Govt disappointed over people gaining political mileage out of Levy’s PTA remarks

Go to fullsize imageGovernment is disappointed that some people are making political capital over remarks made by President Levy Mwanawasa over the payment of  Parents Teachers Association, PTA, fees in schools.

Chief Government Spokesperson, Mike Mulongoti, regretted that some people were
maligning President Mwanawasa and government over the remarks made in Ndola recently
in response to a call for scraping off PTA charges.

Mr. Mulongoti told ZANIS in a statement that President Mwanawasa did not state that
people should stop having children but stressed the need for parents to consider
sacrificing for the education of their children.

“At no time in his harmless remarks about the need for parents to pay PTA charges
did President Mwanawasa say that he wanted to reintroduce school fees in primary
schools or that parents who could not afford PTA charges should stop having
children,” Mr. Mulongoti said.

“The President made the anecdotal remarks in the context that parents with children
had to make sacrifices for their education and that PTA charges were an
insignificant contribution,” He added.

He explained that the president was merely underscoring the point that there was a
difference between schools fees determined by government and the PTA charges
determined by PTA boards in accordance with the needs and ability of parents of
individual schools.

He reiterated Government’s commitment to the provision of education to all school
going children which he said is demonstrated by the decision to scrap school fees in
primary schools and annually increasing the national budgetary allocation towards
expansion and improvement of education services.

“It was in this context that President Mwanawasa advised the Copperbelt MMD
chairperson, Mr Terrence Findlay to establish if what the people were complaining
about was PTA charge.” Mr. Mulongoti explained.

  1. Mulongoti is talking nonsense. Whats insignificant to him isnt to most citizens. What does he mean “anecdotal remarks”? Eduaction should be free in Zambia, not even PTA? Findlay is accused of raping girls who should have been in class, how he is going help solve this?

  8. #10 There is no line dividing go and multiply and responsibility in the PTA case,firstly remember politicians are responsible for creating and eliminating poverty.Responsiblity is a relative word and goes with situations.All things being equal,no one can fail to pay PTA, hosiptal fees etc,so what ever caused that incapacity is what chuchu should have addressed before opening that big mouth wide open.People struggle even with 2 children,so when and where does resposnibility start and end?Chapi let us take for instance a house servant, which amongst you pay them a living wage as an employer? And can you classify such a person irresponsible when you the emloyer pays slave wages?We are humans becuase of deginity of others.People like Veteran pay their house servants K120,000 per month in Lusaka, one room in Kalikiliki with power is K70,000 that leaves this person with K50,000, cooking oil 5 litres is K35,000, mealimealie roller meal is K27,000 already someone is in OD what does that mean?

What Levy said was very clear and all who have ears to listen and a brain to figure out clearly know the intended meaning of his statement. It was like Vernon Mwaanga in Zaire trying to sell Zambia to Katebe Katoto and coming back to vehemently deny it, claiming he had been misquoted. The agony of Mulongoti is to have to clean such a gigantic Muwelewele’s mess, one really wonders the extent to which some people would go for a job. You can bet it if Levy told Mulongoti to drop his pants down and wank, the fool would ask ‘to what extent?”

    The President paid tribute to the Zambia Air Force for the role it had been playing when some districts suffered floods because of torrential rains.He said ZAF provided essential logistical support to the relief efforts of the Government when floods caused considerable damage to both crops and infrastructure.Mr Mwanawasa said his Government had taken measures to mitigate the effects of the floods as well as repair the damaged infrastructure.

    It is a fact that almost all of us parents on this blog have our children in a private school, be it pregrade, primary, secondary or college.We are very eager to get the best education for our children and are willing to give to sacrifice whatever resources we have for this investment.Education is an investment and investing is never free.

    Even in the townships and compounds at every corner you now find a private school and parents no matter how meagre their resources are investing in quality education for their children.

    Right now government has declared free education for Primary level, but even then certain miniumum conditions for decent education must exist and there is always a cost to which parents must contribute.Chalk,paper,school furniture,text books,materials for practical subjects, disinfectants for ablution blocks,materials and logistical support for extra carricular activities all cost money.Parents must pay a small fee at least.

I don’t expect them to receive that piramid pack of milk and the super loaf bread UNIP use to give us in schools. Education of children is a shared responsibility. GRZ pay salaries, settles utility bills and maintains infrastructures. Parents must take their shares too if things have to be of standards.

    GOVERNMENT has been advised to use the Fifth National Development Plan (FNDP) to guide its national expenditure allocations.

    The advice is from the International Monetary Fund (IMF) and the World Bank.

    The two institutions have also urged Government to improve its capacity to evaluate the effectiveness and efficiency of expenditure programmes as a means to rank new and on-going expenditure programmes by their impact on growth and poverty reduction.

    This is contained in the Poverty Reduction Strategy Paper (PRSP) paper progress report, prepared by the World Bank and IMF.

    The website report was posted on August 22, 2007.

    “Government should put in place a more efficient, productive and equitable tax system to cover all sectors, and improve incentives to service delivery at all levels of government,” the report reads.

    The two institutions noted in the report that for government to improve its ability to implement the FNDP, it should speed up the implementation of reforms in the Private Sector Development Initiative to improve the country’s competitiveness.

    The IMF stated in the report that it considered the FNDP as a document, which broadly provided a comprehensive framework for growth and poverty reduction in the country.

    “The Zambian government should continue to base its Medium Term Expenditure Framework (MTEF) and its annual budget on realistic financing assumptions,” the report reads.

    The World Bank and the IMF have suggested that certain amendments to the Republican Constitution should be de-linked from the wider constitutional reform process.

    The two institutions have cited the public sector pension fund on sound financial footing and the amendment to change the budget cycle.

Its shallow thinking to assume things, let people contribute in the best way they can not just looking at fees that is mediocre reasoning and backwardness

  17. We understand that the government should somehow be helped by cobtributing to our education system. But even in countries were there is no free education the governments give exemption to some of their citizens because they are very poor to contribute.Yes,we may have private school mushrooming everywhere but it does not mean all the people can afford to take their children to these schools.In Zambia we like pretending too much most of us are taking our kids to these schools beacuse its the in thing.The President is wrong.We need solutions not talking without thinking.By the way someone paid for our Presidents’ education. He gave him a busary through his company.I dont think he could have been a lawyer today if the person who helped him had the same atitude.

    At the time UNIP Government was giving free education it had compelling reasons:-
    An accerelerated need for educated and skilled Zambians to take over Jobs from expatriates and foriegns especially in govenment aor quasi government institutions.
    The economy was good, copper prices were high, the population was relatively small and the country had enough bank reserves.Government then could afford to offer free quality education in it’s institutions.

    Regardless of our circumstances we must take some form of responsibility in educating our children and that must be at least even if it means making a token mcontribution towards their education.

For them to get quality education, they got to be in private schools which are more expensive. What about the majority poor who can’t even afford a school uniform? Just the other day, 1 man was on TV asking for assistance. God blessed him with triplets instead of 1.

As far as I can remember the in 1989 it was K13.00 for Grade 12 exams. Grade was free. In 1976 grade entry fee was K1.00 and today. Leta Data Gluco and education these masses here. I hope we are not heading harvard style of education because this will kill our elite future managers.

    Party leaders facing corruption charges in courts of law are free to contest the MMD presidency, Southern Province chairman Daniel Munkombwe said yesterday.

    In an interview, Munkombwe said the law presumed any accused person innocent until proved guilty. He was commenting on the possibilities of MMD national secretary Katele Kalumba and national chairman Michael Mabenga contesting the party’s presidency.

    Kalumba is facing corruption charges in the magistrates’ court with others while the Supreme Court in 2004 found Mabenga guilty of misappropriating about K27 million from the Constituency Development Fund.

    However, Munkombwe said the MMD would determine at a later stage as to who should contest for the presidency.

    He said what was clear is that the party would not choose mediocre leadership to take over from President Mwanawasa.

    Munkombwe said although there could be people going around campaigning for the party presidency, the right time would tell as to which candidate would be best for the MMD presidency.

    “The party constitution provides for any person to be elected to any position,” Munkombwe said. “In our justice system, a person is innocent until proven guilty.
    Therefore, even those accused of corruption can stand for the party presidency.

    If they are not found guilty by the court of law, they are not guilty. But those convicted will not be allowed to contest for the MMD presidency from jail. If they are not convicted, they can stand for elections and then the convention will either receive or reject them.”

    CIO operatives on Monday started distributing hundreds of copies of the 8 pornographic DVDs showing raunchy video recordings of the Archbishop Ncube of the Bulawayo Diocese having unprotected sex with more than five different women.

    Members of the public have blasted the move as mischievous and criminal saying it exposes a state sponsored smear campaign that has reached desperate levels.

    “This is outrageous. How can a whole security agency sink so low? This is a clear invasion of privacy and it’s a big scandal. They are trading pornography and it’s criminal. These fellows are mischievous and should be arrested”, said a Zimbabwe Union of Journalists official in Bulawayo who refused to be named.

    A Bulawayo based catholic and sympathizer with the archbishop said who ever is coordinating this “grossly obscene” smear campaign “is desperate, mischievous, unsophisticated, has no morals and has lost his mental balance”.

    Sources say the outrageous DVDs are now in the hands of state media editors and some reporters who are dishing out the pornographic DVDs to friends and associates.

    Reliable sources also say, for maximum effect, the CIO has mailed copies of the DVDs to their online media hatchet man Mduduzi Mathuthu at New Zimbabwe via DHL.

    The smear campaign against the cleric and fierce critic of President Robert Mugabe and his Zanu PF government began last July with a well coordinated state media offensive exposing a scandalous alleged sexual relationship between the clergyman and a married woman.

    The DVDs show Archbishop Pius Ncube’s having sex in different positions with various women who range from timid teenage girls to sickly elderly women.

    An opposition politician who was offered the one of the DVDs by the CIO says he was shocked by what he saw.

    “It is clear from the DVD that it’s him, and it’s shocking. Apparently he is also reckless because he does not use condoms. One of the women looks sickly and they were doing it from a chair”, said the opposition politician from Bulawayo on condition of anonymity.

    The DVDs show a horny Archbishop Ncube bonking different naked women and alternating positions from chair, carpet, table, to the bed variously.

    In one of the episodes the archbishop has sizzling sex with a timid teenage girl on the bed next to the Holy Bible.

    Journalists and politicians who have watched the explicit DVDs so far concur that the person filmed in the act is indeed Archbishop Ncube.
    Rosemary Sibanda the cleric’s alleged lover also features prominently in the scandalous videos.

    Under Zimbabwean law it is illegal to record, posses or distribute pornographic material but the state security agents who enjoy unparalleled immunity against the law have distributed the videos to journalists and politicians willy-nilly.

    The CIO intends to present the DVDs as graphic evidence to opposition politicians, government critics and Ncube’s sympathizers who are still unconvinced the archbishop is a philanderer and a sex maniac.

    Observers say the latest offensive against the beleaguered cleric, is a coordinated act by state security operatives who have been tasked by the president’s office to silence the rabid critic of the Zanu PF government.

    Onesimus Sibanda, who claims to be married to the cleric’s alleged lover Rosemary, filed an adultery lawsuit against Archbishop Ncube last month, accusing him of sleeping with his wife on several occasions over a period of two years.

    The latest developments come hard on the heels of revelations that the state media led by the Bulawayo based Chronicle was now preparing to publish new damaging claims about the archbishop.

    Impeccable sources in the state media say the CIO machinery had drawn out a protracted smear campaign that would deal severely with the archbishop in five stages.

    The first stage had the adultery lawsuit against the cleric as the major highlight aided by the attendant state media blitz including TV and radio exposing the damaging sex scandal. This has already happened.

But Sage the very reason why you and I and many others will continue to pay the price is that LPM continues to keep kids out of school. SAGE what you have put above simply that Zambia will not attain the MDGs set for 2015. This PTA money is not enough a fraction of what a school spends to educate a pupil. Some PTA have used that money as initiative to built teachers houses or any other shortcomings. Its acted as an imergency fund. At the same time the responsibility lies sqarely on individuals to evaluate their financial capacitities in relation to family planing. Both issues have to be dealt with relentlesly.If i die today 20 people will starve, that is excluding my Son. Now that is very dangerous. As a person coming from a family of 11, i have to stop the trend. I have one kid and that is it.

    We know where Illiteracy, higher fertility and ppoverty occurs. So he was talking to the very poor in society whom the MMD has cut off from our national reward system to start paying their way to being educated-when he got his ed for free. None of the nonpoor is affected by that statement coz once yoyu get educated you have fewer kids and more income.

    This is not a chicken-egg situation. At the public level, fertility is a consequence, not a cause, of better education. We know that if infact the girls dont go to school you might as well forget about lowering fertility and growing the economy. It takes education to use a condom or undergo a vasectomy. So the beginning is free education to all those who are alive now and the benefits of lower fertility come automatically. No one preached to you about low fertility but how come you and many of us have decided on few kids?

    Aug. 24 (UPI) — Ndola, August 24, ZANIS -The Ndola Magistrate Court has discharged the case involving former second Republican President Dr Fredrick Chiluba’s wife Regina with costs. Principal Resident Magistrate, Chilombo Phiri, made the ruling after the state entered a Nolle Prosequi in the case which came up for judgment today. This is a case in which Mrs. Chiluba was charged with nine counts of being found in possession of property alleged to have been wrongfully acquired. Senior Prosecutions Officer, Dennis Simwinga, told the court that the Director of Public Prosecution, DPP, instructed that the state enters a nolle prosequi in the matter. And defence lawyer, Robert Simenza opposed the application on grounds that it was not competent for the DPP to enter into a nolle prosequi after the state had closed its case and the ruling was about to be delivered. Mr Simeza argued that it was malicious for the state to discontinue the

  101. the case just when the ruling was about to be delivered. “It is not competent for the DPP to enter into a nolle prosequi at this late hour when they have closed their case, this case has been open for over a year, where were they?” he questioned. Mr Simeza further said the decision by the state was a clear case of abuse of the judicial system and malicious prosecution hence called on the court not to allow such type of abuse of power by the state. And Senior Prosecutions Officer Dennis Simwinga reminded the court that the state was by law not compelled to give reasons for entering a nolle prosequi. And in her ruling Ms Chilombo said that the court had no power over a nolle proseque. The defence lawyer then made an application to the court for the restoration of property seized from the accused person which had been used as exhibits in court in accordance with section 179 of the criminal procedure code. He said the property in question included motor vehicles, frozen bank accounts, and

The state, however, argued that the case had only been charged and that the accused not acquitted hence the state prosecution could continue with the case at an appropriate time. The court however, ruled that the seized property be restored to Mrs. Chiluba and that costs be awarded. She said the court had discharged the accused on all on all And speaking outside the magistrates court amid a lot of supporters who were singing Christian songs, in celebration to the victory, Mrs Chiluba told ZANIS that the will of God had prevailed and that she was grateful to her husband and all the people that had shown her support throughout the ordeal. She called on the state to follow the courts order and return her property. ‘Am grateful to my husband and all the people that have given me support. The state should obey the courts order and give me my property, she said.

We started it under President Chiluba, and then he messed things up by introducing a corrupt culture that has since shaken the very foundations of the economy. Mwanawasa’s job is the economy, therefore, has simply been to undo this mess, starting with restoring the honour of the highest office. I think that Mwanawasa has failed to root corruption out of government and I believe he will fail in this task even by the time he leaves office. Its a vicious circle, if you’re denied education, its likely you wont get a job, then you’ll have nothing to do, definately you’ll be bored the only entertainment will be having sex with your wife/girlfriend, with no energy to go and get free condoms at the hospital, you’ll end up with ten kids.     I wish to comment on the statement by President Mwanawasa that it’s wrong for people to bear children they cannot afford to support.

    Although as usual the sentiment came from the wrong person – the father of the nation, it actually makes a lot of sense.

    I say this because of certain beliefs and practices by some sections of society concerning bearing children. I believe the President said this in good faith and was not trying to place the responsibility to bring up children solely on the family. I believe that the President was refering not only to school fees but children’s welfare in general.

    The reality on the ground in Zambia today is that many people plan their families unwisely around their desire for sex.

    Why should a man on the streets without enough money to feed even himself, produce children he is not able to adequately provide for? Although the government has a hand in bringing up the children of the nation, it’s not up to the government to plan families. Parents must work tirelessly to ensure that the welfare of their children is maximised.

    We cannot deny the fact that there is need to plan our families. This is why so much is said about child spacing or family planning. The reason is that we want families to have the number of children they can afford to look after, and this includes sending children to school.

    However, the sentiment would have been better received had it come from a social scientist, say, a demographer or an economist

  110. In a Zambian context, a child is a an asset. He/she becomes a social security/Health insurance, when one becomes old. Unless this notion is changed by the society/governement through some social security that supports the elderly such that thier lives are sustained.

    I AM compelled by my conscience and duty to comment on the Post Newspaper headline of Wednesday August 22, 2007.“If You Can’t Afford School Fees, Don’t Bear Children – Levy”

    I read the lead article over and over in order for me to understand whether what His Excellency the President stated was in line with the interpretation.
    And on Page four, the President is quoted as saying, “My provincial chairman, you have talked about the fees that are being charged by the schools. I would like it if I could get more details on this: which schools are charging school fees and we know schools have been allowed to charge PTA charges and in this case you know what that is used for”. President Mwanawasa said.

    It goes on further to state “The fees in essence the money does not come from Government. I ask you that any parent who has a school child should be in a position to pay a little which is called PTA.“I want to encourage you to plead guilty to poverty because if you are so poor that you cannot afford to bring up children and put them in school, then don’t have children because the next thing you will be saying is that we cannot buy clothes for these children”.

    The Government through the ministry of Health and in collaboration with the cooperating partners, UN agencies through a consultative process came up with the 5th National Development Plan. Childbirth is a product of planned sexual activity. Couples therefore who are aware of the natural consequences of sexual intercourse should plan for the outcome of such activities.

    In our communities, through tradition, communities planned their families by observing certain traditions for example; the breast-feeding mother was encouraged to breastfeed for at least two years. The husband was encouraged to take a hunting expedition for sometime. Now clearly the issue of hunting expedition is inappropriate in this era, but even science recognises the need for the mother to breastfeed for at least two years. This will allow the mother to regain her strength following the trauma of labour and its attendant risk.

    The spacing of pregnancies has beneficial effect also on the other existing siblings, as they are able to have the emotional and psychological support from the mother and the father.

    From the economic point of view, the couple is able to plan for the upbringing of the children in terms of schools and general support.Zambia like many developing countries have realised that the birth rate that exceeds the economic growth is a recipe for perpetuation of poverty. Therefore in order to balance between birth rate and economic growth, the ministry of Health has put in place free reproductive health services whose objective are:
    To assist couples with relevant information on reproductive health services, which include information on contraceptive, be it oral or injectable, other family planning services and the services available include, antenatal, post natal and free health education on nutrition and immunisation of the new born child.

    Having realised the high poverty levels, the Government of the Republic of Zambia under the able leadership of President Levy P Mwanawasa. SC, has instituted the abolition of user fees in 54 of our districts in rural areas, provided free ARVs knowing the high prevalence rate of HIV and AIDS in our country, provided for an increased sponsorship to train more health workers and gone further to institute a rural retention scheme, to improve on infrastructure and equipment in our health facilities etc.

    Anybody who cares to analyse the President’s statement surely will appreciate the reminder from His Excellency the President as the father of the nation of the need for each individual family to plan not only for their lives but also for the lives of their unborn children.

    The issues of extended families, a good social security has received serious strains in recent years. This extended family system can therefore not be relied upon to provide the necessary support for the many unplanned children. What then is wrong with the President advising the nation to utilise the services in place to assist citizens to plan their families? Can surely such advice be considered as arrogance? It is my considered view that it is not and should not be considered in that manner.

    The problem that I see in our country is that we as citizens seem not to appreciate a person who speaks the truth and yet we all know that the truth builds us all.
    From the health perspective I would like to advice couples to plan for their families, to plan for the spacing of their children, so that economically and health wise they are able to offer the best for their children.

  118. Emergency threat in Sierra Leone
    Sierra Leone President Ahmad Tejan Kabbah has threatened to impose a state of emergency if election violence between rival parties does not stop.

    Two days of clashes have marred campaigning for the second round of Sierra Leone’s presidential elections.

    In a TV address, Mr Kabbah said the country – which endured a brutal civil war – had suffered too much to allow chaos and civil unrest again.

    He urged the two rival candidates to call for calm among their supporters.

    “All those responsible for the violence and lawlessness should be prepared for the consequences,” President Kabbah warned.

    “The government shall not hesitate for one moment to declare a state of public emergency if the current state of intimidation, molestation and violent acts is not stopped immediately.”

    Tension grows

    Police have stepped up their patrols around the capital, Freetown, after firing tear gas to disperse rival supporters who clashed in the streets on Sunday and Monday.

    They also fired tear gas in the diamond-rich eastern town of Kono when hundreds of rival supporters clashed. Several people were injured.

    Police Inspector General Brima Acha Kamara says all is now very calm.

    BBC West Africa correspondent Will Ross says that should a state of emergency be declared it is possible that the presidential run-off election could be postponed or all campaigning banned.

    He adds that with both political parties blaming each other for inciting violence in what is a very close contest there is a danger of the violence escalating.

    The first round of landmark elections on 11 August was judged free and fair by observers.

    The opposition APC candidate, Ernest Bai Koroma, took 44% of the vote in the first round, and the ruling SLPP candidate and Vice-President Solomon Berewa, polled 38%.

    But tensions are high ahead of the 8 September second round, with opposition supporters confident of winning.

    The APC won control of the national parliament and Mr Koroma has also secured the key support backing of the third placed candidate in the first round presidential poll, Charles Margai, who polled 14%.

    Our reporter says suspicions of foul play are inevitable given the closeness of the elections and those who believe the APC candidate is a shoe in for the presidency are suspicious that the governing party would not be willing to give up power.

    President Kabbah’s speech and threat to declare a state of emergency has increased some people’s suspicion, he adds.

  119. Moi throws weight behind Kibaki
    Former Kenyan President Daniel arap Moi has backed his successor Mwai Kibaki’s bid for a second presidential term in elections later this year.

    The former leader said he had been observing the country’s politics and was convinced that President Kibaki was the best candidate to unite Kenya.

    Mr Moi stood down after 2001 elections, in which his Kanu party was defeated by a coalition led by Mr Kibaki.

    The endorsement is a major boost for the incumbent’s re-election bid.

    The former leader, who ruled Kenya for 24 years, still wields great political influence.

    Mr Moi said he was disappointed that “tribalism and selfish individual interests have been entrenched in our society”.

    “After very careful assessment, informed by my political experience spanning half a century, I am convinced that Mwai Kibaki ought to be given the chance to complete the constitutionally accepted two-term tenure,” Mr Moi said during a news conference.

    Unity hope

    “You have seen President Kibaki’s development agenda that he has shown. He is not tribalist, he is development-minded and he is for the unity of the people of this country,” he said, adding that he would be campaigning for President Kibaki in the run up to the December elections.

    Mr Moi also lashed out at the opposition Orange Democratic Movement (ODM), saying it was a divisive party.

    “Above all, all of them are driven by hate. I don’t want Kenya to end in chaos,” said the self-styled professor of politics.

    Politicians allied to the ODM accused the former president of trying to scuttle the opposition movement.

    In July, Mr Kibaki appointed Mr Moi as a special peace envoy to Sudan to help facilitate a peace deal in southern Sudan where Kenya has strong economic interests.

    Political analysts have seen the thawing of relations between Mr Moi and the incumbent president in recent months as a sign that they may have been planning a loose coalition.

    Kenya has enjoyed growing economic strength under President Kibaki, but this has been marred by endemic corruption which has continued to thrive despite the government’s pledges to end it.
