RB appoints New Attorney General, reshuffles Government

President Rupiah Banda has appointed Solicitor General Abyudi Shonga as new Attorney General subject to parliamentary ratification.

The President has also retired, in national interest, Southern Province Permanent Secretary Darius Hakayobe and replaced him with Gladys Kristafor who was until this appointment Permanent Secretary at the Ministry of Tourism, Environment and Natural Resources.

In a mini reshuffle announced in a statement by his Special Assistant for Press and Public Relations, Dickson Jere, President Banda has also recalled Zambia’s Ambassador to Italy, Lucy Mung’omba and appointed her Permanent Secretary in the Ministry of Foreign Affairs, replacing Ambassador Tiens Kapoma who has been transferred to the Ministry of Community Development and Social Services in the same capacity.

For administrative convenience, the President has also appointed Mr. Alfred Chunda to act as Permanent Secretary in the Ministry of Foreign Affairs until the return of Ambassador Mung’omba to take up her appointment.

Other appointments are those of Mr. Andrew Phiri as Permanent Secretary in the Ministry of Education to replace Ms. Lillian Kapulu who has been transferred to the Ministry of Tourism.

President Banda has also appointed Davison Mendamenda, who was until this appointment Permanent Secretary in the Ministry of Community Development and Social Services as new Deputy Auditor-General responsible for administration in the Office of the Auditor-General.

Mr Mendamenda has replaced Mr. Mulenga who has been deployed to Foreign Service.

Assigning Mrs.Gladys Kristafor is the best researched move H.E President Banda has made for the good of Zambia, Southern province people and the ruling MMD.By all dimensions she is a perfect fit for the task.She is smart, people person, grassroot oriented, organizer, goos steward of personal and public finance and naturally an empathetic listener with unflinching loyalty as a Zambian lady.

    Good advise to H.E folks and perfect action President Banda.With many thanks for his years in the public service, I wish the retired Hakayobe a successful retirement. Zambia moves on because she is bigger than anyone of use.

  2. Reshuffles in the civil service have never achieved anything as far as service and efficiency are concerned. Sometimes you see a civil servant who is supposed to be disciplined is merely transferred to another ministry in a higher position. Life goes on!

  4. This Southern Province PS will be a grassroot person? I thought civil servants like PS are not to be for a certain party. Ba senior citizen, please change your name, it is affecting your thinking. You see, you have even forgotten that PS are government employees, not MMD. So, the move is she has been sent their is to boost MMD position? Hope not.

  5. One wonders how many times per month this man is going to reshuffle his government. It’s now pretty much like overseas trips, every day and night all that is in Bwezani’s skull is touring foreign countries and reshuffling government, I do not envy those in his government, not at all. This must be the most useless and inert administration one can ever dream of. When our economy is riddled with so much economic, floading, financial woes etc, just how the head of state can find time to waste on useless foreign trips and endless reshuffles is most shocking. The onus is on Zambians to retire him in the public interest come 2011, he can be a personal head of state for the Senior citizens of this world.

  7. What else do you think PS’s in Zambia are for ?they are also Politicians instead of doing civic duties they are busy organising the ruling Party, do you think any meaningful developments can take Place ? not at all. Other countries in the region will always be better than Zambia

  8. What’s the logic behind reshuffling? Can somebody please explain it to me. This amazes me how backward and unintelligent our system is. This is really pathetic and annoying to hear

  9. We are back in the UNIP days when Kaunda used to reshuffle his cabinet anyhow. RB has learned from the best hence this banana syndrome way of running Zambia. I totally agree with those who believe that Zambia is headed to nowhere. This is the result of recycling finished leaders. Garbage in, garbage out.
