Smart Partnership Dialogue will help Zambia-VP

Vice President Rupiah Banda says the Smart Partnership International Dialogue will help Zambia provide solutions to overcome some of its challenges.

At a dinner hosted for participants attending the Dialogue at Lusaka’s Mulungushi International Conference Centre last night, the Vice President said dialogue brings about understanding among people as it enables both sides to present their views on issues of common interest.

Mr Banda added that solutions to the current rising food and oil prices can also be found in dialogue among all stakeholders.

He said the smart partnership movement is worth supporting as it is a creative and practical method of solving problems.

The Vice President also called on leaders from all sections of society to engage in dialogue in order to find solutions that will improve people’s lives.

He said Zambia’s spirit of unity in cultural diversity should be encouraged as it embraces dialogue for the common good.

The Vice President commended Uganda for demonstrating a spirit of dialogue by engaging more women in governance issues.

He said Zambia looks forward to the Smart Partnership Dialogue to be hosted by that country next year.

The Vice President also noted that Zambia can learn from Uganda’s vision of transforming peasant farmers into commercial farmers and Malaysia’s path of economic growth.

Mr Banda also commended the media for its role in disseminating information on the Smart Partnership dialogue which has been going on at Mulungushi International Conference Centre since Monday this week.

He said Zambia is also proud of making the Smart Partnership Dialogue 2008 a success.

Ugandan minister of legal affairs commended Zambia for successfully hosting the three day event that attracted over 400 delegates from across the globe.

Mr Sam Kutesa said Uganda is challenged to organize the event next year and ensure it is fruitful to the satisfaction of participating countries.

And the Fellows of Commonwealth Partnership for Technology Management, CPTM, congratulated Zambia for hosting a successful dialogue.

In their message read by Chief Executive and Joint Dialogue Convener Dr Mihaela Smith, the Fellows said the CPTM recognized the importance of devising new and improved ways to measure the contribution and value of the dialogue process.

They hoped the challenges of climate change health, food and water shortages and poverty will be tackled using the expertise and experience gained in the smart partnership movement.

The CPTM Fellows also accepted the invitations from the governments of Uganda and Malaysia to host dialogues in 2009 and 2010.

Meanwhile, a Zambian economic consultant and participant at the Global Southern Africa International Dialogue, GSAID 2008, has proposed that an institution to monitor and evaluate the country’s progress towards achieving the Vision 2030 be set up.

Bob Sichinga told the MULUNGUSHI BRIEF that an independent institution should be established to monitor the progress in the implementation of the Vision 2030.

Mr. Sichinga said this would enable the Zambian government and other stakeholders to steadily and timely correct any shortcomings that might delay the realization of the vision aimed at making Zambia a middle income country by the year 2030.

He said a mechanism to identify appropriate people to implement the Vision 2030, should also be developed.

Mr Sichinga said the Zambian government and all other stakeholders should be in a hurry to implement the national vision while cautiously ensuring that all huddles that may distract the realization of the set goals were addressed timely.

“Let us not dwell much on issues which we can quickly resolve but ensure that we implement the Vision 2030 effectively so that we can achieve it before the year 2030,” he said.

Mr. Sichinga said government and stakeholders must endeavour to harmonise the Vision 2030 with the national development plan, medium term expenditure frameworks, annual plans and other relevant programmes to ensure they were compatible.

“The national vision would be very difficult to implement if the objectives of other developmental programmes were not in tandem with the Vision 2030,” he observed.

He also suggested that the national planning office should be separated from the mainstream ministry of finance to enable it concentrate on achieving the Vision 2030.
At the opening of the GSAID on Monday, participating countries were challenged to share their national visions and experiences and devise ways of how best to implement them in achieving sustainable social and economic development.

  1. the development goals this SMART thing is looking at is a long term issue, with regard to the living Standards in our country.
    this won’t be something I can be pround of, all we need are short programmes that will improve the living satndards of the majorit of the zambians who have less or nothing to eat, no clean water no proper schools, medical facilities and other human essentials. not this crap thing they are talking of achieving in 2030 some good years from now. mr sichinga a right.

  4. Planning is a process and whether objectives are achievable or not is not a debatable issue but that there is a process that will enable the Country reach it’s goals whether short or long term. This Country has come a long way through such meetings and though some might feel these have not achieved any tangible outcome atleast our leaders have started a process that others who might take over can use as a process of avieving economic goals as development is a process and not a game to be played for a certain duration of time.

  6. THE DINNER WAS RATHER EXEGERRATED. hOW MUCH MONEY DID THE gOVERNMENT SPENT ON THAT OCCASION FOR THE WHOLE SMART DIALOGUE. IT SEEMS PLENTY OF MONEY WAS SPENT FOR THIS OCCASSION.

There was all sorts of food, drinks and beer. It was pwando at its best. And then government says they have no money to pay us proper salaries and proper housing allowance. K50,000 housing allowance. When I think of it i get so disgusted!!!

  10. Number 12 you are very correct and I think this is one of the reasons we Zambians have lost sight of the goal and concentrated on irrelevance and the expense of the reason detour. This was a Dinner for foreign Dignotories (Why should there be a shortage of food) and at what extra marginal cost was the expense going to be tolarated. We should learn to concentrate on what can be learned from issues such as the SMART dialogue as opposed to what was eaten and at what expense coz I should assume all of us are attending workshops or summits/conference and no one is talking of the Beef but what can be learned from such fora. The issue of also looking at one self is also a key requirement.

  12. Lungwangwa is a criminal, he is busy building a high tech high school in Mongu while forgetting to support Zambia’s main and only major university. This is what happens when you appoint people who only think about their tribes and not the entire nation. LPM’s gov’t is full of tribal and regional leaders than national leaders. He needs to go. UNZA can’t be closed very 2 minutes because students only know how to riot than study their choosen courses. Lungwangwa should be stoned of that appointment.

  13. No need to bring in tribal sentiments here. Unza has had a history of closures even before Lungwangwa. General Miyanda had one of the longest closures and during the reign of other minister was the same. Why should it turn tribal when it is Lungwangwa at the helm. We need to be objective and condemn the wrong act not to trivialize to tribe. UNZA has deep rooted problems that need concerted effort to solve. So #17 before you post your cotribution have a proper analysis of the issue than to point a finger at one because he is not your tribesmate. Shallow mindedness wont take us anywhere.

  15. #18 I beg to differ, people from Lungwangwa’s generation think of tribalism more than anything. The time Miyanda was in charge of education is a different era. This is an era of high copper prices, over 1 billion dollars in reserve so we shouldn’t be having money problems at UNZA. What makes things even worse is that this guy is meant to be a Professor. The fact that he is focused more on building some high school were he comes from than building capacity at our only major university speaks volumes about his intentions and misplaced priorities.Don’t forget that this was the guy who gathered in Western Province to suggest that the next President of Zambia should be Lozi, isn’t that tribalism?

I went home a few months ago only to find that all my friends had become not huge but fat with big stomachs,When they stand or dance the liked fondling with their stomachs. I can understand that fatness was associated with richs both in Africa and Europe, but Zambians seem not to be aware that fatness is now associated with being an underclass, social failure, diseses and above all foolishness. I was highly disgusted by this attitude of coping american social failures by our educated zambian men. Stop it fools, be in control of yourselfs. I can understand LPM, RB and other old fat chaps. Not young ones, who can handly walk now.

The issue of FATNESS is not only Zambia but may more American and European as compared to Zambia as the number of FAT chaps in ZED is relatively smaller as compared to the numbers in the western world. In ZED you will not find a lot of CHAPS having problems related to weight as this is not an issue even for those who are overweight as the food componet consumed in ZED is very different from that of the west.

    Just my thought maybe someone can clarify and correct my thinking!!!

  19. The Kwacha is now trading at 3,500 to the dollar from 3,100 just a few weeks ago. This lose is attributed to lack of investor confidence in our economy because of the uncertainity surrounding LPM’s illness. It is high time the Chief Justice takes control of the situation otherwise even the little gain that has been achieved in the last few months will go down the drain. We need to change leadership ASAP to save the economy because if investors pull out or withhold their investments, the only people that will suffer are the local Zambians who depend on investors for jobs. I hope LPM heals but we need to more on as a nation and that means changing leadership fast.

  20. Article 36 of the Zambian constitution leaves the powers to request a medical board upon cabinet as the chief justice alone has no mandate to request such an action. This issue now rest with Cabinet and not the chief justice.

Apparently, the dons and students have been pressing for the correct information and steps about LPM’s situation. Altho’ this has been at a rather minimal level, some govt and party strategist has seen it better that the institution closes for the coming months as it may be a source of ‘unwanted’ change. The dons ‘go slow’ was a blessing to the power hungry plunderers ransacking our nation. It may be tru or not…I’m away but was told by some body there.

Our problems are mainly lack of objectivity and hate at the expense of the common objective. For me the issues of UNZA have been a common problem from inception and should not be related to the sickness as the staff would have still gone on slow down even with LPM present. EG The UNZA problem has been a problem since inception and has been a drain to the little resources generated by the Country. A topical point of reflection in registration is that those who fail to control their affairs will always fall prey to the politics of the day (UNZA has failed to solve is own problems due to Management differences and in this regards they have invited the legislature to take charge of their affairs).

We need a radical change of policy in our higher institutions of learning. Government’s hand should let go and let competent managers run the affairs of UNZA and CBU. Mr. Chunda (DOS) who was almost manhandled by students at CBU was put in that position to specifically intimidate students by government. That is not the way to go. We deserve better and we can do it if we as citizens put ourselves to it.

The issue to the problem is commercialisation and realistic bursary system which ensures loans are paid or recovered and are not a lip service for merely meeting the demands of the needy as ZEDIANS should understand there is a cost to education and a unniversity student should be very much knowledgable.

  53. The true colors of Levy’s gov’t are now starting to emerge. According to the post, LPM’s cabinet has given itself 15% salary increment for doing nothing. Mulongoti was saying some corrupt people were taking advantage of Levy’s illness, I think he was talking about himself and others in levy’s cabinet. I can easily conclude that LPM is just as corrupt as the people he surrounded himself with. This gov’t needs to be booted out as soon as possible otherwise the will dry up the state confers because they know that the person who appointed them is not there and no one can fire them.
