Government explains artificial fuel shortage

Government has explained that the ‘artificial’ fuel shortage currently being experienced in Lusaka is due to logistical problems by Oil Marketing Companies (OMCs) who are not collecting the commodity.

Mines, Energy and Water Development Minister of Christopher Yaluma assured that there is enough fuel in the Lusaka including other parts of the country.Mr. Yaluma says 11 trucks carrying petrol, diesel and kerosene are off-loading at some named filling stations especially in Lusaka.

The Mines, Energy and Water Development Minister disclosed at a media briefing in Lusaka that there is 3,000 litres in Lusaka which is lying un-collected by OMCs.

“11 fuel tankers carry the commodity are off-loading at filling stations. This artificial fuel shortage is because of logistical problems not planned for by OMCs,” Mr. Yaluma said.He challenged the OMCs to collect the commodity instead of causing un-necessary fuel shortage.Some filling stations in Lusaka in the past few days are reported to have run out of petrol, diesel and kerosene hence causing panic among motorists.

SS you will observe that we can actually save much if we consumed to add to GDP growth in productive areas rather than aimless driving about when we can use a BUS or a commuter type of transport especially that we have no control on the supply side but effectively try to manage the price and the demand in consumption When one looks at the margin losses on fuel as a factor of price and quantity demanded and supplied to restock, we can do more to use fuel efficiently and in the most productive way contributing fairly to the cost of the purchases reducing the cost of reorder creating a buffer of fuel funds in reserves supporting use of fuel subsidised in pricing in Growth areas

The Zambian equation amongst other countries is that most fuel is consumed in non productive areas and in luxury and casual manner resulting in huge losses on fuel stocks in cost and quantity restocks without significant savings that result in productivity whilst most countries are moving towards savings in type of vehicles and ratings, most Zambian is moving towards higher CCs and often per household with such vehicles not being used towards the cost of production and therefore adding a further cost to the cost of fuel replenishment instead of creating savings to the fuel reserves A productivity contribution margin per sector of transport and usage can be analysed to see the effect and price

    Oustententiuos or lavish living gas guzzling living from Lusaka to saivonga is a waste of fuel subsidy unless it can be justified it directly supported by its contribution to productivity

    Savings on fuel increased the disposable income for many indirectly and directly resulting in increased spend on those sectors that support many citizens

    Fuel cost being a factor of price in rates and quantity consumed is a huge cost for many countries and can only be efficiently managed in consumption and productivity…

When you open a margin account of fuel replenishment take the factor of fuel in USD price fluctuation and follow day open and closing movements in utilisation of stocks you will see that the call is to ensure we conserve and use efficient means of consuming fuel especially in areas where it can add to productivity

    We have no control over supply and indirectly price but can manage consumption and hence savings adding to marginal productivity of a little of fuel consumed

    Differential usage in pricing with monitory of use and satellite monitored deports with reorder levels well managed by OMCs will be helpful

  8. Some of us predicted this would start to happen 5 weeks ago. We foresaw this based on the Kwacha performance. The next excuse will be that government has not paid the carriers and transporter when the real cause is due to low import reserves. This will only get worse before we stabilize. The only way equilibrium will achieved is by raising prices and reducing demand. GRZ has to find ways of at least stabilizing the kwacha we all know that gaining back to were we were is not going to happen. Immediately address the deficit in BOP. WE TOLD YOU SO!

    Yaluma has also shown commitment towards capacity enhancement in fuel management in Zambia proving solutions and management to this traditionally Somali lead sector in Zambia that requires new skills and thinking in performance and value management

    Just like electricity and other energy, Zambia needs to have a cadre of energy experts and the minister to exercise oversight

    Those from Zesco can turn around and be experts in energy providing solution to the needy Zesco just like other foreign consultants formerly of utilities like Zesco are doing on Zesco learn from Enfin as a good example

  10. well Kamanga has been a good example in energy entrepreneurship in Zambia and should be supported

    We have very good well educated engineers and energy financial experts be it in electricity or fuels to grow the sector to realise its meaningful contributions towards renewable and non energies There is too much to be done and those experts have a niche to participate either as a group in syndication with themselves as former snr managers or directors or individual sole consultants growing the Zambia energy sector across the regions
    Zambia is not short of experts but most want to be lead and not to lead to create solutions and value as experienced waiting to be employed by foreign led

  11. Individuals can actually realise their potential if they managed energy investments firms as seen by CEC sindowe or many foreign firms doing mega projects in Zambia energy sector on their own given the experience in management of energy utilities and projects deliveries including financing

    Participating in the energy sector as individual consultants might be more value income generating than a salary from Zesco over years to come

    If retired or fired in any way, it may be a blessing to realise potential to create wealth and value for those in line with the experience and expertise gained in Zesco

  12. But then if GRZ has the desire to grow the energy sector, capacity created and experts skilled must be natured formally or informally otherwise Zambia’s experts become an export to other countries and then imported in services or products back as foreign management energy deliverables

    We need to see Zambia being an energy hub like India China SA France Germany including egypt name them doing mega energy projects to utilities like CEC Zesco and the mines in particular in partnership or support with developed colleagues showing that leadership

    We have experts in finance,logistics,Hr and indeed engineering management
