Postpone Zimbabwe Presidential Run off-Levy

Southern Africa Development Community (SADC) Chairman Levy Mwanawasa has called for the postponement of the Zimbabwe Presidential run off elections scheduled for 27th June until further notice.

Dr. Mwanawasa has since urged election authorities in Zimbabwe to implement the postponement in order to allow for the establishment of conditions suitable for the holding of genuinely free and fair elections in accordance with Zimbabwean law and the SADC principles.

Speaking during a media conference in Lusaka this afternoon, Dr. Mwanawasa who is also Republic of Zambia President said the situation in Zimbabwe does not stimulate the holding of free and fair elections.

Dr. Mwanawasa pointed out that he would be failing in his duties as SADC Chairperson if he did not offer timely advise to Zimbabwe to postpone the elections saying the current political environment in that country falls far short of the SADC principles.

The SADC Chairperson noted that the run-off elections in Zimbabwe will not be free and fair due to among others banning and disruption of opposition campaign rallies, detention and arresting of opposition leader Morgan Tsvangirai and his Secretary General Tendai Biti currently facing treason charges.

Dr. Mwanawasa also cited Zimbabwean President Robert Mugabe’s declaration that he will not accept an MDC victory in the elections and his threats of an impending civil war.

“Apart from this, the opposition has been denied equal access to state media thereby denying them the opportunity to communicate their campaign messages effectively,” noted the SADC Chairman.

Dr. Mwanawasa added that SADC and African Union report by the International Press Institute-IPI revealed that there has been physical attacks on Journalists in the last few months.

He pointed out that in view of this, it is not possible to have free and free elections in the SADC member state saying it will be embarrassing to both the SADC region and Africa to proceed with the run-off election under the current political situation.

Dr. Mwanawasa said postponing the run-off elections would avert the catastrophe threatening the region.

Asked whether his decision to postpone the run-off elections in Zimbabwe had the blessings of the SADC Heads of State, President Mwanawasa said he had two options of consulting or to use his discretion as SADC Chairman.

He pointed out that he decided to use his leadership role and that it would be sad if the majority of SADC leaders do not support what should be considered as a right path to take.

Dr. Mwanawasa said in the past five days he tried to contact leaders in the region but however managed to talk to four out of the 14 Heads of states and government leaders in the regional body.

Meanwhile, President Mwanawasa has expressed disappointment that he is being denied access to information and has to rely on intelligence reports gathered and through the press.

He said South Africa President Thabo Mbeki who is the regional mandated mediator has not briefed him on the out come of the recent talks he had with Mr. Mugabe and Tsvangirai .

‘ I tried to call him yesterday , but was told by the private secretary what he was in a meeting and that he will get back.

Even today I tried but he was in a meeting and has not gotten back,’ President Mwanawsa said.

And President Mwanawasa said he is disappointed that some Zimbabweans have misinterpreted Zambia’s efforts to resolve the crisis in Zimbabwe saying he was concerned about the deteriorating economic situation in the neighboring country.

“My concern and that of the Zambian people is to see that Zimbabwe lives in peace for itself and it neighbors. Our relations with Zimbabwe is still cordial hence our continued efforts to see that Zimbabweans enjoy peace once more. A troubled Zimbabwe is a troubled Zambia,” said Dr. Mwanawasa.

On 2nd May, the Zimbabwean electoral commission announced the Presidential results in which opposition leader Tsvangirai received 47.9 percent while ZANU-PF President Robert Mugabe received 43.2 percent.

In accordance with the Zimbabwean law a run-of was called between Tsvangirai and Mugabe set for 27th June.

Zimbabwe went to the polls on 29th March this year and it took more than one month before the Presidential election results were announced.

  17. What is happening in Zim suggests that Zimbos have an exceptionally high threshold for withstanding pain and suffering. Zambians are known to demonstrate in numbers to achieve something going by what happened when change was inevtiable in 1991 and when someone’s immunity needed to be lifted and many other similar events. Did we have fair and free elections in 2001, 2006, kanyama bye – elections, and now milanzi where people are corrupted over food??????? I know it could be worse in Zimbabwe than what happens in zambia, but as we stand on ant-hills calling others to conduct free and fair elections, we should checks oueselves whether we conduct ours in a free and fair manner.

  40. Levy’s actions have come a little bit late. He should have come out strongly at Mulungushi when the SADC leaders met. He also lost credibility because of flip flopping. Remember he called Zimbabwe the “sinking Titanic” and a few days later was trying to please Mugabe in everyway possible, going to the extent of threatening to abandon a world summit if Mugabe was not invited. Sad for the brothers in Zimbabwe. The silence from African leaders is a serious betrayal.   42. The effort by LPM to correct things in Zim must be applauded. I suppose most of us don’t appreciate the tight situation LPM find himself in. He is SADC chair while Mbeki from this ‘powerful RSA’ is a mediator. LPM complains of Mbeki not sharing any dicussion with Bob. I saw Mbeki yesterday on TV encouraging dialoge betwen MDC and ZAnu-PF…just another general statement from Mbeki. The LPM Solution to postpone election is the optimum option as it leaves a widow for democratic change. Mbeki has failed. And if RSA want to have positive impact of Africa in future, she must start cloning Mandela now.

Well Done LPM, we always thought we had a leader in SADC.Its showing.The way forward would be to assemble a group of very good minds like KK, Masire, Chissano, Mkapa, Tutu, etc.These guys should look at a government of national unity, with a view of puting together a new constituition 4 zimbos by zimbos, re-structure the justice system, dissolve all military top brasses etc. AS all these instituitions are no longer strong bcoz of ZANU-PFication.This govt must be lead by a natural not from ZANU-PF and MDC for neutrality.And be given a two-year period for all these fixes hence elections.Zim is to ZANU-PFied to be inclusive at the moment.What do you think? Indeed, as the Bembas say, a fish starts rotting from the head, no wonder it’s Thabo’s head, eye lashes, eye browse and moustache going completely grey. The chap is completely useless. If South Africa is going to be of any positive influence in the region or Africa at large, we need to find urgent ways of cloning Nelson Rolihlahla Mandela, that most gallant son of Africa.   52. looking at most of the postings here, I see that pipo are really saddened, and rightfully so, about the Zim situation. I have also noticed that there is unanimity in applauding LPM for the stand he has taken on the situation in Zim. And I think that his position is right.
    However, I think that there is a better way of expressing one’s position in a manner that does not make one appear to be ignored or belittled other presidnts. He should have avoided detailes about how he made calls and not answered, infor being denied, etc. Then he says the only info he is relying on is based on “intelligence” sources. What does he mean intelligence? Has he sent shushushus there? Diplomacy is important.

Zimab is not a province of Zambia but a Sovereign State. Consultation is very important and LPM would have taken time to cosult KK and other elders.   61. Great leaders conults and take their time before issuing sensitive statements. We had differenes in opinions with our neighbours in the KK and Chiluba`s time but diplomacy served the situation. What do you think of LPM, I think on this score he has done exceptionally well and it seems like everyone is agreeing with him, first anf foremost KK are friends with Mugabe so that makes him a not very good consultant because he is an interested party. Much as I am not against consultation but sometimes its better to follow your gut. And sometimes when you are consulted, it does not mean that one will take your advise, what if it is wrong?   118. LPM and all his legal advisors seem to be legal illiterates on what the Zimbabwe constitution says on elections and the second run as now.

    It clearly states that if one guy pulls out outside the stipulated time, this has no effect, the election goes ahead. Even if there is only one candidate following the withdrawal of the second fellow, the elction goes on.

    Finally, LPM and the MMD have failed to undestand that ZANU-PF is a nationalist liberation movement. These guys did not get to die duering their Chimurenga so that the land could again be handed over to settlers the way LPM and the MMD have done to Zambia.

    Personally, let Zimbabwe become what it wants to be.
