Government hasn’t spent that much on NCC – Kunda

Government has disclosed that it has only spent K44 billion out of the K309 billion which was budgeted for in the yellow book for this year’s constitution review process.

Vice President George Kunda said at a press briefing in Lusaka today that government has spent K44 billion on the various activities of the constitution review process contrary to remarks made by the opposition Patriotic Front Leader Michael Sata that it had spent K400 billion on this year’s constitution review process.

He said government would further need an additional amount of K5 billion to carter for other constitution review activities up to the run-up of this year.

Mr. Kunda said that it was sad that some sections of the society were accusing government of over spending resources on the constitution review process when it had only utilized K 44 billion on the constitutional activities.

He said government had devised a mechanism aimed at rationalizing government expenditure with a view to responding to the challenges of the global economic and financial crisis and soaring mealie-meal prices and other essential commodities.

The Vice President further said that government had decided to withdraw from the race of hosting the All African Games in order to ensure that resources which were meant for the programme were channeled to other development programmes such as the Fertilizer Support Programme (FSP).

He explained that if Zambia had hosted the All African Games its was going to spend over K800 billion in hosting the event, a situation he said was going to frustrate government efforts of implementing other development programmes.

Mr. Kunda has since advised the Opposition Patriotic Front (PF) leader Michael Sata to desist from issuing statements that would help him win cheap political mileage.

Government has also developed a contingency Plan aimed at mitigating the effects floods in flood prone districts.

Vice President George Kunda, who announced the development in Lusaka today, said that government had decided to develop a Contingency Plan in order to respond to the various effects of flush floods in the event of an occurrence.

Mr. Kunda, could not state how much the plan was worth. He however said that government was working with other stakeholders in order to ensure that flood victims were taken care of in an event of an occurrence.

He further said that government under the Zambia Vulnerability Assessment Committee (ZAMVAC) has dispatched 14 teams to 34 districts in the country to assess food needs in the targeted areas.

The Vice President also disclosed that a team of Zambia Vulnerability Assessment Committee officials have been dispatched to Monze district to ascertain the gravity of food insecurity in the district.

It has been reported that people in Monze district are living on wild roots.

The Vice President has since assured the nation that government is actively and is continuously assessing the hunger situation and that it is defining other appropriate responses aimed at mitigating the effects of hunger in some parts of the country.

Why couldn’t the Government have come up with a more reasonable allocation before starting the process? I’d imagine the money could be put to better use if not needed to complete the constitution review process. Such behaviour is what leads to plunder.

    What has the money been spent on so far?, RB’s villagers who put him in office are dying of poverty and perhaps some of this lump some (44 billion) RB is a complete failure. What happened to fertilizer reduction promise that RB made? It is raining now as we speak, farmers are stuck-cannot afford fertilizer.

  25. The Fertiliser Support Programme has failed a lot of farmers. It has and will never work. It doesn’t reach the intended beneficiaries and is usually politicised. Some of us live on less than a dollar per day bcoz mealie-meal has become a luxury in Zambia. The hosting of the 2011 Africa Games was a lack of foresight on the part of the Zambian government bcoz they must have calculated the costs involved before vying for its hosting. When increasing the salaries of constitutional holders, it was not difficult for them and it did not take time to award themselves. Please God help us twachula pafula!!!!

  39. These people never cease to amaze me. First of all, VEEP was part of cabinet that approved the hosting of the 2011 all Africa games. Yes 800 billion could have been spent on roads, accommodation, and sports infrastructure, hospitals etc to the benefit of all of us. From that money spent a lot of forex could have come into our economy notwithstanding the country profile that could have improved to attract tourists. What about the exposure of out sports men and women on the international stage? The scouts that would have come to buy talented athletes, etc. Now, coming to the NCC, there is no guarantee that the constitution will be enacted.     No offense, but try to read between the lines! With the K44 Billion hard earned tax payers money so far used, what adoptions have they accepted on the submission? They need to explain to the public! You & I know that when you are given an exam, you start by planning the way questions will be answered in a certain order! You start with one Qn before proceeding to the other one! So, what have these people done so far? The community has made submissions & I can better that these chaps do play defense, but offensive! This is reflected in the way Ministers issue statements & yet not fired or made to resign! Are you really sure that we are going to get a good constitution?

It also means that,”when you vote in Man who runs on a certain campaign platform and then he goes against everything and/or almost he run on, the DEMOCRACY DEMANDS THAT HE BE THROWN OUT OF OFFICE!   64. We need to demand for the K44 billion to be accounted for line by line,expense by expense relating it to each substantive participant’s contribution & accounting for each man hour. Where are the competent Project Managers in Zambia to assess how much effort & man hours are needed to complete this task.The broken down expenses need to be compared to the other critical costs in the country such as the hunger situation, dilapidated health facilities etc.In terms of the Food assessment committee that task is irrelevant, a waste of time, resources & duplication of efforts. what is the work of MP’s.As Zambians let us stand up for our rights, demand actions,accountability & not be taken adv of.

  74. OK Ladies and Gentlemen, let us do some comparative analysis. What percentage of the National Budget is 44 Billion? I am sure we all agree that we need a sound constitution in order to avoid future conflicts(this is the price for peace). Can someone tell us how much money the GRZ budgeted for education, agriculture, defence and health? We need the data to enable us critisize constructively.

  78. I have been reading your views and collating my response. I think we have a range of minds blogging. Some people understand little or nothing but prefer to talk. Others understand things but prefer to debate satirically. If I were in Mr. Jere’s job, I would read all these views and create a picture to let the president know what people feel. And that is basically that our vieews are NEVER taken seriously by govt. They talk about expenditure without quantifying what the monies were spent on. I think this the cardinal point we are all crying about. Tell us what the money was used for and when.

  80. The problem with Sata’s style of criticising is that he usually lacks facts in depth. He is easy to fend off because he blows the whistle when he just sees smoke. Ask questions in detail, he is usally found wanting and that is why other politicians don’t respect him much. He never waits to get gather detailed facts before openning his usually loud mouth. Otherwise, he is a good entertainer for the unemployed. I wish him well in that role.

Therefore, there is need to seal all the loop holes thru a constituent assembly or NCC or whatever u may love to call it. For example we need to reintroduce 50% + 1 for the wining presidential candidate, Birth for presidential qualification (Sata doctored the 1996 Constitution), electing mayor by the entire city, Choosing cabinet outside parliament, 90 day period to dispose off all election petitions.
