DEC Chief Intelligence officer wanted for Drug dealing

The Lusaka Magistrates Court has ordered the arrest of Drug Enforcement Commission (DEC) Chief Intelligence officer, Michael Musonda.

He is wanted is for supplying cocaine to jailed Portuguese national, Alpine Julies.

Resident Magistrate, Joshua Banda has however, ordered that Lawyers representing Mr. Julies make a formal and appropriate charge against Musonda before he is arrested.

Magistrate Banda said the warrant of arrest should be executed by the officer in Charge at the Lusaka Central Prisons.

The Magistrate delivered the ruling, Wednesday after complaints by Julies that Musonda had betrayed him after supplying him with the drugs that landed him in jail.

  12. This Musonda Character is a Nephew of Ryan Chitoba . He was the guy who would always through spanners whenever Nelson Banda who was heading Lusaka province made an arrest of a person they had interet in with his uncle.

  23. The portuguese guy will have to produce good evidence if the DEC man is to be convicted. Musonda may say the portuguese guy just wants to tarnish the image of DEC.

    If it is true Musonda supplied the drugs then its a big shame and he should be locked up for a long time.

  24. Drug trafficking is a vice that should be uprooted from our society regardless who commits it. Few kilograms of cocaine can destroy thousands of lives and it is better to jail one trafficker than allow him destroy many. The law should follow its course on Mr Musonda. In some countries, the penalty for drug trafficking is death by hanging. When are we going to start practising what we preach………?

This was is a matter of entrapment in order to decieve and the case ideally should be dismissed, however if the DEC officer did infact obtain some monetary advantage from the affair then he should be charged and arrested. As for the Portuguese national, going by the letter of Zambian law he should be deported, but in most other common law institutions all charges except possesion would be dropped because it could and infact should be argued by his defence that Musonda knowingly decieved Julies and therefore the charge of procurment would not stand in any court of law. It is very typical of DEC officers to do this and this highlights the fact that reform is urgently needed in all the Zambian law enforcemnet wings in order to stop this kind of abuse of authority.
