This bandits aren’t serious with the economy, so who’s paying for government stuff working half day just after 2 days from a long weekend . 0 2 What an expensive Constitution this one is! Imagine the colossal amount of money spent! Then you invite the whole country to stadium that cannot event accommodate a quarter of the lusaka population. So the civil servants had a holiday today who doesn’t know how they work? Arrive late and leave early. However whilst other presidents appointed comissions and spent large amounts of money this one has actually signed it weldone. 0 0 Thank you our honorable MPs, and President Lungu! You guys have given my children and Grand children Zambian citizenship. At a stroke of President Lungu’s pen they have become Zambian-Canadian and Zambian-Americans in their respective countries. They will be coming home to celebrate with the rest of the family members this historic development. Zambia got money coming. 1 0 These cameramen should have been placed right. This looks unprofessional! You should have had ministers and willing opposition leaders around the president. Yaba! 0 0 Great job, Mr. President … proud of you!!! 0 0 hahaha PF bandits looks like a empty stadium . 0 0 This is less than half the constitution because some clauses were thrown out in Parliament and the new Bill of Rights has to wait for the referendum. 0 0 Which ones? Please read the document before exposing your literacy levels! 0 0 Viva Our President of Zambia and may God continue to bless you 0 0 Good job!! It’s time to move forward now that this constitution is done. Maybe the new project should be improving those shanty compounds that makes up almost 70% of the country’s infrastructure. 0 0 It is FINISHED!!! Mission Accomplished. Thanks EL for accomplish the mission. Now I can belong to two Countries Now I don’t have to put up with Grade 3 Councilors and Law Makers Now I know when the election will be held and I can plan Now I won’t be bombarded by By-Elections year in year out Now I wont have to worry if Lungu dies in office or Collapses at Heroes Stadium Bo Inonge Wina will take over without more campaigns from HH & Co Now is the new day and after 11 August 2016 no more politics elections until August 2021 Now am a happy man today. Thanks PF, better late than Never 0 0 Totally agree with you. Excellent news. 0 0 It is 50% + 1 and not 50 + 1%. The difference? The first one means 50% of the votes and pick 1 more vote. The latter means 51% which is like 50% and another 1% which could be many votes to make up that one percent. 0 0 actually 50 + 1% means 50 votes plus one percent of the votes which is less than 50% + 1 … The correct way is 50% + 1% or atleast 51% !! 0 0 Its not a new constitution please, its an amendment of some bills! Moreover, pathetic PF morons were saying Zambia has got already a functioning constitution, but hey, guest what..Bachimbwi no plan as always!I saw several semi-illiterates saying its a gift from Kabotolo, please a constitution is not a gift, research rationally! 0 0 Well it might have been your right or whatever you call it , but Did Kaunda give it to you , No, Did Chiluba give it to you No, Did Mwanawasa , a lawyer for that matter, give it to you , another resounding NO, Did RB give it to you, No. Do you think Sata with his Chola Boy Kabimba was going to give it to you when they couldn’t even release a Draft to the public, Another Resounding No. Learn to appreciate efforts other people make to make your life better. 0 0 We chipumbu iwe!! 0 0 Civilised Sam, you are 1000 over a moron.Dont know that any amendments to a document creats a new document. You call yoursef ‘civilised’ my foot! ‘Amendment of some bills’ dont you know the effect on the document? You fool 0 0 to God be glory 0 0 What a great day it has been. Dual signed? 0 0 @uncivilised sam, go and hung yourself rather than insulting. Wapya yakosa nomba no winning elections from 2 proviinces 0 0 wether mu ponte or not its been signed, wether poorly attended or not its been signed, wether u publish fake information about it, its been signed and u will have to abide by that PERIOD….. its a constitution making process which means its not the end… we all can see how far this has come and atleast ECL has made some progress so far……. of all the leaders we have had, ECL has fulfilled the promise and it may not be perfect but the process is stil on thats y its called CONSTITUTION MAKING PROCESS and not THE END….. BRAVO ECL…BRAVO LUNGU 0 0 Well done! It’s Zambians victory we have made progress at least. Surprisingly UPND is always on the wrong foot, what did they want indeed this is Under 5 beaten clean. No matter upnd should have been present this was a total miscalculation and you live to regrete. 0 0 Lusakatimes 10 Feb 2015-President Edgar Lungu has approved proposals by ZESCO Limited to freeze domestic consumer tariffs for the next 24 months and to adjust commercial consumer tariffs to make them cost-reflective. LUSAKA, Nov 27 (ZNBC) — President Edgar Lungu of Zambia has directed that new electricity tariffs should be implemented with a view to progressively moving to full cost-reflective charges ZNBC 16 Dec 2015-President Edgar Lungu has called on Zambians and the business community to embrace the new electricity tariffs. The Head of State says this will guarantee meaningful investment and improvements in service delivery in the energy sector. ZNBC 3 Jan 2016-President Edgar Lungu has directed ZESCO Limited to revert to the old consumer electricity tariffs. 0 0 Relevance? 0 0 AND THATS WHAT A GREAT LEADER DOES. NOT EVEN THE CONSTITUTION IS CAST IN IRON. FROM TIME TO TIME WHEN CITIZENS REALIZE THAT PARTICULAR RUGULATIONS ARE NOT GOOD, THEY WILL COMPLAIN TO THEIR LEADER. AND IF THAT LEADER IS GREAT AND MAGNANIMOUS, HE WILL LISTEN AND INSTITUTE NEW CHANGES AND MEASURES. A LISTENING PRESIDENT IS WHAT WE NEED. 0 0 Can’t tell head or tail of his thinking. You first declare war and try to run back when missiles are already fire and you call that great leadership? Sounds like drunk Mpezeni! 0 0 Well done Mr President. You have etched your name in the history books as a Zambian Statesman. Forever it will be associated with you. Many generations yet unborn and accents yet unknown will say ‘Lungu, the man who gave Zambians liberty.’ Whether you win or lose in August, you can walk tall for you have done us proud. It is sad that Mr HH, Mrs EN, and their tandem of career opposition politicians have faile to OWN this document of the Zambian people. We wait to see them contest elections under their old constitution. They are like children who say ‘tafiweme’ but still want to eat. 0 0 @Chanda, I could not have said better, thank you! Noise makers will always be noise makers until they stop being empty tins! 0 0 For all intent and purposes (process) this is not a new Constitution. The idea was to ‘overhaul’ the whole document to reflect what Zambians as a people want. Parliament hijacked the document and a number of progressive submissions are not reflected. The executive powers, for example, were supposed to be critically reviewed, the Bill of Rights reinforced and power devolved to regions. What we have are a few amendments. Its still essentially the 1964 Constitution. Dual citizenship is welcome but was there before (Kaunda got rid of it) – its merely being re-introduced. In short, there is no need to waste resources over someone appending a signature to a few amendments. All this populist pomp and ceremony is designed to hoodwink people into thinking Lungu is suddenly ‘The Messiah’. 0 0 @ Harold Muna, agreed. It’s an amended constitution and not a new one. But cut the guy some slack and give him some credit for doing something, however how small. Obviously he looks a hero or ‘Messiah’ as all his predecessor did nothing, except amending some clauses that they thought posed a threat to their continuity like the FTJ’s parental clause. Lungu obviously feels he could still win elections with 50% + 1 clause ant dual citizenship. But he was afraid of other important issues like Bill of rights which is a cornerstone of a constitution. Let the people celebrate and have a sense of hope in otherwise tough time in the country’s history. But even the best constitution would require implementation and be observed and guarded jealously by the people. By the way where can we… 0 0 By the way where can we read this thing? Any soft copy anywhere? I’m interested in reading about how reduced the powers of the president have (as Lungu has been quoted). And can someone tell me why they couldn’t amend the Bill of Rights? What were the arguments given? By the way LT, the next elections I believe will be 2016 as 2015 is passed already. 0 0 Harold Muna and Maverick, you are making comments on a document you have not even read! Quite uncivil if I am say. READ, READ! I am able to tell because I have read the entire document, and I read the original draft as well. The Bill of Rights has to be adopted through a referendum, READ! Zambians READ, before you expose your ignorance. 0 0 @ Champion, I get it. But even without reading pretty much the major clauses of what hasn’t been included or included has been reported widely in the news media. It was hard to miss anyway. You look closely I have referred to the document just being an amended (fact); 50%+1 (fact) and dual citizenship (fact); and Bill of Rights being not included (fact). I also asked why the BoR hasn’t been included; and where to read the whole thing – implying if I knew where to find it I would read it. I read the draft by the way (just what I was interested in). So I take it the final version was already published even before it was signed by Lungu or you read after he signed it? Don’t act all wiser on me mate… as I pointed out, I’m just interested in reading some clauses not everything… 0 0 Imagine how much money will be saved now to channel into delivering real and meaningful development for our people, to make real efforts at reducing crushing levels of poverty among our people, to invest in new electricity projects and reduce load shedding without burdening our people with unaffordable electricity bills. I remember that the uPMD participated in shooting down the NCC effort in 2011, leading to more expenditure on constitutional reforms and 50%+1 which we should have dusted and closed in 2011. Today the same uPMD has forgotten about that and is pointing fingers at others for a collapsed economy and high levels of borrowing. What kind of economic managers does uPMD have in its ranks who cannot understand such simple economic linkages and accept to be part of the blame for… 0 0 Nothing new just waiting to kick out edgar lungu on aug 11. 0 0 How are you going to kick him out you are in a foreign land? Give credit were it is due. Kanofye uku ponta napashilingile 0 0 The United Detractors of Zambia (UDZ), namely Mmembe, Nawaki and her mouth, Kabimba and one HH, will not even acknowledge this as Lungu’s achievement and yet it is in that he could also have scuppered the whole process as previous Presidents have done. Well done ECL. 2016 will vindicate you in spite of the hate and insults. God bless you. Amen. 0 0 Yes, a new approach to politics; not the politics of the butcher and of the belly. 0 0 Did HH attend the ceremony? I hope he is not thinking of selling other companies. 0 0 So, now that the new constitution, especially 50% 1 issues are done away with, what will be the opposition’s campaign strategy about? Some of them can not even manage to garner 100 supporters per province, and were busy singing that once elected the will give us this constitution? A lot of those ‘one man party’ will not be seen come 11 Aug 2016. 0 0 Economic managers in the ranks of uPMD cannot understand such simple economic linkages and accept to be part of the blame for crushing poverty levels and debts? The Grand Coalition, uPMD, FDD etc still want us to continue paying allowances to members of NCC, Technical Committee etc. Whatever name you want to call it, they have gobbled and want to continue gobbling billions of kwacha whose rightful place is the pockets of our poor people through improved roads, education, health services, affordable food and electricity etc etc. Ati economic manager, kwisa just a bunch of incompetent fools whose only preoccupation is to line their own pockets, live in mansions, eat caviar, and show off in their Hummer jeeps at the expense of the people that they are expected to serve. 0 0 Fi LT muli ba uPMD cadre, why do you ignore or block good comments? 0 0 managers (ati economic managers) in the ranks of uPMD cannot understand such simple economic linkages and accept to be part of the blame for crushing poverty levels and debts? 0 0 I really feel for HH. He has invested heavly in his way to plot one yet the harvest is ZERO. lungu forgive them father they are your chn. HH it was not meant for you 0 0 Well done President Lungu. You have my vote for 2016. Keep working the way you are doing now. God Bless you! 0 0 I can’t wait to vote YES for the remaining part of the constitution in the referendum. If you are reading this and you haven’t yet registered as voter, please do so from the nearest civic center or council, or forever hold peace if your candidate fails AGAIN!! 0 0 What a day to be alive & witness the rebirth of a country where the politician now becomes true servant of the people. President Lungu, you are truly Godsent. God is smiling on Zambia to have appointed you for this time, for this era in Zambia’s lifeline. We thank God for a selfless leader like you. All have tried & stumbled in the past because they realized that what the people wanted was accountability & transparency. Some who want to rule this country don’t even understand the cardinal nature of the Constitution. They were actually fighting progress all for selfish motives. Thank God! 0 0 Ladies and Gentlemen, Kings and Queens, my president has done it again. I can’t wait for him to be inaugurated later this year. 0 0 @ Hakainde Terrible you are right, the opposition have chewed millions of our money in the process of sitting on those commissions as well. We do not need another loser the tell us about the new constitution tramp card anymore. No more complaints about loosing because of simple majority rule, if YOU fail again give other members of your party chance, so they can bring in new ideas, we are tired of selfish good for nothing complainants. 0 0 Mr President you demolished the law that entitles a retired president to be built a mansion by state and now you have ushered in a brand new constitution that will change the political landscape of Zambia forever. We should soon see the backsides of hyenas. 0 0 A suit becomes new when patched with 2 new pieces of cloth? Well! This is Zambia with its unique style of thinking to suit itself. If Zambia decides to call an Orange a guava it will still maintain so and justify it.Well! Thats food for thought. 0 0 This is good. But to tell you the truth not even Edgar can amass more than 50%. Not even Sata who had so much massive support from the urban area could manage to get 40%. With PF dwindling support it will be hard to get 50%+1. It is not true that HH has been closed out. Everybody including brother Lungu has signed his own death sentence over the 50%+1. Winning of any election in Zambia now and on wards will be a matter of compromise with others which is very health for Zambia. 0 0 True that! But in the inevitable re-run between Lungu and HH, Lungu will get the 50%+1. 0 0 ONCE, AGAIN, THE SIGNING OF THE NEW CONSTITUTION HAS RENDERED THE OPPOSITION PARTIES- ESPECIALLY UPND USELESS. THEY WILL HAVE NOTING TO TALK ABOUT DURING ELECTION CAMPAIGNS. PRETTY SURE THEY USED PF FAILED TO MAKE IT SO THAT THEY CAN CHAMPION THE CONSTITUTION ELECTION SPEECHES ON THE CONSTITUTION. PF IS BUILDING ROADS, UNIVERSITIES, SCHOOLS, HEALTH CENTRES, ETC, AND DOING SOMETHING ABOUT POWER IN THE COUNTRY. SO, THEY CAN’T SAY THEY WILL COME AND BUILD THIS AND THAT. OK, THEY ARE ALLOWED TO SAY THEY WILL BRING ANGLO-AMERICA COMPANY TO CAN AND RUN DOWN THE COUNTRY AND FLEE. 0 0 Good comments for a change.God Thank U For This Man Lungu You Gave Us,someone Who Is Ready To Surrender State House Preferrages Just To Put Things According To Pipo S Demands. All Former Presidents Failed To Do It Bcos Of Selfishness. He Has Signed Something That Can Also Affect Him This Excellent Work. Appeal To All Zambians Lets Vote For Lungu On 11/08/16 He Deserves A Full Term 0 0 This can even become a great advantage to some opposition parties you consider useless my brother. Lesa wa bonse. In times where there is a wind of change its easy even for 70pc plus 1 for opposition 0 0 People dont make me laugh ati no campaign material for oppposition when we have inflation at 21.5% , unaffortable living standards etc. Can Lusaka times compare the kenyan constitution signing ceremony at a stadium for zambians to see the difference between us and them. in kenya people were happy and turned out in numbers not here bane. Read between the lines. Actions speak louder than word lol 0 0 As a dual citizen of both Zambia and England now, I am prepared to invest $4,000,000 without fear of being treated under foreign conditions. This is very progressive indeed. 0 0 Elo mwa ambako ukusokoloka, bati na ambile neka ukutukulusha ka dual citizenship kena! 0 0 @ Chimbala, do you know that now your “investment” will be subject to Zambian Law irrelevant of your second nationality? Do you know that “foreign investment” has protection of either ICC, ICSID, UNICITRAL and BIT? 0 0 @ Chimbala, For British subject, nothing has changed. Still jurisdiction of the High Court of Zambia and at the mercy of totally biased Cap. 42 0 0 Thank you President Lungu! Akainde is definitely dead and buried now for he doesn’t know what the next five months have in store for our great country. Viva pabwatooooo 0 0 Well Done Lungu, now move over so that serious people can work for Zambia. At least you have achieved something. 0 0 PF cadres are full of hate and jealousy! Yes, celebrate today for the amendment of the constitution after all it was inevitable, but know that only God knows what tomorrow will bring! 0 0 Congrats president Edgar Lungu!!you have done what all other presidents failed to do for mother Zambia and thid has won you so many votes come 11/08/2016!!hh is a great loser here!! 0 0 Very very good, Edgar! You have done well! You have done what most past presidents feared! Woe to this NGO called updn…..kikikiki, what a name! We shall show them come August! Cant wait to put a final nail in the head of that bitter chap who calls himself elder….kikikikikikiki! what an elder? 0 0 the accentuation of the political industry. thanks to the dawn of pluralist politics and neo liberalism. parties will have to reasses their chances, realign strategies . . . look foward to more meetings, conventions (hopefully) as drawing boards get scruffy. someone pliz offer me a job as a political consultant 0 0 And in the mean time People will be without Bill of Rights? Great achievement!!! 0 0 He assents to a few amendments and suddenly ‘he is great’? Is it selective amnesia, gullibility or easy excitability on the part of some Zambians? 0 0 Lusaka Times, how much are they paying you to doctor the comments? You have even failed to show true pictures, my foot! 0 0 Viva ECL, you are very brave, you have done what all past presidents failed to do. If there is one thing you will be remembered for, it is making a new constitution a reality in Zambia. Imagine how many review commissions we have had in the past and all drew a blank. Viva ECL, long live ECL 0 0 Only a fool would abstain and condemn foolishly this national duty. How else can we say? Even Jesus was criticised for raising the dead. What more ba pompwe who were benefiting in this thing so called by many, names likes ncc, mungomba whatever, muvunga fimofimo and so forth. Miyanda and many others, never missed any sittings their were benefiting. The questions the general is asking today are useless, because he is one of the architects of the same constitution signed today. Why didn’t he raise those questions when the delegates, including himself were deliberating those issues? every normal Zambian will give credit to President Lungu and PF for this event and he will be remembered in the history of Zambia for his bravery. Ba pompwe just go to hell. 0 0 President ECL you are a real man, umwaume pabaume not these good for nothing ba opposition bansala. PF will kolopa again this time the difference will so big that even that party’s diehards will realise that, that man is unsellable. You can’t be selling same tomatoes year in year out, its rotten and you are still forcing people to buy your rotten hyena.Try others like beaf Mweetwa the level headed man. 0 0 Dont hateful for nothing.SATA warn on the 4th attempt just like HH will win on his 4th attempt 11/08/2016. Why didn’t you say the same for SATA, double standard, deep down your heart you know that ECL is in trouble in next General elections. 0 0 Well done Mr. President for fulfilling the promise. To all that have commented, note that no matter one does, good or bad, there will always be positive and negative comments. There is a good saying from the Nsengas about “Ziko la mulungu”. For the rest you can fill in the gaps if you know the song that carries a powerful message about human behavior. In this case, we must accept the turn of events and move forward. I don’t know of a constitution that has survived the test of time without an amendment. In a democratic environment such as ours, when a change is inevitable, we must embrace it. Like others have said, we have a president that listens to the cries of the citizens and makes adjustments accordingly. Suppose he behaved like a dictator, what would we have done? This is just… 0 0 The opposition, even my president Edith Nawakwi have been caught in the CHAN and not the Africa Cup. They Like President Mumba of the MMD should have attended the signing of the constitution. Even though it was a fan fair, it is for our people it was done. 0 0 Once again we fly like our “Noble Eagle”….its about Zambians and the next Gen, not about individuals who cash cowed in the old systems. Its one for the people focusing on Civil rights, Gender and Employment issues, Citizenship by birth or decent, Adult age and voting should be down to 18…etc. As much as previous Governments all played a part to amend the draft….Infintu Ni Lungu gets all the credit yet again!…and endorses him to scoop 2016. 50% + 1 vote, means Nevers Mumba who leads the 2nd largest party would favour Lungu and not HH 0 0 @ Kasuli Nevers Mumba leads 2nd largest party? Joker. There was more spoiled ballots than votes for “2nd largest party”!!! More likely, stooge mumba who leads left-overs from once proud ruling party hopping to get few crumbs from permanent failures. 0 0 This is a good move. I was initially worried he would not sign the Bill by using General Miyanda as an excuse. I have always said it is very difficult to unseat a party in power under the old constitution where a minority president would become president (all, except KK and Chiluba have been minority presidents); ruling the country under minority support. President Lungu beat his nearest rival by slenderest of margins; and that was the time he had the sympathies of the country. 2016 will be characterized by heavy apathy in PF stronghold areas by people who do not want to vote for opposition; they would rather stay away. That is what will define the winner and losers. 0 0 Church elder (HH)nao nindoshi. Nakaba apa after signing of the amended constitution 0 0 @ Nanduba Mwila, point of correction, The Kenyan constitution was subjected to a referendum after a vigorous campaign by the government, that process alone gabled a lot Kenyan Shillings( in billions) The kind of money our country does not have at the moment (realistically speaking) considering that we will soon be having general elections(another exercise requiring huge somes of money) It was a prudent decision made to adopt the constitution in two phases, we are done with part one today, the last one will be adopted by us the voters during the general referendum elections. Don’t compare what happens in your neighbors house if you don’t have the means to achieve it. Believe in what you are able to do in your powers. 0 0 @ kopala There is no money for referendum for Constitution but there is money for referendum on Bill of Rights? Somehow your “point of correction” needs to be corrected. 0 0 For me as a UK registered company owner, adoption of dual nationality is a positive development and certainly a plus. Late MCS was against granting this status so is Brig Gen Miyanda but you’ve done it. 0 0 @ zozi-a-zozi What about BIT which is waiting for ratification since 2009? Do you realize that now you DO NOT HAVE any protection? Not in Zambia and not in UK. 0 0 I like that one: Ati Church elder hh nao nindoshi……kikikikiki! Infact someone should forcefully shave this elders’s hair! He looks like abena Bornwell Chunsu!!! kikikikiki! 0 0 MWEMBWA MWE ARE WE HERE TO EAT THIS THING CALLED CONSTITUTION. So a pat on the back for Lungu, just one because a lot still remains. Ba Grand Coalition please continue fighting until we get an even better constitution. Most people are blind followers so they don’t understand why you want the provincial assemblies, why you want cabinet to be appointed from outside parliament, why you want proportional representation and why you want the bill of rights. They even insult you for what you are doing to help them leave in a country that is better governed. 0 0 Let 2016 elections be a fair game, please. 0 0 Nevers well done fo r working together. One thing liked about u is you were quick to assess hh and parted company i m sure u cudn t trust him. All parties shud forget about there boundaries ,origins if they want to continue. You use i instead of we u lose bcos alone no power to withstand 50+1 u will be blown off by votes. By by tribalism, hatred, regionalism out. Change camps to win 0 0 President Lungu is humble but not stupid. After the insults hurled against him, he has simply fought back with a Constitutional ascent. This Constitution gives PF many extra years to rule. That is why today was a victory rally for him and PF, The 50+1, will be extremely.elh difficulty to win. Bh opposition. Meat while Lungu and PF will remain in power unfilled it is resolved. The other issue is that of raising 1000 registered voters from each province by a Presidential candidate. As a sitting president, Lungu will easily do this, but others will struggle and fail. UPND and HH will see that they made a grave error pushing Lungu to do this. Lungu just signed their death certificate. Analyze it closely and see. Lungu is a very crafty politician. When his opponent were busy insulting get, he… 0 0 Thank you EL for being honest to sign in the new constitution and bringing about a new era in our progressive nation. all the clauses you appended your signature to will bring about alot of meaning ful change and you have a massive yes from all in the Diaspora for being so strong against all odds to sign this document. you have my vote this year in august. All other presidos failed the dual citizenry, Lungu delivered. Well done Mr president. 0 0 A new day for Zambian politics. Keep it up! 0 0 A grand political epoch for Zambia. 0 0 Well done mr president .
