President Edgar Lungu says there is an upswing of nepotism in the Zambian civil service.

Mr. Lungu said nepotism is as bad as corruption and tribalism and does not want to lead a nation that is polarised.He was speaking when he swore in Obby Chisala and Sidney Mushanga as Deputy Ministers for Community Development Mother and Child Health and Education respectively.President Lungu said he will endeavor to play a fatherly role in uniting the nation by stamping out the two vices.

President Lungu also swore in Chief Policy Analyst at State House, Henry Lumbeta.He has since urged the appointed officials to help curb the vice.

Mr. Lungu challenged the two deputy ministers and Mr. Lumbeta to prove their ability to serve the Zambian people.President Lungu further challenged Mr. Chisala and Mr. Mushanga to help Vice President Inonge Wina explain and articulate government policies and programmes in parliament.

“I’m a good example of loyalty so those championing nepotism and tribalism should wait until the right time comes,” President Lungu said.

He said he does not want to preside over a nation that is polarised but wants a united Zambia.

‘I want to build, I want to forge ahead with all of you as One Zambia, One Nation,’ he said.

And President Lungu says he has information that some PF Members of Parliament who were not appointed in his administration are planning to frustrate the party in Parliament.
‘As you go back into Parliament, obviously this afternoon you will see that the sitting arrangement has changed, those that were in front have moved back,all that is in my quest to see whether we can forge ahead as One Zambia One Nation with the same vision that the President left,’ he said.

He added, ‘There are some critics who are planning to make it difficult for Madam Vice President and others, they will debate contrary to what we stand for to make you appear as if you are not fit for the job, so it is up to you to articulate our vision move the agenda forward, some of them have already resolved that they will move to the opposition as soon as Parliament is dissolved. I will be watching them and I will not hesitate to fall on them like a ton of bricks when it is appropriate to do so. If you have been left out, either you toil the line or you get out, that is what democracy entails.’

President Lungu continued, ‘I have meticulously picked members of my government, I will support you so that we forge ahead as political party as a government. For those that are aggrieved I didn’t appoint them, they should just wait and toil the line and support the party, I remember in 2006, I was not adopted in Chawama despite standing in 2001 on the PF ticket and I didn’t protest, I went on and supported Sampa Bredt and we won in Chawama. She failed us along the way and the party saw it fit to bring me back and here I am, am a good example of loyalty.’

On violence, President Lungu regretted that one person died in Lusaka’s Mtendere compound last week as a result of alleged violence.Mr. Lungu however cautioned Zambians against politicizing death because the country was founded on the One Zambia One nation motto.

‘Let us learn as Zambians not to politicize, everything, we lost a life in Mtendere am told and some people want to politicize that unfortunate death. If a Catholic Church member dies at the hands of a Muslim or a Jehovah’s Witness or any other member of any religious group, we can’t say that this was religious war,’ he said.
‘The loss of life is regrettable and police are dealing with the issue. Let us not politicize events that have not political connotations at all. Those people were drinking and the circumstances leading to that death are unknown. So how do you claim that the deceased person was a PF cadre?”, He asked.President Lungu has since directed the Zambia Police to deal with the matter ruthlessly to save innocent people from dying at the hands of others.

The media should also not over play these things by creating an impression that there is civil strife, the media should be careful when reporting these violent attacks.’
Mr. Lungu observed that some stories written by Journalists have got the power to influence anarchy in the nation.He called on media personnel in the country to be careful by being accurate and put facts correctly through responsible reporting.

And President Lungu has left for South Africa to hold bilateral talks with that country’s President Jacob Zuma and returns this evening.He will tomorrow hold bilateral talks with his Tanzanian counterpart Jakaya Kikwete who is expected in the country for a two day visit.

  1. Now that you know what is happening in your civil service, please come up with tangible solutions than talk talk talk about it. A number of qualified and capable Zambians have been marginalised due to nepotism/ wako ni wako. If you can come up with drastic solutions to this isuees than just talking I will for ever have high respect for you.

    • When PF leaders talk about tribalism they mean voting for HH overwhelmingly by Southern Province. When they make appointments to the exclusion of Southern province, it is not tribalism. And yet there is OPF even in southern province which worked hard in campaigning for EL but being a stronghold of UPND, they didn’t achieve much- not their fault.

      He really needs that sorted out urgently, otherwise another presidential funeral is around the corner.

    • I sense the same language KK used to describe the mysterious deaths of his opponents. Kapwepwe, Mngoni Liso and others were systematically eliminated during KK era but he issued similar statements to what Lungu has just said.

      I can see a huge dictator in Lungu, and he thinks Zambians are f00lish. He should ask KK how Zambians fell on him like a ton of bricks from 1988 to 1991. At one time, in 1990, the KK ended up in coffin while Grey Zulu was shaking in ZNBC.

      Thats Zambians for you if you take them for ride. If Lungu carries on like this, he won’t believe what will hit him because the team that supported him are now having second thoughts about him. So they can gang up against him easily and eliminate him.

      Right now they want Inonge out first then Lungu will follow or vise…

    • Lungu is talking about RB ‘s faction which thought he was going to give them jobs after wining the elections when he talks about nepotism. The Muhabi Lungus, the Dora Siliyas are the ones he is referring to here.

      They have to wait and support him in 2016 may be he will give them jobs.

      If I was Lungu, and aware how results were cooked in my favour, I would have fired Kalaba, Mwamba after 4 months and hear what they would say, then fall on them like a ton of bricks. This the best way to deal with black mail.

In this context Edgar lungu should not blame the civil service because the executive branch of which he directly appoints is no different: he appointed people from basically one tribe!

  7. This is very true Mr. President. Some line ministries have both junior and senior officers who only allow files for their tribesmen/women to be moved. I have been a victim of such maneuverer thereby losing an opportunity for further studies even when the perpetrators knew that an air ticket is valid for 6 months. Abash nepotism….

Yes now that you know kindly call for HR audit in call parastatals and many of the public service institutions e.g Zesco; so that you sought the mess out. There are a lot of graduates on the streets yet their jobs are being occupied by unqualified bululus of senior employees in these institutions, thus shoddy works and deplorable work cultures. Qualified individuals have their papers ignored and serving in lower positions. Tuma family tree branches all over the show.

    He should have left out the Witnesses. These exemplary citizens would never lift up panga and butcher a fellow human being, Catholics and Muslims, yes, their violent and bloody history provides the best example to use. He must have uttered this words probably after a night of binge drinking.

    He has also directed the police to deal “with the matter ruthlessly”. Dangerous talk. The police in Zambia need little prodding to turn violently brutal. They are naturally inclined that way. Now it seems he is giving them direct orders to use violence to solve problems.

    • Lungu himself is a product of nepotism. He is related to late Sata through Sata’s first wife (from Malawi), he is a nephew. Roland Msisika ( Secretary to Cabinet) is also a nephew to Mulenga Sata’s mother, so is Berlin Msisika at Zambia Revenue Authority. Mrs Chikwanda (nee Margaret Njiko), wife to Finance Minister is also related to Sata’s first wife…. point is,nepotism started during Kaunda’s time but got worse with Sata’s PF coupled with tribalism. It is funny how tribalists by practice brand others that don’t agree with them. Din’t Kabwili sometime back that he can’t vote for a K….. from NorthWestern Province! Din’t Miles Sampa say in Parliament that Tongas cannot rule unless they marry a Bemba? Abash nepotism! Abash tribalism!

I konw its always a hardway to deal with critics, but i honestly feel Mr. president you need to tone down on your language ,i see that you are becoming emotional each day with haters and your critics you are the father to both your critics and suporters. And, dont just respond to anything that haters say it wont do you any good. Silence is golden , as far as i know you might be the best president that zambia has ever had. so far so good, concentrating on haters will just confuse you.

  19. The observation by the President on nepotism in the civil service is very true. The fact is that it is being perpetrated at the highest level of the civil service. An example is the Ministry of Tourism and Arts where the daughter of the Chairman of the Public Service Commission Ntemba Kamanga, barely two years into the Civil Service was sent into the diplomatic service as Tourism Attaché in South Korea at the expense of more experience staff. How can you hope to develop as a country with behaviour? The situation is the same is in most other missions abroad. The chap in the UK has been there for more than ten years.

  20. These are the words of a man who does not know how to govern. I told you that this man is very clueless on how to unite the country. Intimidation is not a good way to govern. Doesn’t he have brains? I thought PF thugs are the ones who mud erred a UPND. Well, they say that you reap what you sow. He deceived others to become president, he should therefore expect dissenting voices from within the party. He will only worsen the situation by intimidating the others. Laurent Kabila ascended to power by means of a gun and he later died by means of a gun. Lungu will fall from within the PF not from an enemy outside. There are already big cracks in the foundation. 2016 is just too far, watch this space.

    1. Nepotism is nothing new in Zambia, having been a problem from U.N.I.P, K.K days right through to the current Lungu tenure.
    However everyone knows including P.F diehards who are currently benefiting from P.F’s rule, that Sata’s tenure was the worst when it came to Nepotism. Look @ the most strategic Government positions, & one will find ill qualified Blood relatives in post. Don’t even go to the Foreign service – it is jobs for relatives right & through.
    All I’m saying is had Lungu been honest as he professes, he would come clean, confess we got things wrong, & clean up government. This is still not happening unless the relation messes up ie drunken official in New York, or if one falls out with the Boys & Girls @…

He also appointed some opposition into Deputy Ministerioal positions, PS’s etc. But he had to be cautious coz most of yu especxially Baantustans were full of hate and could even sabotage his Govt, he could not trust you.     Continue dismatleing this Bemba syndrome which was promoted by Sata.

President lungu is new in this system, lets us give him time to learn and grow to a good leader that we want not just criticizing him anyhow. it does not hurt to wish him well as he learn one or two things from zuma

    • Naming them, just go to Zesco and you shall see a Forrest greet you at the top. First time a Forrest actually is more dense than the mulch or loamy soil that is supposed to be its support. This meaning all the intelligent Lozis, Thumbukas, solis, namwangas that have been sidelined for years even when they could have taken Zambia to heights of economic prosperity above Botswana and Namibia.

    • Well spoken, president Lungu is mentioning things that we have never heard a president in Zambia. We the ones that were marginalized, the 71 tribes per say support One Zambia One Nation. We shall squash the tribal lines that have existed in the PF and UPND from their creation as partys. Reason why presidents Nawakwi and Presidents general Miyanda should rule after the two terms of president Lungu and honorable Vice President Lady Inonge Iron Lady Wina.

      I’m for and with Lungu on this one. Every well meaning Zambian wants this to go … and if you mean well, we are together on this one as well. One thing I do not like is painting a specific tribe even when it is NOT called for a midst deliberate efforts by all well meaning Zambians not to provoke fellow citizens on the basis of tribe.

      Dealing with me…wow; that’s welcome more so that I’m actually not employed but an employer. I employ people on merit and am glad to note that surnames of my employees are well spread across. Know why, I go for fresh graduates at the institutions of higher learning … I use recruitment agencies and if there is nepotism, get them!

  25. The president has pointed out a great vice in our nation. As was expected the uncouth fellows were first to comment. In Zambia the TONGAS and BEMBAS have always practiced nepotism to the tenth power especially in parastals like Zesco and RDA, revenue authority etc. The ones above accusing president Lungu for speaking out, also turning this political are the family branches that now know that Zambians from all corners have taken office.

  27. FACTs are important to developing solutions. Go collect data from various Institutions and see the disproportionate skewed curves that point to the ugly glaring face of tribalism and nepotism. Heads of such institutions or organizations should be brought to account and then neutralized. Kaunda used the formula and it worked. The problem of course is that even the people who are supposed to collect the data may themselves be products of tribalism and nepotism, such that without a counter monitoring system, the data received will not be credible.

  28. I personally think these are not issues to dwell so much on as far as the President is concerned. It is just getting a lot pettier. There are major issues the the president should focus on as far as I am concerned. The president to me is just trying to hit back on certain groups of people. He has talked about this on more occasions than any other issues I think. He needs to focus on his vision and forget about destructive factors. Being petty as a president will not help us to move forward. Pray for wisdom.

    Mr Lungu must lead by example. He should not just speak like a party cadre. What we need are practical solutions and not lamentations.

    Let the President explain the equitable criteria he usedu to Nominate Mulenga Sata and Margret Mwanakatwe as Ministers, if that is not nepotism. We hear that Sata is his cousin?

    Why hasn’t the President Nominated any one from North-Western, Western, or Southern Provinces into his cabinet? Why does he continue poaching MPs from these three Provinces: why can’t he nominate from there?

  35. The president acts contrary to his words especially over appointments. Eradication of Nepotism is not merely talked but should be acted.

  36. H.E Lungu, should avoid using dictatorial and rude terminologies such as ‘Crush’, ‘fall on them like a brick’, ‘destroy them’, when talking about those with dissenting views or actions he deems unpalatable. there is no purported humility in such a language.
