RB’s benefits case to be tabled before Cabinet for a decision shortly-President Sata

President Michael Sata has siad today that Cabinet will soon give a position regarding former president Mr. Rupiah Bwezani Banda’s entitlements and benefits. This is according a statement made available by Statehouse Special Assistant to the President for Press and Public Relations, George Chellah.

“The law relating to the pension and other benefits conferred on a former Head of State by the Benefits of Former Presidents Act Cap. 15 of the Laws of Zambia as amended by Act No. 21 of 1998 and the circumstances under which the said entitlements and benefits can be withdrawn are irrefutably clear,” President Sata said.

“Therefore, in view of the fact that Mr. Banda has continued to play an active role in politics under the party which he leads, the Movement for Multi-party Democracy (MMD), the matter of his continued entitlement to draw benefits from the State will be tabled before Cabinet for a decision shortly.”

Meanwhile, President Sata has terminated the contract of Mr. Samuel Chibuye, the Director- General of the Zambia Public Procurement Authority (ZPPA).

“I have found it expedient in terms of public interest to terminate your contract of employment with immediate effect. I wish to thank you most sincerely for the services you have rendered during your tenure from 19th April, 2009,” read President Sata’s letter to Mr. Chibuye in part.

The President wished Mr. Chibuye success in his future endeavours.

  1. But the Post Newspaper is already reporting that “Government to stop paying Rupiah” in their headline, it seems they are very much ahead.

    • You are wrong man. mmembe is the most succesful media personality the counry has ever produced and one of the words listed. jelous because of his success has driven people like you “lazy bones” to condemn the man. he has achieved more than you will ever if given ten lifetimes.

  2. Post reported based on Dr Matibini’s response; that said, viva post. Viva balanced reporting. Read editorial and you will see how strong people need to behave. They were humiliated, mistreated, called all sorts of names, but they will not revenge!! Is’nt that a great feat of humility? if you need a living example of christianity, President Sata has shown you. Mistreated, when he was in opposition, he still mingles with them; meaning? Baiche sana!!!

  5. This ex-president benefits legislation needs to be revisited because it is not working properly. Why do we have to build houses for them when all of them owned houses before they become presidents. And waht happens to spouses( Ex-first ladies)? Can they involve themselves in politics after accessing the ex-president’s benefits.

  6. It is simple logic. A president who is still active in politics is not entitled to any retirement benefits. Remeber how cobra Sata tortured KK. What consultaion is he talking about when he can easily single handedly contract a company to renovate state house. It is probably owned by a kolwestan from Chikwanda village in Mpika.

    If there’s anything that Zambians are fed up of, I think it is neverending cases. RB should not be another Chiluba in terms of persecution. President Sata must tackle him quickly and move on. I believe Cabinet has greater tasks at hand than looking into the issue of entitlements and benefits of former presidents. I thought this was the role of the Judiciary?

    The man has done a lot for the country, give him the benefits. He deserves this, he has done nothing but build this country from obscurity and has been custodian for the country

  10. This is truly monotonous. The President now sounds like an old scratched record that needs tapping to jump to the next groove. Mr. President. , let’s focus on job creation and developmental issues PLEASE!. Like cottage secondary industries that can use copper as raw material (Nearly all the made-in-China stuff in shops like switches, ICs, etc are made that way), Damming rivers to bring about irrigation, then we can even grow and export dried grass (hay) to semi-desert countries like Botswana etc..etc. Lets move on, RB is history.

  11. When you read barotseland constitution you it is clear that baroseland does not go behond western province. It is for lozi by lozi and for the lozis alone. Other tribes have place in that area. What about HH who is championing restoration of barotseland agreement? Iam waiting your reaction.

  13. Pupwe #9, there are very few homogenous societies in the world today that have gone beyond their noses. While you advocate secession, trust that if the mindset of being shut out remains you will secede directly into a failed state. Trust me! That said, I hope the next appointment for the ZPPA chief will be based on professionalism and not cronyism as has been the case thus far.

  14. This cabinet is a joke – they have nothing better to talk about than to discuss RB benefits. We have high levels of unemployment, poor healthcare, ZESCO can`t meet the energy demands, poor infrastructure and inadequate accommodation for the citizens. Am i the only one who is seeing these problems. When is this PF going to get down to work? 

  15. this business of using benefits as a weapon to destroy oppositin is not good. for the sake of strong opposition lets change that stupid clause which was originally meant for KK. what is PF afraid of?? MMD is dead with or without RB having his beneficts. These stupid clauses are not affecting DR Guy to perform as a VP when the Bwana is out.

  16. I do not see why this issue needs cabinet attention. It is statements like these that gives credibility to accusations that these guys are in it for the money. RB agreed to lead the MMD up until the convention. And as long as he remains the leader of MMD he should not be paid. No need for political statements which only appear as though PF is desperate to force RB to retire.

  17. By the way, why is the president in a hurry to make this comment on RB’s benefits which even RB and MMD know? Meanwhile his silence is loud on a gay comment by Mr Ban ki-Moon, a foreigner for that matter who has no right to tell our leaders what to do?

  18. i also find it strange that cabinet wl meet to decide on one RB,wen the law is very clear.maybe the cobra is trying to be consultin cabinet which in itself is a gud thng.i wud rather we wait and see.but hey wait a minute,the budget was approved so lets ve projects running unemployment yachilamo can we ve a policy on this frm cabinet or frm king cobra himself

  19. How active politically is RB really? Has he been campaigning? What has he really done? Is to exercise his freedom of expression being considered being active politically? I thought he is just in caretaker capacity until the April convention. And in any case, even if they withdraw the retirement benefits, he wouldn’t mind a bit because come April he will still be entitled to it. Gentlemen, haven’t these guys got a country to govern with serious election promises issues to sort out?

KK- chiluba. chiluba-Mwanawasa. i see MCS-……… in the near future. its unconstitutional to prevent a guy from getting involved in politics. its enough that he will not be president again. politicians are just using this pension thing against each other at the expense of deviating public attention to that which will have no bearing on the citizens. but failures are like that. 
    i dont see hoe this will improve our political, social and economic environment

  23. George is right. The mmd haas not had its convention so how do they expect RB to just drop the presidency like that? Other parties that have no regard for democratic tendencies cant see this. Did RB say he will never give up mmd power or partisan politics??? So that former benefits of president act has not been breached if you read it to the letter! We all know that some parties would like to wear the old unip socks and have zambia in a one party participatory nonsense set up again. We need to support a vibrant opposition and that is mmd and upnd now. Get it?

  25. Ewe—ewe–ewwee jaylogic, you have no eyes to see that BA RB has gone against the contitution. The rules of the game should be respected and adhered to, Zambia will be governed on ten commandments and these should be followed accordingly. Do not just make noise any how monkey boy.

The little education we have can help us build on our economy RB should not be an issue because the constitution is a guiding tool and it is supposed to be respected. Apply the rules of the game in accordance with the law of the land.
