Roan MP Kambwili’s interjections under probe, Speaker

Speaker of the National Assembly Amusa Mwanamwambwa informed parliament that relevant authorities were already pondering on what course of action should be taken against Roan Patriotic Front (PF) Member of Parliament (MP) Chishimba Kambwili’s interjections on President Levy Mwanawasa’s speech to parliament last week.

This followed a point of order raised by Deputy Minister for Local Government and Housing Ben Tetamashimba, who asked whether Mr. Kambwili was in order to keep passing running commentaries when President Mwanawasa was addressing parliament last Friday.

Mr. Tetamashimba asked whether Mr. Kambwili was in order to shout ‘questionable’, when there were clear guidelines from parliamentary chief whip, Mike Mulongoti, that the presidential speech should be listened to in silence because his address was a solemn occasion.

Mr. Kambwili is chief whip for the opposition Patriotic Front in parliament.

Mr. Kambwili was last Friday heard interjecting by shouting ‘questionable!, questionable!, while President Mwanawasa was addressing the National Assembly.

Speaker Mwanamwambwa said in his ruling on the point of order that the matter was already being looked into by relevant authorities.

He said the chairperson of the committee looking into the matter would decide on what course of action should be taken against Mr. Kambwili depending on the findings of the relevant authority.

Meanwhile, Members of Parliament (MPs) started debating President Levy Mwanawasa’s speech to parliament last week, with many of them accusing ministers of misleading the president.

The MPs also said Dr. Mwanawasa’s speech was very good and inspiring but noted that a ‘good speech was nothing if it was not implemented’.

Monze United Party for National Development (UPND) MP, Jack Mwiimbu said every year, the President has been presenting very good and promising speeches to parliament but there has been poor implementation by government.

Mr. Mwiimbu said in some instances, opposition MPs have been moving motions aimed at improving the economic status of the country, which were however rejected by the ruling party, the Movement for Multiparty Democracy (MMD) MPs.

He claimed that government has downplayed the flood situation in Southern province, particularly in Bweengwa constituency, where, he said, about 5000 people have been left homeless and had no food.

He has since appealed to government to move in and address the flood situation in the area.

Bangweulu Patriotic Front (PF) Member of Parliament, Joseph Kasongo said President Mwanawasa has had good intensions of improving the country’s economy but he has not been receiving support from his cabinet ministers.

In contributing to debate Pemba UPND MP, David Matongo said Dr. Mwanawasa’s speech was very good and non-partisan.

Mr. Matongo said the speech encouraged all Zambians to work in unison to move the country forward.

Roan PF MP Chishimba Kambwili also observed that the speech was very good and brilliant but pointed out that pronouncements contained in the speech should be implemented.

He appealed to the ministers not to mislead the President but to tell the truth and work towards improving the welfare of Zambians.

  5. #4, the President’s speech was not part of the debate, it was a presidential speech during the openning of Parliament. Time to debate the speech hadn’t come yet. The PF member was being disorderly. The House has rules and in order to discuss those issues you are talking about(like ARVs), you need sober and sane people and not only should they be sane and sober, they have to be seen to be so. The PF MP was disorderly. He shouldn’t complain should the house decide to discipline him.

The President was lying about opening constituency offices in all parts of the country which is not true and where Kambwili comes from Luanshya ( Central) Jean Phiri’s area has no such office, so how can you have the entire Presidency lying to the world and i guess Kambwili felt the need to stop this huge man from going ahead and mislead the nation.What parliametary rules are u tokin about, if there any rules, the President should be summoned for lying on the floor of the house.

    The Government has requeted councils and district administartors to facilitate offices in constituencies for MP. Some serious MPS like the late Cameroon Pwele Managed to facilitate offices for themselves. I am sure this is the same office where the current MP for roan operates from. I wonder what you mean when you say the President lied, as usual it must be cheap propaganda from a PF Zealot.

  12. I think the president likes challenges because they help him to take another course if the path is not correct. In Britain the prime minister has to shout because the entire house can oppose him they think he is going astray or misleading the house. This is human. To a car move you need a driver, wheels, motor, gears, the whole body of the vehicle. Its not wrong for Kambwili to shout Heeeeeee whilst the president was speaking. Actually they there is no to waste time to probe this man. However…

  13. there are procedures to follow in parliment i.e Mr. Kambwili should have raised his hand say point of interjection sir or I have a qeustion.The president would have noted this and answered later to clear the matter.

  14. The speaker is being childish. He is just making a mountain out of a small molehill. First of all Parliament is entrenched in freedom of speech whether a president is speaking or a King is speaking you can interject. Why should a small objection like that demand such draconian solutions. I’m sure if a member shouted “hear Hear!” there would be no such hearing. Just goes to show this is not the kind of Democracy we Africans should be in because we dont know how it works.

  18. In Zambia we have to rethink this so called parliamentary reform we chart for ourselves, let alone treating the president like a god as he presents a speech. Look, a speech is a speech, appealing as it may be, usually it is never implemented. How many good speeches have come from LPM in the past? Several. Like someone pointed out, Cabinet ministers have failed this country. Cabinet is too large for nothing. Some ministers are paid for nothing. We need to check these excesses.

  19. What good does sitting in parliament shouting “questionable” during a persidential speech do to Zambia? It would have made more sense for this MP to wait for the time to debate the speech to come and then stand up and tell parliament the “questionableness” of the speech (or whatever part of the he was referring to).   20. them (PF) winning the Local Government elections then we will say they are developing the Country. MPs just sitting in parliament and childishly interjecting during a speech while the roads are hetting worse everyday is not what the people of Zambia voted them into those positions for.

    Even a debate on the budget is done after the speech. MPs wait till it is time to debate. While should Kambwili want to skip.

    Now I see why PF is having problems. Disorderliness is deemed good.

  21. What is questionable is the quality of MPs in parliament, which includes kambwili not the presidential speech. Rules must be followed or else it will be noisy in parliament. Remember every individual has a mouth and can use it any time, maybe even more vicious than kambwili. Respect those who remain quiet and listen attentively.

  22. I hope you got it what has happened with Francis Ndovi at the Robots at Civic center. Bakumawa, Ati Francis went to obtained his fotos that the robots took him last friday. It happened when the traffics lights turned orange. Now he has been arrested because when the lights refused to give the pictures he started destroying the traffics lights until the police came to their rescue.   23. If there are rules in parliament, why should the chief whip write to all MPs to remaind them about the same, this is fishy.
    I think kambwili was in order, coz you can say what ever you feel like in the house, that is why the chief whip wrote to the MPs to tell them to be quiet just for this occassion, hence there is nothing wrong with this mr speaker sir.

  24. The problem is that some Zambians think the president is a demigod.Why should Kambwili be victimised for a simple issue? Zambians let us be careful.Because of treating our leaders like demigods, thats why they become arogant and pompas.HH is also being victimised because of saying things relating to Mwanawasa.Its very sad in the 21st century if we shall be propagating outdated politics.If Kambwili thinks there is sense in interjecting the first civil servant of Zambia, whats wrong with that?

Kambwili is let down especially to people in the diaspora.After spending so much time in developed nations and yet his kaponya mentality has been engraved in him.The saying is true that you can take a person out a village but can`t take the village out of a person.This thug must realise that the presidency is an office that should be respected and has got to seperate his personal hatred against Levy as an individual.
