Chipimo calls for a neutral President to complete President Sata’s term

Republican President Michael Sata’s disappearance from public eye and quietness has continued to raise concerns among opposition political party leaders and other stakeholders in the country.

National Restoration Party (NAREP) President Elias Chipimo says whatever is holding the president from attending to his daily duties needs serious reflections as to how the country moves forward.

Mr. Chipimo notes that the nation is in limbo and has no choice but conclude that whatever is preventing the President from performing his duties is serious saying even the standard swearing- in ceremonies have come to an abrupt end.

“There is a palpable tension in the country resulting from the silence surrounding the state of health of the republican president.

“Speculation is mounting in people’s minds as to why the president has not been heard from directly, rather than through standard-issue photographs. Even the standard public swearing-in ceremonies seem to have been brought to an end. We are left to conclude that whatever is preventing the president from attending to his daily duties is serious and requires sober reflection on how we move forward as a nation from this point,” said the opposition leader.

And Mr. Chipimo says there is need for the immediate implementation of his proposed blue print for a neutral president to be elected and serve reminder of President Sata’s term as there seems to a leadership crisis in the ruling party.

He notes that there is need to wait for 2016 for his blue print proposal and calls on all well meaning Zambians to rally behind his proposal due to the alleged succession confusion that has hit the ruling party.

“With the current confusion surrounding the succession wrangles within the PF, we believe that there is no longer any need to wait until 2016 to implement the NAREP Blueprint.

“The nation should rally around the idea of electing a neutral interim leader to serve out the remainder of President Sata’s term in anticipation of any early election should the republican president make the decision to resign his office, whether now or in the near future.

He added that country needs a healthy President who will not only chair cabinet meetings but ensure that he is able to help alleviate the suffering the many impoverished Zambians.

“Let us not forget that leading a country involves more than chairing cabinet meetings. Leading a country requires a fit and healthy president with an eye fixed firmly on how to alleviate the many sufferings that ordinary Zambians are going through.”

Meanwhile Forum for Democracy and Development (FDD) spokesperson Antonio Mwanza said it is irresponsible for President Sata to continue playing “hide and seek games” with nation.

Mr. Mwanza notes that the only responsible thing for the republican President to do is to hold a live national address and assure the nation that the country is not on autopilot as opposed to “photoshoping” on Facebook.

He explained that the continued hide and seek games has negative economic bearings on the nation further adding that the comedy is getting out of hand and that the president should realize that he is reading a nation as well as its people hence should attach the seriousness and importance his job deserves.

“I think this comedy is now going out of hand. Sata has to realize that he is in-charge of a nation and its people therfore he has to provide leadership and STOP this now you see me now you don’t game. As head of State in charge of the lives of all Zambians, it is totally unacceptable for him to be playing kabisha-bisha,” Mr. Mwanza said.

    SATA failed to show up and address the nation live by 17:00 yesterday. Therefore the national wide protest will go ahead as scheduled.

    Start preparing by wearing BLACK and carry a cross to symbolise a dark day for Zambian politics.

    Be alert and wait for motorist to honk at 13:00hrs. Then go to the epicentres, in Chelstone, Chilenje, Matero, Chibolya and Chawama where protest marches will start from before converging in town at freedom statue.

    Five epicentres have been selected to make police operations a logistical nightmare. This model will be replicated in all major towns.

    Please come out in large numbers and be part of history in the making. Do not be a coward. We did in the 90s and can do it today to protect our democracy.

    • The only citizen offering realistic are practical approach to solving a problem like Sata is Mr Changala who has been vilified by cadres because his arguments are centred on constitutional matters not this solution by this moron. The point is that there is no opposition in Zambia currently- I have said this before and I will say it again. Sata is the only opposition leader who did put the govt on the ropes. If Rupiah Banda or Mwanawasa went in hiding for 25 days heads would have rolled. He would have scored political points- there is no opposition and Sata will come back when he wants and resign or continue ruling if he wants.

    • Those that are not in politics today and are financially sound, once in power would want to continue with their new found pleasure- power (that is a black man for you, nothing personal) and once they have consolidated their power, will say the constitution doesn’t bar any citizen from contesting elections, and they are also contesting. The plan doesn’t just work and Chipimo being a lawyer knows that very well. That is not how an African mind works. My only suspicion is he is trying to be too clever by helping someone get power who will later reward him with a position in government after 2016, and maybe as presidential candidate for that party in 2021.

    • FACT: The current Zambian constitution has sufficient provisions for orderly succession of the President in case of incapacity to continue in the performance of presidential duties. So, no need for the NAREP plan.

      FACT: The government has behaved irresponsibly towards us citizens by not fully informing us of the situation with the President: where he is, his health status; and why he is not appearing in public or speaking to us directly. Government must surely change and do better!

      FACT: Many ordinary Zambians are anxious and apprehensive because of the lack of trustworthy information about the health status of the Head of State. Let the Government do something to relieve that anxiety and apprehension!

  3. The Constitution must be followed. We cannot suspend the Constitution unless a State of Emergency is declared, which I am quite sure nobody wants.

    Either Sata must resign, or if he is incapable of that, the Cabinet must do their duty and resolve to appoint a Medical Board to ascertain Satas state of health immediately.

    This crisis of leadership is a cancer on the Nation. It cannot be allowed to continue, Zambia is being seriously damaged by it. Those promoting and allowing it to continue are enemies of Zambia and will face treason charges when the time comes.

    • At times I wonder if chipimo is lawyer,the best he should embark on is to demand a people driven constitution ,he knows that the current constitution says if the president fails to perform his duties due to sickness then the country has to have a presidential by election.chipimo cannot make a good president because he will be violating the constitution if he is elected.

    • Chipimo is not suggesting anything new what he is ‘proposing’ is a ‘cut and paste’ option that the people in nations like Tunis took and in a way Egypt. But the young man who is not leadership tested forgets that in either case the President either fled the country or was forced to step down. Our situation demands if the President still be alive then Cabinet are best placed to ‘guide’ the process. If he is on the other-side then the members of his family have a duty to inform the nation as such.   6. Did Mr Antonio Mwanza consult his President, Ms Edith Nawakwi before making those remarks? Is Mr Mwanza not talking politics? Am not subtracting anything from Mr Mwanza’s comments. That is the concern of many Zambians. Am just wondering about the real position of FDD party on the disappearance of the President from the public EYE and EAR.

    What is Ms Edith Z Nawakwi’s position regarding what is going on? Even if there were no opposition political parties (i.e. one-party state or a monarchy), Zambians would still have been asking the same questions? It has never happened in the history of Zambia for a President to be out of the public eye and ear for a long time, and for his handlers to be hostile to those who ask questions. Ms Nawakwi, what are you telling Zambians, FDD??

    • HH(Halaisa Haleya) can not win a national election. His overall popularity is only 18% currently(2011) which was a drop from 19% he achieved the immediate past election(2008).
      The reality is UPND only has 11% popularity in Lusaka,3% in copperbelt,3% in eastern province,3% in northern province, 0% in luapula province, 28% in western province,33% in northwestern province, about 25% central province with the exception of southern province where they command a huge support of about 71%.
      UPND must learn from their declining popularity that Zambian’s have said NO to TRIBAL POLITICS.

  21. Uncertainty gripping the country will continue with negative impact to the entire governance of the country. For example, investors intending to come for business from out side Zambia have shelved the idea until the situation can be reassuring, investors within have developed jitters as they await what is happening in the nation. On the other hand we have the Post news media quoting some fictitious bishop in America by the name Chomba alleging all is well and that Sata is working well all over Zambia performing his daily duties as president. The Post news paper is aiding and betting to the confusion engulfing the country to their own selfish agenda. What Chipimo proposes baffles majority Zambians. His argument casts doubt about his constitutional legal knowledge.

    The current constitution is clear when and if the country looses a president through death or sickness that makes him/her incapable of performing national duties of the nation. Example of holding presidential by-elections is within 90 days, who runs the national affairs during presidential elections is clearly stated (though in Zambia we assume the incumbent is still running the county, Zambian law does not, the Chief Justice is in charge during that period). Therefore, the suggestion made by Narep leader Elias Chipimo jr. does not stand. What Chipimo should state is either to support Changala or compel PF, by what ever constitutional powers to honor our laws by enforcing a legal instrument for an appropriate individual to act as IF president Sata is dead or unable to work.

    • Constitution bans Guy Scott. I don’t understand why Micheal put him as vice president in first place. Reason position of vice president was created is when head of state dies or unable to perform duties, the vice president, should take over the president’s term instead of holding unnecessary elections.

  26. I’m not sure if our current constitution supports an “interim president”. It would be easier to start impeachment procedures than to elect an interim president.
    Grounds for impeachment exist – the president is AWOL, or incapacitated, or kidnapped/captured or cannot lead the nation.

    Ethnicity minorities/majorities enforce their claim to perceived self-determination
    Drag trafficking cartels decide to establish international operational platforms
    Mafias set-up political control of a geopolitical platform
    The Central Bank gets siphoned of all our foreign currency reserves
    An unelected group of people are actually running the country
    State House as we know it or is supposed to be actually does not exist as of now and today
