Nakonde headman bans beer drinking during working hours

A TRADITIONAL ruler in Nakonde has banned beer drinking during working hours among his subjects until the end of the farming season.

Katozi Village headman Jairos Simukonda said in Nakonde recently that he has decided to ban beer drinking during working hours because people in his area are spending much of their time taking alcohol at the expense of farming.

He said beer drinking during working hours is retrogressive and that it fuels poverty in people’s households.

Mr Simukonda said he will not entertain laziness and unproductive behaviour among his subjects.

He said Government’s policy of putting more money in people’s pockets can only become a reality when people venture into productive activities such as farming.

The traditional ruler announced the ban during the burial of one of his subjects, Timothy Sichone, at Katozi cemetery in Nakonde recently.

“I have banned beer drinking during working hours in this village. I am very disappointed to see people, especially young ones, spending much of their time drinking beer instead of farming.

“We cannot allow a situation where people should be drinking beer from 05:00 hours up to the evening,” Mr Simukonda said.

He also advised individuals that have secured land and built big houses in his village to respect the traditional leadership and the people they have found regardless of their economic status.

He said the conduct of some people who have acquired land in his area is worrying as they allegedly do not respect the people they found in Katozi Village.

Mr Simukonda also said he will not allow lawlessness among people in his village.

He underscored the need for his subjects to live in harmony and make Katozi Village an envy of other surrounding villages.

Whether or not this is a good or bad idea, it seems to me the headman is flouting the laws of Zambia under which people are entitled to have a drink whenever they want (buy from the bar/shop during opening hours but drink in privacy as you wish). Surely the Laws of Zambia trump a village headman’s authority to dictate and think it is interesting to read about people being someone’s “subject” when this is a democracy.

      About democracy and the New Deal, Roosevelt certainly did not intervene in telling people what they can and cannot do with their daily lives (…about drinking, prohibition required a constitutional amendment that pre-dated FDR if that is what you are talking about). In any case, the point is simple, regardless of whether drinking during the day in farming season is a good or bad idea, we have an elected Parliament in this country whose job it is to govern. In my opinion, therefore, traditional leaders should not have the authority to set different rules than the ones voted on by Parliament – unless maybe Zambia were to become a federation, we must all live under the same laws.

Wiseman indeed, Infact let it be a national rule its not only in Nakonde even in cities like Lusaka, C/belt it has become a habite of people starting drinking as early as 06:00hours, how can one progress? Only when the pubs are closed during working hours will the people start thinking of how to make money and progress.

  9. The idea may be good but I think the headman is drunk with power. He has no authority to specify when people should drink as there are liquor laws that prescribe bar, bottle store, etc opening hours. This is a democracy living within the rule of law and no headman or whatever can decide laws willy-nilly.

The only good news so far from villages – let this be extended to the whole country – zambia a nation of drunkards can only develop if people learn how to use their time and money – The president should do something about our drinking culture as a country – the village headman had set the ball rolling.

  13. For people to come and harvest freedom there should have been a dictator in their history to instil discipline in them. Simukonda is one of those rulers who are never appreciated until the harvest has been done

  19. Mushota must also stop drinking and smoking during the day. That is what makes her pass crazy comments about our Country and black people. It also make her over praise Nick as though he is the only serious man, there is Nathan now from Zcas, Any idea? 16minutes non stop journey to the source of sin, happiness and ultimately death.

People must drink at will and at anytime, drinking is good for ones health also it gives more energy to weed the fields, i remember when ploughing my uncle was always drunk therefore the oxen could move fast because the man could whistle , sing and shout at the animals for moral. Also early drinking makes pipo to forget about sex in the evenning thereby preventing unwanted pregnancies and Diseases

  21. Great decision. Those who saying enforcement is difficult have missed the point. Obviously the order is in relation to local brew in his village where the council has no regulatory powers. I think it is within the powers of the headman as it is not repugnant to natural justice or incompatible with any written law.

  22. As a matter of fact what is repugnant to morality is drinking from 5am to7pm during farming period. The headman must be commended by all progressive Zambians.

    Responsible drinking is what should be encouraged, people in the UK go to pubs at lunchtime and have meals and a pint or two and then get back to the office.
    Gov’t just needs to update licensing laws to encourage responsible drinking ie opening hours for serving alcohol in bars should staart at 11:30 am and closing time should also be set.

  25. @ 36 spot on. The headman must come up with activities that will keep them away from the beer rather than attempt something that is bound to fail. You cannot restrict what adults do in their own time unless they are breaking the law.

  26. A village is a small geographic area. What will stop them going to other villages to drink kachasu, mbamba, seven days, ngengu, sipeso, katubi, solopi, comon etc in the next villages where the ban does not exist? They will even be worse in terms of productivity because they will leave homes early to go looking for timbwii. At least Mushota and Nick can drink the whole day since one is a barman and the other (Mushota) is a bar cleaner.

With strict laws of health and safety, can you honestly allow someone to get drunk on work sites?   29. #43 Health and safety depends on the kind of work you do. It is very common in the UK for people to have lunch in a pub and a pint or two before going back to the office in the afternoon. Of course if you work with heavy machinery, drive motor vehicles and the like the rules will be different but to say that nobody is allowed to have a drink at lunch time in the UK is simply not true! Prohibition is always a non-starter, people will just find other avenues for them to get their alcohol.

    I will ignore the insults for now and try to explain this articulately to YOU my dear friend, If you understand what RESPONSIBLE DRINKING  is you would understand what I’m talking about, if someone walks into bar it doesn’t necessarily mean they have to carried out legless in a wheel barrow afterwards.

    In Europe especially in Britain the are bars called Gastropubs these don’t rely on WET sales only but also rely on FOOD sales; Breakfast. Lunch, Dinner, Snacks in fact they make more from these sales as the attract a larger clientèle eg. ladies and children. So there is nothing wrong with having a glass of wine or pint or two with your meal the key word is doing it RESPONSIBLY as an ADULT.

  32. Visit Kenya friends. Its working country-wide and people are hard-working there. The life in Kenyan towns is more than it is here in Zambia. The country is a lot of miles ahead of Zambia. Lets work hard and develop our country. There is no Zambian town that is as live as Mombasa, Nakuru, Kisumu Eldoret worse still Nairobi at night but people work hard during day. We are behind even to Tanzania imagine!

Just last night I was suggesting to my nephew that Zambia should ban drinking between the hours of 8 a.m and 5 p.m after he told me of his relative who tried to provide employment to another relative by using his truck to buy bananas from farmers and selling at the market.Each day he would come home with the truck full of bananas saying their was no business.One day the man got off from his job early to check on the guy.On his way to the market,he saw his truck with bananas in it outside a beerhall .Inside the beerhall was the relative drinking! Someone he had tried to help with employment had decided it was better to drink than work! No.Ban all drinking during working hours.

  35. Ba Webo There are plenty of restaurants and pubs that sell beer with your meal in the UK. You can eat and drink a beer or two and go back to work. If you haven’t seen them then you have eyes but do not see. People should differentiate between drinking and getting drunk. Some people drink for the taste, and not neccessarily to get drunk. Others, especially the have nots, drink to get drunk so they wouldn’t understand why someone would love to drink one beer and then leave a pub.

  36. There is an interesting debate here wheather a person who has taken a glass or two in a pub at lunch break would return back into the office to continue working in the UK. Guys if u have been doing this, stop it now. This is not zed. I have seen pipo matched off the office and later got a P45, looking foir another job. If you take 1 or 2, just head home and claim sickness for that afternoon. Other who work chibombebombe jobs can sometimes get away with this, but donot take the risk. Motorways are full of warnings signs such as DONT DRINK AND DRIVE. It never says DONT DRIVE WHILE DRUNK, because you dont breathrise yourself before getting on the wheel to check the level of alcohol in your systems. Its too risk bane.

  37. I support the Headman in principle. Some people need to be told to get serious at times, least their children suffer. Its a character flaw in some. As a matter of fact, in most parts of Zambia where farming is a way of like, beer drinking and merry making is minimised during farming season. One has to ensure that the food barn is loaded with food to last till the next rain season before embarking on beer drinking and merry making.

    Yaba, I give up its like trying to force water through a brick…who said anything about getting drunk every bottle in the bar has a label on it that shows the UK Units and X% ABV. Either you play safe, and stay well below it, or you try to drink up to the limit, and run a serious risk of exceeding it.Of course, everyone knows that the law lays down a limit, not a prohibition, and that a certain amount of alcohol can be consumed without taking drivers outside the law. This is expressed in the popular wisdom that the limit equals two pints. This can be misleading, but contains some truth. Broadly speaking, if a man of average weight consumes two pints of ordinary strength beer of 4% ABV or less, it is extremely unlikely to take him above the 80 mg legal limit.

Alcohol is just a beverage like any other drink its not meant to be drunk excessively like a fish in Zambezi river, just because someone has a bar built in his house it doesn’t mean that they should be drinking 24/7.If you can’t handle 1-2 pints during a meal at lunch-break stay clear only addicts exhibit such behaviour traits. 
    Not all bars are places for the alpha male only were loud music is playing in the background, some people go in bars with their laptops to work, surf the net via wifi, have a meals or even a work related meeting take place there.

The headman has given clear specification that it should be observed during the farming season. as any law is boound to be disobeyed by some atleast there is a decree. some of you who do not understan a village set up thinking of kabwata, chawama etc that is different people go to the fields in the morningat lunc time they come home for a bath and lunch then they are at libert to drink. its not a ban for the whole day no no no asavino chili wayaya.

  41. I think this headman was drank. Pachililo sure? How many people were present? Were was ba chief fimofimo to make this important announcement? I guess he was drinking lutuku by then no wonder he couldnt attend this buriar to help the headman deal with his drinking problem.
