF supporters still scream about descriminating those Zambians who are not degree holders. I recall when the election results came in 2006 and 2008 people blaming the MMD victory on illiterate villagers and yet the same people now seem to want any illiterate to have access to plot 1.

When you lose elections you blame it on illiterate villagers. Infact, there was even somebody who suggested that villagers should not be given the right to vote.     You are right i for one dont see anything wrong with the clause it should encourage family to push there children for higher education. If it where in a developed country if this clause was introduced at this stage no one would make that much noise because for starters not every tom dick and harry stands for president my god even Bush was educated for someone who run the US economy down.

    Its only a clause to those complaining, i think they are just justifying my thought, that Zambians always want something for free. You think you can seat in your house for most of your life and come out 1 day and become president just like that… only in Africa

  19. As a progressive society i think its essential that our leaders have higher education. Once again we as Zambians are aiming low by saying all we want is a good leader – NO – we need to set a standard and say we want a brilliant leader who is also educated.

    We are able to blog because we understand the value and magnitude of education. There is no need for us to urgue and debate on the value of having a well informed nd educated president. That clause is fine and must be well spelt so that people know and understand its value and focus.

  21. People people people, how can sata who has no O-levels enrol for a degree? The PF insiders are telling us that he has degree just to blind people while they cock for him.

    Here is where they will catch him, the clause says from a “recognised” university. This means an accrediated university /listed in the commonwelth year book and there is NO university of such standing that can enroll a person without O levels for a Degree.

    Sata should just fight that this clause does not become law otherwise he will be done. So all of you believing that he has a degree are just proving how shallow you are. I dont like this clause but I cant believe that sata has a degree. Warwick wont work! I hope the PACT has a proper strategy otherwise kaya mama!

  23. It is a puzzle as to why people are arguing about the president having a degree. Presidency is a job just like any other public office. Why should not the president be qualified with an undergrad degree? Why not? It will bring us more proud as a country. Why don’t we do that and have the right people in all public offices?
    The world has significantly changed and it takes more than mere leadership these days to be a good president. I think as Zambian, are slow to lean from the past. Some people supporting sata are slowly becoming like him…no coherence….one day they blame the illiterate vilaggers for failing to analyse issues hence voting for RB then the following day they want one of those illiterates in the name of Sata to rule the country….what logic are they using.   26. when uneducated DCs were appointed we complained that they did not deserve those offices, when uneducated cadres were appointed as PSs we carried that they dont understand the ministries, when ministers without proper credentials are appointed we moan that there is nothing they are doing BUT when it comes to the boss of the DCs, PSs and Ministers, someone wants a person without any education….kupena or ninshi?

    You all do not seem to get the point. What we need in a president is the best mix of qualities. Formal education is one of the qualities, but the minimum standard to produce a good leader does not have to be a degree. Looking at leadership worldwide and people who have made it, general education (grade 12) should suffice as a minimum. Thereafter, the voters decide who has the best mix of qualities. If you have a degree, that is an advantage on one quality but what matters is your total mix of qualities. Sell yourself well and the voters will decide. If degree holders are confident of themselvees, there is no need to fear those without degrees by imposing irrational minimum standards. Btw, I have my degrees and am confident of myself.

    There is ati mature with experience like MBA some Unis will take people in positions relevant to there studies and should be of a certain age. The positions should be big ones ie manager etc or in this case a minister would qualify to study without other qualifications

  32. #44 – Sata has at least “O” levels done via correspondence. A number of people of his era who held public offices eventually did this. But, I am also inclined to believe that he went on and acquired his degree as he has stated. Chikwakwa degrees do not take much and Sata can easily succeed. If you have held so many senior offices, what challenge can a chikwakwa degree pose? I am not a PF supporter but a mere realist.

Our president is not ceremonial, he is executive and you cant have a chief executive of a country who cant grasp issues. The reason why corruption was rampant in chiluba’s time was partly that he could not understand anything that his educated juniors where doing.   42. There is no better qualifications than one(s) from a UK Uni(s). Well-Done Sata. After all, most of the GRZ officials/employee have only diplomas (National Diplomas – not Higher National Diploma) which are only equivalent to 3 ‘A’ Levels (sometimes not even good grades) which also popularly known/called NVQs (National Vocational Qualifications) an entry point (sometimes) to an undergraduate programme in the UK.

Most modern universitie do admit individuals without minimum qualifications via mature entry route or through prior learning etc. In developed/advanced countries like the UK where I work and live, everyone is given a chance to proceed or progress academically. The problem with the Zambian education system is being old/outdated and needs upgading. A top-up degree in the UK takes only 12 months but could take between 2 to 3 years in Zambia. The other problem with the Zambian (my country) educational system is that, modules/subjects are not graded (Credit Value e.g 30 at level 1,2 or 3) so it is very difficult to compare with other international qualification. For instance, Nortec, Evelyn Hone etc college qualifications in the UK are compared to A levels and not Higher National Diploma.

  49. The new inclusive constitution is very detailed for every citizen. Under it the electoral process requires that aspirants present their nomination papers with the returning officer who in the case of Presidential nominations is the Chief Justice of the country. In doing so, under the proposed law, one of the requirements for the returning officer to accept a presidential candidature will be evidence that the applicant holds a degree from a recognized university.Bachelors, Masters or Doctorate no problem as long as it is transcripted degree with all credit hours verifiable.

If it’s a History degree, transcripts must be ordered and show the credit hours earned and credited for that degree program per standard requirement. They will then recommend to the Judiciary on credential authenticity.

  53. I have just received copy of the NCC constitution due for parliament. The new constitution being enacted by this seating Parliament is very clear on the constitutionally admissible degree the retaining officer who is the Chief Justice will take. It says the degree should be from a four year recognized University and not Matero or honorary but transcripted. Forensic experts will look at Sata’s degree and evaluate his four degree transcript credits hours.

  55. There is nothing like international norm when it comes to credit awards/validation of awards for individual modules by universities which makes up a degree. For example, you could do 4 x 30 credits at level 3 to make up a degree plus 60 credit project for MA/MSc (16-18K words) or could mix with level 2 modules at various levels. Surely, the Chief Justice would not know all this. Please do not teach old dogs new tricks! Good night.

    With this information we can easily go to the website of his university and see the names of the Graduands. And I believe his name will be listed on that website. This is not rocket science. PF cadres give us the true data please.

  65. Let’s get facts right here. Underplaying the need for sound education can be very disastrous for a country. The people being cited as successes without degrees are exceptional people. It is totally illogical to contrast Mr. Sata with Richard Branson or Michael Dell. Without being disrespectful to Mr. Sata please realize that in the developed world people have a lot of access to a lot of things and therefore, the level at which they access information is very different even in the absence of formal education. Education does not mean intelligence – we all know. But the absence of education has no substitute.

    Am not interested in the transcripts or the certificate for that matter. Am not the Chief Justice. All I want is:
    1) the name of the Univeisty where Mr Sata graduated from
    2) the Year he graduated

    With this two pieces of information regardless of when one graduated, it is easier to see Mr Sata’s name in the graduates records for any University particularly if it is in UK. You can go to UNZA and easily obtain the list of people that graduated 1970. All universities keep these records. That is why there is even Alumini. That is all we are asking for. We are not interested in papers, those are personal and confidential I believe and shouldn’t be put on the Internet.

  67. The Constitution has to have an education clause, be it Grade 12 or first degree, one has to be there. The question is which level of education (on paper) is acceptable and why? For our cases – the developing world it is important that we define some minimum requirements for our leaders.

  72. I am just wondering, was this clause meant for one person? Katele said they will certify Sata’s Degree. Who else will they have to certify their degrees? Who will do the certification of degrees? Why certify? Why not just do a verification check?

    What do you mean when you say Sata’s degree must be certified? Who will do the certification you are referring to? Only the university he obtained the degree from can do the authentication. I don’t see how the returning officer during election time or the NCC can have such authority. I have both undergraduate and postgraduate qualifications myself. Whenever someone has attempted to authenticate these qualifications they communicate with my alma mater here in Zambia or in the US. They don’t ask Chifumu Banda, Katele Kalumba, Mike Mulongoti or even the Chief Justice to authenticate my documents!

  74. We’ll wait to see Sata’s degree. Zambia’s first two presidents had no degrees when they entered office. If we are to believe the plunder allegations, Chiluba only started stealing after he got his Warwick degree. KK, a non-degree holder is the only president that built universities.

  78. Issue of minimum for a degree and the issue of 50%+1 should all be decided by Zambians through a referndum. I believe the NCC is not truly representing the majority of Zambia. It’s formation was a thorny issue boycotted by a number of stakeholders.
    Let a referendum decide these two issues coz there is so much “score-settling” going on now. Otherwise the new constitution will ned changing again in a few years- a waste of money considering that we are such a poor country.

    1. Sata and his PF refused to take part in the NCC provisions. Therefore he has no moral right to complain on any issue in or about the NCC whether it benefits him or not.

  99. The issue is that you cant put that clause in the constitution and not gurantee education for all the citizens. The number of grade 12’s who meet the minimum entry requirement to the university is usually around 200, 000. The combined enrolment capacity of UNZA, CBU, Mulungush which are the recognised universities in Zambia is less than 10, 000. So people who get selected must either know someone or must be rich enough to pay someone to favour them during enrolment. This is why the clause is discriminatory. it does not give all peopl an opportunity to compete for enrolment to degrees but want to use the degree as a qualification to repuplican presidency.

I would have tried to run for President in 2011 but the Constitution has two discrimination on caluses on me, i.e., age limit of 35 yrs as I am only 29 years old and being sponsored by a political party since I am not a member of any party currently. How I wish the above discriminating clauses were also condemned by PF cadres. Anyway, maybe I will join MMD to help them make sure they win Southern Province if Mr Sata will be PACT presidential candidate.

  159. I respect genuine criticism as it makea a person grow up mentally or learn to correct mistakes or improve upon. PF is against the degree clause for two reasons,

    one – it discriminates against people through no fault of their own – we have so few university places and the universities dish out half baked graduates. Educational system in Zambia full of leakages hence genuine people that must go to university are denied a chance.

    two – We believe in the people to be the judge at ballot time, of late we have been having 11 candidates for presidential so let all compete. The pipo will choose their prefered candidate degree holders or not.

    three – The clause has specific pipo it is targetting, you do not draw up a constitution like that. The MMD did it once on KK.

    You sussed it! The point is that anyone can have a degree from London. There is a big scam in the UK where people are admitted with student visas, pay a college and never attend classes at all and still end up with a degree certificate. There was a case in which a Cambridge university lecturer complained because a Pakistani PhD candidate was ‘passed’ for financial and diplomatic reasons! I have no doubt at all that Mr Sata HAS a degree from London. I am against this law because anyone can have ‘a degree’ or sort of.

    for those doubting that Sata has a degree, don’t forget that the man has money which can make him get a degree even within a month. All it takes is him and the PF pay some guy with big brains to write the exams for him online and he gets it with beautiful colours.

    This is why whoever was thinking about Sata when voting for that clause was wasting their wonderful.
