Sata admits: I opposed Barotse Agreement

PATRIOTIC Front (PF) president Michael Sata has admitted having participated in a special committee of Cabinet ministers who in 1993 recommended to second Republican president Frederick Chiluba that the Barotseland Agreement had expired.
Mr Sata said in Lusaka yesterday that he was part of the eight-member committee that dismissed the Barotseland Agreement as stale and illegal, deserving no attention from Dr Chiluba’s administration.

The PF leader dodged questions on why he had shifted his position to now insist that the agreement was valid and that he would implement it if he ascended to power.

He instead accused Dr Chiluba of leaking the documents to former PF secretary general Edward Mumbi who last weekend revealed Mr Sata’s past views on the Barotseland Agreement.

“The point is, why did they leak the document to Edward Mumbi? Edward Mumbi has never been a Cabinet minister, so where did he find those documents? It is Dr Chiluba because he wants to buy freedom from the cases he is facing,” Mr Sata said.

Dr Chiluba’s office said it was not available for comment.

When reminded that he had lately issued statements that contradicted his long-held view that the Barotseland Agreement should not be recognised, Mr Sata could not provide any answer except to continue attacking Dr Chiluba.
He said Mr Mumbi failed to publish the whole report because he knew that it was against the law to place documents classified as confidential in the public.

The documents produced by Mr Mumbi during his media briefing on Sunday also stated that Mr Sata had recommended to Dr Chiluba that the recognition of the Litunga of the Lozi-speaking people in Western Province should be withdrawn.
Mr Sata wanted the Litunga to lose his recognition to allow the Government to treat him as a political opponent.

Mr Mumbi during his Press briefing described Mr Sata as a hypocritical person and warned the people of Western Province that the PF leader would not entertain any such debates if he assumed power.

He said Mr Sata was using the Barotseland Agreement for political expedience but such debates would not be tolerated under a PF administration.

He said this in reaction to a story in the The Post of January 8, 2011 in which the PF leader was quoted as saying the Barotseland Agreement was still valid.

Meanwhile, the Committee of Citizens has accused an opposition political party and some prominent Lusaka business persons of championing the Barotseland Agreement to cause anarchy because of their desperation to ascend to power.
Committee of Citizens executive director Gregory Chifire said in Lusaka yesterday that the opposition party and the Lusaka business executives were sponsoring the renegade groups in their quest to tarnish President Rupiah Banda’s image.

“It is very unfortunate that politicians and these people are getting this desperate to try and discredit President Banda and Government.

“We are aware that they are working with three groups in Western Province,” Mr Chifire said. He appealed to the police to investigate the activities of some opposition parties and some media houses. “We are also aware that some media houses are involved in this scheme.

“We know that the flag and some of the documentation were done by some media personnel that have hatred against the Government and President Banda,” he said.

He said the groups pushing for the restoration of the Barotseland Agreement had the potential to cause ethnic violence and ultimately destabilise the nation.

“Imagine what would happen if the so-called Black Bulls go ahead and beat up non-Lozi-speaking people in Western Province. The same will happen to Lozis in other provinces. “These people shouldn’t be myopic, they should look at the bigger picture,” he said.

And the Zambia Institute of Human Resource Management (ZIHRM) has condemned people agitating for the restoration of the Barotseland Agreement.

ZIHRM president Namucana Musiwa said in Lusaka yesterday that as a professional body responsible for promoting professionalism and productivity, they were concerned that if unchecked, the events in Western Province could cause chaos.

“Our concern as a professional body is based on the fact that Western Province does not only have Lozi, Luvale, Nyengo, Nkoya and Mbunda-speaking professionals but professionals who are Zambian and hail from different parts of the country and different parts of the world,” Ms Musiwa said.

Meanwhile, the Government has banned media houses hosting phone-in programmes on the Barotseland Agreement to save the country from potential violence.

Acting Information and Broadcasting Services Minister Dora Siliya said this in an interview with Zambia National Broadcasting Corporation television yesterday.

    Once again Mr. Sata has proved to be very inconsistent. He has proved he’ll say anything and do anything that he thinks will win him votes even if it risks putting the nation in flames. Mr. Sata is unreliable and cannot be trusted.

Those arrested are being represented by Victor Kachaka hired by UN. Lets all be level headed and talk to those who are advocating for the restoration of the Barotse Agreement.   6. Zuma – just read this story carefully and you will see that it is the Times of Zambia once again being divisive and vindictive. Surely a cabinet meeting comprises of a lot of people. We have not seen the minutes of that meeting. Are you sure Sata said he is opposed to the Barotse Agreement in that meeting? That is the problem when jouranlists cease to be professional and play to the political galary. Mumbi had a press conference – spread out a cabinet decision – did he say which cabinet minister said which words for or against? The Times should investigate this more and do a good analytical jourlistic piece. We need to change government this year so that public media can become free!   14. PF forces MMD to return FRA donation

    PF has forced the MMD to refund the K5 million donation received from the Food Reserve Agency during the ruling party’s fundraising dinner dance.
    Following the K5 million donation by the FRA board, PF secretary general Wynter Kabimba wrote to the agency’s executive director Dr Lovejoy Malambo on December 28, 2010 stating that as a government parastatal company which was financed by money appropriated by Parliament through the Ministry of Finance, it was improper for FRA to use taxpayers’ money to finance a political party whose objectives were not charity in nature.

MCS does not dispute the the document but is screaming for one document that FTJ and his sponsored cohort, Edward Mumbi have unleashed on him. Remember FTJ said he had a dossier on all his cabinet ministers and Sata actually dared him. Why is he now crying? What ethics can this man talk about when he has been in the forefront disclosing Levy’s accounts? As for the supporters who are diverting the attention to the Times, it is like defending a rapist brother claiming that the girl he raped was not sitting properly! It is high time we the supporters of PF got to accept the fact that our leader has inconsistency of the highest degree.

Now in such a situation, what shall we do to help ourselves and those we support? i suggest the best way is not brush away every news that comes from a particular tabloid, but to try to research and get the truth about it in order to offer our advise constructively. For instance, if it happens that, the old man Sata has infact shifted position on Barotse, then let us advise him to be careful next time. Advise can either be published here or write to the secretariate or direct to the old man, same applies to RB, HH or now Savior Chishimba. By so doing we will be helping our politicians.

  22. Mr Politicking: The bigger issue here is not about fixing one by the other, no. It is about integrity and honesty. But because Sata has an embossed mouth that cannot hold except to say something no matter the consequences, he has found himself in such a situation. He opposed the issue of Barotseland Agreement, he lived with it for all the time he’s been in MMD and even when on to submit that the Litunga be derecognised, now he turns round. This behaviour is reminiscent of rats that bite, then blow to anaesthesize (SP) their victims. SATA cannot be trusted, Westerners, don’t trust anyone with a split tongue like Sata and his tandem of supporters. If you have noone else, consider even the young men coming up Milupi, HH, Chipimo, Chishimba.

  25. #26 You are right infact ALL News Papers (The Post is not an exception if not worse) write in a biased way thats why reasonable people don’t make opinions based on news paper articles! However, everyone in Zambia knows Mr. Sata and his flip flop tendencies and I don’t think anyone can doubt that! There so many cases where he has done that even in front of a camera. The issue of Chiluba’s cases is one that quickly comes to mind. He said LPM was just fixing Chiluba politically and it was not true that he store that was when Chiluba supported him prior to 2006 elections. Even people very close to Sata know that he cannot be trusted, they just hang there for either personal benefit or are just tribalists!

  27. # 25 indeed, why is this Jere LT writing about the TIMES OF ZAMBIAs’ scandalous articles instead of giving us an analytical piece on giving Chiluba back properties he acquired with money he plundered from government coffers. The Barotse Agreement as a document cannot be fully implemented in todays’ Zambia. However, if you have a wise government in power (e.g UPND/PF pact) this document can be used as a spring-board to decentarlise government and have provincial budgeting and implementation of development projects. So if Sata as # 20 Way Forward has stated has flexibility of mind to be convinced about changing his ways when he is wrong, is it a sin? What about the fool hardheadedness we have seen about windfall tax? You will see the bum of a snake this year! Keep on printing propaganda!

  28. We built our country very well at Independence, one hopes; but now this? Where are our legal minds to truthfully elucidate with authority what the current situation is within the Constitutional provisions of the Republic of Zambia?

    Where are those no-brainers who were scratching at the Constitution at the NCC? Where are our State Consels? They ought to be advising our Government, and enlighting the whole nation. They should be better placed, to perhaps meet with the people advocating for a seperation and go over the legal provisions and implications.

    The last thing that could be done is a referendum on the issue, at the same time as we have one on a matter referred to it (referendum) by the NCC (if I remember correctly that there was such a proposition).

    Patience is needed.

Even if Lewanika resurected today, he would quickly change and say this man was a bad King, not unifier. Remember how he changed to condemn late President Mwanawasa who helped save his life.
