RB urges Permanent Secretaries to desist from corrupt practices

President Rupiah Banda congratulates new Luapula province permanent secretary Jazzman Chikwakwa after swearing-in ceremony at State House. Mr Chikwakwa has served as commerce minister in Chiluba

President Rupiah Banda has directed controlling officers in government ministries and departments to ensure that public funds are properly and efficiently utilized for implementing government projects.

President Banda warned that he would not tolerate the misuse of government funds on unnecessary luxuries, which add no value to the lives of Zambian people.

He said this at State House yesterday when he swore in 13 newly appointed Permanent Secretaries and State House senior private secretary.

He has further cautioned permanent secretaries and controlling officers to desist from corruption adding that his administration will not condone corruption and will dismiss anyone involved in corrupt practices.

And President Banda has advised then newly appointed permanent secretaries to carefully read his recent address to parliament in order for them to understand and appreciate government’s vision, objectives, and plans for this year.

He has also urged them to take interest in this year’s budget, which would be presented to parliament on January 30th this year.

Mr. Banda noted that the budget will list and show all the projects and programmes which government has planned to implement this year.

He said his administration will not accept excuses and failure to perform because he wanted Zambians to receive a decent service from the civil service.

President Banda has since called for discipline and hard work among those serving in his administration in order to fulfill his promises in the next three years of his tenure of office.

The President however, expressed confidence in the newly appointed team of permanent secretaries despite the criticism and debate on their ability and credibility from some sections of society.

The newly appointed and sworn in are permanent secretary in the vice president’s office, Sebastian Kakoma, permanent secretary in the ministry of finance and National planning, Berlin Msiska, permanent secretary in the ministry of home affairs, Ndiyoi Mutiti and permanent secretary in the ministry of health, Velopi Mutonga.

Other permanent secretaries sworn in are Chilala Chibbonta for the ministry of Local Government and Housing, Godwin Beene for Mines and Minerals Development, Davison Katolo Mendamenda for Lands, Villie Lombanya for Copperbelt province.

Also sworn in was permanent secretary for Eastern Province Eularia Siamujaye, permanent secretary for Luapula Province Jazzman Chikwakwa, permanent secretary for Lusaka province Stephen Bwalya, permanent secretary for Northern Province Mwalimu Simfukwe and permanent secretary for Western Province Ikanuke Noyoo.

Robinson Nkonde has also been sworn in as the senior Private Secretary to State House.

Ya the true nature of Zambians,very good at rhetoric but when it comes to implementation its 0%.A person who doesnt just criticise for the sake of criticising will agree with me that,what this man called RB has said here makes a lot of sense.But all these are just lies that where the problem is.Zambians paper we have built a lot of things proper Infrastructure,a lot of universities.And the economy is second from USA,the inflation rate is 1%,single digit.But thats on paper,too talkative for nothing.Thats why only the man of action can turn things around.

    Jazzman Chikwakwa below 50 years old has never been a full cabinet minister but deputy in commerce.He holds a BA Economics from UNZA and worked as General Manager at Ndola’s Swap spinning mills before resigning for politics.Successfully he runs a number of businesses through Kariba minerals and holds big shares in Pamodzi Hotel.I believe a bit of research will help us debate smartly and soberly above board.

  9. Talk about prosecution of corrupt govt officials is cheap talk. I just wonder whatever bad luck must have befallen bena Musonda of ZANACO and those other guys from ZNS. I mean people get away with corruption at whatever levels and all we hear about it is just palin cheap old talk.

  10. Why appoint hin a PS at 50 ? What does that leave for us who are in our thirties. VJ was a Dip at 25 or so ! Let NS appoint young guys and not recycle old clowns that have failed to deliver in 20 or s years !!

  11. All the new PS are qualified, the problem is that neither our relatives nor our so-called men of action are appointed. One of the young man is very bitter.

  21. I have seen complaints on this blogg with regard to the age of the appointees. Well, SHREK is very considerate in his appointments. All those appointed are younger than him. So do not complain that he is not appointing youths. To SHREK, Jazzman is a youth!!!

Jazzman might not be your best academic you want, but you just don’t know the other assets the man brings to the table. Stop focusing on the negative, why can’t you appreciate that in this team there are people like Berlin Msiska. He is a very very smart guy and an absolutely intelligent guy on top of his game and I challenge anybody to prove otherwise. He is not a politician.   30. Mr Jazzman Chikwakwa is still a young man but on what merits has he been appointed surely?how many times has he been dropped from previous govts & why?
    I don’t know who came up with the system in Zambia but what i believe is that Permanent Secretaries are the persons who should be running Ministries,they are the CEO’s of govt departments etc so i hope all those appointmentees have got the relevant qualifications especially since it is clear that Cabinet Ministers do not necessarily need qualifications as they are political appointees as confirmed by Shikapwasha.

  58. I just hope people appointed can do their jobs. Most ministers and secretaries abroad have had salaries frozen and the same should apply for the cabinet and MPs.

    Ba Musonda, jokes are great and they definitely lighten the mood. What I don’t understand is some seriously foul language people use. I don’t get how that can be funny. E.g. if someone directed such words to a family member would it still be funny?

    Watch out for the open letter in Zed papers soon, so people can read their comments see if they’re still decent.

    Mr president, tell us what measures you have put inplace to prevent corruption in the places where the PSs will be working. Also, what penalties for those caught corrupt.

    We need a system that deters people from engaging in corruption. Words are not enough. All past PSs have heard such warnings. Did it work.
