Government warns public service workers against engaging in partisan politics

Secretary to the Cabinet Roland Msiska has reminded public service employees to avoid engaging in partisan politics during the forthcoming presidential by-election.

Dr. Msiska said public servants should stop compromising their official duties but instead they should install confidence among the general public.

He said it is necessary to restate the rules governing the political conduct of public service workers in the light of the forthcoming presidential by-election,
Dr. Msiska reminded public service workers to discharge with royalty the duties assigned to them by the government of the day of whatever political persuasion.

He further said public service workers should serve successive governments of different political complexions in a manner that Ministers and the public can be confident that the personal political views of public servants do not influence or interfere with the discharge of their official duties.

This is contained in a statement issued in Lusaka yesterday.

And Dr. Msiska has advised public servants no to engage in any form of debate through social media such as Facebook and twitter to express their opinion on political matters or divulge government information.

He warned that to comply with the prescribed rules pertaining to the conduct and discipline of public servants would constitute misconduct which shall result in disciplinary action against erring officers.

      I think Zoro is refering to court Judges who are defending their jobs by favoring their bosses ministers.

  1. On which plant does Msiska think he is? How can civil servants stay away from public media as though they live in a vacuum. People are supposed to be able to express themselves freely without restraint whether civil servants or members of political parties. We are no longer in UNIP era.

  2. You call these people ministers, KiKiKiKiKi. Sometimes I feel sorry for mother Zambia. The caliber of our government holders do not even qualify to be fishermen. They look like a people on the street, pick them up and give them a suit to wear, Chikwanda, Msiska,,,,,,,. at ministers, Nsanda chairwoman, Lungu minister of Zambia.

  3. Civil servants are human beings. For how long will they continue being incarcerated. No slavery!! We all need comfort.

  4. It’s all very well for Dr Msiska to warn civil servants to stay away from partisan politics, but can he explain why the PF has been using public facilities to conduct their party business.
    Miles Sampa et al presented their applications to be PF presidential candidates at Cabinet Office. Numerous other party meetings have been held at Government House and PF Central Committee meetings are held at State House with nary a word of caution from Dr Msiska.
    How does he reconcile his position? Should he maintain a blind eye to these obvious infringements and only step in when the PF seem disadvantaged?
    Is he alone allowed to practice partisan politics in the civil service? I don’t buy this BS.

  5. I feel so bad as a civil servant to get such a comment from Dr. Msisika. We all know that this man belongs to a faction that has now lost credibility of the PF. He is a wrong person to talk about not engaging in politics.
    I wonder why people like him can not first of all show leadership as a civil servant before giving such a statement.
    Dont think civil servants are empty vessels where you can just pour your information on things that you yourself fail to follow. Thats being un reasonable. its better to just keep quiet. We know a type of a person Msisika is.

I’m a civilised government worker not a civil servant-This concept ‘civil servant’ must not be used any more in a conscientioused society.Its wishful thinking to silence despondent government workers under this selfish useless PF regime! These ‘civil servants’ do not eat: lies,corruption,nepotism,wage freeze, induced parliamentary by elections,…When these PF looters masquerading as leaders are having hefty allowances & wages-Just take this example where a simple illiterate minister or DC’s housing allowance 9000.00 while its 700.00 for a gullible so called civil servant.Personaly I’m ready to be fired under these useless conditions in the civil service & I’m openly campaining for HH & I can assure your I’m doing it very well the Flight HH2015 is having it.

I’m appealing to all rational & radical government workers to go flat out & campaigning for Flight HH2015 for human development & social-economic revolution.Its remove this so called government for it is greed & lacks foresight.The PF leaders have amassed so much questionable wealth within three years through stealing & corruption!Please let’s organise ourselves strategically so as to protect & safeguard our finite resources from these cronies of thieves & liars.VIVA FLIGHT HH2015.

  9. The thing is if PF retains the national presidency it will be business as usual but should a new leader emerge after Jan 20, 2015 this Msiska has to be replaced. The president should then only name a reduced cabinet without deputy ministers and appoint/reshuffle permanent secretaries to head ministries and provinces till the 2016 general elections. I believe this would make a significant saving on national coffers for the period

Dr Msiska’ reasoning is below par for him to stop or silence the poor civil servants exercise their freedom of expression on matters of nation interest such as campaigning and voting for any person of their choice.Instead,he should just shut up wait and see what will happen after January,2015 while we know he is of Malawian origin he should start preparing for his departure.It is HH Viva UPND.Civil servants have suffered enough at the expense of selfish people like himself and many old people whose retirement has since reached but still cling to Govt positions without giving room to young Zambians.

  13. This Musisi is a doctor in what, ka? What a useless empty instruction! While in opposition, Sata was a master of snooping using civil servants. The toxic environment in govt was cultivated by Sata. Now you are reaping the rewards. It is a free-for-all. Civil servants should proactively support candidates who will do something for them, not these selfish thieving PFools.

  14. Musisika should make sure that civil servants do not take mobile phones into offices. That is the only sure way to prevent them from using social media or taking photos of govt documents! We are in the 21st century, if you must know.
