We congratulate RB’s appointment by Jimmy Carter Centre but we won’t fund him- Sata

President Michael Chilufya Sata says the government will not foot the bill of former President Rupiah Banda, who has been invited as co-leader of the International Observation Mission for the Presidential and Legislative Elections in the Democratic Republic of Congo (DRC) by the Jimmy Carter Centre.

This is according to a statement released by Special assistant to the President for Press and Public Relations George Chellah.

Mr Sata stated that while he congratulated his predecessor for the appointment, he could not allow tax payers money to be spent on personal programs.

“Since the invitation is to Mr Banda as an individual, government has difficulties in spending taxpayers’ money on other people he would want to accompany him on this purely exclusive invitation,” President Sata said.

Meanwhile, State House has urged the business community and the general public to be wary of a flurry of tricksters masquerading as agents of President Sata as they solicit for financial assistance and job placements.

“State House wishes to caution any individual or organization in both the private and public sector approached in the name of the President or any senior State House official to exercise due diligence,” the statement said.

“The business community and the general public are therefore, advised to report any such matters to law enforcement agencies and State House stands ready to testify in any court case that may be brought against such fraudsters.”

  1. Whether you like it or not, RB will go down in history as one of the people that had the opportunity of occupying the post of president of Zambia. This man is on a mission to finish off the opposition at any cost especially the immediate former president. MCS should grow up and learn to forgive and forget i.e. Malawi and distance himself from trivial matters such as the one highlighted in this article. I think he is a bitter and insecure man because such people always survive by intimidating others. After all the hullabaloo of the election victory, very few people have been arrested.

  5. Why is the President’s name dragged into such trivial matters? Is it necessary to make a public pronouncement about funding? This is something that could have been relayed to RB’s handlers had they made a request for or an indication that they’d need financial assistance from the state.

Now we would like to advise PF government that if RB fails to raise funds for his travel and stay in Congo DR, we will donate and fund raise for him. There is always serious business done outside the spheres of government. After al, RB is a good financial mobiliser because he managed to outside the PF and all the past presidents.

There was no need for him to spoil this by adding that the govt wont fund RB’s bill. Did the Carter centre say that RB would fund the bill? Please, please Mr President, we love you. Sata but what will eat Sata more is the fact that people from all over the world will be calling him just like the Carter Foundation has called him now. Pres.   16. Its incredible that only a few months ago Ba Sata was so sick and RB sent him to South Africa for medical treatment. Very disappointed with this old man without wisdom fiting a president. Other former presidents have found something in RB and to Sata’s shame he can only congratulate him meaninglessly. Credit goes to zambia, Sata is yet to score something for Zambia and with a tribal tag any former president would not want to associate with him. We know some things went wrong with RB such as corruption and some irregularities in national issues but that is what Sata is investigating and we await results and let the law take its course fairly. That does not however, remove credibility of RB to hand over power to Sata peacefully.

  20. I think Sata is just jealous because unlike RB, he cant travel outside of Lusaka himself. Surely, if RB is invited by the Carter Foundation to observe the elections in the Congo, then the same Foundation will foot all the bills pertaining to RB’s travel and stay?  The invitation to RB is actually a pat on the back for Zambian democratic practice and all of us should take pride in it as unlike in so many other parts of our dear continent, we have managed to change our leaders peacefully.

  21. It takes a big man to forgive and forget. The best example that comes to mind is Nelson Mandela, the former South African president. I think Sata has bigger issues to deal with than be concerned with what RB is up to. Every Zambian has a constitutional right to freedom of movement and expression. The problem with hatred is that it always hurts the person who is doing the hating. MCS has all the government machinery at his disposal to deal with any malpractices that covertly or overtly occurred during RB’s watch. I do not support RB and think that change was needed but the innuendos that have characterised the PF government leave a lot to be desired. .

  25. Don’t forget RB and his sons have stolen from the Zambians. The standards for measuring democracy in Africa are very low. Basically Carter thinks RB is a states man because he stepped down and he did not hold on to power, when in actual fact he just did what he should have done. Anyways, even George Bush is looked upon as a states man in the US. And we all know what a useless world leader he was. Having said that, I do agree that Sata should learn to restrain himself from commenting on anything and everything. It is truly becoming embarasing and annoying.

And how about innocent ’till proven guilty and some respect for our leaders. And when a leader past or present goes any where the people he is mingling with are not seeing the individual but the country he is representing. And if we do not respect them then who will?

  32. Bane, be objective and give credit to Sata. Consider this, how does monitoring of elections in DRC benefit a taxpayer in Zed? How long did it take RB to start globe trotting when he became presido. There were serious floods in Kanyama, residents were accommodated at Independence stadium, where was RB? China of course making deals for Zed, thus the mobile ambulances, campaign materials and all. Don’t miss the point. You should by now be aware of wasteful spending when we needs meds in hospitals, improvement of infrastructure in our schools, better road and more money to the needy. If Sata can save us some unnecessary spending we should welcome this.

    • I think your call for objectivity is well noted but I think you are missing a point here that has been articulated, in part, by Lyamba Lyamba at 31 above. The appointment is in regonition of Zambians fledging democracy which is a benefit to Zambia as a nation including Tax payers. However, in our objective thinking, we should seek to look at what values and statesmanship our leaders should demonstrate. And clearly Sata’s statement lacks the necessary qualities that his predecessors demonstrated when he (Sata) in need of medical attention and was airlifted to SA at Tax payers expense at a time he was merely an opposition leader at the time!! What benefit was that to Zambia.

  39. Our President Sata is being trivial. He should not be rushing to comment on everything being blown in the wind. Or else he should be checking with advisors before rushing to comment. The appointment of Rupiah by any organisation local or international is not a presidential affair because those appointments come with credibility the appointers have seen in that individual. For Sata to rush and issue such a response is extremely childish. So he doesn’t know that such appointments go with funding? If Rupiah needs security the Carter organisation will sort that out, they have worked with people with higher profiles than even Rupiah and have footed the full bill. Sata must learn to shut up as President.

The Carter administration saw the way he handled elections and handed over power and everybody everywhere was impressed. So now he is going to reap the fruits of being a true democrat who lost elections and still handed over power. If Sata wants similar accolades he must hand over power peacefully when his time comes. It is simple. The world respects democrats, not dictators. At the moment, Rupiah has a higher international profile than Sata and he has earned it. The president did not refuse to fund Banda but those to be in company as he goes there. The main thing in the article is the second part which warns people the first part is called leading which intends just to draw people’s attention. There is nothing wrong in the statement.

  49. @former Zamtel Engineer, when did Lusaka Times become a UPND paper? Even if Zamtel was to revert to GRZ some of you engineers will not get back there. You were useless company just keen on driving Yellow vans all over with land lines not working most of the time! Even without RB and his Cronnies intereference, ZAMTEL would have folded up on its own. It would not even have managed to pay you your pensions.

RB was the youngest diplomat in the US at his time research this guys and he got gratuity for it. he was once a goernor he got package for this and exposure and that of insults, he became vice president of Zambia and got exposure and retirement package(money in case you wont understand) later President. so his sons are not thieves he worked for them. one of his sons was diplomat ti canada and Italy under Mwanawasa regime.

  58. I have to agree with a number of bloggers on this issue. A congratulatory note would have sufficed. There was absolutely no need to go into details that have nothing to do with the Government. RB has been co-opted by the Carter Center and the Center will take care of his bills, this part is fairly obvious to a number of people who really care to think things through. Sorry to say but this was a tasteless response and George Chella should have known better. Perhaps this would be a good time for State House to hire a PR agency.

  63. The reporting is not accurate; the president was saying the Zambian tax payers will not fund the entourage. Banda has a habit of moving with a large number of people. Remember how much SHREK enjoyed flying. We can fund Banda, his secretary and body guards but not the other blood suckers that will be accompanying him. ENOUGH of draining the much needed resources. In any case the Carter foundation should foot the bill.

RB is still an innocent man until all allegations of corruption are proven before a court of Law (needless to say that I lack confidence in the courts). Until such a time, the man should be treated with some deserving respect.   71. Observing elections in Katanga-Congo when the results as we all know are all pre-determined, foolish! Only Bwezani can be invited for such charades because that is what he wanted to scheme for himself in Zambia too but independent talling botched his evil scheme. If he goes to Congo, war breaks out and he is caught up in the mess, he will have no one but himself to blame, Sata has washed his hands.

  73. Did The Jimmy Carter Center ask the Zambian Government for help to fund RB’s assignment? If not (and I am sure they never did), it will be so embarrasing when The JCC issues a statement in response that they did not ask for help from the Zambian Government and that they always finance their projects from their finances. They will go further to say that they therefore find the statement from the Zambian Government unfortunate. MCS will then feel so embarrased.

  74. Do we need the president to make an announcement on such? Isnt cabinet responsible for such? Cabinet knows which government officials are supposed to accompany the former president. If he wants extra people they can communicate to him that its not possible. Its that simple. This is very unfortunate. seriously I think we should demand higher standards from our elected officials. Even Carter despite having his organisation if you investigated you will realise that he has security personel and personal assistant who are US civil servants and paid by the US government. When are we going to mature above such trivial issues. This country is sickening at times. We should be discussing windfall tax, reduced export duty on concentrates.

  75. Is this a joke by the President or what? SADC, EU, the Carter Centre, are and sundry are in DRC already for the 28th November presidential and parliamentary elections. Zambia could take a leaf from what the South Africans are doing in the DRC to assist.

    Back to RB. the Carter Centre has a serious presence in these elections and believe me they have the official currency of the Congo the US$. RB’s travel, per diem and all are fully paid for. There is no way the USA is looking to Zambia to chip in a cent. No way.

    President Sata should by the way be helping our neighbour rather than making lowly statements like this one. And where is Mr. Kambwili?

  76. What a foolish president we have. Kaunda went on personal business. Mbeki is still making RSA proud by helping solve some of the continent’s problems. RB demonstrated to the world and Africa in particular what democracy is all about. How many sitting presidents in Africa have honorably passed on power to a wining opposition party without shedding an ounce of blood? These are the qualities of a true statesman and great men like Carter can notice these qualities. Please Mr. Sata grow up and appreciate that it is an honor to have our former president still being recognize as a true statesman. Stop being petty, you are now president.   78. What apresident we have in State house! Ubupuba bwekabweka! RB is former president and as at now he is very innocent whether allegations are there. His appointment to the congo mission is for Zambia. Sata do you expect a former President like him to go to this mission without a press aide, security or some secretary to take notes for him? What a dul, jealous, sevil, hater ect of a president we have. A good President would have known that the cater foundation would foot the bill and if extra “luggage” was required, the stae could have advised the office of the former president how far it can go period. but the obvious like security, press if not taken care of by the carter foundation, then the state comes in.   79. #101 Please read the article. RB or Carter’s organization did not ask Sata or his government to fund RB’s costs of doing such an important job. Sata as usual assumed the Zambian government will have to fund. The point is, we cannot have a President who shoots from the hip.He must learn to engage his mind before opening his rotten teeth. He is becoming such a gross embarassment to the nation. We want to know about the policies to attract investment, create jobs and eradicate poverty. Why are they so silent on these important issues, but very vocal on petty issues?

  80. Sata will have a disastrous ending to his presidential career. You can see the way he is acting, with petty jelousies. I suspect if you wear a better suit tha him in Cabinet meeting you will be investigated. The same Kaunda stupidity, that is why may be they are close with Kaunda. I suspect that Sata will refuse to leave State House when the time comes that he has lost elections. Wait and see. He is such a guy who would not feel good if his friend is doing better than him. His true character is now coming out. He is also over-rating his popularity; he has forgotten that he was voted into power with less than 50% of the vote. This is disappointing because he was starting off with so much good-will, but he has been busy shredding it to pieces – like a typical illiterate.

    Can the Roman Catholic Bishops JUSTIFY this INJUSTICE being done to former President Banda? What Sata should know is that Zambians are not DOCILE!

  84. i thought the post reported that RB cried when he lost elections and that it took super ken with a few others… to convice the chap to accept defeat.. so i don’t know whats wrong with jimmy carter..unless he suffers from dementia bcoz RB is obviously not a demorcrat..so i do understand how SATA feels but its time SATA trys to move on and distant himself from RB because he is now head of state and not a party leader/cadre.

  85. @108 Dr Doom, the issue doc is not whether we think RB is a democrat or not – IT IS what the world saw in Zambia with the handing over and RB on same stage as losing president listening to an opposition leader make his inaugural speech in Africa. Was RB forced to go there too???? By the way Im not sure you read his farewell speech. It was a great great speech. The issue in this is: should SATA really issue a statement that “we wont fund”? I know it is difficult not to be happy to see the adversary suffer, but what is the adversity now after the elections?
