Government officially releases the Revised Sixth National Development Plan to the public

THE Government has officially released the revised Sixth National Development Plan (R-SNDP) to the public.

Secretary to the Treasury Fredson Yamba announced yesterday that this followed Cabinet approval and printing of the document.

R-SNDP is the revision of the Sixth National Development Plan 2011-2015.

Mr Yamba said the Ministry of Finance would in a few weeks commence dissemination and outreach programmes at national, provincial and district levels to sensitise various stakeholders and members of the public on the connective between the PF Manifesto, the R-SNDP and the 2015 National Budget.

The full copy of the R-SNDP can be accessed on the Ministry of Finance website www.mofnp.gov.zm, however at the time of this posting the Government site was offline.

OFFICIAL STATEMENT ON THE RELEASE OF THE REVISED SIXTH NATIONAL DEVELOPMENT PLAN (R-SNDP)
2013-2016

Lusaka, 3 rd October, 2014 – Zambia is committed to planned socio-economic development of the country as reflected by the determination of the Government to improve the economic conditions of its citizens. The Revised Sixth National Development Plan 2013-2016 (R-SNDP) is the revision of the Sixth National Development Plan 2011-2015. The R-SNDP takes on board the priorities of the Patriotic Front (PF) Government. Like other previous plans, the R-SNDP is aimed at achieving the objectives set out in the Vision 2030 of becoming a “prosperous middle-income country by 2030.”

The R-SNDP is primarily an investment plan which contains quantifiable programmes to inform sector planning and budgeting processes. These programmes are expected to respond to the strategic focus of the Plan and its theme of “People Centered Economic Growth and Development”. The programmes are well elaborated in the implementation plan of the R-SNDP. The Plan focuses on public capital investments that have a bias to rural development and job
creation so as to achieve inclusive growth. The main investment areas are in Skills Development, Science and Technology, Agriculture, Livestock and Fisheries, Energy and Infrastructure Development particularly transport infrastructure while enhancing human development related Sectors of Water and Sanitation, Education and Health. Other equally important programmes which are mainly of recurrent nature will be provided for in the respective sector policies and shall accordingly be given priority in the annual budgets. The R-SNDP does not render Sector policies and plans irrelevant or insignificant, but the two will complement each other.

Further, the Plan reaffirms Government’s commitment of making economic growth beneficial to all and therefore provides the framework for investment in the medium term in order to accelerate socioeconomic development. It provides a comprehensive medium term strategy for an all-inclusive and sustainable development agenda. It builds on the growing strength of the economy and also addresses weaknesses and challenges faced during the implementation of the previous National Development Plans against a backdrop of good economic performance in 2011 and 2012 with real Gross Domestic Product (GDP) growth of 6.8 percent and 7.2 percent, respectively, against the targeted growth rates of 6.4 percent and 7.0 percent.

The Government takes cognizant of the fact that delivering equitable development requires concerted efforts and commitment of all stakeholders. I would therefore like to urge all Zambians from different walks of life to be fully committed and participate in the implementation of this Plan at an accelerated rate. In view of this, I call upon the National Development Coordinating Committee, Sector Advisory Groups, Provincial Development Coordinating Committees, District Development Coordinating Committees, Non-Governmental Organisations, Civil Society Organisations; Faith based Organisations and the ordinary Zambians to be pillars in the implementation and monitoring of progress in their respective Sectors.

Our Cooperating Partners have always been supportive of the development agenda of the Country and Government will continue to appreciate their valuable contributions. The Government is hopeful that this cooperation will even grow to greater heights as we implement the R-SNDP.

In conclusion, the implementation of the R-SNDP will depend on the commitment of all stakeholders, I, therefore, urge each and every one of us to spare no effort to ensuring that the Plan is successfully implemented.

    • This is an achievable development plan considering the commitment of the current govt to deliver socioeconomic development to the people.

      Its our country and we are the only ones who can develop it or continue wallowing in abject poverty.

    • PF please spare us your idoicy and deal with the current crisis first before most Zambians and donors can start taking you serious. Those plans have been the order of each year since you came to power. All plans have promised a lot but delivered zero.

      Are you going to wait for fathers and mothers to start committing suicide because they can not afford to pay for their lively hood and send their kids to school before you start implementing solutions for dealing with the current cost of living crisis?

      Development under PF is unidirectional. All they know and think amounts to development is construction, construction, and more construction without proper planing.

      This plan is just uchimbwi reloaded 2014/2015. Even Chikwanda is now worried that PF won’t deliver the link 8000…

      They promised the constitution in 90 days, they have delivered zero.They promised cheap food prices and fuel, they have delivered zero.They promised more money in people’s pockets, they have delivered only 4% increase which has been swallowed by the escalating cost of living, leaving the people worse off than in MMD era.The promised free education up to university they have delivered zero.
      The only thing PF thinks and knows amounts to development is , construction and more construction because they get gifts from Chinese contractors according to chikwanda as quoted by Mmembe.Why should I trust PF’s plans?

      The bankrupt PF government has failed to release funding to Zambia’s major hospitals Ndola Central, Kitwe Central Hospital, UTH, and Livingstone General Hospital for the last 5 months.

      This has forced most suppliers to these hospitals to suspend supplying critical services and goods as unpaid invoices have piled up.

      “We now depend on fees from High Cost services of our hospitals as government has not released funds for these hospitals and we are in critical situation”, said a sources from the Ministry of Health.

      The PF government has been broke for sometime now and surviving on borrowed money from China to ‘invest’ in corrupt road contracts
      The Watching Dogs are barking at PF’s failures.

  5. This is a working president. Am not surprised why the inflation dropping so remarkable making the country earn an improved economic rating. The PF govt has within three in power transferred resources and development to all the provinces around the country. To achieve this measure, the government created provinces and districts to make it easy to manage all the remote areas of the country. It’s only PF which has managed to attend to serious economic infrastructure such as the building of the Kazungula bridge aimed at easing trade and border crossing of people. Other significant developments include: road reconstruction and improvements such as the link project, the building of universities in each province, construction of ultra modern stadium in Mongu and Lusaka.     • Do you understand the definition of inflation? There is less money for relatively many good or alternatively, lack of the buying power by the majority driving an artificial supply of goods. Folks, economic words sound good but they need to dissected with context to be relevant. Zambia is in a crisis and your theories of coating the situation with “sweet cream” that will not change the situation. Inflation down, why? Farmers have not been paid, they have no money to spend. How many workers have gone without pay lately, no money to spend! If inflation is down, is BOZ lowering interests rates so that people can borrow? Are prices of goods going down if inflation is down? You can not answer any of these questions in the affirmative, can you?

    This time with less words and more action. It is like an old bedford truck that people have written off. Then comes the man with a passion and a vision for it and starts to gives it a massive rehaul. Oils it up and cranks it up. The engine will take a while to boost but once it kick-starts and is running, there’s no stopping it.

  8. In the spirit of moving forward from the photo of MCS….I personally think, if this plan R-SNDP will be implemented to the letter…Zambia’s economic outlook will improve. But as they say, “it’s easier said than done”…everyone in positions of influence, should make the implemantation of R-SNDP, their own personal business.

  10. The lowest inflation is that of Mozambique at 2.9% in the region. Zambia is second from the bottom at 7.8% after Malawi at 22.9%.

  11. Surely how can you even entertain talk of investing in Skills Development, Science and Technology when you cannot raise monies to bursaries for the future of this country in higher education. I guess you will go to your so called “co-operating partners” to seek assistance.

  14. @Skeleton I appreciate your highlighting one of the best practices in running institutions government needs to scale up. There should be shred planning in which the private sector (or commercialization) partners with government to deliver services efficiently. Government needs to scale up provision of loans to Universities through banks, but there should regulate the interest fro repayment. Government should however transparently offer full bursaries to high achievers. This is the way it works out in other countries and it encourages a culture of hard working among the youths.

      Zambia doesn’t have much of a ‘private’ sector at least not in the same vein as Western countries. It is the reason why Zambian governments borrow so much from China (as other Western countries do, America owes China Trillions).

      it is easy to patronise Zambia by seeming to point out what is common sense. however for a more incisive insight you must always try to balance your suggestions with a full understanding of Zambias economic past. zambia is rebuilding after, world debt clearence. The current govt is spot on on conscentrating on infrastructure because we had to stop all education, medical developments prior to debt cancellation.

      the prognosis is positive. Their is corruption, which the govt should give attention to. There is some primitive behaviours among politicians which is worry and cold if not attended to by party disciplinary measures lead Zambia into civil war.

      Zambia needs stability, political and economic. The bursary system does need overhaul, it is no longer suitable for a growing population. PF govt are not to blame, it is another development step. Zambians should be confident in their govt, which is difficult pending an election year. Steady as she goes, mother Zambia will win.

    Export is out.
    You are 2,000kms from the nearest port. The transport cost will consume your profit!
    The best Zambia can do, is:
    1) Concentrate on food production.
    2) Use Lusaka airport as a hub, for Central, and Southern Africa
    3) Concentrate on medical tourism. Your female nurses have been caring for siblings fro the age of 5. You can do cheap medical operations for Europeans and Americans, who have to join a queue to get into a hospital in their country. As a part of their convalescence, send them to a holiday in a game park
    4) Downscale the price of accommodation in Livingstone and the game parks
    5) Give Zambia Sugar and LaFarge incentives to export their produce to neighbouring countries

    • Just to add;
      Maintain Organic status and avoid pesticides and definitely NO GMO!!
      Teach people how to harvest forest products properly and within that conservation of GMA areas.
      Seriously look at the railway system and work towards an export route to the coast. We have high value items that would be worth it.
      Zambia can be a dry port.
      Concentrate food production along the line of rail/highwaysr
      Ring fence gov funding for health and education with thorough auditing and corporate structure review.
      Coporately restructure all councils and maybe give them some autonomy and get rid of the RDA.

  17. Sixth National Development Plan released. I am very afraid Dishonourable Kambwili will deny this document three times before cock crow as he did his own party (PF) manifesto. Three times before 09hrs yesterday he denied his party manifesto. Unza star radio presenter was suprised to hear Kambwili swearing upon his mother that “free education of both primary and tand high level education” was not in their manifesto. Haa!! So Mr Fredson Yamba educate year tribesman on 6th NDP.. I don’t want to talk about its implementation. As for me and my family its the draft constitution that matters. If you can not address the whole list I have given you then there is no need for us to discuss inflation. You seem to know inflation a lot but you ignore the fact that this government has done a lot in terms of improving infrastructure I have stated in my earlier posting.   19. This is only but the PF’s submission to the SNDP, but where is the Zambian Government’s NDP. Remember, Zambia is constitutionally a republican democracy (people-driven), and not an autocratic or sectarian directed and controlled state!

  20. Note that the Post has now stopped crying over Wynter and instead has now embarked on revenge by literally alleging that their former “Michael” is corrupt.
