Withdrawal of funding hampers Health sector

Government says the recent withdrawal of funding by

donors to the Health sector has affected many health developmental projects in the country.

Health Minster Kapembwa Simbao says the Ministry has failed to implement all its activities due to lack of adequate funding.

Mr. Simbao said in an interview with ZANIS in Lusaka today that the Ministry is currently depending on funding from the Ministry of Finance to carry out all its programmes.

He cited the construction of new health centers across the country as one of the big projects that the ministry has failed to realize as there is no money allocated for them in this year’s budget.

Mr. Simbao explained that the funding from the Ministry of Finance is not enough to carter for all the activities that the health sector has embarked on.

He further expressed concern saying the situation has paralyzed the operations of the sector.

Recently some donors withdrew funding to the Ministry of Health following the revelation of K27 billion embezzlement of the funds by officers at the Ministry.

And the Anti Corruption Commission (ACC) Drug Enforcement Commission (DEC) and the Zambia Police have since launched investigations and over 10 people have been arrested in connection with the some scam.

  9. i dont blame the donors, hubby and i pay 46% intaxes and of which part of that money is what comes to zambia as donor funding yet it ends up in someones pocket, i hate to think that im sweating so much just to make someone get rich for nothing, the scandinavian countries are the major donors zambia has and if this continues, the poor and innocent will suffer while the politicians will go to RSA. its acually painfull. they have the right to protect their taxes.you should see how commited other countries are to their tax payers.not these pigs we have for leaders.

  10. Rupiah lamentably failed to address donor concerns during the press conference. Instead, he sought to politicise the news conference by attacking opposition political leaders and castigating the private media(The Post). What a missed opportunity.

  13. RB has wrong people around him.His inability to see this compounded by corruption at all levels of govt has grossly diminished donor confidence.These donrors dont just pluck money from trees,it comes from taxpayer and they are answerable to them.

  14. Our greatest mistake in our life time was to replace KK with ka Chiluba. We really jumped from the frying pan to the fire. The fella had no vision, no clue about leadership, no management concepts, no education, but potent with lies that mesmerised us all. He called intellectuals useless and Universities as white elephants that churn academic gibberish and said he cannot waste his precious time to even sit with them as their Chancellor. The fella is the worst human being Zambian has ever introduced in public life. Now everybody thinks being president is as easy as stealing money and people’s form 2 certificates. What a shame!!

If i was a donor, the recent scams at the Health ministery in Zambia will tempt me to divert funds to other countries where the funds will put to good use.Mr Minister build health centres using the money the you ill – adviced wanted to use buying mobile clinics . We are at the same time spending a lot of money funding these so called commitees on shinga na shinga year in and out following these culprit and getting back very little from the same commitees. How long will this surely go on? It is all the expense of you and me , THE TAX PAYERS.

Kapembwa is telling the thruth that the theft-projects are now suffering as they cant still from the MoH. The money there is now just enough to buy panado. This is good coz all the donor money was going into the MMD pockets. Well done donors and its our will and wish that you establish a big Monkey-zool in Zambia so that all your moneies are chanelled their. We need a lot of Monkeys in 2011 to teach these MMD-thieves lessons. Imagine Out here every peron pays tax , even those who just wash plates they pay tax. And this is the money which MMD steals , the money meant for the poor. DONORS WELL DONE.

    Following this development, what is the MMD’s plan to ensure such does not happen next year? By the way, please, MMD GRZ do not budget on money that does not belong to you.

    Let the donors concentrate on developing their countries and follow what Zambian Dambisa Moyo (PhD,UK) has recommended. We are big enough for us to stop depending on donor aid and this situation should help us stop crying like babies for everything but deal with our Zambian problems alone as Cgrown up itizens.

The ministry of health has enough money to build what ever medical centres you want to build,if anything you don’t even want to build why didn.t you talk about building before the donars withdrew their help? you just want to steal.May God have mercy on you.you guys you have money to pay yourselves but have no monies to meet the medical needs,shame on you.lf you can steal 27 billion and reappoint people like Mabenga and Dora and your President is making unneccessary trips around the globe,then you have the monies to meet they health needs.may the donars not you any monies.DONARS DON’T GIVE THEM ANYTHING LET THEM LEARN THE HARD WAY.

They should not tell lies that MoH is suffering coz there is no change in the situation in the MoH this time without donors’ money and the time when the ministry was swimming in the donors’ money. The hospitals and clinics had plenty of PANADO which they have even to day. So the hospitals are not suffering. Kapembwa should just say that the MMD-pocket is now empty.

    It is not good to just call for USA to pull out its military men from Iraq in a certain time frame and thus let the whole donor community start empowering us by leaving us Zambians alone to fund our GRZ activities.

    It is a real shame that 44 years after gaining political independence, Zambia and Zambians are still depending on donor aid and that donor aid ends up ebing stolen or mismanaged by a few terrible individuals.

    Therefore, let President RB show his socio-economic plan for Zambia.

    Also, characters like president HH from the opposition must show us their alternative National Budgets with Zambian money only as we Zambians must begin to phase out dependence on donors.

    We must starting from next year show that we are mature enough to handle our own business in the country — something called self-reliance for those who may not know in the MMD GRZ.

    With this approach, donor aid show start going directly to serve Zambian people where GRZ will have no influence — the way Japan through JICA has been doing if I am not mistaken. This is becuase the current majority donor aid system is encouraging laziness and hampering innovation.

    I agree wuth you when it comes to oppostion parties presenting alternative budgets like the way Mazoka and Sichinga were doing it.I will be very happy to see a PF alternative budget that will change zambia within 90 days with the existing national income and NOT just the hot air.

Anyway, let me give them PF a benefit of doubt on this one.

    Coming back to the whole news, I will be grad if more donors will with-hold their aid to Ministry of Health as a starting point and do this by announcing that they will not help us next year, 2010.

    Such a move would allow the President RB Banda MMD GRZ Administration start thinking of how the convince voters in 2011 that they have a case to continue ruling Zambia.

  38. These guys are jokers. Zed needs much tighter controls in government than at the moment. RB should be concentrating on such issues than chasing after The Post all the time. And forget your nationalistic fervor, we CANNOT survive without donor aid at the moment. Make no mistake about it. Till we make our economy stronger, widen the tax base, encourage industry and subsidise agriculture on order to stimulate it, we shall forever be dependent on donors. We need more investment in education, coupled with more entrepreneurship, and then a structured and efficient tax regime, that will also collect tax from the huge informal sector. And I am not just talking customs duty, but income tax, etc even on these briefcase car traders etc. It can be done with good planning and leadership!!

  40. I am in agreement with most of the views shared. We can do it without donor funds. It s only that we have misplaced priorities when it comes to allocating the GDP of the nation. Less than 10% all together go to educ., health, environment, poverty reduction and clean water and sanitation. Less than 15% go to civil servants in all necessary payments. The rest of the GDP is swallowed by constitutional offices in many non important issues like allowances, privileges …… We ask donors what is obvious … Dev. Educ. and Health then we plunder what is meant for the needy as a result we remain ignorant, uninformed and in perpetual povert

    Clearly, Zambia made progress from 1975 to 1985 under the UNIP GRZ. Sadly, ever since the MMD took over power in 1991 to data we moved to worse by 2000 but late President Mwanawasa LP and Magande improved on former President Chiluba FTJ’s failures a bit.

    I am yet to notice how President RB Banda’s performance will be in 2010 though there will be indicators this year I believe from the UN.

    Interesting is that troubled Zimbabwe is ranked number 151 far better than Zambia. With this, what has gone wrong with us Zambians?

  42. The truth is slavery was not about selling slaves alone. indebtedness is the worst of all forms of slavery. We have relied on donor aid for too long as a result of this a lot of criminals mascarading as Mp’s civil servants governement officials are all attracted to these institutions for personal gain. Why not reduce Mp’s salaries and perks and see how many of them will still reamain in govt. My humble appeal to all the donors is to stop funding all these projects, and we will see if Tetamashimba or shikapwasha will still be albe to shoot lip those scavengers.

  43. Again and again, since the days of UNIP the MMD governments have done nothing to improve healthcare for the Zambian people. Every project in the MOH depends on donor funding! This is totally unacceptable. Is it because it is in our nature to use sickness for sympathy?I am glad that the donors have withheld their money. Perhaps for once we will wake up to raise our own resources for this sector of our life. Why are Zambians never ashamed to beg? There is a tendency to expect to receive as if we are owed.

Its disappointing to see begger u have assisted with ur hard earned cash spending it carelessly on sorts of usless activities like buzzing, gambling, womanising, buying falshy cars, flying around the world. You realise u re being conned what next apply the emergecy breaks. The authorities had it coming no wonder they bought hearses coz they had anticipated an increase in deaths. Already pipo are relaying herbs from traditional healers as a last resort. 2 lives have bin lost in Siavonga. There are still more to die. They get a cough and rush down South for cough mixture for us its departure lounge at UTH and other centres throughout Zambia.
