HH disputes Government’s investment pledge figures

UPND leader Hakainde Hichilema has disputed investment pledges figures announced by government for the first half of 2012.

Mr Hichilema said that government is not being sincere about the recorded increase in investment pledges.

Mr. Hichilema said that lack of clarity by the PF government on its investment policies could not in any way encourage investors to come and invest in the country.

In an interview, the opposition leader further stated that the repossessing of Zamtel from LAP Green Network has also sent a bad signal in to the investor community.

Mr. Hichilema has also accused the Chief government spokesperson Kennedy Sakeni of not being conversant with economic issues describing his statement on the increased investment pledges as mere political rhetoric.

Government on Wednesday disclosed that the country recorded $4.1 billion in investment pledges of the approved projects during the first six months of 2012.

Chief Government Spokesperson Kennedy Sakeni in a statement said the investment pledges are expected to create 18,778 job opportunities for Zambians.

  7. Dont worry about the appointments that are being made. Even if am not Bemba, i would not complain becuase those he has appointed to key positions they travelled with him in those 10 years of struggle. So why should he appoint you guys who disowned him.

    Few others have been appointed for political reasons, if you were supported by your close friends and relative give them the job else, they will disown you.

While he may appoint those that have been with him, they should qualified for the jobs that they are appointed. There is nothing as frustrating  as working under some ill qualified and incompetent boss. He can appoint his friends as ministers with zero qualifications because as things stand they not qualifications required. but where you appoint unqualified people in professional positions in civil and foreign service and guy like you are applauding, then know that the country has gone to the dogs

    The regime should not just make statements so as to create false hopes yet it knows that the figures announced by its spokesperson can not be substantiated by facts. Please challenge it to provide Zambians with quality employment it promises to create for the youths not quantitative employment which is completely unsustainable. If a govt. embarks on a drive to create employment it should be quality employment meant to benefit employees and their dependants in a sustainable manner. Zambians do not deserve employment which last for weeks or months. The PF regime must talk sense and they should not present Zambians with complicated figures for fan because Zambia is not a FOOTBALL field but a country with immediate needs.

    Mr. HH Remind them about their application of socialism in their rank and file membership. Why can’t the PF govt. transfer the application of socialism to the ordinary Zambians across the board, insteady of practising socialism among themselves through salary hicks and endless expensive dinners at the expense of tax payer’s money and there are also borrowing alot of money for expenditures which are imaterial to Zambians. The PF club has also detached itself from the ordinary Zambians except those who benefit from them. This is evident through their bourgeois life style because they do not reflect the true interests of the Zambians.

  12. I am very disappointed that all HH is worried is the reported increase in investment pledges. While the figures mentioned by government are disputable, HH should not be wasting his time arguing about the pledges, particular since he was Chairman of the Board of Directors for the Zambia Investment Centre. While pledges may be useful to judge the mood of investors, what is of critical importance is the fulfilled pledges. Of the pledges PF found how much has been actualised, that is what will tell you the real confidence of lack of it that investors have. If you read news papers we have been for a long time been fed with investment pledges even under the MMD by Mutati and this seem to the only statistic they are able to collect. can we have actual investment and labour figures since PF won

  14. Well Pledges are just like PF campaign promises and they are fully loaded with a DONCHI KUBEBA pill. I’m surprised the PF want to show us that they can swallow their own poison pill. 

    Frankly, we shouldn’t even be debating pledges and this Government shouldn’t have taunted pledges as a measure of achievement? Why don’t they just use FDI numbers. Nobody can argue with those. FDI numbers are hard facts and recorded and there is enough data from January to July to prove a trend.

    And the line of JOB OPPORTUNITIES CREATED rather than JOBS CREATED  in that Sakeni report has deceit written all over it.

    Bottom line is that Govt is panicking because they know they have not done anything and Sakeni has just started his fresh lessons in Spin Doctoring.

    COMMUNICATIONS and Transport minister Professor Geoffrey Lungwangwa has said opposition UPND leader Hakainde Hichilema’s statement criticising the sale of 75 per cent shares of Zamtel lacks originality.

    During a special programme on Breeze FM last Saturday, Prof Lungwangwa said it was unfortunate that Hichilema said the PF-UPND pact would reverse the sale of Zambia Telecommunications Company Limited (Zamtel) once it gets into power.

  20. I totally agree with you 2H. Actually this also goes back to the argument between Km Sampa and Dambisa a few days ago. As far as I understand, Sampa, Sakeni and their statistics are all shihti, Even much of the statistics that MMD did and used to parade around as indicators of success was all shi^t. Investments are just hard to come by. The only investments one can count is dirty resource ploundering focused chinese investments.

    • Dear Prof, Your figures do not add up, whats up? Please do a simple copy-and-paste of your figures into your (excel) spreadsheet and sum them up. Question:- How come your figures do NOT add up to US$4.1bn and 18,778 jobs respectively to tally with Sakeni’s?  Answer:- It’s because your figures are simply cooked up and completely fake. So, your ‘facts’ are not facts. Furthermore, the other tale tell indication that even Sakeni’s figures are very questionable in the absence of a well thought-out plan, is that the number of so called jobs is too exact (i.e. exactly 18778 jobs. Not 18777, not 18779), whereas the money figure is an approximate at too high a figure. (US$4.1bn).

The PF regime has no yard stick it can use to measure its performance because they have consistently been attempting to find many criteria applicable to their bizarre perfomance and they keep on finding a common paradox. What follows from their partner ‘frustrations’ are outbursts at their new found ‘enemy’ UNPD and its predominant tribe the Tongas. In fact the new conflict driven trade mark of the PF club is ‘tribalism’. These people believe in biting,chewing and spiting .     most of those high figures of employment you posted on internet are what we classify as non-decent jobs in sectors as manufacturing, mining, the service industry, agriculture, construction, real estate and tourism. Prof. if you are lecturing students in labour studies you know what I am pointing out at this level. Look at your own figures of sectors such as ICT, health and finance, the figures are very low, why? It is because the PF govt. has failed to smoothen the production of knowledge and also to attract and retain skills of educated Zambians. Insteady of nurturing, the PF govt. is promoting brain drainage. Let Mr. HH turn Zambia into a construction site in all aspects. Thank you.

However, do not attach extremely minor archievements of job creations of professionals in health, finance and ict as being a representative sample of the entire unemployed population of Zambia. If this is how you attack Mr.HH, then Prof., I suggest that you and I should revisit our respective universities for lectures in a lot of disciplines.   34. @ 1 Brian “…. what has changed now?” It’s said that two wrongs never make a right. Should your daughter conceive out of wedlock, that would be unpalatable, embarrassing, wrong and criticisable. Should your daughter turn around and abort a five months pregnancy just because it was wrong for her to conceive out of wedlock, that would be horrendously heinous and totally despicable. There are times a decision maker has to choose the lesser of two evils. I hope this helps you to understand and appreciate HH’s seeming capitulation on an issue of paramount importance to the Zambian economy, namely the repossession of Lap Green by the PF government. It’s definitely as ugly if not uglier than was the sale of ZAMTEL.

    • your example is stup1d to say the lest, say you are going to kill someone and you will be arrested and prosecuted, so HH should be blamed, and at the same time what we are questioning is  HH’s truthfulness, did he say that just to win support at that time? if so, how can we believe him now? Interestingly enough, following from the PF govt. disappointing attempt to mute both Mr.HH and his outstanding professional rank and file membership, the Zambian financial sector is being battered by irresponsible govt. actions. The implications which emanated from the abortive move is that the inflation rate increased by 0.2 percentage point. For time markets in Zambia have been trying to absorb the shocks which have been on a gradual rise because of govt.’s interference in the opposition affairs. Presently, speculators are speculating that some banks are facing closure but the PF club is as usual maintaining their traditional slogan of denying. All govt. actions against comrade HH and his rank and file membership have so far produced unintended consequences i.e a sudden increase in the inflation rate and the strong possible closure of some financial institutions. The causal factor of all this stormy era, is the continued accumulation of shocks thrown to the Zambian markets. In simple terms, political instability is somewhat good for economic speculators in that they gain substantially in the short terms and it is bad for the country because it leads to capital being shifted to safer havens. So this is the main picture in Zambia because markets are very sensitive to shock waves caused by the PF club and it will continue to impact negatively on the local markets provided the govt. does not restrain itself from intimidatory tactics

  43. A lot of negative effects are filtering through to local markets following the embarrassing Zambian govt’s attempt to mute the strongman Mr.HH and his party, the UNPD. The shocks have been accumulating for some time now. The implications are as follows; the sudden increase in inflation percentage point and the impending possible closure of financial houses in Zambia, all these are effects of uncertainty emanating from savage moves perpetuated by the PF govt. on the UNPD.

Following from a disappointing govt.attempt in which the state police failed to yield preferred results in the UNPD raid, markets are unble to offer extra shock absorbers to absorb the negative impact. Hence, a sudden rise in the inflation rate by 0.2 and another bad news is the possible closure of some financial houses in Zambia this is also attributed to political instability perpetuated by the PF govt.

  48. @IKANDULWA, thx and plse know that the UPND Party has no alternative to HH cos they respect him for his money rather than his steering of the Party boat. They have an impressively educated list of MPs but they fear that he will use his money to silence them. Not the PF as being peddled by others.
    Eventually the UPND will have to bite the chipolopolo and have a widely accepted leader.

    My brother, I am not in the business of sobering/sweetening PFgovt. mambo jumbo talk founded on shaky foundations. Your umost important concern should be about your economy, not prolonging policy makers who are intent on holding poor Zambians hostages and the ransom they demand are votes from poor people. The data you keep on insisting that Mr. HH should possess is in itself a criminal act under the information clause act, please go through your country’s information act and you will acertain that privileged information is top secret and it is a sober punishable act to illegaly access it. Mr. HH is not naive to indulge in such acts.And or, try and learn how to maintain a sober personal character because it says a lot about you in our world.

He is very educated and he understands the logistics involved in releasing significant information of such magnitude. We on the other hand, are readily available to assist in drawing up a suitable economic rescue plan which can easily reverse any stalements in the Zambian economy. As South Africans, we are used to divergent and innovative planning, and we do not believe in trial and error because that approach is time consuming and very costly. Typical of HH when he says sense along the way he messes up himself.HH begun very well challenging the PF spokesman on pledges but he brings in the ZAMTEL issue.Its this kind of inconsistency that puts him in the same boat with SATA who cant be trusted.Please HH avoid walking on thin ice to be a good politician.

  55. I want to add to the debate about the repossession of Zamtel & the suggestion that HH should not condemn it. I am not sure what angle HH condemns. But investment laws worldwide including the in Zambia provide for expropriation provided the investor is compensated(this is provided for in the current constitution). So far there is no information at least in the public domain which indicates whether the Libyans where compensated or at least refunded  their investment in Zamtel. If that was done particularly given the issues surrounding the sale, then investors should not have anything to worry about & HH would be wrong to condemn. In short it is not the repossession that should be condemned but the way it was done unless it can be shown that the law was followed when repossessing

    Dont Kubabe Nabeve says: “…….So far there is no information at least in the public domain……” A cardinal point indeed. And that goes to show just how ineffective this PF government is. This is a crucial PR issue which could have easily helped easy the concerns of would be potential investors who otherwise would be turned-off by the seemingly negative Lap Green experience. Any prudent investor would look at risk of loss of investment due to probable government take-overs, political instability etc. The PF government needs to come-up clean and tell the world it’s side of Lap Green’s fate and how the investor was compensated for, in consequence of the government take-over. Otherwise, what else is there to counter the rumour mill version of the episode?

  57. Lets look at the impending case in which the state has a seemingly prima facie case against Mr.HH. Strictly weighing the probable defense argument, then one would argue that the ‘context’ in which those utterences were constracted becomes a determinant element in establishing the severity of the end result of the original statement.The utterences are not indicative of one interpretation and the accused can also indicate that those utterences could have been at that point in time meant something else which he could have been trying to cite. As long as the accused is able to constitute several interpretations pertaining to his statement currently before court, then a presiding judge cannot find him guilty beyond reasonable doubts

It is very imperative to note/donate that Mr. HH ‘s case will be prosecuted at a high court level, the case in point is that each word which is part of the case can be interpreted in such a manner that ‘utterences’ in question can be manupulated as means to defeat prosecutors’ ‘intentions’ of securing a conviction. Furthermore, the defense argument can/would also contest that the application of clauses, in our case here in S.A. the criminal procedure act were not properly followed therefore, the defense can call for an acquittal.
