Chipimo calls for a neutral President to complete President Sata’s term

Headlines Chipimo calls for a neutral President to complete President Sata's term

Republican President Michael Sata’s disappearance from public eye and quietness has continued to raise concerns among opposition political party leaders and other stakeholders in the country.

National Restoration Party (NAREP) President Elias Chipimo says whatever is holding the president from attending to his daily duties needs serious reflections as to how the country moves forward.

Mr. Chipimo notes that the nation is in limbo and has no choice but conclude that whatever is preventing the President from performing his duties is serious saying even the standard swearing- in ceremonies have come to an abrupt end.

“There is a palpable tension in the country resulting from the silence surrounding the state of health of the republican president.

“Speculation is mounting in people’s minds as to why the president has not been heard from directly, rather than through standard-issue photographs. Even the standard public swearing-in ceremonies seem to have been brought to an end. We are left to conclude that whatever is preventing the president from attending to his daily duties is serious and requires sober reflection on how we move forward as a nation from this point,” said the opposition leader.

And Mr. Chipimo says there is need for the immediate implementation of his proposed blue print for a neutral president to be elected and serve reminder of President Sata’s term as there seems to a leadership crisis in the ruling party.

He notes that there is need to wait for 2016 for his blue print proposal and calls on all well meaning Zambians to rally behind his proposal due to the alleged succession confusion that has hit the ruling party.

“With the current confusion surrounding the succession wrangles within the PF, we believe that there is no longer any need to wait until 2016 to implement the NAREP Blueprint.

“Let us not forget that leading a country involves more than chairing cabinet meetings. Leading a country requires a fit and healthy president with an eye fixed firmly on how to alleviate the many sufferings that ordinary Zambians are going through.”

“The nation should rally around the idea of electing a neutral interim leader to serve out the remainder of President Sata’s term in anticipation of any early election should the republican president make the decision to resign his office, whether now or in the near future.

He added that country needs a healthy President who will not only chair cabinet meetings but ensure that he is able to help alleviate the suffering the many impoverished Zambians.

“Let us not forget that leading a country involves more than chairing cabinet meetings. Leading a country requires a fit and healthy president with an eye fixed firmly on how to alleviate the many sufferings that ordinary Zambians are going through.”

Meanwhile Forum for Democracy and Development (FDD) spokesperson Antonio Mwanza said it is irresponsible for President Sata to continue playing “hide and seek games” with nation.

Mr. Mwanza notes that the only responsible thing for the republican President to do is to hold a live national address and assure the nation that the country is not on autopilot as opposed to “photoshoping” on Facebook.

He explained that the continued hide and seek games has negative economic bearings on the nation further adding that the comedy is getting out of hand and that the president should realize that he is reading a nation as well as its people hence should attach the seriousness and importance his job deserves.

Sata’s continued game of Hide and Seek is highest level of irresponsibility and a lack of courtesy and concern for his nation.

“Sata’s continued game of Hide and Seek is highest level of irresponsibility and a lack of courtesy and concern for his nation. With all these rumors and speculation about him, the only responsible thing for him to do is to hold a LIVE national address to assure the nation that all is well and that the nation is not on auto pilot. Photo shopping on facebook shows the lack of seriousness on his part as leader of the nation.

“Mind you his continued game of Hide and Seek has economic bearing on the nation as it usurps investor confidence. Moreover, there are URGENT constitutional functions like swearing in of the Attorney General and The Solicitor General that Sata has FAILED to perform.

“I think this comedy is now going out of hand. Sata has to realize that he is in-charge of a nation and its people therfore he has to provide leadership and STOP this now you see me now you don’t game. As head of State in charge of the lives of all Zambians, it is totally unacceptable for him to be playing kabisha-bisha,” Mr. Mwanza said.

  1. Folks

SATA failed to show up and address the nation live by 17:00 yesterday. Therefore the national wide protest will go ahead as scheduled.

Start preparing by wearing BLACK and carry a cross to symbolise a dark day for Zambian politics.

Be alert and wait for motorist to honk at 13:00hrs. Then go to the epicentres, in Chelstone, Chilenje, Matero, Chibolya and Chawama where protest marches will start from before converging in town at freedom statue.

Five epicentres have been selected to make police operations a logistical nightmare. This model will be replicated in all major towns.

Please come out in large numbers and be part of history in the making. Do not be a coward. We did in the 90s and can do it today to protect our democracy.

WE WANT TO SEE THE PRESIDENT NOW.

    • Zambians operate on hearsay, speculation, assumption and mob psyche. Unfortunately, assumption is the mother of all screw ups!

    • ….ya ba! I met a PF cadre yesterday. The guy was confused!!! LOL!

This is really a trying time for them and I hope Mmembe will soon stop making a clown out of George Chellarh.

      “Thanks”

    • The only citizen offering realistic are practical approach to solving a problem like Sata is Mr Changala who has been vilified by cadres because his arguments are centred on constitutional matters not this solution by this moron. The point is that there is no opposition in Zambia currently- I have said this before and I will say it again. Sata is the only opposition leader who did put the govt on the ropes. If Rupiah Banda or Mwanawasa went in hiding for 25 days heads would have rolled. He would have scored political points- there is no opposition and Sata will come back when he wants and resign or continue ruling if he wants.

    • IN MOST CASES I DON’T KNOW WHAT ZAMBIANS ARE LOOKING FOR. EVEN WORSE IT’S FACT THAT ZAMBIANS CAN’T DISTINGUISH WANT FROM NEED. THEREFORE, ZAMBIANS DON’T WHAT THEY NEED AND WHAT THEY WANT. IN ZAMBIA WE DON’T NEED PRESS CONFERENCES. THEY ARE A WASTE OF MAN HOURS FOR REAL DEVELOPMENTAL IMPLEMENTATIONS. WE NEED TO BUILD RAIL LINES AND ROADS, WE NEED AN AIRLINE TO GIVE AN IMPETUS TO TOURISM AND AGRO DEVELOPMENT. WE NEED HOSPITALS, CLINICS AND HEALTH CENTRES FOR A HEALTHY NATION. WE NEED LEARNING INSTITUTIONS TO GRASP SCIENCE AND TECHNOLOGY. BUT ZAMBIANS WASTE A LOT OF TIME ON IRRELEVANT ISSUE SUCH AS DEMANDING FOR A PRESS CONFERENCES WHEN IN FACT THE ONE (president) WHO’S SUPPOSED TO ADDRESS PEOPLE IS BUSY CONSTRUCTING ROADS AND RAILWAYS AND PLANNING FOR MORE DEVELOPMENT.

    • Why does this street lawyer call for things which are against our constitution? This power hungry moron thinks he can be the neutral president. The constitution provides for a by-election in case of an encapsulated president. We need a legitimate president ushered into office through a ballot. We need elections so that HH can show you that UPND is no longer a regional party but a national wide accepted party. Zambia Foward

    • welldone, i hope we turn out in masses, we cannot be on auto pilot, this is our country our children and all their generation to come, we cannot allow a selfish self centred party destroy it, YES WE CAN DO IT

    • The idea is very good for an ideal environment like the west. Not in Africa let alone this Zambia under PF where corruption has been made to look good right from State House. The only way is to find a leader of past proven integrity who is financially independent who doesn’t need a ngwee from government coffers. Is there anyone like that? Look at our elderly leaders we were banking on like Alexander Chikwanda. We thought because he has always been financially sound, he would preside over a Ministry of Finance and Government that is clean of corruption. I don’t think we have anyone like that. Power is sweet especially for an African. Riches are not sweet like power. Many have riches but want power. Those that are not in politics today and are financially sound, once in power would want…

    • Those that are not in politics today and are financially sound, once in power would want to continue with their new found pleasure- power (that is a black man for you, nothing personal) and once they have consolidated their power, will say the constitution doesn’t bar any citizen from contesting elections, and they are also contesting. The plan doesn’t just work and Chipimo being a lawyer knows that very well. That is not how an African mind works. My only suspicion is he is trying to be too clever by helping someone get power who will later reward him with a position in government after 2016, and maybe as presidential candidate for that party in 2021.

    • FACT: The current Zambian constitution has sufficient provisions for orderly succession of the President in case of incapacity to continue in the performance of presidential duties. So, no need for the NAREP plan.

FACT: The government has behaved irresponsibly towards us citizens by not fully informing us of the situation with the President: where he is, his health status; and why he is not appearing in public or speaking to us directly. Government must surely change and do better!

FACT: Many ordinary Zambians are anxious and apprehensive because of the lack of trustworthy information about the health status of the Head of State. Let the Government do something to relieve that anxiety and apprehension!

    • @Office of the President

You idoits come and get me if you can. I am right under your noses. You good for nothing bunch of id0its, who don’t even know a thing about where the president is.

Mind you my friends in GCHQ and CIA know the fact SATA IS DEAD.

You have 3 hours to let Sata address the nation live and prove me wrong if he is still alive. Otherwise hell will break loose today or tomorrow.

      SATA IS DEAD.

    • If it was HH who said this you would see how BEMBAS ,Post NEWS paper would have insulted him, now that its their fellow VAPID BEMBA its ok the guy chipimo is just being patriotic LOL!!

    • Zambia is too tribalistic with most of the tribalism coming from Bemba’s. To the extent that they don’t even know or accept that they are tribalists. If HH had made these above pronouncements, the country would have been on fire calling for his head. HH cannot even comment on the subject of Sata(N)’s health because Bemba’s will call him tribalist or Bitter. The solution is that HH should just forge forward and not care what Bemba’s say, just keep fighting the good fight and good people will see the good in you and will not be deceived, by these Chumbu Mushololwa’s and Chimbwi No plan. What a pathetic country.

  2. Kabisha-bisha indeed. Now you see him now you don’t has now become now you don’t see him at all. It is scary to have a father in a house that leaves in hiding and the children don’t know where he is or what he is doing. What more with the father of the nation. Whatever is happening to. His Excellency or wherever he is only a few that surround him know. Even the PF ministers have no clue where the guy is and are surprised that there was a cabinet meeting he chaired which they were not aware of. Even Kabimba was only told that a cabinet meeting did take place. Wondering who attended this meeting. The question still remains as to why is he not having the guts to address a nation that so seeks assurance that all is well with Sata. Is he very sick or dead as per blogs on social media?

  3. The Constitution must be followed. We cannot suspend the Constitution unless a State of Emergency is declared, which I am quite sure nobody wants.

Either Sata must resign, or if he is incapable of that, the Cabinet must do their duty and resolve to appoint a Medical Board to ascertain Satas state of health immediately.

This crisis of leadership is a cancer on the Nation. It cannot be allowed to continue, Zambia is being seriously damaged by it. Those promoting and allowing it to continue are enemies of Zambia and will face treason charges when the time comes.

  4. What guarantee is there that the so called neutral President won’t seek re-election in 2016? Mind you, ours is a country of political prostitutes and vultures who are capable of stage-managing third term-esque “solidarity demos”

  5. Ba chipimo, you have a very good point but is your sugetion in line with the current constitution? if not then it is very imposible to have a neutral President. If we are not careful ladies and gents, we will find ourselves in the hands of men in uniform.

    • At times I wonder if chipimo is lawyer, the best he should embark on is to demand a people driven constitution ,he knows that the current constitution says if the president fails to perform his duties due to sickness then the country has to have a presidential by election.chipimo cannot make a good president because he will be violating the constitution if he is elected.

    • Chipimo is not suggesting anything new what he is ‘proposing’ is a ‘cut and paste’ option that the people in nations like Tunis took and in a way Egypt. But the young man who is not leadership tested forgets that in either case the President either fled the country or was forced to step down. Our situation demands if the President still be alive then Cabinet are best placed to ‘guide’ the process. If he is on the other-side then the members of his family have a duty to inform the nation as such. True its sad we haven’t seen H.E for a while and it is worrisome but calling for extreme measures outside our constitution is not something we should experiment with. Vote wisely in 2016

    • Interpreted as “hide and seek”………Wayii ngooyu…….yaayi ngooyu…..Hahahahaha…….No it is only “waayiiii”…kikikikikiki

  6. Did Mr Antonio Mwanza consult his President, Ms Edith Nawakwi before making those remarks? Is Mr Mwanza not talking politics? Am not subtracting anything from Mr Mwanza’s comments. That is the concern of many Zambians. Am just wondering about the real position of FDD party on the disappearance of the President from the public EYE and EAR.

What is Ms Edith Z Nawakwi’s position regarding what is going on? Even if there were no opposition political parties (i.e. one-party state or a monarchy), Zambians would still have been asking the same questions? It has never happened in the history of Zambia for a President to be out of the public eye and ear for a long time, and for his handlers to be hostile to those who ask questions. Ms Nawakwi, what are you telling Zambians, FDD??

  7. All you political fimo fimo, seek an audience with
KK (bashi Panji), & RB, church leaders etc to get to the bottom of
What’s going on with Mr. Sata. All people playing
surrounding the president, & playing games
should be prosecuted, this is contempt of the highest
order. Office of the president is bigger than one person, & NO
He is not just PF leader, he is the leader of the nation,
ZAMBIA. Enough with this pathetic comedy.

  8. Sata passed away and his is a ghost worker as somebody put. Ka chella and membe will for the next 2years of pf keep posting silly upddates of facebook to show that he is alive. The biggest prblem is that PF has no candidate to float. As things stand HH would win elections meanin a new cabinet, new op staff, lots of deplomatic recalls, new press aide. The people holding these offices are not ready to lose jobs becauss they r aware the cost of living is hard.

    • THE DANGER IS THAT POWER VACUUM EXPOPOSES A COUNTRY TO A MILLITARY COUPE. SATA PASSED AWAY AND PF IS JUST BUYINNLG TIME.

    • The a critical analysis and maybe factual that sata is gone.your points are well tabulated, but how many Zambians are of such mind?

    • HH(Halaisa Haleya) can not win a national election. His overall popularity is only 18% currently(2011) which was a drop from 19% he achieved the immediate past election(2008).
The reality is UPND only has 11% popularity in Lusaka,3% in copperbelt,3% in eastern province,3% in northern province, 0% in luapula province, 28% in western province,33% in northwestern province, about 25% central province with the exception of southern province where they command a huge support of about 71%.
UPND must learn from their declining popularity that Zambian’s have said NO to TRIBAL POLITICS.

    • Speaking for my self….I love MCS but I am getting a little if not alot worried now! If by Monday next week the President is not seen LIVE by all of us…….I will accept the theory that some people are protecting their jobs by posting old pictures of MCS…….. Who would like to lose a job if they can play on our minds for a long time and therefore keep their jobs as well for a long time. I am just getting worried as a patriotic Zambia about what is going on……Hide and Seek….no, no, no,no ……..it is only HIDE now. The game has changed…..It is hide and hide forever!

  9. Sorry bro Chipimo but your proposal is ultra vires the constitution of the republic. There gata be a bye election if the presidio is incapacitated as you insinuated. You should know better as a lawyer what the constitution provides for.

  10. PF want people to stop speculating on the president’s health saying he is as fit as a fiddle. If that is the case then he is the most arrogant, childish, irresponsible and darn right the most useless leader ever. Country men and women let us stop talking about his health but instead point out how wasteful, lazy, incompetent he is. No press conference in 3 years and a FB page operated by a press aid? Ati that is his leadership style, Kwena Zambians can be dander heads at times. Saulosi and your concubine Mushota, you are affecting our kids future by continuously supporting this tick. Any fool can borrow money and embark on random constructions but how are we going to dig ourself out off this debt that these dog cuntz are getting us into. From not drinking bottled water to save money to…

    • I like your reasoning especially the alternative way of attacking sata ,as a childish, lazy etc.now supposed he is dead ,is it right to attack a dead body or we should attacked pf,just my peck.am learning a better approach in politics.

    • Borrowing to develop infrastructure is very commendable if you have sustainable capacity to pay back and is often necessary.
But are we not confusing issues here?

  11. Zambia under clueless Sata is like an unguided missile aiming for a blind target. Its better to have non political technocrats run Zambia until 2016.

  12. @ wenzelu u can go to hell with your devils plans bcoz there is no reason to do that .if the GZR is not being transparent time itself wil sort them out there is nothn dat can be hiden under the sun.ask any reasonable Zambians about your idea see how many wil be insport of that.find a civilised way of raising your concern, more over u wil be caught by law if u dare me go ahead n u will c 4self

  13. And the watchdog is now watching after what it reported all along was criticized by many Zambians. Their reporting strategy was thought to be hatred towards a certain group when all was depended on nothing but the truth. Pressure is now mounting each day to what has happened to the president who has not been heard of in such a long period and there you have it.

  14. Th concept of a neutral acting president is unconstitutional and dubious. The Constitution can only be modified through proper mechanisms.

  15. Ba Chipimo start campaigning for presidency this is the time for YOU God knows organize your camp now

  16. Mr Chipimo suggestions are always useless, he is power hungry. My president in the name of Mr Sata is a human being like any one. Therefore, if he is a human being, then he can fall sick and consequently recover from the sickness, unless otherwise. We have heard that he is well and discharging his duties. So one wonders what Mr Chipimo and his friends want to hear from state house

  17. I have never see. Someone talk so much nonsense as does me chipimo
Who on earth does he think he is really.

A lot of theories immature tantrums makes me wonder what goes on his head ?

Interim neutral president, when the PF have their own infrastructure?

    Get outta here sir

    Thanks

    • And you think people perceive you as normal person. Try to drop 4 of your 6 jobs perhaps your IQ will improve.

    • Oh Yes…

You can see someone talk… Take it as a free lesson from me.

Grammatically correct little man, in every facet of the language itself.
You don’t sound clever at all to me, what a shame.

      Thanks

  18. A president who earns a living on tax payers goes in hibernation for 30 days, and its business-as-usual. Such rubbish can only be tolerated in in Zambia.

  19. Mr Chipimo. You should first amend the constitution to accomodate this provision. I thought the NAREP president is a very qualified lawyer.

    • How do Bembas think? This is not a way doing things bro……Please no tribe because we are all one. Pleases my brother!

  20. Mr. Chipimo just organise your party and seek strategic alliances ….no ruling party is going to let you sneak your way in State House.
No back door sir just roll up your sleeves and do the ground work. .. no back door.

  21. Uncertainty gripping the country will continue with negative impact to the entire governance of the country. For example, investors intending to come for business from out side Zambia have shelved the idea until the situation can be reassuring, investors within have developed jitters as they await what is happening in the nation. On the other hand we have the Post news media quoting some fictitious bishop in America by the name Chomba alleging all is well and that Sata is working well all over Zambia performing his daily duties as president. The Post news paper is aiding and betting to the confusion engulfing the country to their own selfish agenda. What Chipimo proposes baffles majority Zambians. His argument casts doubt about his constitutional legal knowledge.

  22. cont’d
The current constitution is clear when and if the country looses a president through death or sickness that makes him/her incapable of performing national duties of the nation. Example of holding presidential by-elections is within 90 days, who runs the national affairs during presidential elections is clearly stated (though in Zambia we assume the incumbent is still running the county, Zambian law does not, the Chief Justice is in charge during that period). Therefore, the suggestion made by Narep leader Elias Chipimo jr. does not stand. What Chipimo should state is either to support Changala or compel PF, by what ever constitutional powers to honor our laws by enforcing a legal instrument for an appropriate individual to act as IF president Sata is dead or unable to work.

  23. WTF is a neutral president? ……Hello, politics.

Serious, NAREP came out earlier this week AGAINST the legalization of marijuana and now it sounds like Chipimo has been smoking too much! I can only imagine the committee meeting to decide on this….. “blueprint plan” went something like:

Dude, imagine if we had a neutral president.
    Woah, far out….
Yeah, that’s what we need – neutral. Now pass the biscuits.

  24. @Judge 6.0 for sure Pali seek and hide game pa PF !!!.

    Waayi ngooyu ! waayi ngooyu!

Tho I DONT USUALLY SUPPORT CHIPIMO I think on this one he is 2014% RIGHT.

We need mai Guy Scott to take over as a President for the remaining Term till 2016. We had Presidential bye-elections Recently we dont need them anymore !!

He is the only NEUTRAL PRESIDENT WE CAN EVER HAVE.

    I SALUTE YOU CHIPIMO.

    GOD BLESS ZAMBIA

    • Constitution bans Guy Scott. I don’t understand why Micheal put him as vice president in first place. Reason position of vice president was created is when head of state dies or unable to perform duties, the vice president, should take over the president’s term instead of holding unnecessary elections.

  25. The first “Facebook” president. Rule by pictures and disappear from the public and let everyone keep guessing. I’m done commenting, looks like Zambians are fine with what is going on. So why should i care?

    • You are even comfortable to put Sakeni in your still pictures….my foot. Lies move in circles…….eventually you forget that you had told everyone that your mother passed on last year and then you repeat the same story in 2014………You will run but you can not hide…….Time will tell and that is what we Zambian depend on!!! God is on our side and we shall continue being fooled for the sake of other peoples’ jobs.

  26. I’m not sure if our current constitution supports an “interim president”. It would be easier to start impeachment procedures than to elect an interim president.
Grounds for impeachment exist – the president is AWOL, or incapacitated, or kidnapped/captured or cannot lead the nation.

    #OneZambia

  27. Iwe Chipimo, I thought we already told you ati that solution of yours is nonsense. So you don’t listen?

    • Which neutral president? What do you mean by neutral president? Is there anyone who you can describe as neutral? If by your definition you are talking of the two major tribe then their cousins the Nyanjas and The Lozis, out of the two do you mean the Nyanjas again in the name of RB?Why not a lozi this time?Is it Gen malimba masheke?By the way does the Zambian constitution allow for an intrem president?Do you fear that HH will Grab the presidential by election?Dont you think your fears un founded?HH can make a good president and would stabilize the economy and improve investor comfidence. Its up to Zambians there through an election to make a choice.Me and my family are well off and can just pick my brief case and work anywere in the world, how ever Zambia is my birth right that’s why iam…

  28. This Ka Chipimo chap what is he talking about? His thinking must be dobo inspired. Zambia simply lacks deep thinking leaders. Can someone point to me a leader who is a power house in his ability to analyse and articulate issues? What a country of backward peasant thinkers.

  29. CHIPIMO AS A LAWYER IS A BIG DISAPPOINTMENT. WHAT DO YOU MEAN BY ‘NEUTRAL’ PRESIDENT.? YOU OF ALL PEOPLE SHOULD E THE ONE TO EDUCATE THE MASSES ABOUT WHAT THE COUNTRY SHOULD IN THE CASE WE ARE FACING.

EVEN YOUR OTHER PROPOSAL WAS JUST AS USELESS. PLEASE TRY TO GROW YOUR PARTY INSTEAD OF STRANGE PROPOSALS..

THERE ARE STRAIGHT FORWARD CONSTITUTIONAl PROVISIONS OF WHAT CAN BE DONE IN CASE THE PRELSIDENT IS STILL SICK

  30. Ola what do you mean there is no opposition in Zambia? I think you are a bit slow in understanding the times we are in Chipimo is right to suggest a neutral person someone who is not president of a political party but could be supported by other political parties to unite the country upto 2016. We trully need someone who can unite us

    • Who ever this neutral person would turn out to be a puppet. The constitution is clear, call for elections in 90 days. Yes power is sweet and inheriting the presidency is out of the question.

    • LAWLESSNSS, you are very correct. It is better to elect a bully to office, than a good man to inherit it. For that much power shall corrupt him or her.

  31. This is not academic; why, because the following could happen:
    Scenarios:
Ethnicity minorities/majorities enforce their claim to perceived self-determination
Drag trafficking cartels decide to establish international operational platforms
Mafias set-up political control of a geopolitical platform
The Central Bank gets siphoned of all our foreign currency reserves
An unelected group of people are actually running the country
State House as we know it or is supposed to be actually does not exist as of now and today

Does this not this turn your stomach upside-down?

  32. @ Francis…..we r in a Dilema and the only Solution is to ‘Have interim President, Neither Bemba, Tonga, Kaonde, Chewa or any thing but mai Guy Scott. Thts the only SOLUTION….!!!

  33. Wenzelu kindly spare us with lies, envy and hatred. The only thing that come from your postings are hate, envy. Lies and character assassination of Mr Sata. I wonder if your parents or any person at the age of Mr Sata can be insulted at will with impunity in as much as you call freedom of expression. What friends do you have at these institutions GCHQ in Uk and CIA in USA? 2011 the same stories Sata has collapsed and is in coma. UPND has run out of ideas to convince the Zambian citizenry. The party that is deeply driven by hate, envy, division and anarchy. If Sata dies there are other people who will take over. Possibly even win as many Zambians are happy with current infrastructure development taking place. Again Zambians are clever and mature than some UPND behind the keyboard think.
