Zamtel Transaction was Second Best Placed Telecommunication Deal on the Continent

As the Controversy continues on the prospective reversal of the Zamtel transaction, it has now emerged that the transaction was the second best placed telecommunication deal on the African continent.

In its continued spirited defence of the transaction, the former governing political party, MMD, claims it did a decent job on the Zamtel deal to Lap Green of Libya.

Felix Mutati, Former Commerce and Trade Minister, whose Ministry oversaw the tendering processes has accused the PF government of distortion of facts.

Mr. Mutati says the current government is only focusing on the net and not gross proceeds of the transaction after debt and pensioners were paid.

He said unlike in the past where pensioners were left languishing, the Zamtel deal ensured that former workers were paid their dues on time.

Mr. Mutati says the deal is a model of the best privatization in the country because it followed what is provided for by the law.

Situmbeko Musokotwane, Finance Minister in the previous alleged corrupt administration equally added his voice with an observation that the transaction was in the interest of revamping the broke Zamtel at the time of deal.

Dr. Musokotwe, who is MMD national chairperson for economic affairs, claims there is nothing irregular about the Zamtel transaction.

However, a six member Technical Committee tasked to investigate the sale of Zamtel to Lap Green of Libya has described the whole process and sale as an economic sabotage.

The Technical Committee claims Lap Green fail short of the qualifications that were shortlisted by Zambia Development Agency-ZDA.

Technical Committee Chairperson, Dimple Ranchhod says a lot of information pertaining to the sale of the telecommunication company has been destroyed.

She says her committee has also found that there was a suspense account established to settle the legal fees for Zamtel which was also allegedly paid George Kunda and company for the services which were not provided.

The Committee consisting of six experts in the field of law, procurement, accounts, communications and Valuation has cast down suggestions by some stakeholders that it had a predetermined out as outrageous.

The committee has further questioned why Government acquired twenty-five percent shares when it injected 184 Million US Dollars of the total 257 Million Dollars as the numbers do not tally.

Iyi iliko tricky….anyway i bet it is too late now to make a reversal on the sale.I personally think going the finance bank way is not the solution.The current government should rather find a solution which will be satisfactory to all the interested parties even if it means caging some of the chaps.

I think the issue of this all transaction was that it was undervalued and some Politicians got money out of it, so wether it was second best it doesnt mean it was done in the best interest of the Zambians. It could have been the best had it been done the right way. I trust the current Govt has the Zambian people at heart and will ensure those who benefited from this and deprived the Zambian people their full benefits should be brought to justice..Justice is for all please!

  3. what nonsense is this? where do you put nigerian who charge MTN double for the licence only to run a business for 10 years? Zamtel is a fixed asset, licence is not, it is just a right to do business. its up to you to make profit or not. 

    • Kafupi,Nigeria has a population of 150million people and the landsize equal to zambia. assuming 50% of people have MTN cards in Nigeria and also 50% have MTN cards in Zambia. let each of them buy a 1$ talktime. In nigeria MTN will make $75million dollars while in zambia they will make $6.5million. This is despite the fact that the infra structure investment required is the same. It istherefore reasonable toovercharge a liscence in Nigeria because the country is profitable and the money can be recovered. if nigeria charges $50m MTN canpay and recover in one day but if you charge the same in Zambia then when is MTN going to recover that.

    • Kafupi, you are delluded. You have no idea of accounting. Go and look at the IASs (International Financial Reporting Standards), A right or patent is an intangible non current asset!
      An example I can give you is: In football, the players are not assets, what the asset is is the right to use those players.

    Conversing on this issue from the offside-line, as I have commented before, the sale of ZamTel was good for the future of the company. This was a loss operating company in the same way the ZCCM Mining industry collapsed when the copper prices dropped drastically on the global markets

    From Technological, Operational and Business point of view, ZamTel was run by individuals that had no vision for the company. Bar that aside, they were just comfortable to take a backseat and enjoy the fat-cat salaries. (Cont…)

    Sata was in government when the mobile market started populating in Zambia and no one was alert enough. A Zambian Consortium put forward a proposal to get Mobile Licences from the government but was denied due to jealousy and politics from Sata & Chiluba while at the MMD helm. (Cont…)

    Today in Zambia, foreign companies are dominating the Market-Share of the Mobile Telecom and milking the profits offshore while ZamTel is just starting to pick up the momentum and compete with its peers.

    PF spent the first 30 days, intensively scrutinising the sale of ZamTel and the Documents behind the scene but have found nothing. Now they have resorted to “Airport Style Random Checks” for suspected “Drug-Pushers or Terrorist Aliens.”

    If anyone stole money let them face the Law. But it appears like there are so many dogs barking on this issue without any tangible Hard-On to make the case. This is tax payer’s money being wasted by Kangaroo Commissions (…..)

  12. i dont know why pipo think that this is a hard for PF,lap green is under the new libyan govt and gaddafii is no more,all what the PF govt have to do is to table it b4 cabinet and then involve the new libyan leadership,iam very certain that it will be a win-win situation and in due course the zambian govt can negotiate to increase their shares.but it looks like most of the former leaders hands are not clean in this transaction and they know this from the bottom of their hearts.

In hindsight, it appears palatable to question previous transactions if not for populist or vengeful reasons but as a genuine exercise, anticipating positive and beneficial results to the country whose side-kick being a deterrent effect on would be perpetrators of corruption. However, before embarking on such, good judgment is required by the gov as to whether or not there`s a high possibility of a net gain considering the investments incurred in the process, as in: finances, energy, and time, which albeit could  have been devoted to more meaningful ventures. Going forward, we`d like to see more transparency on future investor-transactions unlike previous regimes. Ultimately, PF success will be judged by the amount and quality of jobs created. Are we,so far on the right track to NIRVANA?

  27. I think some people are missing the point here! It is not the sale of ZAMTEL that most Zambians are opposed to. It is the manner in which the transaction was done. That’s where the problem lies. YES, Zamtel was making looses, but just because the financial situation for Zamtel was desperate shouldn’t be used as an excuse for corrupt govt officials to secretively and fraudulently sell off a strategic national asset for a song. And in the process allow certain individuals to personally profit from it. This is pure dereliction of duty which, in military circles, carries somehefty legal sanctions. By the same token, civilian govt employees in form of Ministers should realize the kind of responsibilities the offices they hold demands. They must be transparent in their dealings, period!

    Anyhow, the president must not be biased in his inquiries- inquiries must find a better way of doing things and not dwell on past issues. I think Lap Green must be fined and the matter taken to court so that the related ministers can be judged.

    Expropriating Zamtel will send a message to investors that you invest in Zambia at your peril. This could slow FDI, big time. If Zambia messed up in this deal so be it.   43. For those advocating a reversal what strategy do you have for recapitalising and indeed making Zamtel more competitive? Sure, the manner in which it was sold smacks of underhandedness, but let us put the emotions aside. I bet my last dollar that the Zamtel employees are happier under the new management. This was a company devoid of ideas and loss making as well. To return to an even more incompetent Government is certainly not the way forward.

  47. The title of the article sounds like things have turned out gooder on those accused over the sale of zamtel. Reading through the article, i discovered that both parties are just accusing each other on the failure to handle the zamtel deal. Dora must have taken a breathe and probably gave out a big sigh if she saw only the title of the above article.
    Am still wondering who is going to win between the two parties. However, let the law take its course over the matter. The government should not manipulate the issue to purely turn it out a subotage on the economy as is described. The MMD should also cooperate with the law if there was any mis handling of the deal rather than giving it a mouthy cry even when it is fairly investigated.

George Kunda’s law firm obviously got the contract without considering proper legal procedures. Why must a veep involve himself in government transactions. I used to respect and favour Mutati, however, his days in opposition have shown how little of a man he really is. Please unveil the shareholders of RP Capital, unveil all the beneficiaries and take the matter to court!
