Government to pump more money into defence to cushion youth unemployment-President Sata

President Michael Sata has said that government will make the recruitment of defence and Security personnel a continues exercise. Mr Sata said that the recent protest by some youths after they were not picked in the recruitment of Zambia Army junior officers is evidence enough that youths are in dire need of employment.

The President who was speaking in Livingstone on Monday said this will require pumping more money into the operations of the defence and security wings so as to revamp their operations. The Presidents remarks come after hundreds of youths demonstrated over the Army recruitment exercise.

And President Sata has said political party leaders in Zambia should fight hunger as well as unemployment and potholes instead of attacking each other. Mr Sata said it was not part of African culture for anyone to attack people who had lost their own relatives.

The President was speaking at Villa Grounds in Livingstone when he campaigned for the PF aspiring Parliamentary candidate, Joseph Akafumba, as well as candidates for the Mosi-oa-tunya and Akapelwa wards, Chrispine Sepiso and Chileshe Sikazwe, respectively.

He said the recent attacking of mourners in Livingstone by alleged United Party for National Development (UPND) cadres was regrettable. “I was told from Lusaka that the MMD and UPND will bring people to disturb this meeting in Livingstone.

“We political party leaders should fight against hunger, unemployment and potholes instead of fighting each other,” he said. He urged Livingstone residents to liberate themselves by voting for PF candidates who were closer to the Government of the day.

Mr Sata said he had been accused that he did not like Tongas and Lozis yet Mr Akafumba was a Lozi speaking person while some Cabinet and deputy ministers namely Wilber Simuusa, Ngosa Simbyakula, Luxon Kazabu and Obvious Mwaliteta were Tonga speaking people.

Mr Sata made the three PF aspiring candidates in Livingstone and other supporters to kneel down to ask for votes from Livingstone residents. He joked that when he was MMD national secretary, he hated late UPND leader Anderson Mazoka and others because he thought they were weakening the former ruling party.

Mr Sata said he later received a resignation letter from Mr Mazoka while he was still MMD national secretary and the late opposition leader later formed the UPND. Speaking earlier at the same rally, Chongwe Member of Parliament Sylvia Masebo urged Livingstone residents to vote for PF candidates if they wanted development.

Ms Masebo said the PF MP and councillors would be closer to Mr Sata and other ministers in terms of lobbying for development. Senior Chief Mukuni of Kazungula district said he would work with the Government of the day.

“Livingstone tourism should grow and Government should do something to develop tourism in the tourist capital. President Sata assured me that Government will do something to develop tourism in Livingstone and he will also meet chiefs in Southern Province because chiefs work with the Government of the day,” he said.

Acting Senior Chief Mweemba of Southern Province urged Tongas to support the Government of the day. Health Minister Joseph Kasonde, Mufumbwe MP Steven Masumba, district commissioners, defence and security chiefs, senior Government officials and PF officials were among others that attended the public rally.

  1. When you hear a whole President saying government will pump money into defence to help with unemployment then know for sure the Country is headed in one direction and that is the bottom. When will leaders learn that Government does not create jobs,and that when it attempts to do so the debt burden for the country grows beyond measure, why because the Tax collected are way less that the increased civil servant bill. Any sound economy has less than 20% civil servants representing the entire country workforce but if you look at most African countries the civil service accounts for over 50% that is why African countries are in debts, their governments consume more than the revenue they generate and Mr CNP’s idea is no different and will add more debt to Zambia.

    • Your words are wise, except give the old man some respect. CNP is the name a very bitter tonga used derogatively against a man his father’s age. Please, lets not get into name calling even when our contributions are constructive. It would be folly for all of us to start insult our elders of different tribes. I can’t even say anything against old Daniel Munkombwe though his teeth looks like a badly eaten cobweb. This is not an insult because that’s how he looks. Uwauma nafyala, omina limo. Don’t push it before Litunga tabalamutuka nangu chief mukuni.

  3. SIr, no wonder people are calling you CNP. How do you now realise that you need to pump more money into the army to solve youth unemployment? Didn’t you have something about youth unemployment in your first speech to parliament? Have you just realised that the country has youth unemployment after those kids rioted last week?

    This is what we used to say that PF has no policy document to follow whatsoever? They are just reactionary and HH is justified in calling you CNP.

     The defence budget has already been made and where are you going to get the money to pay youths recruits into the army and once they are all recruited . what next? Start wars with our neighbours?

    Just stop wasting time on trivial and get down to work.

  5. Over employing the defence and security wings means PF Government preparing for war gainst its own people the Sudan and Zimbabwe way of doing their things to remain in power. Zambians be wary with PF Government. Its not a logical way of solving an employment issue at all.
    Government should create jobs in different sectors and not over employ security institutions, which sometimes may possess danger to the security of the nation.

  6. Pumping more money into Defence is not one of the wisest ideas, this is because the country is not fighting (i.e. there is no wars) and putting more money in Defence will just escalate debts. It will be better to create more huge factories such as meat factories, chicken factories, clothing factories and so on which might generate revenues for government. Products from these factories can be sold to other SADC countries if there is not enough market within the country. And since the world population is ever increasing there will always be market for food. Just a thought…

  7. I hate these political utterances to hoodwink people. This man is full of empty promises. Things that are not even easy to attain and yet you hear him promising people. Just because youth were rioting at defense force recruitment, he start making pronouncements. Me I am looking for his manifesto not these utterances. We can run a Country like a Katondo street business.

  8. This is just lame and outdated mindset, is Zambia at war….why not invest in the private sector by creating more business friendly policies for the SMEs, only the private sector can alleviate this youth unemployment issue.

  9. Lets be logical in our comments. The Defense Force like ZNS can be productive and help solve youth unemployment and at the same time add value to the economy. ZNS has many farms and can also be useful in the building of infrastructure like roads, bridges etc. Zambia Army and ZAF are the ones that may not really require more recruits.

  11. I hear both Jay Jay and Monk Square Analysis, relying on the private sector will probably take too long. If ZNS can assist with their farms and bridge+road construction let’s do it. I think we need a double barrel approach to shoot down unemployment. Short and long term measures are required because the situation is an emergency.

  14. I am not a military specialist, but the little I knows about management is that every organisation has an organisation structure which I believe even the Zambian army should have. If such an organisation structure exist and was created based on the need security needs of the country, then to will have a fixed number of positions. Recruitments should only be done to to fill vacancies, which are created by staff leaving the army for various reasons and not because youths do not have jobs. As alluded to by   Tekton Government should be facilitating the private sector to create jobs.

  16. Politics in Zambia today bears no semblance to any form of a democracy. It is now a bigoted tribal Bantustan much like Mangosutho Buthelezi’s KwaZulu was but with the thieving Northern Janjaweedos hanging at the apex of the hierarchy. At Youth Day he asked Chimbwili to come up with a plan, today it is Nsofu GBM who has to come up with a plan. Does this man honestly have a plan to run this country or it’s all try and era? No wonder HH likened him to a Chimbwi No Plan, an insult in itself to the legendary scavenger-cum-hunter of note. I just hope that one day, the criminals inside PF are charged and they are convicted and the full force of the law is brought to bare on their stinking backsides, for lies.

  17. Any effort by govt to reduce unemploymet must be supported. So keep it up presido sata!! However, why should we have massive unemployment when there is plenty of work to be done like construction of roads, sewer systems, water systems, bridges, descent housing, etc? The country is litered with pit latrines, septic tanks, bore holes, shanty compounds etc.

Was it not this same CNP who with his wayward lumpen Kabimba claimed other tribes in Barotseland like Kwangas are not for seccession and yet here he is claiming Akafumba is Lozi! Well, lies is one thing but Sata’s chronical lack of any decent length of memory points to something more serious, Alzheimer’s Disease! This is the only explanation for his perpetual forgetfullness and erratic behaviour like what he displyed in Botswana, Angola and recently in Chinsali. Awe sure Zondwe ali penawila!

  19. Mr President, Zambia does not need to employ more soldiers than we need. We are not at war, nor do we intend to go to war.

    The military is not a productive establishment, it is, if anything a money guzzler, just like the civil service is.

    Create jobs that will add more value to the country by producing more for domestic and international trade. That is how to grow the economy.

    The early UNIP era, when Zambia had too much money than we knew how to use it is long gone. We cannot be wasteful. As government, you cannot be running the nation on an appeasement path. You need clear development strategies and statements. If the PF manifesto has now proved inadequate in the face of the challenges of being tested in government, then revise it to be equal to the task at hand.

  20. It would make sense for the British to cry about unemployment because they have done about everything in terms of infrastructure building or development. But Zambia has a lot of work to be done, so why should we have massive unemployment? Lets just do what is supposed to be done and please lets not wait for the private sector because they will never initiate certain activities like construction of drainage systems.

  21. @ Tekton: You are right but remember the social responsibility of Govt. Would you let your children sleep hungry because you don’t want to borrow. This CNP thing you guys are talking about makes no sense at all. I wonder what you are doing for Zambia rather than redicule people. Job creation through investment is a process and not an easy one, in the intevening period you need to care for people. Let us not just criticise offer solutions, go home and create jobs, be the investor yourself. That is the plan we want, otherwise you are CNP yourself.

  22. ALL OF YOU BLOGGERS ARE CHIMBWI NO PLANS. Offer solutions to mother Zambia, not callng people names. Why do people always think the military is about wars. There is serious skills development in that arena and if harness those skills the army will contribute positively to GDP. The army in some countries owns productive businesses and uses it’s own soldiers in the line of production. Farming is an example. Avoid mediocrity imwe ba chimbwi. Offer solutions.

    • Is that part of the idea? I don’t think so. Sorry! We need a clear statement that says we will use our troops to play a direct economic role in the nation. It is not remedial to call us names, or demonising government. This is about people and government discussing. Okay?

  23. Sata has early signs of Alzheimer’s disease. Here is how he scores on the 10 symptoms: 1.) Memory loss
    Has forgotten he promised to restore the BA64.
    2.) Difficulty performing familiar tasks
    He was in government for years but he has presided over government like an armature.
    3.) Problems with language
    “HH is an Under 5,” “Ms Mwanawasa needs alangizi,” “Pamberi e ZANU-PF,”Mumba’s clean shave makes him look like a widower or ex-convict,” etc etc.
    4.) Disorientation to time and place
    He kept following Levy Mwanawasa’s corpse around the country.
    5.) Poor or decreased judgment
    Shouting “Pamberi e Jongwe” alienates us from most Zimbabweans. If the opposition wins, won’t it be the same situation he landed in with Bingu wa Mutharika?.

  25. 6.) Problems with abstract thinking
    Zambia is made up of 72 tribes, filling one’s cabinet with 1 one of them is bound to split the nation.
    7.) Misplacing things
    Appointing Chimbwili Chishimba as Foreign Affairs Minister or GBM for defence are decisions most displaced.
    8.) Change in mood or behavior
    Former IG Malama, Chikwanda or Seb Zulu know only too well the erratic behavior that characterizes Zondwe, often for no apparent reason.

    He accused Kaunda of hiding guns in Sindamisale to start war in Zambia, but coming to power KK is all of a sudden his hero, renaming an airport after Kaunda..
    10.) Loss of initiative
    Chimbwi No Plan proper, period.

  27. There are people who can’t debate soberly. Given a chance they can kill. Is this not a competitive democracy? Did we not campaign and won the mandate through the ballot? Have some respect guys. If you are hot in your head due to bitterness go and cool down first, reflect, then come back. Participatory democracy means even you can suggest a plan where you are! Whats up?   28. Expand the security wings of the country. Introduce the navy at Mpulungu, Mbala and Sinazongwe’s Kariba lake. Something that will draw the attention of these youths. The navy will work in various capacities, checking drug trafficking across borders, poaching, overfishing as well as going on rescue missions. The navy will have to be equipped with aircraft. helicopters and frigates to patrol the waterways. Mines need a lot of security so government should not overstretch the existing security wings of the country.

  30. Security Personnel does not refer to Soldiers of War. It seems to me that most bloggers are illiterate. The Army is one of the most disciplined sectors in the whole wide world and relying on it means development. Remember that even during KK’s regime youths were sent to National Service to produce and not to war. It can happen today and most of these youths loitering and causing trouble will no longer be on the loose. When the army is allowed to take care of these youths discipline will be guaranteed and this is something Private Sector Businesses cannot achieve.

  35. the only way out of this mess is unwavering for the private sector. where government support small businesses in health care, agriculture, tourism, construction , manufacturing etc. small business will create jobs and government should be maintaining law and order.

  37. You know what? There were many bloggers who used to write against RB, but very few had any real issues with his policies except just pure dislike for the man. But, with the popular Sata, everyday he opens his mouth there is no earth moving policy that comes out at all. It is all wishful thinking and window shopping. Someone in Nsenga land would have said, ‘Ya banyela boma.’ This government is floundering. The only thing they know how to talk about is ‘allergy to corruption.’ But, even that, they have nothing to show for except witch hunting. Now that Sata has realised how hard it is to run a country, he has joined overseas shopping sprees. Time is running out. Soon he too will have 200 pairs of shoes!

    You will wake up one day and realise that it was only a dream! Sleep well. Zambia National Service bankrupted Zambia. Go read the Financial reports. Operation Food programme announced in a 3 hour speech by Kaunda was to cost $400 million, and up till today, not a cent has been recovered. At least you could excuse KK, because we were at war, but you cannot excuse this stupidity! He is just training kaponyas to harass people and to keep PF in power for ever.

  40. Zambia has one of the lowest defence budgets in the region and it should remain so.Hire more teachers instead or pump the money into infrastructure like ICT that can lead to thousands of jobs in outsourcing and a knowledge based economy.

  41. Can somebody advise me how these ‘brilliant’ decisions are reached? Are their any proposals or feasibility studies or analyses done that this is the most effective means of tackling unemployment? I am beginning to believe that this group of individuals were not ready to take power even though they were a passionate opposition.

  42. Putting more money in agric and other primary production sectors rather than the military which is a consumming sector. If military start farms then it is ok.
