Opposition UPND (UPND) president Hakahinde Hichilema says his party will reverse the removal of subsidies on fertilizer once elected into power in 2016.

The UPND leader said this yesterday when he held a rally in Miengwe ward of chief Nkambo’s area in Kafulafuta to drum up support for party candidate Brian Chitafu in the July 25 parliamentary by-election.

The Kafulafuta seat fell vacant after MMD member of parliament James Chishiba defected to join the ruling Patriotic Front-PF.

The PF is fielding James Chishiba while the National Restoration Party (NAREP) has floated Jimmy Kasabwa and the MMD had fielded Evelyn Mwanawasa who pulled out of the race after filing-in her nomination papers.

Mr Hichilema said as a farmer who understands agriculture he will ensure that the decision by the ruling party to remove subsidies is reversed because it will help the country to be food secure.

“President Michael Sata is not a farmer and he does not understand agriculture that is why he decided to remove subsidies on fertilizer but I Hichilema, I am a farmer myself and I am concerned about the issue of fertilizer. It’s for this reason that UPND will reverse the decision on the removal of fertilizer subsidies,” said Mr Hichilema.

He also accused President Sata of wanting to turn Zambia into a one party state saying that the PF was poaching opposition MPs by enticing them with ministerial positions.

Mr Hichilema urged the people of Kafulafuta not to vote for PF candidate James Chishiba because he was elected in 2011 on the MMD ticket but decided to abandon them for his personal gain when the people in the area were yearning for development.

“On 25th July 2013 ensure that you vote for Brian Chitafu because UPND does not want this country to be turned into a one party state, we refuse, we want a strong opposition so that we can provide checks and balances in parliament for you the people of Kafulafuta,” he said.

Mr Hichilema also said his party was grateful to the MMD membership for deciding to support UPND in the Kafulafuta parliamentary by-election.

And at the same rally, Mr Chitafu pledged to develop Kafulafuta once elected as Member of Parliament for the area saying he was aware that people needed proper health facilities, clean drinking water and a good road network.

“I want to give this area development once elected as Member of Parliament on 25th July 2013, and we will develop Kafulafuta by forming committees that will be sitting to help me decide what should be done in which area,” he said.

    • THIS UNDER 5 CHAP IS VERY BACKWARD MINDED. IF SAUDI ARABIA IS REMOVING SUBSIDIES ON FUEL, WHO IS ZAMBIA NOT TO? UK IS ALSO REMOVING SUBSIDIES. IN FACT THE WHOLE WORLD IS DOING THE SAME. HH THINKS VILLAGERS AND OTHER ORDINARY ZAMBIANS ARE NOT EDUCATED. IN FACT THEY KNOW THE IMPLICATIONS OF SUBSIDIES FAR MUCH BETTER THAN HE DOES. THE CHAP IS VERY IGNORANT.

    • Am not sure about bring back subsidies,,, but am very sure that the removal of subdies is hunting the poor more in zambia,, and the money gotten from the removal of subsides is being used to fund engineered bye elections at the expense of the poor..

    • Reversal of PF policies is fine with me. Reverse the PF bloated bureaucracy! Reverse the politicisation of the police! Reverse the fuel subsidies for Ministers, their deputies and permanent secretaries and their deputies. Reverse the dictatorial crack down on freedom of assembly. Reverse the crack down on web based citizen journalists. Reverse the increased nepotism and tribalism in public appointments etc etc etc.

      I don’t know which UK you are talking about but I don’t think there is any plans out here to remove subsidies. Not even on the trains that are highly subsidised. Let’s keep to facts as we will assume that you if you are lying about the UK, you are probably lying about everywhere else you have mentioned.

  2. UPND is busy poaching MMD members in order to create a duopoly politics. So its wrong for PF to get MPs from other parties? The issue of subsidy has been exhausted and Mr Hyena Hyena should think of a new topic.

    • What country has no subsidies? We worked for subsidies during the 20 year era 1991. Our children must be enjoying citizen loans and subsidies to make Zambian generations empowered. Who would remove subsidies now. Kaunda had subsidies from our copper, then we ran out of money, in 1991 we began to save, we have enough now. Which is ein wasted think outside the box, do not lie to the Zambian people if you don’t know the history, just learn from those who do.

    • The USA has food stamps, unemployment benefits, subsidies for oil companies, subsidies for their farmers. Cotton farmers alone get $2 billion in annual subsidies! Americans don’t vote in Zambian elections and vice versa! Zambian politicians should be concerned about the welfare of Zambians and not what Americans want. We are not a colony of America!

If PF used the money wisely there wouldve been no need for subsidies.Why remove subsidies to fund bye elections engineered by Pf?To fund Chikopa. failing to recover K14B from Nchito and co. the chunk of the money these owe the gvt is ennormous and can make a difference. Why remove subsidies to waste money on PF cadres, appointing 3 deputy ministers, 5 permanent secretaries per ministry.Its simply out rageous.had we been clever enough we would impeach this gvt.its the worst i have ever seen

  14. @akamunofu, HH or no HH subsidies on production is always a good policy.Its done everwhere. We need to take stoke of what we have and look at our operations before we can think of praising any gvt for that matter.To start importing food like we did in the past is not a good idea. If we promote production we can easily earn more when we export.
    For example just imagine if you had no food in your house…..

    • The issue of subsidy removal is now ‘water under the bridge’! Fo.ols and political opportunists like HH wanted them maintained. While the majority right-thinking Zambians have largely supported the move. They want the money to be saved from this wasteful but useless exercise to be spent wisely.

      Fortunately this seems to be what the PF is doing! So far sooo good. They are building; SCHOOLS, HOSPITALS, UNIVERSITIES, HEALTH CENTRES and yes! NEW ROADS EVERYWHERE!!!

    • This has nothing to do with been daft or clever. A person’s position on subsidies or social spending depends largely on his/her ideological disposition. Usually those on the left of the political spectrum always advocate for increased social spending as an instrument for raising productivity or to help in alleviating the social conditions of the poor. Those on the right argue that on the contrary this is an inefficient way of allocating resources.

      @Mabu , I expect you to argue on the merits and demerits of subsidies. That shallow statement you’ve made about HH speaks largely of you. I do not think you even know what is been talked about. You are a simple cadre who’s just used to name calling and shouting slogans!

  15. If the electorate is naive enough to believe that they can vote for HH on that ticket. The reality however is that it will be near impossible to reverse the PF s action unless one works very hard on production. Zambia s GDP is dominated by one foreign controlled ndustry whose contribution to national product is in comparison tiny. HH will therefore fi nd it difficult to source money for subsidies

      You want him to talk about the suppression of web-based publications to people in Kafulafuta when most have no access to the internet?

  17. Mr. HH is really turning into a poor version of Sata, where ukubepa abantu is concerned. He should come up with something out of the box to win the masses. This talk about subsidies won’t cut it. Intelligent Zambians have understood the detrimental effects of subsidising consumption. Besides these subsidies are funded by a small base of tax payers comprising downwards of 500, 000. This base has been static from 1964 – to date. It doesn’t grow. It will never grow. The Zambian govt is the most non-performing govt in the world.

    That’s the problem with you. You only dream of ruling, that’s why your party and its Government flout the constitution with horrible impunity. Courts decisions are not respected, Nolles are the order of the day. Journalists are being raided and locked up for speaking their mind. Its because you are ‘ruling’ than governing in line with the rule of law.

    As long as your subsidies don’t put food on the table now, whether you build roads, stadiums,hospitals, universities and airports, forget about ‘ruling’ in 2016. HH will lead by the constitution.

How can a father continue providing subsidies for a son or for a daughter for the rest of his life. Even a person who has not stepped a foot in a class understands that principle. Am very ashamed & disappointed with HH. I thought HH is better than Sata in terms of economics because HH is an economist by profession. So it is true when people say that sometimes HH thinks like under 5. HH is very rich why can’t he offer some of his money towards subsidies of the nation. As a member of UPND I am not going to vote for UPND in 2016 because it thinks like under 5.

    • Yes, Am a slave in Canada. Subsidies are not free as it is in Zambia. You pay back in form of a tax. In my beautiful country Zambia only less than 700,000 people pay tax. More than 6 million able people do not contribute towards tax, but enjoy subsidies contributed by 600,000 people. If mines where closed we would be in trouble & many types of subsidies would come to an end. It would be good if HH critics are positive rather than retrogressive. There are so many positive things regarding creation of wealth which HH can talk about. KK lost because of many different types subsidies and free things he provided to please people. Because of free things poverty was introduced. Opposition seem not have ideas how to create wealth.

  27. When did they remove agriculture input subsidies? As far as I understand, the government removed consumption subsidies not production subsidies. Instead of telling the truth, he distorts the facts to gain political mileage from a batch of ignorant villagers who do not even understand the word SUBSIDY! It is these small lies which makes HH someone who is not trust worth, frightening peasant farmers with a little lie will backfire when the farmers receive the fertilizer from the government. This is the trick MMD used on the Homosexual legalisation if PF was voted in power and MMD is crumbling because people cannot trust it. Going backwards will be costly to the country like RB removal of windfall tax has done to the Treasury! We have lost billions of dollars in taxes because of a U-turn.

From the comments on this site, ZWD and others, whenever you read a critique of HH or a statement to the effect that HH will never be President of this country, the assumed name of the blogger or comment is in bemba? What would happen if a non-bemba were to lead PF?
    If there is credit to the KK, Chiluba, Mwanawasa and Banda administrations, it is the uniting of Zambians. During that period, you would look or sound “stone age” if you wrote what we are reading today. I think PF should deal with this matter. The current President was in all the administrations I referred to above. I am sure he does not agree with the tribal bloggers. I qm only stating what I am seeing and I am sad. I have very good tonga and bemba friends.

  34. My old mum and dad in the village have been growing their own maize and cassava for consumption with little and sometimes no support from GRZ. Why should GRZ continue to be paying for the mealie meal of town dwellers and congolese people who do not want to own even a patch of land to grow their own food crops? How fair is this really?
