HH unveils the UPND’s roadmap for enacting new constitution

United Party for National Development (UPND) President Hakainde Hichilema has unveiled a six point proposed roadmap for the enactment of the new constitution before the 2016 general elections.

Mr Hichilema in a statement issued today says this is to demonstrate the UPND’s commitment to the promise made to the Zambian people to deliver a new constitution.

He says he will within seven days of taking office immediately appoint a Constitutional Delivery Team to oversee the validation of the proposed constitution.

Mr Hichilema explains that the Constitutional Delivery Team will work with the Referendum Commission which will be the Electoral Commission, which will be appointed immediately after taking office.

He says the Referendum Commission will work closely with the Central Statistical Office and the National Registration Office to compile a national sample of all eligible voters for inclusion on the voters register.

Mr Hichilema adds he will introduce for enactment by Parliament, a bill to protect the constitution making process.

He states that this shall be done during the Legislative Session of Parliament commencing early 2015.

The UPND leader says the process will culminate in the holding of a referendum sometime in 2016 before the General Elections, to be preceded by extensive sensitisation programs led by civil society both for the referendum and the new constitutional process.

Mr Hichilema says his Government will continue to work closely with civil society in all aspects of operationalizing the adopted constitution after Parliament pronounces its commencement date.

He says the UPND legal team has been working on a roadmap for the proposed constitution even as the party has been campaigning across the country.

Meanwhile, UPND President Hakainde Hichilema has reiterated the seven days ultimatum he gave the PF government last week for them to reduce fuel prices following the sharp fall of the crude oil on the world market.

Speaking when he addressed a mammoth rally and in an interview in Mazabuka, Hichilema said it was high time his party provided economic liberation to the Zambian people by first ordering the PF government to reduce fuel prices immediately.

“They are now remaining with very few days to the deadline I gave them to reduce the fuel prices. To start with, this fuel reduction I am ordering them to give the Zambian people has nothing to do with any improved economic activity or fundamentals that have happened. This fuel reduction is purely a new year gift to the Zambian people due to sharp reductions on the price of crude oil on the international market. Zambians deserve to benefit so that we can start stimulating the economy. But of course as UPND, there will be further reductions based on robust economic measures we shall put in place both in short and long term,” he told the crowd.

Mr. Hichilema said the PF did not deserve any more time in office because of the damage they have caused to the economy and the people of Zambia.

“Schools have opened but the PF government have not paid you farmers up to now. The rain season is almost over but the PF have not paid you for your toil. How can one expect you to buy inputs for this season? Remember when you vote for Hakainde and UPND you are voting for cheaper farming inputs, cheaper mealie meal, early payment for you farmers, lifting of the illegal wage freeze for workers, voting for a new constitution and better economic management that will free the country from excessive borrowing as is the case under the PF regime,” he said.

At the same rally, ADD President Charles Milupi passionately appealed to Zambians and UPND supporters across the country to turnout in large numbers on 20th January and liberate the country by voting for Mr. Hikainde of the UPND.

He also called on people to jealously guard their voters cards and be vigilant against any form of manipulation by the desperate PF government.

He reminded people that even if they were bribed, they should think of the long term consequences if they voted based on a small bribe when their children are not in schools and are not eating adequately due to cost of living.

Lubasenshi Independent MP Patrick Mucheleka told the crowd that Mr. Hichilema has been widely accepted across the country and there was no reason any Zambian from any part of the country should have any reservations in voting for him.

Mr. Hichilema and entourage are today expected to hold campaign meetings in Monze and surrounding areas.

Zambia does not need a new constitution. if people cannot stand up to defend the current one, then why should you look for a new one. it is probably one of the easiest countries to rule, as a leader you can do whatever you want (even if it is against the constitution) and nobody stops you. at the end of the day the constitution ends up just being a piece of paper.

      It is not a new constitution that is being sought, but an upgrade of the current one. A better, more representative, less costly to the tax payer constitution.

      It reminds me of Chiluba time when we JUST BEGAN ON THE UPWARD WAY, his CABINET was full of LEARNED BOYS the likes of Eric Silwamba,Dr Preter Machungwa, Ben Mwiinga,Mwanawasa, Dr Mbikusita….etc.

      Infact we were suppose to START AFRESH in 2011 BUT GOD ALLOWED my Papa(MHSRIP) to ‘TASTE PRESIDENCY’ because he really wanted to be “president of presidents” after being a Minister of Ministers.

To win UPND shall have a promise for everybody, free education by private schools, schools will be given grant equivalent to school fees they will decide every year, government will create a unit to buy desks, toilet paper, cobra, school buses, petrol and send the buses for maintenance. Government will pay for them. When one dies, government will buy coffin, charcoal, provide transport and food at the funeral home. Quality beef will be served at funeral homes for all visitors. Nobody will go without food. Zambia will be heaven on earth. We can do it, we will do it. Vote for UPND for its promises.

  19. HH misses the point on why Zambia cannot reduce fuel prices immediately. The govt makes advance purchases of fuel, a trend that was beneficial to Zambia when world fuel prices were rising unending.

    An immediate reduction in fuel prices would mean the govt making a loss hence hitting the tax payer even more. Prices of fuel will go down when the next purchase is done.

  21. This is HH’s greatest demonstration for the love of this country. This move shows beyond any doubts that he believes that the starting point to sorting out our current social, political, economic, and democratic challenges is to have a good constitution, and he is absolutely correct.

    You need to have a vision like HH to prioritisie the Constitution and the roadmap. This man is indeed visionary and he will do so to all his promises. HH has goals to pursue and specifics on how to develop this country. He knows that the constitution is number – prioritisation at its best!

  27. There’ s no roadmap in what HH has said. It’s common knowledge that to change part 3 of the constitution of Zambia, you need a referendum. To hold a referendum you need to sample the citizenry of Zambia. To do so you ghave to work with Central Statistics. After that to conduct the referendum itself the Electoral Commission has to be transformed into a referendum commission. Unlike General elections and parliamentary elections a referendum requires that both civil society and government mount sensitization or awareness campaigns. Theres nothing new about his statements. He is indeed so dull. Zambians please reject this guy and his group they do know that. His issuance ultimatum is a typical of new “Emperor Bokassa” of Zambia.

However instead of having a referendum and general election in the same year, why not enact the constitution as provisional constitution by an act of parliament and then have the referendum and general election at the same time?     • More civilized societies look at politics more like a bread and butter affair – a form of survival. “Who” is what matter most to us. To them “What” is a more poignant issue. We tend to accept or reject a candidate on the basis of who he is or where he comes from. In more civilized societies, they look at what the candidate is going to do for them.

    • @Mei, well spoken. Those are my thoughts too. Our obsession with ‘who said’ rather than ’what was said’ is the main reason our leaders morph into dictators or simply lose direction after a some years in office. e.g. KK and Chiluba.

      Question is where did this obsession come from?
      Could it be that we are doing a copy-and-paste from our traditional culture in the same lines we are copying kneeling before a politician or Head of State as if he is a traditional Chief?
      Or could it simply be a case of job seekers amplifying ‘who’ they know to pull strings and get political jobs?

  35. The government and the president do not own own gas stations, nor do they own transportation facilities that deliver petrol and diesel to various parts of Zambia. So, how can he reduce the prices of gasoline? Or does he expect the Energy Regulation Board to yield their authority and reduce prices at the instigation of the “president”?

    And how exactly is he going to reduce the cost of living? Through abracadabra perhaps?

  37. As the presidential by-election is getting 6 closer and closer,the excitement among different segments of the population is growing.

    Even prostitutes are not being left out, they have promised Zambian men two days of free sex if PF candidate Edgar Lungu wins on January 20th.

    Speaking to ICU press last night,sex workers have called on Zambians to vote for Lungu if they want the country to move forward,and as a bonus,they have offered 2 days of sex for free.

    This is not the first time such a pledge has been made toward Zambian men by sex workers.In 2012,sex workers from Lusaka and many towns offered free sex after the Chipolopolo won the AFCON in Gabon-as Zambian men scrambled for shares.

  38. It is sad for people to say the fuel cannot be increased immediately because when fuel is increased at the international market the E.R.B increases the fuel immediately. why then should it take more than a month. it is a shame.
