Republican Vice President, Guy Scott, says the problem of HIV and AIDS in various prisons across the country is not a political issue.
Dr Scott says the rampant rising cases of HIV in prisons and in some sections of society should be treated as a matter of national concern by all citizens.
He says it is sad that some people have resorted to politicise the issue of HIV and AIDS, adding that the trend will not help reduce the prevalence rate of the pandemic in the country.
Dr Scott has since called on all Zambians to put aside all political differences in the approach to mitigate the rise of HIV infections but aim to ensure that proper methods of reducing the prevalence are followed.
The Vice President was speaking in Lusaka when he officially opened a two day High Level Consultative Meeting on Prison Conditions, Policy and Legal Reforms.
Among the delegates attending the consultative meeting are Members of Parliament, a representative from the African Union (AU) and the Southern African Development Community (SADCC), Prisons officers from Zambia, Lesotho and South Africa, Representatives from Presidential Emergency Fund for Aids Relief in Africa (PEPFAR) and the United Nations Systems in Zambia.
And Chairperson for the Coalition of African Parliamentarians against HIV/AIDS (CAPAH), Christopher Kalila, said Zambian is among the African counties with the highest prevalence rate of HIV infections in prisons.
Dr Kalila said there is need for a serious political commitment from all stakeholders to prevent the rising cases of communicable diseases in prisons by improving the living conditions of inmates.
And the Presidential Emergency Fund for Aids Relief in Africa (PEPFAR) regional coordinator, Kristie Mikus, praised the Zambia Prisons Service for acknowledging the problem of HIV and AIDS in prisons across the country.
Ms Mikus, however, said the engagement of key stakeholders on the issue of HIV and AIDS should mark the beginning of scaling up the prevention and testing program among inmates.
She reaffirmed the American government’s support to Zambia in strengthening the HIV prevention and treatment among prisoners by rehabilitation health clinics that service prisoners in the country.
Speaking at the same function, African Union Special Rapportuer for Prisons and Conditions for Detention, Med Kaggwa, said African prisons are far below acceptable international standards, a situation leading to the increase of communicable disease.
Commissioner Kaggwa said there is need for an aggressive approach in addressing prison related issues if those who are imprisoned are to live in good conditions.
Meanwhile, United Nations Office on Drugs and Crime (UNODC) regional representative, Mandiaye Niang, said current evidence shows that over population is the major contributor of the rampant rise in HIV infections in many prisons on the African continent.
Mr Ndiang also said policy differences at different levels of decision making should be harmonized with regards to issues of HIV and AIDS in prisons.
According to the human rights watch report, 2010, the prevalence of TB and HIV in Zambian prisons are significantly much higher than in the general population.
