EIU maintains RB win prediction

THE latest publication of the Economist Intelligence Unit (EIU) has maintained its prediction that President Rupiah Banda and the ruling MMD will win the 2011 general elections.

The report, in the June 2011 issue obtained by the Times of Zambia yesterday, states that although the elections would be closely contested, an election victory for President Banda and the MMD remained the most likely outcome.

It notes that although the next few months would be dominated by political squabbling, the MMD, under President Banda, would maintain stability of the nation.

According to the report, the potential voters are disillusioned with the opposition’s enduring failure to offer a united front, and that the vote itself was expected to be free and fair.

It notes that Patriotic Front leader Michael Sata’s nationalistic rhetoric had also raised concern.

The report says that Zambia was not expected to face any external threats over the forecast election period and donors would continue with their budget support.

It says the Government would stick to a market-oriented agenda and would remain committed to macroeconomic stability.

The fiscal incentives on investment of more than US$500,000 in priority sectors were likely to be maintained and that would boost investment in manufacturing, tourism and energy.

The report further predicted an increased improvement to infrastructure as large investments would be made in power supply and roads through public-private partnerships.

Last month’s report also predicted that President Banda and the MMD would win the forthcoming elections based on nationwide support.

It noted that the MMD would benefit from the advantages of incumbency and its formidable electoral machinery.

The report added that President Banda emerged from the MMD national convention in a much stronger position.

“Recent trends have shown that the MMD still has a bigger rural support base of about 65 per cent of the total population,” the report said.

On policy agenda, the report said that would be underpinned by the Sixth National Development Plan and the medium-term expenditure framework 2011-13.

The report said fiscal policy in 2011-12 would be expansionary, with expenditure forecast to rise by an average of 17.2 per cent per year.

“The Government plans to implement a shift from public consumption to public investment, with the former projected to grow by 11 per cent on average and the latter by 38 per cent.”

    This statement tallys with what I said earlier in my post no.58 on Shikapwasha’s story saying ‘Zambians would regret if they voted for opposition’, although my observation was based on looking at us bloggers who are mainly outside Zambia and seem to shape the political opinion on wishes.

  9. I agree that objective analysis indicates from all perspectives that RB and MMD will win. Let me be very clear here: Sata was going to be our president for the next five years if the Pact was held together. For this, Sata and PF have themselves to blame for disrespecting their UPND colleagues. Even you PF supporters, you were fond of shouting back at HH saying “HH you are nothing without PF” every time HH said something. Now, it is very clear that PF cannot win elections on its own – but that is too late now. YOU PF and UPND have handed victory to MMD and RB. That is why RB is not even bothered about announcing the election date because he knows the announcement will not change anything. All the swing voters who supported the PACT are back to MMD.

  10. @16, you have hit the nail on the head. I remember how RB worked overtime to ensure that pact broke up. After it fell apart, you could actually see relief. You also need not forget that the Post contributed immensely to the break up. They ran stories indicating that PF could succeed on their own (well maybe they can, but split votes are a reality which even Mrs. Clinton alluded to). The pact really had MMD and RB in serious shakes with no idea of how to counter it. But then Africans as it has shown in Kenya where split votes are real never learn. Also, maybe it is case of GOD loving Zambia, who knows?

  15. It is a no brainer that RB will win this election. RB has done well with both the rural and the urban dweller through his programmes. It is an easier way to campain than to buy people Chibuku and chitenge materials. This time, wether beacuse of an election or not, people have seen some semblance of development and it is all that matters to them. In my community the language is suprisingly changing in favour of RB. This is certainly bad news to those that don’t like the man, but it is reality.

  16. There is no single opposition party in Zambia today that can dislodge the ruling party and its machinery in an election. With the failure of the pact, any assured victory disappeared for the opposition. We will have another analysis after the elections how the vote was split and gave victory to MMD. I am quite convinced, the hand of God might be at work here. If any opposition should win, there must be disconted to the levels we had in 1991, which purely is non existent.

I remember 1991 like yesterday when I was in Kitwe when every morning low loader trucks would pass on President avenue with people ringing bells on their way to work. The hour had really come. There is no hour now.

  18. i will repeat this as i always do. mr sata has been on the political scene for a long time and has said all he can say for people to judge him. because of that he is well known, information about him is abundant in the public domain. everyone who has this knowledge of mr sata knows that he has no credentials to change zambia’s fortunes except for the worst. given this abundant information, it is clear that all those who support him are either corrupt and don’t care for this country or they are drunk on tujilijili, or both. pf cadres can only belong to these two groups, that is why they want to appear to be in the majority by blogging loudly on LT. otherwise every sane person in our society knows that on the ground pf has lost it all, as the economist report, and many others have agreed.

  19. rb has not claimed to be an angel, as mr sata would like to portray himself to be, but looking at the two, it is obvious that rb is more human, more capable, more democratic, and in fact he possesses by far more of all the good attributes required for president of zambia than his colleague mr sata. that is how sane people judge presidential candidates, not these bangwele who are either drunk half the time, corrupt the other half, and always don’t give a hoot about their country or the future of their children, and think that the majority of zambians are like themselves.

  22. This is the same rural population that helped RB to win by a mere 35000 votes. This time things have changed. Rural Western Province is no longer pro-RB and MMD. Rural Lambaland is no longer pro-RB. Chongwe and Chiengi are also no longer pro-RB and MMD. Panji Kaunda and co. are also busy decampaigning RB and MMD in Eastern Province. So which rural populace is this “analysis” basing its conclusion on?

I can easily claim that Sata is not as popular as he was along the line of rail, as he was in the last election. In the areas you have mentioned, the MMD will still rake in enough votes to win better than any opposition party. It is such theories you hold that will make you feel that elections have been rigged when not.

  25. I see RB doing much better than in the last election. Most people had no faith in him, he seemed to meek to be president. He has atleast proved that he can decently lead this country better than the available options. He has delivered on most of the campain promises and believe me, that is all that matters to the majority and not mare rheotoric.

  28. My conclusion is that since Michael Sata is rather incapacitated by some weird illness,his campaign will equally be affected thereby reducing PF to third position.So the score line in the elections will be:
    MMD=1,985,350 votes
    UPND=1,765,200votes
    PF =1,653,920 votes
    SPOILT=38,210 ballots

The truth hurts and that is why your chanda Chimba, Dora ,Lifwekelo and all MMD vuvuzelas are all panicking and fabricating lies about Sata day in day out.

Can you tell us any road project that is completed? They are all under construction now. Last minute desparation cosmetic projects when at first he was always flying in and out of the country.   33. #43, RB is not doing these projects in the 90 days before elections .Most of these started 2-3 years ago except for the urban roads you are refering to.Dont tell me the chadiza or chongwe hospitals were started this year?There are hospitals soon to be opened in choma ,kalomo etc.The choma – namwala road was completed recently.The avondale – ibex hill road was completed recently.Problem people like have eyes but do not see.

    The president, Rupiah Banda, and the ruling party, the Movement for Multiparty Democracy (MMD), will remain in power until the presidential and parliamentary elections due in October 2011.
    The MMD could benefit from the advantages of incumbency and may likely win, but the elections will be closely contested and could lead to a transfer of power to the Patriotic Front and its leader, Michael Sata.
    Whichever party wins, the government is likely to stick to a pro-market agenda and promote macroeconomic stability, as strong public pressure to promote job creation ensures a high degree of economic pragmatism

  36. The votes will talk. The goodness is that most of the sane minded people are registered voters. Mwamwazis and kaponyas don’t vote, they just make noise, go to rallies and give a cosmetic appearance to popularity.

  37. @44, now let me give you an example of what the majority sane zambians call cheating. it is a post reporter reporting in his newspaper that the tender to rehabilitate society house had been awarded to a kenyan firm when the truth is that the tender was awarded to zambezi consortium comprising zambian and south african firms. another example of cheating is when the post is deliberately writing good things about mr sata today when all along from 1991 to 2008 (17 years) they were telling us all the bad things about mr sata including his corruption which led to levy resigning his position as veep under fjt. and they have no shame about it. i hope that you can now define the word cheating. now pupils, read all the post issues again and you will see what cheating.

    is inaccurate. There is a story on Zambia in the 1-15 June 2011 edition of Business Week, which is a publication of the Economist Intelligence Unit. There is a story on Zambia on the very last page. The last sentence in the article reads ” Indeed, it is feasible that Mr Sata will win the presidential polls”. LT, please always double-check your sources.

  39. @45, thank you for reminding them that major development projects require long term planning. that can only be accomplished by rational thinking and sane zambians. and let me remind our less fortunate colleagues (the actual description is “less sane colleagues” for those who deliberately accept to be misled) that the urban roads rehabilitation was first announced by mr mulongoti last year when he was still minister of works and supply, and he was telling us one of the phases of the sixth national development plan which the mmd wanted to implement as soon as funds were available.

    on arrogance alone you are losing votes, you can’t just keep behaving like a lunatic. Take it easy there is nothing imperialist about EIU report. They are just Zambians based overseas expressing their opinion. I would recommend to them to go to Z and conduct a poll of about 1000 random people this would give a result of 99% confidence level of a true outcome and just wait for 21/09 for Kabimba to confirm the pin point accurancy. Again Kabimba please you are not that educated a bachelor of laws is nothing these so humble yourself and learn to respect other peoples point of view especially people more exposed and enlightened than your inward looking stubborness acquired from your boss.
