UPND threatens to effect citizen’s arrest on Davies Chama if Police fail to do within 48 Hours

The opposition UPND has threatened to effect a citizen’s arrest on PF Secretary General Davies Chama for allegedly shooting and wounding a UPND cadre in Mulobezi if the Zambia Police fail to apprehend him within 48 Hours.

UPND Deputy Secretary Kuchunga Simusamba declared that the party is ready to arrest Mr Chama if the police fail to bring him to book within the next two days.

Mr Simusamba told a news briefing in Lusaka today that the UPND is disappointed with the unprofessional manner in which the Zambia Police have handled the case of the Mulobezi shooting.

He said it is disheartening that the police have gone ahead to arrest the UPND cadre Mushaukwa Mushaukwa who is the victim of Mr Chama’s shooting.

Mr Simusamba said whatever investigations the police are undertaking in the matter are being influenced by the PF government.

But the ruling PF says the UPND is courting anarchy by threatening to arrest Mr Chama.

PF Media and Publicity Committee Vice Chairman Sunday Chanda said the UPND has not learnt anything regarding the need to condemn violence adding that they have not learnt that there is everything wrong and evil with their Mapatizya formula.

‘It is not surprising that UPND has failed to show moral strength by condemning threats on Mr Chama’s life. UPND would rather politic on the act of reasonable self-defense, whose clear intention was not to kill the UPND assailant,’ Mr Chanda said.

‘Typical of their hypocritical nature, UPND does not even see the need to condemn the possession of dangerous weapons which they intended to use in harming Mr. Chama. We would like to advise the UPND against taking the law in their own hands.’

Mr Chama said the UPND must also be reminded not to interfere with police investigations into the incident.

‘By threatening to effect a citizens arrest on Mr. Chama, UPND is threatening violence and they do not to be reminded that violence always begets violence. PF refuses to sink to these low levels but we stand ready to defend the PF SG from UPND attacks.’

He said the UPND can be assured that serious consequences will follow their planned citizens arrest and they must not turn around to say that PF are aggressors saying this is a friendly reminder to UPND that the PF Secretary General will not walk alone. 

And Home Affair Minister Davis Mwila has warned the opposition UPND to desist from interfering in the operations of the Zambia Police Service.

In a direct reaction to the 48 hours ultimatum the UPND has issued to the Zambia Police in which to arrest PF Secretary General Davis Chama over his alleged shooting of its members Mushaukwa Mushaukwa, Mr. Mwila has told Qfm News in an interview that the opposition political has no right to give instructions to the Police command.

Mr. Mwila states that by its establishment the Police is not supposed to get instructions from politicians.

He said that as far as government is concerned the Police have instituted investigations into the recent shooting of UPND cadre and that it expects the Police to make its own decision after concluding the investigation.

Asked why the Police opted to arrest Mr. Mushaukwa who suffered a bulletin wound instead of Mr. Chama who is alleged to have fired the gun, Mr. Mwila has explained that it was actually Mr. Chama who was attacked and therefore he is not to blame for what happened.

He said that he thinks that opposition UPND is a violent political party and must stop being violent.

  1. Wonders shall never cease. Why should Zambia police force pretend to be investigating the matter when they have already adjudged Chama to have been acting in self defence? Have investigations already being concluded with the victim in this case being responsible for his own shooting? We all have to buy our own weapons now.

  5. what happens if you shot someone? you are required to report to police to do ‘paper work’ which i think going by what weve heard so far, Chama just handed over his gun. secondly, Chama claims its his driver who shot not him. is it not an offense to hand over your gun (supposing he is legally entitled to carry one)? is his driver allowed to carry and shoot a gun on zambian soils? this is what i believe happened; UPND waylay PF, PF SG senses danger, he shoots at one cadre and advises his driver to claim thd responsibility because this may be a dent on his political career in future. Mushaukwa, SG and driver and the witnesses must be called and record statements from them not this biased way of doing things.

  6. Boko Haram Chama should be arrested. If it was really self defence, the police will release him just by inquiries without seeing the inside of a cell.
    Stella, you should be seen to be respecting the constituition by which you swore.
    This is why ICC sees it fit to intervene in africa, we fail to use our agreed on laws to protect our own citizens.

  9. If there was an ambush then SG could have used his gun to protect himself. It is a pity that 50 years after independence our people still do not understand the meaning of multiparty politics. This issue may have political undertones but the cause of the violence is Zambia’s enemy number one: ignorance fueled by high illiteracy levels. The total absence of civic education does not help matters. NGOS are led by partisan politicians. Think of what happened to Mwanajiti et AL.

  10. As for Zambia Police, it is a challenge for them to remove the public perception that they are pro-government and PF in this matter. This public perception is bad. Unfortunately Zambia Police is to blame for this. Because of the way they have handled cases arising from political violence. Our police does not seem to understand that their role is to investigate and establish facts for courts of law to determine who is innocent and who is guilty.

UPND is aggrieved because of the manner the so-called public press handles political reporting where ZNBC has completely blacked out UPND voices and are so eager to air voices of PF cadres which obviously put the blame on UPND. This negative voice is broadcast throughout the nation while UPND has no access to reach the masses, yet every Zambian regardless of whether they are UPND of PF all pay taxes and own ZNBC. That is annoying obviously. So it is the behavior of ZNBC which is promoting violence. Remember that it was the media that promoted violence and genocide in Rwanda.

  12. Davis Chama the r-a-p-i-s-t who almost committed murder must be ashamed of himself. A cheap man who doesn’t even support his wife and children he fathered. What a douche bag. This is not a man and the title of father he doesn’t deserve because any man can be a father but it takes a real man to be one. Its mind boggling how Zambians can’t distinguish between a crime and politics. Davis Chama hoped the victim wouldn’t live to tell but he got a rude awakening and the victim is alive to tell it all. PF is quiet, some news media are quiet but this thing won’t go away. People want justice as anyone would if their loved one was harmed. Forget about politics for now and concentrate on interviewing the person with the gun and who fired it. If found guilty they need to compensate the victim.

    DIDNT CHAMA ALSO CARRY A DANGEROUS WEAPON MWAA? DID HE SHOOT WITH A SPOON?

  15. Cheap politicking is killing our country. PF leadership (Chanda) statement is so one-track minded with no attempt at giving an analytical view. This causes polarization because it is very annoying to the injured. The victim was shot by a gun carried by a PF chap. Where is the remorse in PF’s position? How do you see weapons with UPND and never notice the blazing guns from PF group?

  16. Why are the police hesitating to interogate Chama? Is it because of his political position? Justice must apply equally irrespective of who is who in the society. UPND has all the right to call for justice but on legal means. On the other hand, why should the govt turn a deaf ear on something that is in the public domain. Mere interogation is enough evidence that you have the will in the quest for justice. Remember justice delayed is justice denied.
