Matero Member of Parliament Miles Sampa has filed for an injunction in the Lusaka High Court restraining Edgar Lungu from posing as Patriotic Front president.
And Bridget Atanga says she is still the ruling party’s secretary general.
Addressing a media briefing this morning Ms. Atanga says she has no negative feelings against any member of the PF.
She stresses that she is very disappointed with escalating levels of divisions in the ruling party following the death of President Michael Sata.
She says there is no need for anyone to abrogate the Patriotic Front constitution.
Ms Atanga has also stated that Mr Sampa is the legally elected PF president because his election was transparent and followed the correct procedure.
She has since called on Zambians to rally behind Mr. Sampa ahead of the 2015 presidential by-election as the PF presidential candidate.
And speaking during the same briefing, Kasama Central Member of Parliament Geoffrey Mwamba says the Patriotic Front will not accept a president who was not legally elected.
And Mr Sampa says he is ready to provide leadership to the ruling party by uniting all members of the party.
He explains that Ms Inonge Wina had no right to preside over the general conference which elected Edgar Lungu as PF President because she was still a suspended National Chairperson and no lifted her suspension.
Mr Sampa adds that it was unfortunate that other contenders were not invited to go and speak to the people during general conference held on Saturday in Kabwe.
Meanwhile Mr. Sampa has announced that the PF Secretariat has been moved from Lusaka House to its former location along Luanshya road, the building belonging to Kasama central MP Geoffrey Mwamba.
It is clear that Sampa is a weakling who will be manipulated by some evil muppets.

It is simple to see that Guy Scott has been put in a very difficult situation due to the in fighting of these illiterate short sighted people who think managing national issues is like managing their kantemba. The way i see it, Guy scott couldnt wait to reach this stage so as to wash his hands off everyhting and leave the two plebs fighting each other. Scott will say my role is done. It seems the PF plebs are impossible to reason with. If PF was to retain power which they are slowly losing the grip of, there would be so much anarchy in the country going by the events of the last few weeks and months. I really don’t even know why they keep exposing themselves even more as things stand. Truly their party is in a mess and is finished. No one is in control anymore since Sata has been ill and eventually died. I don’t see anyone putting a lid on the unruly, to use the late president’s words, useless ministers. The late president knew the people around him well but he did not care knowing he was dying. Who’s to blame for all this mess? Am sure there is a range of opinions.

It also appears that Scott and Miles Sampa are getting themselves stuck in a corner and “searching” for reasons to nullify Lungu’s election. By suggesting that the reason for the illegallity of Lungu’s election is based on the fact that Inonge Wina was suspended means that his team acknowledges that Lungu’s election would have been valid if Inonge was not suspended.
We do know that the suspended MCC members were “re-instated” following their written apologies to Guy Scott.
In fact it would be cowardice of Scott to suspend members of the MCC for political expediency simply because they have a different approach to electing a Party President

Zambia can do with a Government of National Unity (GNU) to reorganise. Miles Sampa, how many delegates did you have at your general conference and how many did Edgar Lungu have, what does your party constitution say about the required number of delegates at a general conference? Scott said that 5,000 delegates from all over Zambia are required to convene a general conference and that things should be done according to the party constitution, did your conference have those numbers? PF does not belong to you Miles just because President Sata was your uncle. Some of these parties belong to individuals , tribes – PF Sata, UNIP Kaunda, UPND Tonga, Narep Chipimo, FDD, Nawakwi, I thought MMD was ok but old RB wants to make it his personal to holder. Just before the parallel conference we were told that PF only had 3000+ registered delegates on record the reason the ‘cartel’ kept on saying there were ghost & illegible ‘delegates’ @ the first conference. Both conferences did not meet the required bench marks. PF may resolve to nominate a person who did not file nomination papers. The role of the party members will be to sale that person. Choosing Lungu over Sampa or vice versa will further divide the party.

Observations:
National politics must not be appended to regional interests that have been harboured some PF leaders.
If Guy Scott thinks that regional and business interests is the prime motives of being in politics, I am afraid that the project to oust Edgar Lungu from the PF will generate serious far-reaching consequences.
The net result is that the Scott-Sampa-Membe-GBM faction will meet peoples resistance in other Provinces whose peoples do not originate from Luapula, Muchinga and Northern Provinces.
As for now, it seems clear that PF has lost the presidential byelection to either MMD or UPND. Bad luck as PF was actually buried along with the original proprietor.

Concur with @1.8 It’s a worry, on Inonge Wina and the implications of her suspension. I would add further that, her stand and others suspended, ought to have been clarified before the convention. Why was she allowed at the convention? This is bonkers. If they were still suspended, was it primarily to prevent them exercising their democratic right to vote?

Depends on whether the courts will accept ‘a show of hands’… as votes cast in this instance… time will tell. If not then it’s back to square one because the injunction will have been carried out by parties seen as not having the authority to ask for one in the first place while the other lot might be told they left their buddies out of their parallel conference and it might not be fair either. Stalemate. Then the battle will advance to the next stage…

@ Patriot – the returning officer is a lawyer. He stated he saw the order, consulted Scott and he was told to proceed as he best saw fit. It gets murky for a bit then he says something about making a decision to stop just short of what the injunction outlined which was announcing an actual winner as President. He says he made an announcement so that delegates would know the number of votes made but did not actually pronounce Sampa president – he then adds the words ‘as such’.

STATEMENT ISSUED BY MR. GERMANO MUTALE KAULUNGOMBE, CHAIRMAN OF THE PF ELECTORAL COMMISSION AND RETURNING OFFICER FOR THE GENERAL CONFERENCE HELD ON 1ST DECEMBER 2014, AT MULUNGUSHI INTERNATIONAL CONFERENCE
WEDNESDAY 3rd December 2014
I wish to make this statement as Chairperson of the 6-member PF Electoral Commission for the General Conference held on 1st December 2014.
The party’s Electoral Commission is established under Article 64 of the PF Constitution.
As a Returning Officer my duty was to conduct an orderly and supervised party election. The Commission was also mandated to set up its own rules, regulations and procedure in order to conduct an orderly Election.
We set rules regarding the acceptance of nominations from aspiring candidates, validation of such…
nominations and subjecting the candidates to an election.
It is for this reason that I wish to state the following:
1. During the General Conference we became aware as a Commission around 15hrs, that the Lusaka High Court had issued an Order against the Convening the General Conference.
2. The proceedings of the General Conference were televised live to the nation.
3. I was alarmed as a lawyer, that the person tasked by the courts with serving such an Order was harassed and assaulted.
4. The minimum Electoral College required for the PF General Conference is 3700. In this case the barest minimum for such an election or business at a General Conference should be 1856 delegates. But only 1127delegates were registered and voted instead of the minimum 1856 delegates.

5. Because of these concerns, we brought to attention of the leadership of the PF regarding the Court Injunction and matters regarding the quorum.
6. Despite the court order, voting and counting was done.
7. I however refused to declare Mr. Miles Sampa as winner as I was in receipt of the court order, which stopped the entire conference from convening.
8. Although people were allowed to vote I refused to declare the winner because an Order from the Lusaka High Court and the above concerns. Therefore I wish to emphasize that I did not declare Mr. Sampa as a duly elected President of the PF.
9. So therefore, I advise strongly as a Returning Officer, that Hon. Miles Sampa was not declared as PF President and should not hold himself as such.

Just before the parallel conference we were told that PF only had 3000+ registered delegates on record the reason the ‘cartel’ kept on saying there were ghost & illegible ‘delegates’ @ the first conference. Both conferences did not meet the required bench marks. PF may resolve to nominate a person who did not file nomination papers. The role of the party members will be to sale that person. Choosing Lungu over Sampa or vice versa will further divide the party.
Zambians know that its Edgar Lungu president of PF. Sampa was barred by the injunction. We just wait for Saturday when EL launches his campaign in Kitwe. Lets go EL. You are the one Zambians want.
