JUSTICE Minister, Wynter Kabimba has charged that opposition United Party for National Development (UPND) leader Hakainde Hichilema is pushing his political ambitions using the Constitution making process.
Mr Kabimba said in reaction to Mr Hichilema’s claims yesterday that President Michael Sata had set up a team to manipulate the Constitution making process.
Mr Kabimba, who also Patriotic Front (PF) Secretary General said yesterday that Mr Hichilema’s statements were misplaced and that he lacked facts to back his claims.
“The UPND leader is never factual with his statements and he should not use the Constitution to push his political agenda. If he had any concerns about the Constitution, why did he shun the Constitution indaba,” Mr Kabimba said.
He reiterated that Government’s stance on the Constitution was clear as it wanted to ensure there was consensus by subjecting the process to public scrutiny before the document was adopted.
Mr Kabimba during the Constitution meeting on Wednesday this week said Government would only release the draft Constitution after Cabinet approval.
He said the draft document was at his ministry and that the process was at post drafting stage which involved the release of the document as well as the mode of enactment.
The opposition leader said during a press conference in Lusaka that the PF administration was working to doctor the Constitution by dissolving the technical committee that was drafting the document.
“My dear friends on April 14, 2014 President Sata wrote a letter to the chairperson of technical committee that was drafting the Constitution indicating that he dissolved the committee. The PF is playing tactics and in the end change important clauses in the Constitution.
“The following day the Chairperson of the committee wrote to committee members to inform them about that they had been dissolved in secrecy and yet when coming up with this they had made it public,” Mr Hichilema said.
He said the opposition and stakeholders demanded the release of the draft Constitution as it belonged to Zambians and pledged to continue pressing for the release of the document.
Meanwhile, Mr Hichilema has said the Public Order Act curtailed media freedoms and urged Government to accelerate the implementation of the Access to Information Bill.

Kambiba for sure you have a reserved way of thinking. How about you telling the nation that the draft constitution has gone missing? Was that factual? And the 90days song was that factual? PF and the entire team you really have facts in reverse. Otherwise what can explain the price of fuel now? What can explain the value of kwacha today at over K6, 200 per dollar? really you have facts in reverse. HH is a straight shooter. He means what he says. Kabimba is a politician at heart. He hides in what he says. I would rather I trust someone who says what he means than the one who says things merely for political expediency.
Mr. Kabimba sir, the reality is that you just came out of hiding on the issue of the constitution. Not too long ago, your story was different. You have had a tendency to tell a different story each time, depending on what kind of weather that day happens to be.
There has been the talk of no money for a referendum, no enough time for the constitution making process to be concluded before 2016, that Zambia already has a valid constitution, that the draft constitution is not here or there, etc.
Had it not been for relentless pressure from various stakeholders, you could still be telling us many more new stories. Your personality fits that of Squilar of Animal Farm in the PF hierarchy. You have a very creative tongue sir.

We know the difference between lies and facts and the truth. Hon. Kabimba has no moral right to call HH a liar. Why were PF cadres clad in military attire at a public function and why are most senior PF officials bearing leathal arms? What is common between the PF in democratic Zambia and the Sudanese party led by a dictator wanted by the Hague for crimes against humanity? What is so common? Assassination of HH could have resulted on the many occasions when PF cadres have attacked him. Even Chipimo and father Bwalya could have lost their lives in those attacks by PF cadres. Come on, we are not children. Diverting attention from real issues is what Hon. Kabimba is trying to do here.
