QUICK action by Parliament security yesterday prevented Katombora member of Parliament (MP) Derick Livune (UPND) from charging towards and physically attacking Minister of Finance Alexander Chikwanda while he was winding up debate on the motion to “Increase amount outstanding at any one time on domestic and external loans”.
About 20 uniformed security personnel had to be called in to stop UPND Katombora MP Derrick Livune from throwing punches at Information Minister Chishimba Kambwili.
This was after Mr Livune charged to the front, took off his jacket and attempted to fight Mr Kambwili during a heated debate on the motion to increase the country’s debt ceiling.
Some UPND MPs were infuriated by Mr Chikwanda’s remarks that the UPND has never had a leader outside Southern Province. Mr Chikwanda described the PF as the only party in the country with the exclusivity of leadership.
This infuriated Mr Livune who stood up, removed his jacket and charged towards Mr Chikwanda but quick action by security personnel blocked him while on the other side of the House, Solwezi West MP Teddy Kansonso (UPND) also charged towards his Mufumbwe counterpart Stephen Masumba but Parliament security managed to separate the two law-makers.
The statement by Mr Chikwanda incensed UPND MPs who protested to Speaker Patrick Matibini demanding that Mr Chikwanda withdraws the remark which he refused saying he did not insult anyone.
Some UPND MPs were infuriated by Mr Chikwanda’s remarks that the UPND has never had a leader outside Southern Province.
Speaker of the National Assembly Patrick Matibini ordered Mr Chikwanda to withdraw his statement and the minister explained himself.
The MPs on both ends continued exchanging words for nearly 10 minutes with Clerk of the National Assembly Doris Mwinga at pains to calm the situation.
Another punch-up ensued when Munali MP Nkandu Luo was heard shouting “Nalelo twala fi wina” (Even today we will defeat them) when oral voting was about to commence.
Calm was later restored and the House went on to vote in the affirmative that the debt ceiling should be raised from K60 billion to K160 billion for external loans payable in a period of more than one year.
The ceiling for domestic loans payable over a period of not more than one year also increased from K13 billion to K30 billion.
Out of 109 present MPs, 79 voted in favour of the motion while 30 voted against and none abstained.
Awe mwe..it is amazing how the once civilized party has become this violent. Even in Parliament sure. Is this what everybody in UPND has been told..you have to be violent to put HH in state House? Chikwanda then asked the Speaker to allow him to wind up debate but immediately said he had not offended anybody.
‘I haven’t offended anybody so what I am I going to withdraw? I said it is regrettable if I offended anybody,’ Chikwanda said as members shouted that he was undermining the Speaker.
The Speaker then just said ‘very well’ and called for a vote on the motion.
Now, the above story makes more sense to me that what this PF Vuvuzela called Lusaka Times is trying to shove down our throats.
UPND can fight all they want but one thing is certain…HH will never ever rule Zambia…the truth hurts and Chikwanda said it the way it is…

Livune was just going to grab Chikwanda’s speach. In any case, Zambians need to reject PF just like Jamaicans have today rejected the ruling party which has brought misery among he poor by its IMF policies which this visionless PF and Chikwanda want to subject Zambians again.

If you listened to the live debate, you would have noted that the report is far from the true issue that lead to that confusion. Fighting in parliament is very normal. They should not have restrained Livune. The MPs are inspired by Catherine Phiri. The Headline and the report are parallel. How did Livune almost hit Kambwili when the headline says “Quick Action Prevents UPND MP from going physical on Chikwanda in Parliament”. Mr. Intelligent has given us a narrative on how Kambwili came into the Picture (Thought source not proved). But such should have been the composition of the report.
My humble analysis:
1. Journalists should give us detailed and evidenced reports so that proper reviews can be made
2. Our politicians/cadres will keep getting more physical because they have no intellectual basis to debate on.
2. Lack of objectivity in our politicians make them waste time on trivial matters such as tribalism

My dear countrymen and women, the increased debt ceiling will suffocate our economic and social livelihood as they reach their maturity. The current micro-economic indicators are declining at an alarming rate which is not sustainable in the long term.
The question is why are the economic and social indicators negative despite heavy borrowing by the PF. Surely, the economic equation has gone wrong under this PF govt.
If life expectancy was equated to 24hrs, the Finance Minister is around 23hrs of his age and therefore irresponsive for him to contract debt which will be offloaded on poor Zambians living and yet to be born.
Why are we auctioning pur country and sovereignty?.
The good news is that we have the democracy as a tool to make political choices every five years.

There’s nothing wrong with what Hon Chikwanda said about upnd leadership having remained exclusively southern. It is not tribal at all, but a fact.
