Transparency International Zambia (TIZ) has said that it is practically impossible to rig an election in Zambia.

TIZ Executive Director, Goodwell Lungu has since challenged all those saying rigging is possible to avail evidence.

Mr. Lungu explained that there are a lot of monitors, observers, political party agents as well as other stakeholders at every polling station, to prevent rigging.

Mr. Lungu was speaking yesterday, when he featured on ZNBC TV 2?s Morning Live programme on the Lifestyle segment.

Meanwhile, the Electoral Commission of Zambia (ECZ) has said that it is focused and determined to deliver a credible election next month.

ECZ Commissioner David Matongo who arrived in Dubai yesterday to witness the printing of ballot papers said that the commission was taking deliberate steps to ensure a free and fair election.

Mr. Matongo was speaking at Al Ghurair Printing and Publishing Company, in Dubai after inspecting the printing and packaging of ballot papers.

And a representative from the Evangelical Fellowship of Zambia Bishop Shemmy Makelela has also joined the team witnessing the printing of ballot papers in Dubai.

Bishop Makelela is impressed with the quality of the printing and that all suspensions that political parties and stakeholders held should be dismissed.

Meanwhile this morning Al Ghurair Printing and Publishing Company, General Manger Lakshmanan Ganapathy took the team round the printing company where he explained the packaging process.

Mr. Ganapathy assured the Zambian team that his company will finish printing ballot papers for the National Assembly tomorrow Tuesday July 19th having already finished and started packaging ballot papers for the Presidential, Referendum, Local Government

    • If only he knew what rigging involves would he have understood that his statement is far from the truth.
      Rigging starts with, among other activities, denying the other participant space to be heard at a gathering or on a public or private media. Campaign restrictions, beating maiming and killing the other whilst police look the other way, threatening opponents with all manner of cooked up wrongdoings, denying them to carry their communication devices near polling booths, transferring ballot boxes by helicopter without the company of all participating agents, creating a results interceptor server between the inputting polling booth and the Election Commission Computers at the talling headquarters etc…etc.
      Looks like TIZ is viewing the issue via opaque glass. Is it a question of blood…

    • The lesson for us as a nation is this, never trust a Lungu or Banda with serious matters of national importance.
      Always remember this Zambia and don’t you ever forget every time the name Lungu or Banda comes up, you must inform someone who is not from Chipata to review the case. Don’t deal with a Lungu or a Banda please. We have had too many problems from these people, these two names have destroyed our once thriving democracy. We should have known better but we are now learning the hard way.

It’s like assuring a neighbour that thiefs cannot break into your home because of having security cameras (CCTV) to monitor.     • The man is a disgrace. You can’t issue such a sweeping statement. Does he deserve to be in that position? If he had said it is quite difficult to rig then yes, not practically impossible. Moreover for his own sake, rigging already started. The violence by PF (he should today what PF will do at the UPND Kanyama rally if he doubts. I hope he won’t say it is UPND cadres dressed in PF regalia who are attacking themselves. For what? All signs across the nation are that UPND is winning and so why should they jeopardise their chances? , the unequal coverage from public media outlets, etc. Just because you are also a Lungu, you don’t see the machinations PF are doing? As long as civil society is ran by such tribalists , Zambia and Africa at large is going nowhere.

    • Since HH became president of UPND there is one barometer which I use to predict the out come of elections and that is the word “Rigging”. Each time HH and his Cadres go on top of the mountain and start shouting “elections are being Rigged” just know that UPND has conceded defeat already, so even having elections is just a formality. The outcome is already known. My barometer is very accurate.

Why was it not possible for them to trace that instead but now they have become forensic experts to know how Lungu cannot manipulate the elections. Even from the way he talked “If HH does not accept the result, he will see what I will do to him” these are very dangerous words coming from a participant who should not know the outcome before hand. Lungu will still try to rig let no know think all is well. You can tell a crook by his actions: months before elections – he meet M7 and goes to Dubai (Under the pretext of Saudi Arabia), he later hires 10 helicopters that will be probably be used to deliver these pre-marked papers, foreigners still on the voter’s register among other things.     • My experience generally is that it is near nigh impossible to rig elections without being noticed. Even in despotic countries when it does happen it is almost always abundantly clear.

      Normally what happens is that the incumbent just creates confusion like ballots disappearing or stopping observers from attending, shutting down tallying centres, or the ECZ equivalent announcing false results and so forth. As for the latter it only happens when the ECZ is cowardly.

      I would concur and suggest that all political parties should just focus on their campaigns rather than the rigging nonsense.

    • This boy ‘s credibility has seriously been compromised by the Lungu regime which has threatened the boy by putting a gun on his head to go live on compromised ZNBC and refute the planned rigging scheme in place.

      In case the boy does not know, rigging takes so many forms and it includes denying the opposition fair coverage by the state funded media and banning opposition from campaigning on level playing field under the pretext of curbing violence when the PF and lungu have failed to arrest and prosecute those cadres involved in the killing of innocent Zambians.

      Zambians are just fade up with this PF regime which does not respect human rights. They are now more than ready to fight tooth and nail to overcome this misery.

Is he sure that all polling stations are manned by trained monitors who are aware of the dos and donts of election monitoring? We all know that the international observers are biased towards polling stations along the main roads. Mr Lungu, just because you are a Lungu doesnt mean that you should think the Lungu way.   13. This Goodwell Lungu is trying to divert our attention from ECL’s actual election rigging. This Lungu doesn’t understand how elections are rigged. Voters Registration was rigged when foreigners were registered as voters. PF is restricting campaigns by UPND, very little positive coverage is given to HH is the media etc. Lungu should wait until the Final Electronic Voters Register is released thats when u will see mother of all rigging. Many people will find that they have been disenfranchised and will fail to vote on 11th August. Here is the evidence: Timor Consulting Company has planted its technology to distort the results straight from the polling stations to the those who record the ultimate results in the computers at Mulungushi International Conference Centre. These people are among those Malupenga and Kampyongo were talking about in the rigging recruitment in the audio. What this means is that what all the monitors will record and publish will be different from the final results entered in the computers by ECZ at Mulungushi.   17. From comments made above.Its very clear ECL is rigging these elections at every stage. During the 2015 by election TIZ witnessed many incidences of election rigging as per Ndonga comment above but did nothing. So TIZ has already been paid by ECL to cover up the rigging. The rigging of these elections by ECL is definitely underway and what is in doubt is whether it will succeed or not. If voter turnout is around 60% and above it will be a mammoth task for ECL to rig these elections successfully. Goodwell Lungu is compromised and therefore singing for his super.

    • @17Moses et al,In Jan’15 HH cried rigging and at some stage results publication had to be halted at HH’s behest. Verification proved that he fears were unfounded. The final result confirmed HH as a loser! He kept complaining that he had been robbed of victory but on two occasions the then Chairperson of the ECZ Mrs. Ireen Mambilima asked him to provide evidence. To date he has never done. Now there are a myriad of allegations in this election including that printer for ballots is complicity to rigging. They have been asked to provide evidence but to no avail! If all these things being said are true why not use laws and presence of foreign observer to put up a strong case that can help the whole country to improve this and other elections?   24. The independent audit revealed that the voter register has more than 130 000 voters same date of birth same NRC what does that mean if is it not for rigging purposes? That number can make a very great difference in the election result. Why is he mute on that if he is really worthy his position….another compromised cadre, corruption indeed is a cancer!

  25. Ignorance is dangerous. or is because they have similar surnames? In January 2015 elections figures were manipulated including in Chawama. If you remember, results from Chawama were inflated by 5,000 in favour of Lungu. The totallling centre had lower figure than what was officially announced by ECZ.

  27. People don’t understand Lungu.He is a tried political thug who rigged the PF Presidency at Mulungushi. In January 2015 Lungu again rigged the by-election to become President. As soon as he became President he started scheming and rigging the main elections in 2016. He packed the courts with judges loyal to him. He configured ECZ and appointed Commissioners and Its Chairman who happens to be RB’s first Cousin. RB is at the centre of ECL’s Election Rigging Strategy. ECL registered foreigners to vote for him. ECL insisted on the Dubai printer printing the ballots and that has been done. The Voters Register is being manipulated as we speak. Many voters will be disenfranchised.   28. First of all, rigging is not just about what happens at the ballot box but what happens in the run-up to elections. “Free and fair” does not just happen on election day! Got it, TIZ?

    As for “rigging”, I’m reminded that PF itself was jumping around and causing confusion about “vanishing ink” and “magical paper” in 2011 and people were happy to believe! Now they say don’t cast doubt on ECZ but were busy doing exactly that before. So far, at least UPND’s allegations of rigging haven’t transcended the absurd!

  37. It is disappointing that we produce such dull lawyers in Zambia. Does he even know what rigging is? Rigging is NOT at the voting stage BUT at the counting and Tallying stages. Votes can be switched during the counting process; Fake votes can added during ballot counts; figures can be altered or even switched at the tallying stage! ALL these cases would NOT be resolved by the presence of the so called monitors!!
    How much was Goodwell Lungu paid to make such a senseless and stu.pid statement? He is just another Mother Fu.cker!!
