    • The all government had to stop work for dual citizenship and running mate . This bandits aren’t serious with the economy, so who’s paying for government stuff working half day just after 2 days from a long weekend .

    • What an expensive Constitution this one is! Imagine the colossal amount of money spent! Then you invite the whole country to stadium that cannot event accommodate a quarter of the lusaka population. So the civil servants had a holiday today who doesn’t know how they work? Arrive late and leave early.
      However whilst other presidents appointed comissions and spent large amounts of money this one has actually signed it weldone.

At a stroke of President Lungu’s pen they have become Zambian-Canadian and Zambian-Americans in their respective countries. They will be coming home to celebrate with the rest of the family members this historic development. Zambia got money coming.

  4. It is 50% + 1 and not 50 + 1%. The difference? The first one means 50% of the votes and pick 1 more vote. The latter means 51% which is like 50% and another 1% which could be many votes to make up that one percent.

    ZNBC 3 Jan 2016-President Edgar Lungu has directed ZESCO Limited to revert to the old consumer electricity tariffs.

Many generations yet unborn and accents yet unknown will say ‘Lungu, the man who gave Zambians liberty.’ Whether you win or lose in August, you can walk tall for you have done us proud. It is sad that Mr HH, Mrs EN, and their tandem of career opposition politicians have faile to OWN this document of the Zambian people. We wait to see them contest elections under their old constitution. They are like children who say ‘tafiweme’ but still want to eat.

  13. For all intent and purposes (process) this is not a new Constitution. The idea was to ‘overhaul’ the whole document to reflect what Zambians as a people want. Parliament hijacked the document and a number of progressive submissions are not reflected. The executive powers, for example, were supposed to be critically reviewed, the Bill of Rights reinforced and power devolved to regions. What we have are a few amendments. Its still essentially the 1964 Constitution. Dual citizenship is welcome but was there before (Kaunda got rid of it) – its merely being re-introduced. In short, there is no need to waste resources over someone appending a signature to a few amendments. All this populist pomp and ceremony is designed to hoodwink people into thinking Lungu is suddenly ‘The Messiah’.

    • @ Harold Muna, agreed. It’s an amended constitution and not a new one. But cut the guy some slack and give him some credit for doing something, however how small. Obviously he looks a hero or ‘Messiah’ as all his predecessor did nothing, except amending some clauses that they thought posed a threat to their continuity like the FTJ’s parental clause. Lungu obviously feels he could still win elections with 50% + 1 clause ant dual citizenship. But he was afraid of other important issues like Bill of rights which is a cornerstone of a constitution.

      Let the people celebrate and have a sense of hope in otherwise tough time in the country’s history. But even the best constitution would require implementation and be observed and guarded jealously by the people.

      I’m interested in reading about how reduced the powers of the president have (as Lungu has been quoted). And can someone tell me why they couldn’t amend the Bill of Rights? What were the arguments given?

      By the way LT, the next elections I believe will be 2016 as 2015 is passed already.

      I am able to tell because I have read the entire document, and I read the original draft as well.
      The Bill of Rights has to be adopted through a referendum, READ!
      Zambians READ, before you expose your ignorance.

    • @ Champion, I get it. But even without reading pretty much the major clauses of what hasn’t been included or included has been reported widely in the news media. It was hard to miss anyway. You look closely I have referred to the document just being an amended (fact); 50%+1 (fact) and dual citizenship (fact); and Bill of Rights being not included (fact).

      I also asked why the BoR hasn’t been included; and where to read the whole thing – implying if I knew where to find it I would read it. I read the draft by the way (just what I was interested in). So I take it the final version was already published even before it was signed by Lungu or you read after he signed it?

      Don’t act all wiser on me mate… as I pointed out, I’m just interested in reading some clauses not everything…

Imagine how much money will be saved now to channel into delivering real and meaningful development for our people, to make real efforts at reducing crushing levels of poverty among our people, to invest in new electricity projects and reduce load shedding without burdening our people with unaffordable electricity bills.
    I remember that the uPMD participated in shooting down the NCC effort in 2011, leading to more expenditure on constitutional reforms and 50%+1 which we should have dusted and closed in 2011. Today the same uPMD has forgotten about that and is pointing fingers at others for a collapsed economy and high levels of borrowing. What kind of economic managers does uPMD have in its ranks who cannot understand such simple economic linkages and accept to be part of the blame for…

Some of them can not even manage to garner 100 supporters per province, and were busy singing that once elected the will give us this constitution?   26. This is good. But to tell you the truth not even Edgar can amass more than 50%. Not even Sata who had so much massive support from the urban area could manage to get 40%. With PF dwindling support it will be hard to get 50%+1.

    It is not true that HH has been closed out. Everybody including brother Lungu has signed his own death sentence over the 50%+1. Winning of any election in Zambia now and on wards will be a matter of compromise with others which is very health for Zambia.

  43. Well done Mr. President for fulfilling the promise. To all that have commented, note that no matter one does, good or bad, there will always be positive and negative comments. There is a good saying from the Nsengas about “Ziko la mulungu”. For the rest you can fill in the gaps if you know the song that carries a powerful message about human behavior. In this case, we must accept the turn of events and move forward. I don’t know of a constitution that has survived the test of time without an amendment. In a democratic environment such as ours, when a change is inevitable, we must embrace it. Like others have said, we have a president that listens to the cries of the citizens and makes adjustments accordingly. Suppose he behaved like a dictator, what would we have done? This is just…

  46. This is a good move. I was initially worried he would not sign the Bill by using General Miyanda as an excuse. I have always said it is very difficult to unseat a party in power under the old constitution where a minority president would become president (all, except KK and Chiluba have been minority presidents); ruling the country under minority support. President Lungu beat his nearest rival by slenderest of margins; and that was the time he had the sympathies of the country. 2016 will be characterized by heavy apathy in PF stronghold areas by people who do not want to vote for opposition; they would rather stay away. That is what will define the winner and losers.

  47. @ Nanduba Mwila, point of correction, The Kenyan constitution was subjected to a referendum after a vigorous campaign by the government, that process alone gabled a lot Kenyan Shillings( in billions) The kind of money our country does not have at the moment (realistically speaking) considering that we will soon be having general elections(another exercise requiring huge somes of money) It was a prudent decision made to adopt the constitution in two phases, we are done with part one today, the last one will be adopted by us the voters during the general referendum elections. Don’t compare what happens in your neighbors house if you don’t have the means to achieve it. Believe in what you are able to do in your powers.

  48. For me as a UK registered company owner, adoption of dual nationality is a positive development and certainly a plus. Late MCS was against granting this status so is Brig Gen Miyanda but you’ve done it.

Half a loaf of course but I think lets appreciate that the other characters in PF including Wynter ya he is now Rainbow and Davis Chama and the Kambwilis of this world would never have allowed us to make the progress that has been made so far. So a pat on the back for Lungu, just one because a lot still remains. Ba Grand Coalition please continue fighting until we get an even better constitution. Most people are blind followers so they don’t understand why you want the provincial assemblies, why you want cabinet to be appointed from outside parliament, why you want proportional representation and why you want the bill of rights.   57. President Lungu is humble but not stupid. After the insults hurled against him, he has simply fought back with a Constitutional ascent. This Constitution gives PF many extra years to rule. That is why today was a victory rally for him and PF, The 50+1, will be extremely.elh difficulty to win. Bh opposition. Meat while Lungu and PF will remain in power unfilled it is resolved. The other issue is that of raising 1000 registered voters from each province by a Presidential candidate. As a sitting president, Lungu will easily do this, but others will struggle and fail.     In July 2014, Zambians and Friends of Zambia living in Scotland lead by their Chainman for Scotland Zambia Partnership (SCOZAP) Mr Lazarous Chisela strongly presented a request to the Zambian Government through the former Vice President of the Republic of Zambia, Honourable Dr Lindsey Guy Scott to constitutionally allow Zambians in diaspora throughout the world to have dual citizenship.
