The MMD has suspended its Mfumbwe Member of Parliament Stephen Masumba for allegedly de-campaigning the party. MMD Deputy National Secretary CHEMBE NYANGU has confirmed this to ZNBC news in Lusaka yesterday.

Mr Nyangu said that Mr Masumba who is also Local Government Deputy Minister has been given ten days to exculpate himself.

And Mr Masumba said that the action by the party has been long over due. He said that he is ready to exculpate himself. Mr Masumba has challenged the party to mate out any action it deems fit.

Mr Masumba has lately been in court over the diploma he obtained from National Institute of Public Administration (NIPA). Masumba is alleged to have obtained pecuniary advantage by false pretences.

Last week a witness told a Lusaka magistrate’s court that the diploma which was awarded to Local Government and Housing Deputy Minister Steven Masumba was irregularly issued because the minister did not successfully complete his training programme.

NIPA examination officer Lydia Nyondo Chibale said Masumba did not successfully complete his Accounting Technician Diploma course and as such, he did not deserve to be awarded a certificate.

Ms Chibale of Kabwata Estates said NIPA records showed that the deputy minister had arrears and was absent in one of the subjects in the 2003 examinations.

But Masumba graduated from NIPA and was awarded a genuine diploma certificate bearing a NIPA logo, seal and signature.

She said Masumba again failed the subject when he re-wrote it the following year as he obtained 38 per cent.

The records further showed that Masumba was absent in level three examination in auditing and taxation and was advised to re-write the subject.

Ms Chibale said in August 2008, two officers from the Anti-Corruption Commission (ACC) visited the institution to request for details on Masumba’s qualifications after which she printed and gave them a copy.

She said it was discovered that Masumba did not complete his course as he still had an arrear and was absent in one of the subjects.

She said when it was discovered that a diploma was irregularly issued to Masumba, attempts were made to invite him to NIPA to discuss the issue but to date the deputy minister had not shown up.

She said the reason for summoning him was for him to avail the institution with a photocopy of his statement of results and also to inform him that his certificate had been nullified.

She, however, told the court that to date, Masumba’s certificate had not been nullified and it was still valid.

During cross-examination, defence lawyer, Mutakela Lisimba asked how possible it was for Masumba to have graduated and awarded a genuine certificate when he did not successfully complete the course.

Ms Chibale said the institution expected Masumba to uphold integrity and own up that he did not deserve the certificate because he knew his examination results status.

Mr Lishimba wondered how NIPA could place the blame on his client when it was the same institution which invited Masumba for graduation and awarded him the certificate.

How can you say Mfumbwe here we come PF will cry? when this is an MMD seat a Party with which UPND has an alliance with? U are jsut like vouchers waiting to benefit on every opportunity. Thats what makes most of us not to take your tribal party serious. please go on and rule southern province while Zambia is united in its quest for development

  5. If these are the type of ministers Sata wants in his cabinet, the MMD should actually be happy to be rid of dunderheads like this one that can fail basic accounting, not once but twice!

  7. LT, I thought you are reporting about Masumba’s suspension?. How can 80% of this story has turned into a diploma issue even without telling us when and where Masumba de-campaigned the MMD?

  9. Samuel @ #9, you are completely off the mark. How do Tongas come in in this story? Why are you so sure that only Tongas are members of UPND or that all Tongas are members of the party? Please restrict your comments to what you are sure of. It is a fact that Masumba beat the UPND candidate by the narrowest of margins because MMD then was the ruling party. Mumfumbwe is a UPND stronghold and can win this seat if they and MMD agreed to field one candidate. Mind you this constituency is not in Tonga land. Why dont you call PF a tribal party as well as the majory of the MPs are from Bembaland? It is people like you who are making Zambia more divided than it has ever been.

  13. Masumba has improved alot in everything one-step at a time, first he got 28% then 38% following year. That guy is a fighter, he deserves to be a minister in your Zambia.

This is a typical example of the people we have in politicsL ACROSS POLITICAL DIVIDE, WHETHER MMD, PF, UPND etc. Trickle down to councillor level and the problems gets bigger and wider! Lets teach values to our Children. It is values at a family level that translate to nation of Great Values.
