The Electoral Commission of Zambia (ECZ) has dismissed UPND claims of extra ballot papers for rigging as baseless because each political party, including the UPND, had a representative in South Africa where the ballot papers were being printed.
Even as the ballot papers are being delivered to various districts, political party representatives will be there.
“There are representatives at every stage because the process is very transparent, so I don’t know what Dr Banda is talking about,” Mr Akufuna said.
Mr Akufuna in an interview said the ECZ was committed to delivering a fair election through a transparent process.
He said the UPND was making the allegations just to tarnish the image of the Commission and yet the ECZ remained accountable to the Zambian people.
Yesterday United Party for National Development (UPND) has charged that the Patriotic Front is planning to rig the January 20, 2015 Presidential Election.
UPND vice-president for politics Canisius Banda said at a press briefing yesterday that the party had information that a group of people intended to intercept, modify and retransmit election results as they were moving through the ECZ electronic transfer of results.
The party had information that the ECZ would supply UPND strongholds with insufficient ballot papers to deny some citizens their right to vote.
“For example, if Hakainde Hichilema gets 20,000 votes from a polling station, the interceptors will intercept the electronic results transfer system, modify the 20,000 so that it becomes 2,000 and retransmit it as 2,000,” he said.
He alleged that PF cadres intended to besiege polling stations and drive out other party representatives.
On the presidential debate that failed to take place on Tuesday evening, Dr Banda said UPND president Hakainde Hichilema would not go for a debate where PF president Edgar Lungu was not present because he wanted to challenge Mr Lungu on various issues including his health.
And there is tension among Zambian delegates in South Africa following reports that there is another set of ballot papers meant for rigging elections.
The delegates monitoring the printing of ballot papers for the January 20, 2015 Presidential election were by press time in a heated debate over the matter.
Meanwhile printing of the ballot papers at REN-FORM has reached 68 percent with stitching reaching 50 percent while palletising has reached 22 percent.

Check below how regional our voting has been since the dawn of multipartism. Eastern, Northern and Luapula have never given a good vote to anyone who is not from their region! These are clear statistics for all to see. You can see how big the vote was for Chiluba from Southern province in 1996! You can clearly see how tribal we are across regions. I am a UPND sympathiser. Let’s give credit to the ECZ; they have always been above partisan politics. Have you forgotten that RB wanted to cling to power even after he had lost? It was Irene Mambilima who just told him in no uncertain terms that “bwana you have lost and you have to leave”. Despite RB crying profusely, Mambilima just stood her ground.
On the other hand, UPND fears are genuine because of the body language of EL and his fellow clowns. EL and his fellow clowns have shown so much desperation that any fair-minded person would be scared of them. But I don’t think they can do anything silly in collusion with the ECZ.
