Immigration Department ignorant about Kabimba revelations that he smuggled Kenyans into Zambia

The Immigration Department has expressed ignorance about revelations by Justice Minister Wynter Kabimba that he smuggled Kenyan nationals into the country to help the Patriotic Front (PF) conduct the Parallel Voter Tabulation (PVT) during the 2011 general elections.

Immigration Department Spokesperson, Namati Nshinka has told Qfm News in a telephone interview that the Department has also only learnt of the revelations through the media.

Mr. Nshinka said that at this stage, the Immigration Department has not made any decision whether or not to institute investigations into the claims. Mr. Nshinka was also reluctant to comment further on the matter, and could not state whether the Immigration Department will pursue the matter further.

Mr. Kabimba who recently made revelations has however challenged those calling for his arrest to state which law he broke.

Meanwhile, the Foundation for Democratic Process FODEP has joined calls for investigations on claims that Patriotic Front Secretary General Wynter Kabimba smuggled into the country Kenyans to illegally participate in the country’s 2011 elections.

Speaking in an interview FODEP executive director McDonald Chipenzi said the claims by Mr. Kabimba should be taken seriously as no one should be above the law.

Mr. Chipenzi noted that the PF Secretary General has confessed that he illegally snicked into the country foreign nationals hence breaking immigration laws therefore should be made accountable to the nation for the illegality.

He called on the immigration department to actively fellow up the claims by Mr. Kabimba as they are the department that is responsible with protecting the country’s boarders.

Mr. Chipenzi also emphasized the need for Electoral Commission of Zambia (ECZ) to ensure that it categorically state its position on the issue.

He said as an institution mandated to run elections in the country it is only fair that ECZ tells the nation what practical steps it is taking to ensure that Mr. Kabimba is accountable for his actions.

Mr. Chipenzi was commenting on the recent remarks by PF General Secretary Wynter Kabimba who said he smuggled Kenyans in country to participate in the elections.

    IT IS PUBLIC KNOWLEDGE THAT HE HAS SELF-CONFESSED WITHOUT ANY SEMBLANCE OF DURESS yet this dept of probably chakolwa’s DENIES ALL KNOWLEDGE – They should be INTERROGATING THE NUT INSTEAD OF MAKING PUBLIC DENIALS!!!

    • I wonder what the Kenyan government will have to say about such serious allegations by a senior member of the Zambian government. This will strain relations because in essence Kabimba is insulting and belittling Kenyans

    • What is good for the goose is good for the gander. Let PF not cry foul when either NGO’s or other opposition parties run a PVT (Parallel Voter Tabulation) come 2016. We have the know how and will have an infrastructure in place in all polling stations. However, while the Justice Minister achieved this by breaking the law, we the opposition will not smuggle anyone into the country but use home grown talent.
      Unless there is evidence to collaborate Wynter’s proclaimation, we have no leg to stand on in law, so slippery Wynter, with an unwilling DPP, wont prosecute the case.

    • We need to take into account the political psychology at play here. Winter is preparing grounds for destroying PF in case he is not adopted for presidency in 2016. He is a true example of take it all or destroy the property. In this case Summer has no heart for PF or Zambia as long as he does not rule the nation. PF is one term party for many reasons and one of them is that it will destroy itself in the process.

This man said it very clearly that he had to bring in Kenyans to advise PF on parallel vote counting, but he had to do so under the radar of Rupiah’s Office of the President chaps so that they don’t know. He DID NOT say he brought them in by trekking through the bush. But people just find faults in everything somebody says, as long they hate him for whatever reason. How do you manage to hate somebody like that every day while himself is enjoying life – elyo echile kalipa sana abamupata icho chine. Find something to do.     • Ba Mwembeshi, which ever or what ever “RADAR” he used, the main reason was to illegally bring in people into the country. Very illegal. I see that we have many countries surrounding us. He therefore makes us conclude that he did it in Tanzania, Malawi, Congo, Namibia, Angola etc. investigations will finally reveal the reality. Mean while, suspend the fellow.

  7. Let us just focus on the constitution. Kabimba is just diverting attention from serious issues of the constitution and the failing economy to petty issues of allegedly smuggling kenyans into the country. Meanwhile days are moving towards election so that it becomes unreasonable for anyone to think that a new constitution can be in place before elections. Very soon he will challenge us to prove that there were Kenyans in the country in the first place and it will be hundred days from now. What a waste of time.

  8. I thought entering another soverign nation without authority from immigration authorities constitute an offence. Not long ago Rainford kalaba and his colleagues from TP Mazembe were almost charged for crossing in and out of Zambia without authority but what more with foreign nationals. Our Immigration department need to be serious and for sure they ought to do something about Mr Winter Kabimba than merely denying that they did not know anything. Imagine he has even got the audacity to challenge them to cite the offence he has committed. Zambia twasebana, where are we going if leaders can commit such offences with impunity and the president cant even do anything to such people.

      What Kabimba said has nothing to do with what all these people are talking about. People should learn English seriously. Kabimba said he brought Kenyans to Zambia in such a way that Rupiah’s intelligence system could not detect their entrance (hence the “”smuggling” word he used), BUT he DID NOT say they did not pass through immigration. All that means is that Rupiah’s intelligence system could not link the visit by Kenyans to our elections and PF. This is why Kabimba is challenging them to mention the law that was broken. Zambians just like talking and complaining, even before they understand what is going on. People go to attend meetings and come back not having understood anything from the speaker! How can even a country develop with citizens like that!

  10. If the the so-called foreign nationals came into the country as guests of PF, through legal means, their passports were stamped by immigration etc. Then what is the hullabaloo about?

    Is there a law that forbids political parties from inviting election and other observers?

      Kenyans are foreign nationals.
      They were involved ILLEGALLY in the political activities and therefore, as Immigration Act state clearly, have committed offence.
      One thing is neutral observer and another is a foreign national been paid by a party to participate illegally in Zambian electoral process,.

This cats doubt not only on the credibility of the outcome of the 2011 Presidential and General Election, but also the legitimacy of the PF regime.You cannot blame anyone for holding a belief that the Kenyans were hired to rig the elections on behalf of PF as a contesting party bearing in mind that the ECZ computer systems were hacked during that period.Who financed all this project?

    Kabimba`s statement should be assessed in terms of the legitimacy of outcome of the elections to ascertain whether or not this PF REGIME is not an illegitimate government.

    Kabimba is capable of causing trouble not only in the country, but also with other countries due to his careless talk.

  15. Those that have evidence should come forward, this will help the accusers to petition the courts or the president to act on Kabimba.
    Elias Chipimo is a very brilliant legal brain and would not have commented on the issue based on mere assumptions.The allegations are serious and ECZ should investigate to maintain their integrity.
    Hon Kabimba say something, have you been misquoted or the allegations are mere innuendos aimed at bringing you and PF down

  16. When KCM boss Anil claimed he was racking $500m profit from KCM, ZRA said they would conduct a forensic audit to ascertain KCM was paying the right amount of tax
    and there were also comments from the VP etc. Now Kabimba makes a claim that he smuggled Kenyans into the country and the Immigration Department says it knows nothing about this and no “security” agency has uttered a word! Are we on the road to a failed state?
