United Party for National Development (UPND) leader Hakainde Hichilema has promised to make Luapula Province the priority of his development agenda.
Speaking to party officials on Thursday night at Mansa Hotel, the opposition leader promised to develop the province in less than a year if elected.
If given support from the province and his party formed Government after the next general elections, he said UPND would transform Luapula in just between six months and one year.
“Our priority to bring investment to Luapula and improve policies governing the agriculture sector and restock fish. We will bring more industries here,” the opposition leaders said.
He also appealed to party members to work hard to ensure UPND formed Government.
Extolling the work ethic of Patriotic Front carders Mr Hichilema told his party members to work hard.
“I knew a dedicated PF cadre who would be harassed when they were in opposition. This is a woman that was ready to undress for her beliefs and she told me that ‘imwe ba HH mu UPND mwalikwata amano nomba tamubombesha,” he said.
He said now was the time for UPND cadres to work hard and sacrifice for the party by avoiding infighting.
“There are only two credible parties in Zambia now. UPND and PF. There is no Rainbow just stay in the UPND. Where do you want to go? Do not be cheated about Rainbow ‘shani shani’. What Rainbow?” he asked?
After the meeting with party officials from various districts in the province, Mr Hichilema convened another private meeting with members of the clergy and some business executives.

My problem with fellow Zambians is the tendency of disliking people who vie for leadership with comparative favorable biographies. We favor mediocrity and take personal issues against enlightening policy debate and objective conversation. Zambia is one nation endowed richly with natural resources and God did not deny intelligence for discernment to the being he created in his own image but rather than celebrate the fact that human biology advances faster in some than others that we latch onto advantageous good leadership we back pedal and instead glorify insulting language and unsubstantiated accusations on one another at the expense of debating policies and issues that would give us advantage on our resources! I hope those blessed to clearly see where the country can get will persevere!
Yes, Mr. President. You have our support, however, let those PF people move to Rainbow so that Lungu becomes even weaker. Rainbow has a common goal – remove PF, so do not talk against them. Internal fight is more powerful than external. Let Wynter split PF so that it is no more and line up all those that have been involved in destroying the economy for prosecution – Chikwanda should be the first. Focus more on Eastern, Central and the Copper belt. People of Lupula and Nothern do not care about their future, that is why they keep voting for PF.

ITs possible to stare development. In business if you get the formula right the speed at which you can get money is quite amazing. There is a woman i work here in Zambia she took advantage of the trade route between Congo and Zambia by providing security escort for commodities. within a year she bought fleets worth $500000 and within 5 she built a mansion and now its 14yrs down the line for the company, she has a bay and private jet. When i say listen to Business people when they say they have a formula. i have been with her for two years now and i have learnt a lot in self deelopment for me and my family. HH might make this promise and too many it seems like a fools run but fools run are what hae made some of these people great at what they do.
If you are going to develop it using your money don’t wait until you become president which you will never be . my advise is start now. Mwanawasa’s MMD regime built Levy Mwanawasa bridge at Chembe. UPND can do a lot in a short time. Revive Kawambwa tea and process cassava as well as put reliable, safer and affordable boats on the lakes for transporting people.
Most viable and socially-acceptable methods of restocking the lakes with fish will be paramount. Do a good study before attempting anything in this regard coz it is a very thorny issue. Learn from the BRE Western province who co-opted govt officials into the Kuta to enforce fish ban successfully. A bemba provincial fisheries officer in Mongu was appointed induna and co-opted into the BRE kuta!! Believe it or not, it happened in Western province. Do you still think Lozis are tribalistic?

These are good ideas from HH. Why should our country be importing fish when we have so much water bodies, especially in Luapula! Why continue have fishing ban each year when fish could be restocked even with improved varieties. Imagine how much we could be earning just from DRC! Remember there was no kapenta in Kariba until dept of fisheries in Chilanga of those days planted it there. Now Chilanga fisheries dept is such a sorry site with cadres employed everywhere – just waiting for pay from PF without doing anything & PF goes to borrow for them to continue – just eating. There is no other known way people can vote for you. A good example here is Chiluba who got 100% MPs in Southern Province for two terms. I agree with you Mr. Soko on the use of strategies, but unfortunately have to differ with you on who the real loser will be should HH not go through in next year’s elections. We have tended to personalize elections so much that we forget the electorate. When a ‘good’ candidate wins, it is the people who win because their lives will certainly change for the better. Conversely, when a ‘bad’ person wins, the people suffer and the nation as a whole. In this case, HH – in the event of a loss- will be said to have lost but the real losers will be the zambian people as they will have been robbed of a chance to be led by real talent that the country can offer. I admire HH’s principles but I differ with him on timeframe pledges. Such pledges backfire fatally. PF made a similar timeframe pledge on the constitution and I wonder whether it really materialised. If only HH was not blindly mobbed by hopeless online supporters and regional die- hards, I could have changed my mind for him. He is proving to be a keen follower of Sata’s conquest strategies. If only HH was not regarded as the imminent first Prime Minister of the breakaway state of Ing’ombe Ilede, I was going to get involved in his political activities in Zambia.
But if he categorically renounces his citizenship in the Republic of Ing’ombe Ilede and remains a citizen of Zambia, his chances of becoming president may be given some high ratings.
HH is humble and promising. Like Sata, he is clocking ten years in opposition next year. The only difference is, Sata initiated a party, HH inherited a party. If he works extra hard in in the next few months to take double load in two majors in his course, he may graduate as president next year. But if he goes only by one major, he will have to wait for more years.

How about some details. What kind of investment, under what terms, and how do the local people benefit exactly? What agricultural policies will be revised, and for whose benefit – foreign investors? Which fisheries will be restocked, how much money, where does it come from – especially considering the amount of debt the PF is building up.
What a wonderful opportunity to be precise about UPND policies.
On a national time scale, development in 90 days or one year amounts to instant development. Is that possible? We have been there before, when Sata assumed power he changed the tune to claim he meant setting the foundations in 90 days as it was unreasonable and impossible to expect development in the 90 days that he promised. Since HH practices Satanomics and Satapolitics, we can expect the same.
And remember you need the huge loans to attempt any mass development, whether it works or not, only HH can tell since he understood Sata more than any of us who went to the same school.

HH has developed his wealth from his hard work. Imagine that fuels for his campaigns came from milking his animals. He has done so much privately. Fishing is lucrative business. Water is life. Luapula and Western are potential rich neglected provinces.
