HH to push for positive discrimination, 90% of business to go to Zambian companies

UPND President Hakainde Hichilema has said that his government will “push for positive discrimination measures where 90% of business must be given to Zambian companies.

Mr Hichilema said that there was nothing xenophobic about this as every country does the same. According to the UPND leader, this will be one of the many ways that our people will directly benefit from our precious mineral resources.”

He said that implementing such measures will be the only way people will want to venture into private business and offer decent jobs to fellow Zambians, especially the youths.

Mr Hichilema says such and other measures will ensure the money remains in Zambia and circulates among within the country so that taxi and bus drivers, marketeers, farmers, all access the money.

He says this is one of the many ways his Government will reduce the cost of living in Zambia.

And Mr Hichilema has said that he is first visiting all places in the country to inform people on his party’s programme and agenda for Zambia through media houses. He said the UPND would like also to learn from communities problems they facing.

Mr Hichilema who had meetings with the business community on the copperbelt said, “So far it was clear in our interaction with the business community, traders and local people on the Copperbelt that there is a serious problem with contracts and payments to mine suppliers.”

He says employment in mines has also almost become a nightmare as local people have continued complaining about being sidelined in preference for outsiders.

“We all know our colleagues in the PF heavily campaigned on the platform giving preference to locals in jobs and contracts. But the situation has remained unchanged, if not worse. It is clear our hard working people are deliberately being pushed into poverty.”

Meanwhile, UPND leader has said that he will reverse the retirement age to 55 years once elected president of Zambia on January 20, but will retain skilled labour on contract basis.

Mr Hichilema has told students at the Copperbelt University that his government will immediately reverse the decision so that young, vibrant, energetic people can have spaces for jobs also.

Mr Hichilema has condemned the increasing of retirement age because it will keep young people out of employment, leaving them without hope.

Mr Hichilema said that his government will pay off the retirees promptly, and those who will be re-employed on contract, will only be retained during the time such specialized skills will be under training.

The UPND leader said that his government will ensure that people going into retirement are sufficiently empowered before they reach the age of 55 to ensure they have sustainable business and reliable source of income.

Mr Hichilema said that fears by student that they will not find jobs after graduating are genuine because currently they are struggling to find industrial placements, and if elected president, he will address their challenges once and for all.

The UPND leader also said that there is need to address the challenges of student accommodation and learning materials in colleges and universities.

Mr Hichilema said that there are no bed spaces and most students are heavily congested in the rooms, while the majority now live in boarding houses, some very far from learning institutions.

    • LT why are you blowing HH’s pledges out of proportion. Any way to all well meaning Zambians, this should be good news.

      I find it odd that after 50 years of independence we are still hiring foreign companies to construct our Roads , houses and bridges when this type of work should be a preserve of locally established companies.

      More over having huge construction contracts go Zambian companies means that more $billion will remain in the country unlike the way it is now where more $billions is being externalised by foreign companies.

      The impact of this move is that Zambia will retain more of the foreign currency and boost the kwacha. Even PF has been on record attributing the fall in Kwacha to foreign companies transferring $billions to the countries of origin.

    • For info this positive discrimination is practised in all developed countries, like the UK , Germany ,Russia , America , and China.

      If you want to sell goods like cars in UK, Germany, America and China, you must establish a manufacturing plant in these countries to boost employment.

      Zambia has immense potential to do things own its own without having to rely on foreign companies which come and start to black mail Zambian government with retrenchment tactic to avoid paying taxes.

      Our locally trained human resources should be given a chance to prove them selves instead of them going abroad to get job satisfaction like what most us engineers decided to do years back, because lack of engineering challenging jobs and financial backing from government to start manufacturing.

    • Moves such as these suggested by HH requires immense political will. HH will move the country in the right direction, in order to build capacity for Zambia to do things for it self.

      This move is the best way to guarantee real employment for all our young graduates to prove their worth.

      Under PF, sata promised to do this, but delivered zero why? Its because his team found it lucrative to engage foreign companies in construction so they could get huge kick backs. Look at RDA, how much money has gone to Sata, Nsanda and their cronys through foreign contractors? Mulenga Sata and Miles Sampa are multimillionaires in just three years through kick backs from foreign construction companies.

      MMD is also guilty for getting kick backs out of foreign contractors.

Always make sure you compare apples with apples of the same family and not an apple with a mango or isuku! I used to belong to the Labour Party in England as they had the best policies at the time but not any more – I am now a Tory (conservative) as they are the ones with policies that are moving the country forward. Political affiliation is nothing like football support were you die supporting the same team/?lub. Therefore, Kabimba, repent and join UPND or Uncle RB if you still want to contribute to the calling of running the nation. My chance will be in 2021.

    • Ze Doc, may be HH already negotiated with his political sponsor. I think Lungu through Harry Kalaba has also negotiated with his Chinese sponsors.

  1. HH, push for these foreign companies operating in Zambia to form joint ventures with local firms so as to foster knowledge transfer.

    Also minimize externalization of funds especially by Chinese companies operating Zambia. This had worked in South Africa

    • Who will like to partner with locals, with bad work culture and bad lifestyle? It is difficult to find honest Zambians to partner with. Ask Dipak and Suresh, your campaign managers, why they never had any Zambian (indigenous) as their partners?

Administrations before this have only been working for themselves. Giving zambians contracts will make us believe in ourselves once more. I thought HH could make a good president being an economist, but out of his heart and his own mouth, the plans he has are just empty words, absolutely nothing, but plans in the head and on paper to impress people. If elected, the poverty levels will be higher than now. His plans will just fall apart. Where is he going to get the money? I wonder why notable individuals like VM and the former lady M Mwanawasa could endorse HH when he is not telling the truth. The selling of ZCCM at the low price was criticized for being a result of bribery and corruption and HH was one of the persons involved in the selling of ZCCM. Perhaps if HH can speak the truth, down to earth might win. The truth can set one free. We have learnt a lesson. Zambia will never develop on fake promises.

  13. as seen in the way he has transformed his life over the years. Despite not having government help in acquiring contracts, he has still forged to higher and higher heights. I do not blame the people who keep on saying bufi, its because we have grown into bufi most of our lives, especially the PF stretch. However, it is possible to do the things HH is espousing. What is required is for his administration to fully apply themselves to their tasks at hand. And this they will do.

    • @Terry…….we all know that privatisation was initiated by MMD…..but HH was a part of it. Am sure being the economist that he is,he must have known that the privatisation of most of the companies was flawed. One wonders why he chose to be a part of a flawed process instead of resigning and informing us Zambians that the whole process was about exchanging bribes.

  15. My heart bleeds to see what the mining companies are doing in Zambia regarding employing expats. I worked in Luanshya and Chililabombwe with the mines there. I ensured that I developed my Zambian subordinates. Recent communication with a handful has revealed:
    1) One has migrated to the UK, his wife, a nurse brought him here. He stacks shelves at night in Tesco supermarket
    2) One is running a tavern in Mpatamatu, Luanshya
    3) One runs a saw mill in Kalulushi, and
    4) One grows tomatoes and cabbage in Kafubu Block, Luanshya
    These are all guys with degrees from UNZA
    We need president HH to restore some semblance of dignity and pride in graduates such as these. I feel as if all of my efforts have been flushed down the Kafue River!

  16. HH is either a liar or ignorant. He enjoyed and benefited from the cheap ‘sale’ of Zccm to foreigners and today he says he wants to empower Zambians. Which Zambians? HIMSELF? Retirement at 65yrs reduces the civil service wage bill because you have less people working on contract. Frankly Zambia has a serious skills gap. The quality of education and training is very low as a result even after graduation most of them are not capable of taking over from those from the old school. They are raw. So HH please don’t promise heaven.

  18. That “affirmative action” if implemented to letter is a positive policy for a populace that is so disadvantaged in their own country fifty years after independence! The skills that foreign mining companies bring in are available here and grown over the many years of mining. are you aware the mines are actually promoting neo – colonialism; they have a “white enclave” in Solwezi where only a handful of Zambians are resident at the “Golf course” in a sea of expariates whose skills if screened may be available here. Similarly the Chinese coming here to take jobs that can be done by Zambians needs attention.

  20. The UPND government should take a leaf from the Botswana on how to maximise benefit from mineral resources. For the resources this country is endowed with, we can afford to provide a lot for our people if we implemented 40% from the Botswana template! We should not be too proud to learn from others, if their experience will help this country!

  22. The little respect I had for HH is slowly diminishing, I just feel anyone promising heaven on earth in this day and age should try & put themselves on the other side of the spectrum. There’s too many promises, unbelievable, coming from a man who I thought is an economist. It would have been better if the aspiring HH would face reality & tell us what we know so we can face our problems together IF elected…………which is becoming doubtful with every speech. Our workmanship is rubbish, without the Chinese, even Sata’s grave wouldn’t have looked that nice, and yet he was the same man that threatened to kick them out.   28. 90% sounds too much like 90 days promises to me. That aside, I think HH should be careful about peddling numbers when he has not been in government before. Even Michael Sata who boasted of having been in government before was totally surprised, nay shocked is the word, at what he found and how utopian his ideas were, you can ask him yourselves at Embassy Park.
    Apart from downright lies to get himself into power, he found that he was lost in the jungle of government, and was forced to simply copy and implement what others before him had already planned.

    Only RB is entitled to peddle numbers but even he is cautious because he does not know how much damage has been done to the the country’s economic fundamentals by the PF in the l;ast three years. All he and us know is that RB CAN FIX…

HH understand business in Zambia and he has worked with Management and directors of large organizations. I am not supporting because he is Tonga or I am a support of UPND. Actually I don’t support any political party but support individuals with brains which ever party they belong.

If EL cant be trusted coz he takes one or two then all commenting against him based on drinking cannot be trusted either, you all drink. And how did a man called “a drunk” manage to handle 4 big positions at a go? SG, Minister of Justice, Of Defence, Acting President? My former boss was a drunk he couldn’t manage one position in 3 months and was fired. Do u think Sata would have entrusted him with all such responsibilities if he were a hopeless drunkard like some of you?   37. That is what Mugabe did when his country was a hub of food. He chased away the whites from farmland without considering that companies need capital investiment. Today these farms lay in disolation, overgrown by bushes; and now Zimbabwe is a maize importer.

    The tate Sata learned that giving jobs to Zambian companies resulted into shoddy work, and sometimes abandoned projects. He didn’t want government contracts to be given to the Chinese, but he later realised that shoddy work meant government will loose money to infrastructure that would last no more than a decade.

    HH is desparate for votes from the voters. Let him bring reasonable ideas, not the fallacies. If Zimbabwe or other countries are making mistakes, that is no garrantee that Zambia should make the same mistakes.

    • Mugabe didn’t chase any white person. He said let’s share the land fairly but the white people who had all the good land, refused. The chimurenga was about land, the basis of development. For your information, Zimplats , British platinum mining ,has never left Zimbabwe.Now it is half owned by Zimbabweans, thanks to Mugabe’s refusal to give in to sanctions. Zimbabweans now own land and its just a matter of time and they will be self sufficient. The beginning might be difficult but Zimbabweans are on their way to self sufficiency. During sanctions Zimbabwe has survived on their own resources while we go deeper into debt. Zambia is biggest producer of cobalt in the region yet we survive on debt..wake up, mwebantu!!!

  39. HH the motive is very good and I support It 100%. However, here is my advice! Indiginisation also means dispossessing foreign companies (huge influential multinationals). Uncle Bob (Mugabe) is labelled a pariah, because of land repossession. The Myburgh commission in South Africa was about the artificial drop in value of the rand because earnings from South African minerals were not repatriated. In short, there is precedence that such a move will meet with stiff resistance by multinationals and their beneficiary governments. Talk to Mugabe and Botswana Government and learn a few things.God bless you.

    If anyone, whether HH or Sampa or any other presidential candidate says something that I agree or disagree with, I will engage the subject matter and not the individual. If your enemy is right, don’t pretend he/she is wrong. If they fail to implement their promises, then judge them by that failure. Otherwise, it is called prejudice. It’s better to question HH how he intends to implement Indiginisation or point out what’s wrong with it, than to say stop supporting HH. Besides, is it not my democratic right to support whom I agree with?Let’s engage logically, mwebantu!

  41. Most parts of Zambian cities are filthy, with Lusaka being one of them. In other countries, filth is seen as a business opportunity by entrepreneurs who would setup private companies to deal with waste management as contractors to local councils. In a functional government, this process is straight forward. Now let’s apply it to our own government. First of all, we know you don’t pay contractors on time, FRA as a classic instance. Second, Government officials have the monopoly of awarding themselves these contracts but do very little in terms of service delivery. In other words, the same people who talk development are the same ones stifling it. Zambia lacks highly skilled workforce, honesty and integrity. HH himself was a victim not so long ago when his bank details appeared online.

    Unfortunately, that’s the way things are! We will have to vote for a politician and hold them accountable to their promises. The best we can do is listen to what they say, ask questions and make informed decisions on who we vote for. Secondly we have to look at where we’ve come from, where we are going and which politicians have the best ideas of how to get there. My take is Zambia needs to benefit from its natural resources like Botswana which owns 50% of Debswana (De Beers Botswana) and 15% of De Beers Ltd. Depending on loans, eurobonds, and whatever other forms of help, will not develop our country. We need to look at the challenges to this noble agenda and how to overcome them. We need to learn from other nations with similar pursuits and learn from their experiences.

    The Oppenheimer family original owners of De Beers, entered into partnership with the Botswana Government to create Debswana. It really depends on what deal one strikes. Seretse Khama got the best deal for his people 50% ownership of Debswana!15% of DeBeers Ltd and now diamonds are cut and polished in Gaborone – no where else in Africa. What do have to say about this info?
