Ministry of Education Permanent Secretary Chishimba Nkosha says it is acceptable for various schools and institutions of high learning to withhold school certificates for failure to pay outstanding fees.
Mr. Nkosha explained that every learning institution can withhold student’s certificates if a particular student owes the school or is still in possession of school property like books from the library.
He also attributed the accumulation school certificates not collected by the owners from schools to poor results.
Mr. Nkosha explained that a lot of certificates accumulating in most of the schools are for those people who never did well in their exams.
Mr. Nkosha said schools will continue keeping certificates until the owners clear the money owed.
