Government plans to introduce a social cash transfer programme that will specifically address challenges facing the adolescents.

Minister of Community Development, Mother and Child Health, Emerine Kabanshi disclosed that the proposed social cash transfer was meant to support adolescents with educational needs so as to prepare them for a brighter future.

Ms. Kabanshi said there was need to provide young people with proper tools that will ensure they were adequately protected and able to make informed decisions.
She was speaking in New York in USA yesterday during the side event on the outcome of the 2014 international parliamentarians’ conference on the implementation of the international conference on population and development (ICPD) programme of action.

She said the Zambian government was working hard to ensure that challenges affecting women and adolescents were adequately addressed.

The minister warned that if women and children were not properly empowered, there would be a risky of impeding development.

Ms. Kabanshi is part of President Michael Sata’s delegation that is attending the 69th United Nations General Assembly in New York.

    • Beauty is in the eyes of the beer holder. As a matter of opinion I find her quite attractive. Indeed, the most attractive minister among all the PF female ministers. Thank you very much.

    • Those kids do not need money at the moment because Zambia under PF can’t afford to pay that if they are failing to pay farmers on time season after season. What they need is their school fees paid for in full at various colleges of learning,

    • How does a Deputy Minister end up making an announcement of such a monumental policy…and in New York for that matter? If you are gullible and docile you will believe it because it is that group that see the PF are delivering and progressive.
Anything of this magnitude would have been in the 1st sentences of Sata’s parliamentary address boasting just how PF is “putting more money” in the pockets of the youth. But for a deputy minister on her galavanting trip, to make such a statement, can only mean one thing. “Bufi”…but she had to say something to the Ziambian diaspora. Something that would leave an “impression” of “big things” happening in Zambia. I bet she also said, “dont believe what you read on the online media”.

  1. be realistic and objective when it comes to issues that affect the nation instead of attacking personalities. She looks better than your wife iwe kolwe.

  2. The idea is very okay, but in Zambia, those programs end up along the line of rail and more especially those end up being programs for children of bonzoles (ministers, high ranking gvt officials etc)! How I wish the right people benefit!!

  3. Does our minister understand the difference between a bursary and a social cash transfer? I doubt it. If the so called social cash transfer is intended to enable young people to access education, then we already have the bursary system which simply needs to be strengthened. Clearly, this is going to be a duplication and largely a political tool rather than a developmental approach to solving issues affecting the youth.

  4. PF should learn to be serious at times.
The famous Social Cash Transfer ,UNZA bursary , FRA Farmers payments are currently in a mess and sum one,a minister for that matter, dreams of Adolescents Social Cash.! please give us a break.

PF is Party of Failures masquerading as Government

    Hopeless/Useless Leaders.
