Government alone cannot meet the demands for jobs-HH

United Party for National Development (UPND) President Hakainde Hichilema has said that the rapid expansion in the size of Zambia’s workforce clearly shows that the demand for jobs cannot be met by the Government alone.

In a statement released to the media today, the UPND leader said that creating new districts will not absorb the great number of graduates as such an approach will only help in the short-term and risks indebting Zambia further

SERIOUS ABOUT JOB CREATION

A Government serious about job creation is a Government serious about supporting local business and investing in youths.

Job creation must be our number one priority. The working age population has increased from 6.1 million in 2005 to 8.1 million in 2014. Each year there are more than 130,000 new entrants to the labour market; 130,000 extra people chasing the few jobs on offer.

With such a rapid expansion in the size of our workforce it is clear that the demand for jobs cannot be met by the Government alone. Creating new districts will not absorb this number of graduates. Such an approach will only help in the short-term and risks indebting us further. The only real solution is to drive economic growth through supporting the private sector, while at the same time channelling government revenues into education and training initiatives that empower young Zambians.

The PF seems content to pay lip service to job creation, promising new jobs when there is little evidence that they have delivered on their past promises of the same. Unfortunately, such political grandstanding is exactly the sort of thing that has destroyed the trust and confidence of our people in their elected representatives. They may find they regret not taking job creation seriously come 12 August 2016.

The simple fact is that over the past decade we have failed to keep the rate of job creation up with the number of new entrants to the labour market. The employment to population ratio was 77% in 2005 but stood at 72.8% in 2014. Is this progress?

In evaluating the PF approach to job creation over the past 5 years we have identified several major problems that explain why so little progress has been made:

  • Lack of transparency
  • Over-reliance on public sector
  • Failure to protect existing jobs in the private sector due to policy inconsistencies more.
  • Completely ignoring the Small- and Medium-sized enterprises (SMEs), which are the major employers in most developed countries and in some cases contributors of over 60% in corporate tax.

Our proposal is different. We are not promising meaningless numbers. We are committing to an approach that targets the root drivers of job creation and tackles the obstacles facing those looking for work.

Firstly, we will stimulate job creation through driving economic growth. Prioritising areas such as value-addition will create jobs and bring down prices at the same time. What better solution to poverty than this? To have more people employed and working in industries that lower the cost of living for others.

The vast number of Zambians who are self-employed, 41.4% of the total employed population, is significant. It tells us that people are willing to start out in business, and ready to work hard to find a way to make their own living and provide for their families. We strongly feel they should be doing this with the support of government. The number of permits required to start a business, the burdensome and costly regulation involved, and the failure of government to maintain vital infrastructure, notably in the power sector, are just some of the factors constraining this 41.4%, when we should be helping them.

Secondly, we will invest in our youth so they have employable skills. Anyone who has looked at the limited employment statistics we have available to us will know that unemployment is highest among our youths. In fact in urban areas around half of males aged 20 to 24 are unemployed. What wasted potential! No wonder we see unrest in some of these areas. While such unrest is never justifiable when it manifests itself in violent forms, we have to be honest about the root causes of these problems if we are going to tackle them effectively. We need to do more than just condemn violence and ensure that we are supporting initiatives that give our young people a stake in society and an opportunity to succeed.

We will support mentorship schemes and industry-led youth outreach. Through consultation with industry experts and education professionals, we will develop an education system that inculcates a ‘can do’ attitude in our youth, and prepares them for employment, business and success during their school years. The UPND remains a strong supporter of access to education from primary to university for every young Zambian. This should be funded by cutting wasteful government expenditure. We should be investing in the future of our youths not the transport means of our vast cabinet, and their expensive trips abroad.

Of all the investments a government can make, we believe education to be the most important, because if properly managed the dividends will be significant and long lasting. There is no way you can have an effective, efficient and productive private sector if the labour is not skilled. As we have said before, if you think education is expensive you should try ignorance.

      I don’t think he will win any elections because, he doesn’t appeal to a common man. He has the repertoire and appeal to the faily educated masses but the street man, the common man, the cadres, I don’t think he appeals to those people at all.

Last time I look, there were over 5,000 miners who lost their jobs; ECL promised 500,000 jobs (we are yet to see one); Jean Kapata promised 300,000 jobs in the tourism industry! (The only person doing the ‘touring’ is ECL with Mampi, JK, etc). Let us be serious about this country. Another 5 years of PF spells death, poverty and being ruled by cadres. HH will win on Aug 11 2016.

My advice to Tongas is that muchinje. Each time I ask people about Tongas, the comments are not good. You are affecting HH’s chances of winning. Otherwise HH as an individual is fine.       UPND is only labelled Tribal party because their leader is Tonga. If for arguement’s sake, someone from Bembaland or Eastern takes over UPND, the tribal tag will fall away, why is it like that? Zambia is for all the 73 tribes, why kill each other or hate each other because of tribe?

  5. In the same vern, neither could these jobs be done by individuals without the right skills. It is paramount that GRZ reintroduces skills centres where various skills courses could the taught. GRZ should not only concentrate on opening institutions of higher learning because the majority of the Zambian youths do not have the minimum entry requirements to enter higher education. Zambians armed with a lot of professional and academic knowledge from uninversities / colleges / skills centres should not only be looking at getting employment after completing their education but instead be aiming at opening their own business and becoming employers. This is what is going to drive Zambia forward.

  10. the man is correct and to the point. all these fights among party caderes will go especially if the youths have a thing to do. note youths are very vibrant anywhere, very energetic so if they have nothing to do they use their energy for useless activities like fighting, drinking and many more others. keep them busy or provide an environment so that they are encouraged to be busy; the police will have less talk and the so called POA will be worhtless, politicians will doing things alone not NDAKAI, the youths are used by these characters called politicians to fight

  12. I have interviewed a great many graduates and I can tell you our education system is not generating employable graduates. A government that does recognize this fact and work on correcting it will keep chasing after the wind! Solution is to introduce rigorous education system and focus on investing in the youth and encourage intellectual investments! 2 of the world’s most wealthy organizations in the world (Google and Apple) thrive on just intellectual ideas! No copper or cassava sold there!!! Am just saying!

  13. @MM, govt is putting up industrial clusters that swallows the SME industries being undertaken on the streets and in yards. This is targeted at 7 out of 10 Provinces.

    The money from ADB is for infrastructure development. The feasibility studies were undertaken by ADB early last year and past. I am not supporting any party but what HH is saying is what Govt is already doing unfortunately.

What they fail to understand is that efforts have already kicked in to redress the situation which for 50 years has been left unattended to. The impatience being shown now makes me fear we may be heading towards a situation similar to Somalia where successive government have failed to rebuild the country and now it is free for all and most of the youth are running away flocking in containers into Zambia as Ethiopians. But I have read a lot saying am bemba easterner cb etc who without shame say they support upnd HH.       Don’t actions speak louder than words? In 1967, Tongas joined hands with the Bembas in support of Simon Mwansa Kapwepwe for the Vice Presidency. Kapwepwe won. Bembas are yet to demonstrate a similar kind of willingness to join hands with the Tongas in support of a Tonga for any political position. In whose court do you suppose, the ball is?

The reasons why SME are failing to tick is because of the cost of borrow is very high in Zambia , hence the chances of failing to run the business are very high as you end up working for the bank, that is the reality. Fellow Zambians, we are falling in the trap of politicians who are inciting us against each other. There is literally no difference between Tongas and Bembas except in the eyes of these fools (Politicians). I have a serious problem with UPND’s campaign message, you label yourselves as ‘too educated’ and a party of elitists forgetting that the majority voters are the poor and unschooled in remote areas. Just a kind reminder that your message is not sellable. An uneducated poor villager in Nabwalya will vote for the party that has made them an asphalt (tar) road, a far-fetched dream never achievable in their generation. No, they don’t eat roads, but that is a huge achievement. They won’t vote for some technical ‘education’ jargon spewed by your leadership, only understood by a few in urban cities. I personally admire HH’s individual achievement but I feel his wealth has detached himself from the grassroots.

Would you say the same for Bembas when they voted for a fellow Bemba; and for Ngonis when they voted for a fellow Ngoni?

In Ndola you have a state of the art stadium there was no borrowing.Kwacha traded at K3000 to a dollar i.e K3 to 1 USD. inflation was in a single digit stage. not nowadays when it’s over 21%.No single miner lost his Job despite Anglo pulling out .The Zambian people will not elect someone based on his tribe.This time around they will elect a PERFOMER someone who will work to better there lives and that of there children.

      Please note that the economic conditions are now far much more challenging that at that time. Further more we entered a terrible recession in 2007 such the world has never seen. The Kwacha trades as to market prices and all world currencies have had ups and downs. The problems currently are Market related not Policy nor instruments. Curiously why didn’t your list include Botswana and Namibia? The economies of Botswana and Namibia, much like those of the countries you have mentioned, are also commodity based. The difference is that Botswana and Namibia use their brains to manage their economies.

      The three countries you have mentioned are among the most corrupt in Africa, if not the whole world. Even Uganda has done a far much better job of managing its crude oil resource than has Ghana. Angola and Nigeria are not worth the mention.

    • @Muana Tembo: We have heard this song of HH privatising the mines and pocketing the money, but suprisingly HH is still walking the streets as a free man. Why hasn’t PF arrested him if indeed he swindled the Govt?
      The mines were sold by MMD Govt under the supervision of the World Bank. Among top leaders from Zambian Govt were FTJ, Micheal C Sata (former PF President), Guy Scott, Ronald Penza, Francis Kaunda and Valentine Chitalu was in charge of ZPA.       Well, I know his wealth history. It’s basically hinged on diligence, frugality , prudential management and attention to detail.

      The man made his money clean with the help of God. That is why if you are in Lusaka, perhaps you have been to a mall where he has an interest or even eaten beef from HH FARMS or been in a building that he owns.

    Why don’t you ask those of us who were with HH at Mushili Military Training Camp in 1980/81. Those of us who were his professional colleagues at EAZ and worked with him at Coopers&Lybrand which became Grant Thornton. Ask those of us who have bought cattle from HH Farms and who know the origins of Agrosupport and other numerous HH enterprises.

    On the basis that you seek honest discourse on this economic magnet, HH, I offer to shed light on questions raised. I don’t need no research because:
    1. He is my peer
    2. We worked at CEO / Board level
    3. We share similar passions of ranching….except that I have Luapula connections…lol

    HH started work about 85/86. He started doing small houses in Kalis. He had an opportunity after UNZA to do masters in the uk. He had good fortune of leading the management team that set up Grant Thornton where he was CEO till retiring to pursue politics .

    I know several businesses of HH included the famed HH farms. If you had interest in agriculture you would know the wealth of HH.

Government is not in place to create jobs — government should provide infrastructure, effective regulations, solid partnerships with neighboring countries, etc. We should not look to government to pay our salaries. Far too long in Zambia the best jobs are government jobs (teachers, police, nurses, doctors, military). This is a dangerous imbalance. We NEED private corporations to employ people.
    HH – I will support you IF you stay out of the way of business. WE dont need more politicians – we need more work.

    • HH is just a dealer naimwe. His riches multiplied after privatisation process. Who doesn’t know that HH made a killing during privatisation? How much was he worth before privatisation and who new him them. By participating in privatisation with the them corrupt mmd cartels then he bought himself immunity and that’s why he joined politics so that he can be protected. I will believe you when you talk about his businesses before privatisation as genuine and had he continued with those businesses he wouldn’t have been in the top 20 richest people in Zambia today.   42. I fail to see what is new about what HH has said. To a greater or lesser extent each successive government in Zambia has been doing exactly what HH thinks is new and innovative. PF to a greater extent and effort. The constraint has been lack of adequate resources to carry out all required programmes because our economy cannot generate sufficient
    Isn’t resources to cover all needs. Obviously HH lacks an insight into the activities and programmes of governments. Because he is too proud and too aloof to learn or ask from others, HH repeats things that are already in progress. He has copied a lot of things from Michael Sata but it will not work for him because Michael went through the ropes of governance which is clearly lacking in HH.

    As one Bill Gates once said at a Harvard graduation ceremony: – “… If humanity can find approaches that meet the needs of the poor in ways that generate profits for business and votes for politicians, we will have found a sustainable way to reduce inequity in the world”.
    And on top of that, as any normal functioning adult will agree, the fact that NONE of the people opposed to HH’s plan on job creation have come up with any credible alternative points or plan relevant to the topic at hand speaks volumes.

  46. It is easy to sell HOPE to Zambians than FACTS. Someone says I have no vision nor mental and physical capacity to rule Zambia and you go ahead and vote for him and expect him to deliver!! Someone tells you the truth backed by empirical facts and shows how he is going to solve some of the critical problems, you call him liar and opportunist!! What has happened to Zambians?
